<strong>Courts</strong> in Hempstead and Syracuse also focus <strong>on</strong> n<strong>on</strong>violent<br />

crime and sentences which are community service oriented. 138<br />

The Red Hook Community Justice Center in Brooklyn is<br />

<strong>the</strong> nati<strong>on</strong>’s first multi-jurisdicti<strong>on</strong>al community court, with a<br />

single judge hearing criminal, housing and family court cases. A<br />

sec<strong>on</strong>d multi-jurisdicti<strong>on</strong>al court, <strong>the</strong> Harlem Community Justice<br />

Center, focuses <strong>on</strong> youth crime, housing and <strong>the</strong> impact <strong>of</strong><br />

<strong>of</strong>fenders released from c<strong>on</strong>finement. Programs help landlords<br />

and tenants resolve c<strong>on</strong>flicts and provide at-risk youth with a<br />

community service corps, tutoring and mentor programs. 139<br />

These courts are ano<strong>the</strong>r example <strong>of</strong> an administrative<br />

initiative which has integrated cases to cut across <strong>the</strong> disparate<br />

jurisdicti<strong>on</strong>al boundaries <strong>of</strong> criminal, civil and family court<br />

matters. The courts’ single forum allows a judge to<br />

comprehensively address problems affecting individuals and<br />

specific communities. 140 * * * *<br />

All <strong>of</strong> <strong>the</strong> administrative initiatives described above have<br />

involved to some degree an effort to overcome <strong>the</strong> inefficiencies<br />

that are created by <strong>the</strong> artificially fragmented structure <strong>of</strong> our<br />

courts. Despite <strong>the</strong> initial awkwardness <strong>of</strong> implementati<strong>on</strong> (i.e.,<br />

<strong>the</strong> need to develop procedural “end-runs” around <strong>the</strong><br />

jurisdicti<strong>on</strong>al hurdles) <strong>the</strong>se initiatives have dem<strong>on</strong>strated that<br />

very real efficiencies can be achieved through c<strong>on</strong>solidati<strong>on</strong> and<br />

innovati<strong>on</strong>. Again, given this evidence, simplificati<strong>on</strong> <strong>of</strong> our<br />

entire court system should be <strong>of</strong> <strong>the</strong> highest priority in our state.<br />

The goals <strong>of</strong> both <strong>the</strong> Red Hook and Harlem multi-jurisdicti<strong>on</strong>al<br />

courts include speedier, more effective dispositi<strong>on</strong>s and increased compliance with<br />

court orders by making informati<strong>on</strong> and services available at <strong>the</strong> courthouse, such<br />

as drug treatment, mediati<strong>on</strong>, and entitlement assistance. Am<strong>on</strong>g o<strong>the</strong>r results,<br />

<strong>the</strong>se efforts have led to an increased public c<strong>on</strong>fidence in <strong>the</strong> court system. For<br />

example, a 2005 study <strong>of</strong> Red Hook, Brooklyn reported that seventy-eight percent<br />

<strong>of</strong> resp<strong>on</strong>dents had a positive feeling about having a community-based court<br />
