<str<strong>on</strong>g>The</str<strong>on</strong>g> RSPCA was established in 1824 as the first nati<strong>on</strong>al animal protecti<strong>on</strong> society in the world. <str<strong>on</strong>g>The</str<strong>on</strong>g> Society is involved in<br />
preventing cruelty and promoting animal welfare in a wide range <str<strong>on</strong>g>of</str<strong>on</strong>g> uses <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g>, as well as being an active<br />
campaigning organisati<strong>on</strong>. It employs veterinary and scientific experts to identify animal-welfare c<strong>on</strong>cerns, and to devise<br />
ways <str<strong>on</strong>g>of</str<strong>on</strong>g> resolving them for farm livestock, wildlife, pets and <str<strong>on</strong>g>animals</str<strong>on</strong>g> used in <str<strong>on</strong>g>research</str<strong>on</strong>g>. <str<strong>on</strong>g>The</str<strong>on</strong>g> Society is opposed to all animal<br />
experiments that cause pain, suffering, distress or lasting harm. It believes that the benefit and justificati<strong>on</strong> for animal<br />
use should be challenged <strong>on</strong> a case by case basis, and promotes the development and implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Three Rs.<br />
Since the early 20th century, the RSPCA has taken an active role in ensuring the sound applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> legislati<strong>on</strong> that<br />
protects <str<strong>on</strong>g>animals</str<strong>on</strong>g>. Up<strong>on</strong> receiving royal approval in 1840, an inspector was appointed to ascertain the treatment <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g><br />
in markets and slaughterhouses. Today, the Society comprises a nati<strong>on</strong>al network <str<strong>on</strong>g>of</str<strong>on</strong>g> 187 branches, several animal hospitals,<br />
an emergency service for injured, trapped or stranded <str<strong>on</strong>g>animals</str<strong>on</strong>g>, and a nati<strong>on</strong>al cruelty and advice teleph<strong>on</strong>e line.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> RSPCA has been influential in shaping UK legislati<strong>on</strong> <strong>on</strong> animal welfare and also places emphasis <strong>on</strong> educating<br />
students, teachers, youth organisati<strong>on</strong>s and trainers about animal welfare. A range <str<strong>on</strong>g>of</str<strong>on</strong>g> Nati<strong>on</strong>al Curriculum resources<br />
is available, and activity days and courses are held at four educati<strong>on</strong> centres. In 1980, the RSPCA established the<br />
Eurogroup for Animal Welfare, the first coaliti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> animal-welfare groups in Europe.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> UK LASA was founded in 1963 by representatives from industry, academia, government and the <str<strong>on</strong>g>research</str<strong>on</strong>g><br />
councils. <str<strong>on</strong>g>The</str<strong>on</strong>g>ir aim was to establish an organisati<strong>on</strong> which provided informati<strong>on</strong> and a forum for ideas <strong>on</strong> the science<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> using <str<strong>on</strong>g>animals</str<strong>on</strong>g> in <str<strong>on</strong>g>research</str<strong>on</strong>g>.<br />
LASA provides advice to its members in the scientific community <strong>on</strong> developments in the Three Rs, good practice and<br />
techniques. LASA acknowledges the relevance <str<strong>on</strong>g>of</str<strong>on</strong>g> ethical issues raised by animal <str<strong>on</strong>g>research</str<strong>on</strong>g> and c<strong>on</strong>stantly reviews its<br />
policies. <str<strong>on</strong>g>The</str<strong>on</strong>g> Associati<strong>on</strong> also addresses ethical issues in its training courses. LASA is a member <str<strong>on</strong>g>of</str<strong>on</strong>g> both the Federati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
European Animal Science Associati<strong>on</strong>s (FELASA) and the Internati<strong>on</strong>al <str<strong>on</strong>g>Council</str<strong>on</strong>g> for Laboratory Animal Science (ICLAS).<br />
Laboratory Animal Veterinary Associati<strong>on</strong> (LAVA)<br />

A divisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the British Veterinary Associati<strong>on</strong>, LAVA focuses <strong>on</strong> veterinary care and all aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> the welfare <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
laboratory <str<strong>on</strong>g>animals</str<strong>on</strong>g>. LAVA’s members are veterinary surge<strong>on</strong>s involved in a wide range <str<strong>on</strong>g>of</str<strong>on</strong>g> laboratory-based animal<br />
medicine and science. Many members act as Named Veterinary Surge<strong>on</strong>s under the A(SP)A. LAVA is active in training<br />
and keeping members abreast <str<strong>on</strong>g>of</str<strong>on</strong>g> recent developments in the promoti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> laboratory animal welfare.<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> Animal Technicians Associati<strong>on</strong>, the IAT’s predecessor, was established in 1950. <str<strong>on</strong>g>The</str<strong>on</strong>g> IAT aims to advance and<br />
promote excellence in the care and welfare <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> in science, recognising that while humans have a moral and<br />
legal obligati<strong>on</strong> to care for each other by prol<strong>on</strong>ging life and alleviating suffering, there is also an obligati<strong>on</strong> to<br />
ensure that the <str<strong>on</strong>g>animals</str<strong>on</strong>g> used to further these aims are properly cared for and protected.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> Institute has developed training courses for animal technicians, produced publicati<strong>on</strong>s and introduced<br />
qualificati<strong>on</strong>s. In 1985, a Register <str<strong>on</strong>g>of</str<strong>on</strong>g> Animal Technicians was established to emphasise the Institute’s positi<strong>on</strong> <strong>on</strong> the<br />
ethical and legal aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> care <str<strong>on</strong>g>of</str<strong>on</strong>g> laboratory <str<strong>on</strong>g>animals</str<strong>on</strong>g>. Many members <str<strong>on</strong>g>of</str<strong>on</strong>g> the Register, who are bound by a code <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
<str<strong>on</strong>g>ethics</str<strong>on</strong>g>, are specified as Named Animal Care and Welfare Officers (NACWO) under the A(SP)A and are resp<strong>on</strong>sible for<br />
the care <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> in designated establishments.<br />
CHAPTER 2 THE CONTEXT OF ANIMAL RESEARCH: PAST AND PRESENT<br />
European Centre for the Validati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Alternative Methods (ECVAM)<br />

ECVAM was established by the European Commissi<strong>on</strong> in 1992 to actively support the development, validati<strong>on</strong> and<br />
acceptance <str<strong>on</strong>g>of</str<strong>on</strong>g> methods that could reduce, refine or replace the use <str<strong>on</strong>g>of</str<strong>on</strong>g> laboratory <str<strong>on</strong>g>animals</str<strong>on</strong>g>, implementing the<br />
provisi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> Directive EEC 86/609. Its main activities are:<br />
■ to coordinate the validati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> alternative test methods in the EU;<br />
■ to act as a focal point for the exchange <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> <strong>on</strong> the development <str<strong>on</strong>g>of</str<strong>on</strong>g> alternative test methods;<br />
■ to set up, maintain and manage a database <strong>on</strong> alternative procedures; and<br />
■ to promote dialogue between legislators, industry, biomedical scientists, c<strong>on</strong>sumer organisati<strong>on</strong>s and animal-welfare<br />
groups, with a view to the development, validati<strong>on</strong> and internati<strong>on</strong>al recogniti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> alternative test methods (see<br />
paragraph 11.34).<br />
In the UK, a Nati<strong>on</strong>al Centre for the Three Rs (NC3Rs) was established in 2004 (see box 11.3).<br />
