Chapter 10<br />
C<strong>on</strong>clusi<strong>on</strong>s<br />
10.1 We set out our c<strong>on</strong>clusi<strong>on</strong>s against the background of the<br />
following points established earlier in the report:-<br />
(i)<br />
<str<strong>on</strong>g>screening</str<strong>on</strong>g> for some defective genes has become a practical<br />
possibility;<br />
(ii) medical knowledge about genetic susceptibility to<br />
comm<strong>on</strong> multifactorial c<strong>on</strong>diti<strong>on</strong>s (for example, some heart<br />
disease and some cancers) is still developing. Even with<br />
increased medical knowledge, the individual’s risk may be<br />
difficult to evaluate;<br />
(iii)<br />
many of the <str<strong>on</strong>g>ethical</str<strong>on</strong>g> <str<strong>on</strong>g>issues</str<strong>on</strong>g> associated with genetic<br />
<str<strong>on</strong>g>screening</str<strong>on</strong>g> arise from the inescapable involvement of<br />
families (both blood relati<strong>on</strong>s and spouses);<br />
(iv) the benefits and disadvantages of <str<strong>on</strong>g>screening</str<strong>on</strong>g> programmes -<br />
for individuals, families and society in general - will need to<br />
be carefully assessed for each proposed <str<strong>on</strong>g>screening</str<strong>on</strong>g><br />
programme. Factors to be taken into account include:-<br />
(a)<br />
(b)<br />
(c)<br />
(d)<br />
(e)<br />
(f)<br />
the predictive power and accuracy of the genetic<br />
test;<br />
the benefits of informed pers<strong>on</strong>al choice in<br />
reproductive decisi<strong>on</strong>s and their c<strong>on</strong>sequences;<br />
the psychological impact of the outcome of<br />
<str<strong>on</strong>g>screening</str<strong>on</strong>g> for both individuals and families;<br />
therapeutic possibilities;<br />
possible social and ec<strong>on</strong>omic disadvantage relating<br />
for example, to insurance and stigma; and<br />
the resource costs and the relative priority, in view of<br />
limited resources, of establishing a <str<strong>on</strong>g>screening</str<strong>on</strong>g><br />
programme.
