Framework Program (FP6) there were a number of initiatives relevant to emerging technologies:<br />

‘New and <str<strong>on</strong>g>Emerging</str<strong>on</strong>g> Science and Technologies’ (NEST) 385 and ‘Future <str<strong>on</strong>g>Emerging</str<strong>on</strong>g> Technologies’<br />

(FET). 386 FP6 ended in 2006; NEST programmes are no l<strong>on</strong>ger independently active under<br />

FP7, having been “partially incorporated into the thematic priorities of the Co-operati<strong>on</strong><br />

programme rather than operating as a separate cross-thematic activity”, 387 as part of the<br />

activities of the European Research <str<strong>on</strong>g>Council</str<strong>on</strong>g>. FET remains active under FP7 388 and will<br />

c<strong>on</strong>tinue, al<strong>on</strong>g with the activities of the European Research <str<strong>on</strong>g>Council</str<strong>on</strong>g>, under the category of<br />

‘Excellent Science’ during the next Framework Programme (‘Horiz<strong>on</strong> 2020’). 389<br />

6.12 Funding for FET has increased c<strong>on</strong>sistently since FP5: ~€290m during FP5, ~€325m during<br />

FP6 and a predicted ~€840m by the end of FP7. The proposed funding under the Horiz<strong>on</strong> 2020<br />

programme is €3.505 billi<strong>on</strong>. 390 The FET programme now incorporates a large amount of<br />

funding for two ‘flagship’ projects, which are “large-scale, science-driven, research initiatives<br />

that aim to achieve a visi<strong>on</strong>ary goal” <strong>on</strong> a scale similar to that of the Human Genome Project.<br />

Although FET comes under the Directorate General for Communicati<strong>on</strong>s Networks, C<strong>on</strong>tent and<br />

Technology, multidisciplinary pilot projects for this funding involve biotechnology elements<br />

through c<strong>on</strong>vergence between informati<strong>on</strong> and communicati<strong>on</strong>s technology (ICT) and biology or<br />

biomedicine. 391 One of these is the ‘IT Future of Medicine’ pilot, which aims to realise<br />

pers<strong>on</strong>alised medicine through the creati<strong>on</strong> of in silico virtual models of living patients to aid<br />

diagnosis and prescribing. 392 Another is the Human Brain Project which promises similar<br />

insights into the human brain, both to advance neuroscience and neuromedicine, and to<br />

advance computer science though emulating the brain’s computati<strong>on</strong>al capabilities. 393<br />

Commercial firms<br />

6.13 Research into emerging <str<strong>on</strong>g>biotechnologies</str<strong>on</strong>g> is also funded by a variety of large, small and mediumsized<br />

firms, although in many cases, with the excepti<strong>on</strong> of dedicated biotechnology firms, it is<br />

difficult to disentangle the extent of biotechnology research funding from other research<br />

activities. Finance may also be provided, for example, in the case of biotechnology spin-outs, by<br />

angel investors 394 and venture capitalists. We return to this sector and its role in shaping<br />

emerging <str<strong>on</strong>g>biotechnologies</str<strong>on</strong>g> in Chapter 9.<br />
