6.54 Al<strong>on</strong>gside the communicati<strong>on</strong> activities of professi<strong>on</strong>al researchers, <strong>on</strong>e group of ‘unofficial’, or<br />

amateur, scientists that has received a large amount of attenti<strong>on</strong> in the press is the DIYbio<br />

movement. 455 Related to this is the ‘bioart’ movement, in which artworks are created from,<br />

am<strong>on</strong>gst other things, genetically modified organisms and artefacts. 456 It is difficult to assess the<br />

<str<strong>on</strong>g>full</str<strong>on</strong>g> extent of the activities of amateur scientists, and their levels of expertise. However, the<br />

symbolic importance of these interventi<strong>on</strong>s is likely to be as great as their actual potential to<br />

create new developments in biotechnology, insofar as they add to the impressi<strong>on</strong> of emerging<br />

<str<strong>on</strong>g>biotechnologies</str<strong>on</strong>g> growing in power and accessibility at the same time as they evade the<br />

c<strong>on</strong>venti<strong>on</strong>al c<strong>on</strong>trols and c<strong>on</strong>straints <strong>on</strong> the development of high technology.<br />

Researchers as gatekeepers of knowledge<br />

6.55 The most important mechanism through which researchers c<strong>on</strong>trol the producti<strong>on</strong> of knowledge<br />

is the peer review process. This has built-in limitati<strong>on</strong>s, since scientific and technical<br />

c<strong>on</strong>siderati<strong>on</strong>s necessarily dominate: its weakness in assessing interdisciplinary proposals has<br />

been shown in an analysis of the UK’s research assessment exercises. 457 It is also difficult to<br />

judge potential impact outside of academia, both positive and negative. 458<br />

6.56 In the design of research approaches (such as universities, institutes, firms, competiti<strong>on</strong>s, open<br />

source, biotechnology clusters) and their c<strong>on</strong>necti<strong>on</strong>s with developers, innovators and users,<br />

researchers authorise and legitimise certain types of knowledge and not others. They also<br />

c<strong>on</strong>trol who counts as a credible c<strong>on</strong>tributor to the scientific work (for example, DIYBio groups<br />

are excluded from synthetic biology events such as the Internati<strong>on</strong>al Genetically Engineered<br />

Machine (iGEM) competiti<strong>on</strong>, unless they are affiliated with an academic instituti<strong>on</strong>, <strong>on</strong> the<br />

grounds that iGEM participants must work under the safety rules of an instituti<strong>on</strong>al<br />

laboratory). 459 This puts researchers in a powerful but, in effect, unaccountable, or selfregulating,<br />

positi<strong>on</strong>. To cultivate accountability here is not to establish a disciplinary c<strong>on</strong>sensus<br />

but precisely to engage with wider society about these questi<strong>on</strong>s of legitimacy. 460<br />

Researchers as advisors<br />

6.57 Finally, the most obvious way in which scientists influence the development of emerging<br />

<str<strong>on</strong>g>biotechnologies</str<strong>on</strong>g> is through their roles as policy makers and policy advisors to government and<br />

government agencies. In an envir<strong>on</strong>ment in which policy may be driven excessively by<br />

unsupported claims of ec<strong>on</strong>omic impact, business and industry voices may have<br />

disproporti<strong>on</strong>ate influence. The involvement of scientists in policy making may yield benefits in<br />

terms of their tenure, expertise and appreciati<strong>on</strong> of the methodological value of scepticism.<br />

Balanced against this, however, are risks of over-reliance <strong>on</strong> particular types of expertise and a<br />

greater danger of reinforcing perspectives or framings in wholly technical terms.<br />

6.58 Privileging technical expertise in advisory c<strong>on</strong>texts may mean that greater weight is given to<br />

‘harder’ scientific evidence in evidence-based policy making, i.e. there may be c<strong>on</strong>fusi<strong>on</strong><br />

between the idea of evidence that is scientifically more robust and evidence that is more<br />

important to the decisi<strong>on</strong> to be made (‘counting what can be counted rather than what counts’).<br />
