• <strong>New</strong> <strong>York</strong> City Civil Court. The <strong>New</strong> <strong>York</strong> City Civil<br />

Court is located in <strong>New</strong> <strong>York</strong> City and presides over civil<br />

disputes involving damage claims for $25,000 or less, in<br />

additi<strong>on</strong> to commercial landlord-tenant disputes and<br />

ejectment acti<strong>on</strong>s. 22 <strong>New</strong> <strong>York</strong> City Civil Court judges<br />

are elected to <strong>of</strong>fice for ten-year terms by <strong>the</strong> voters <strong>of</strong><br />

statutory Civil Court districts. 23 The Housing Part <strong>of</strong> <strong>the</strong><br />

<strong>New</strong> <strong>York</strong> City Civil Court was established in 1972 to<br />

handle residential landlord-tenant disputes. At <strong>the</strong> time,<br />

<strong>the</strong> Legislature established a corps <strong>of</strong> hearing <strong>of</strong>ficers to<br />

preside over <strong>the</strong>se disputes. 24 These hearing <strong>of</strong>ficers, later<br />

given <strong>the</strong> title <strong>of</strong> “Housing Judges,” 25 technically are not<br />

judges under <strong>the</strong> state C<strong>on</strong>stituti<strong>on</strong>, but functi<strong>on</strong> as such<br />

in every sense <strong>of</strong> <strong>the</strong> word. By statute, <strong>the</strong>y are appointed<br />

by <strong>the</strong> Chief Administrative Judge from a list compiled by<br />

an Advisory Council.<br />

• <strong>New</strong> <strong>York</strong> City Criminal Court. The <strong>New</strong> <strong>York</strong> City<br />

Criminal Court presides over n<strong>on</strong>fel<strong>on</strong>y criminal<br />

prosecuti<strong>on</strong>s and violati<strong>on</strong>s <strong>of</strong> local ordinances in <strong>the</strong><br />

City <strong>of</strong> <strong>New</strong> <strong>York</strong>. 26 It may not preside over civil<br />

matters or fel<strong>on</strong>y prosecuti<strong>on</strong>s. <strong>New</strong> <strong>York</strong> City Criminal<br />

Court judges are appointed to <strong>of</strong>fice for ten-year terms<br />

by <strong>the</strong> Mayor. 27<br />

• District Court. There are two <strong>of</strong> <strong>the</strong>se courts located, respectively,<br />

in Nassau County and in part <strong>of</strong> Suffolk<br />

County. These two courts are essentially a L<strong>on</strong>g Island<br />

versi<strong>on</strong> <strong>of</strong> <strong>the</strong> combined <strong>New</strong> <strong>York</strong> City Civil and Criminal<br />

<strong>Courts</strong>. The District <strong>Courts</strong> hear cases involving<br />

claims for $15,000 or less, and preside over n<strong>on</strong>fel<strong>on</strong>y<br />

criminal prosecuti<strong>on</strong>s and violati<strong>on</strong>s <strong>of</strong> local ordinances. 28<br />
