five years. 158 Therefore, it is not that <strong>the</strong> revamping <strong>of</strong> <strong>the</strong> court’s<br />

computer systems is c<strong>on</strong>tingent <strong>on</strong> <strong>the</strong> success <strong>of</strong> our proposal,<br />

but that <strong>the</strong> UCMS plan – which is already in moti<strong>on</strong> – makes <strong>the</strong><br />

case for court restructuring str<strong>on</strong>ger.<br />

OCA has already made substantial progress in creating<br />

<strong>the</strong> UCMS and plans exist for <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> fur<strong>the</strong>r<br />

phases. The first Universal Case Management System was<br />

operati<strong>on</strong>al in all Family <strong>Courts</strong> statewide in 2003. The “Local<br />

Civil” 159 versi<strong>on</strong> <strong>of</strong> <strong>the</strong> UCMS is currently being tested in two<br />

counties and is expected to be implemented statewide over <strong>the</strong><br />

next two years. This system replaces individual systems located<br />

in each <strong>of</strong> <strong>the</strong> City and District <strong>Courts</strong>. The UCMS Criminal and<br />

Supreme Civil systems are under development and should be<br />

implemented statewide over <strong>the</strong> next five years. The new UCMS<br />

Criminal and Supreme Civil systems will replace two older<br />

mainframe-based systems 160 and 150 local county-based systems.<br />

Finally, OCA plans to incorporate <strong>the</strong> specialty applicati<strong>on</strong>s,<br />

including <strong>the</strong> Drug Court, IDV Court and Mental Health Court<br />

applicati<strong>on</strong>s into UCMS.<br />

In short, much <strong>of</strong> what is needed by way <strong>of</strong> informati<strong>on</strong>systems<br />

merger is already in place through <strong>the</strong> phasing in <strong>of</strong><br />

UCMS. This is not to say that additi<strong>on</strong>al planning and reform<br />

would be unnecessary in a restructured system. 161 For example,<br />

<strong>the</strong> Court <strong>of</strong> Claims is currently <strong>on</strong> a locally based computer<br />

system that is not compatible with <strong>the</strong> Supreme Court system and<br />

<strong>the</strong>re are no plans yet in place to merge <strong>the</strong> Court <strong>of</strong> Claims into<br />

UCMS. Similarly, <strong>the</strong> current county-based Surrogate’s Court<br />

The mainframe-based Civil Case Informati<strong>on</strong> System (“CCIS”) was<br />

built in 1986 and serves thirteen counties. The Criminal Records and Informati<strong>on</strong><br />

System (“CRIMS”), also a mainframe-based system, was built in <strong>the</strong> early 1990s<br />

and serves twenty-four courts <strong>of</strong> criminal jurisdicti<strong>on</strong>. Informati<strong>on</strong> provided by<br />

Notably, each Appellate Divisi<strong>on</strong> has its own system. These systems<br />

are not compatible with each o<strong>the</strong>r, nor are <strong>the</strong>y compatible with <strong>the</strong> trial courts<br />
