is hence not in a positi<strong>on</strong> to comment <strong>on</strong> the Government’s view. 13 We also note that the APC<br />
welcomed the C<strong>on</strong>cordat in its 2003 Report Review <str<strong>on</strong>g>of</str<strong>on</strong>g> Cost-Benefit Assessment in the Use <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
Animals in Research 14 but cauti<strong>on</strong>ed that it is not yet clear how effective it will be in preventing<br />
duplicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> animal studies. In particular, the APC was c<strong>on</strong>cerned about the voluntary nature<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>cordat, and c<strong>on</strong>sidered whether more binding measures, such as legislati<strong>on</strong>, will be<br />
needed to achieve the C<strong>on</strong>cordat’s aims. We endorse the APC’s c<strong>on</strong>clusi<strong>on</strong> that the operati<strong>on</strong><br />
and effectiveness <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>cordat should be m<strong>on</strong>itored carefully and reports placed in the<br />
public domain. <str<strong>on</strong>g>The</str<strong>on</strong>g> C<strong>on</strong>cordat will be reviewed again in 2006. Depending <strong>on</strong> the outcome <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
the reviews, 15 Ministers should explore whether it would be useful to request the APC to<br />
undertake a systematic study addressing in more detail specific issues raised by the possible<br />
duplicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g>. Such a study could complement and develop further the review <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
C<strong>on</strong>cordat (paragraph 15.70).<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> scientific validity <str<strong>on</strong>g>of</str<strong>on</strong>g> animal <str<strong>on</strong>g>research</str<strong>on</strong>g> and the use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> in the study <str<strong>on</strong>g>of</str<strong>on</strong>g> human disease<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> questi<strong>on</strong> about the scientific validity <str<strong>on</strong>g>of</str<strong>on</strong>g> animal experimentati<strong>on</strong> for medical purposes is <str<strong>on</strong>g>of</str<strong>on</strong>g>ten<br />
c<strong>on</strong>fused with questi<strong>on</strong>s about complex ethical issues. Separati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> scientific and ethical<br />
questi<strong>on</strong>s is essential if greater clarity is to be achieved in the debate about animal <str<strong>on</strong>g>research</str<strong>on</strong>g>. At<br />
present, there is a relatively limited number <str<strong>on</strong>g>of</str<strong>on</strong>g> useful systematic reviews and meta-reviews that<br />
address the questi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the scientific validity <str<strong>on</strong>g>of</str<strong>on</strong>g> animal experiments and tests. In principle, it<br />
would therefore be desirable to undertake further systematic reviews and meta-analyses to<br />
evaluate more fully the predictability and transferability <str<strong>on</strong>g>of</str<strong>on</strong>g> animal models (paragraph 10.39). We<br />
recommend that the Home Office in collaborati<strong>on</strong> with major funders <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g> such as the<br />
Wellcome Trust, the MRC, the Biotechnology and Biological Sciences Reserach <str<strong>on</strong>g>Council</str<strong>on</strong>g> (BBSRC),<br />
animal protecti<strong>on</strong> groups and industry associati<strong>on</strong>s such as the Associati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the British<br />
Pharmaceutical Industry (ABPI) should c<strong>on</strong>sider ways <str<strong>on</strong>g>of</str<strong>on</strong>g> funding and carrying out these reviews.<br />
In devising a strategy, priorities should be identified which, in order to resp<strong>on</strong>d to c<strong>on</strong>cerns <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
the public, c<strong>on</strong>sider, am<strong>on</strong>g other things, the validity <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g> that falls in the substantial<br />
category and <str<strong>on</strong>g>research</str<strong>on</strong>g> that involves primates (paragraph 15.80).<br />
SUMMARY AND RECOMMENDATIONS<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> genetically modified (GM) <str<strong>on</strong>g>animals</str<strong>on</strong>g> in basic <str<strong>on</strong>g>research</str<strong>on</strong>g><br />
Specific problems in relati<strong>on</strong> to assessing welfare may be raised by relatively novel ways <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
producing <str<strong>on</strong>g>animals</str<strong>on</strong>g>, such as genetic modificati<strong>on</strong> or cl<strong>on</strong>ing. We take the view that the focus <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
c<strong>on</strong>cern, in the case <str<strong>on</strong>g>of</str<strong>on</strong>g> all deliberate attempts to influence the genetic basis <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g>, should be<br />
<strong>on</strong> the welfare implicati<strong>on</strong>s in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> the likely pain, suffering or distress.<br />
Documentati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the phenotypic outcomes <str<strong>on</strong>g>of</str<strong>on</strong>g> genetic modificati<strong>on</strong> (i.e. documentati<strong>on</strong> about<br />
the way in which <str<strong>on</strong>g>animals</str<strong>on</strong>g> are affected) can facilitate the future m<strong>on</strong>itoring and assessment <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
welfare implicati<strong>on</strong>s experienced by <str<strong>on</strong>g>animals</str<strong>on</strong>g> produced in the c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘forward’ or ‘reverse’<br />
genetics (paragraph 5.23). A systematic approach to the descripti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GM phenotypes is crucial<br />
for assessing and m<strong>on</strong>itoring welfare implicati<strong>on</strong>s, and for undertaking thorough cost-benefit<br />
assessments. For this reas<strong>on</strong>, we recommend that more efforts should be made to establish<br />
