Appendix 5: C<strong>on</strong>sultati<strong>on</strong> with the public<br />
A C<strong>on</strong>sultati<strong>on</strong> with the public was held between October and December 2003. Nearly 600 copies<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>sultati<strong>on</strong> paper were disseminated and a further 2,503 were downloaded from the<br />
<str<strong>on</strong>g>Council</str<strong>on</strong>g>’s website. <str<strong>on</strong>g>The</str<strong>on</strong>g>re was also the opportunity to comment <strong>on</strong>line <strong>on</strong> the questi<strong>on</strong>s posed.<br />
One hundred and sixty-eight resp<strong>on</strong>ses were received from both individuals and organisati<strong>on</strong>s.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> <str<strong>on</strong>g>Council</str<strong>on</strong>g> welcomed the many and varied resp<strong>on</strong>ses from nine different countries. A summary<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> the resp<strong>on</strong>ses to six specific questi<strong>on</strong>s asked in the C<strong>on</strong>sultati<strong>on</strong> document is set out below. A<br />
list <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>dents follows the summary. Many resp<strong>on</strong>dents agreed to make their full submissi<strong>on</strong>s<br />
available to the wider public and their comments can be found <strong>on</strong> the <str<strong>on</strong>g>Council</str<strong>on</strong>g>’s website. 1<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> Working Party would like to thank every<strong>on</strong>e who c<strong>on</strong>tributed to the C<strong>on</strong>sultati<strong>on</strong>.<br />

APPENDIX 5: CONSULTATION WITH THE PUBLIC<br />
What is your view about the use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> in <str<strong>on</strong>g>research</str<strong>on</strong>g>?<br />
Many resp<strong>on</strong>dents stated that, in their view, <str<strong>on</strong>g>research</str<strong>on</strong>g> <str<strong>on</strong>g>involving</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> had led to c<strong>on</strong>siderable<br />
advances in biology and medicine. <str<strong>on</strong>g>The</str<strong>on</strong>g>y said that it would not be possible to exclude animal use<br />
without compromising safety or slowing progress, as <str<strong>on</strong>g>research</str<strong>on</strong>g> <str<strong>on</strong>g>involving</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> provided<br />
informati<strong>on</strong> which was not otherwise obtainable.<br />
Of the resp<strong>on</strong>dents who supported <str<strong>on</strong>g>research</str<strong>on</strong>g>, a significant number did not favour the<br />
indiscriminate use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> for human purposes. Rather, they felt that the acceptability <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
experimental work <strong>on</strong> <str<strong>on</strong>g>animals</str<strong>on</strong>g> depended <strong>on</strong> the purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>research</str<strong>on</strong>g>, the amount <str<strong>on</strong>g>of</str<strong>on</strong>g> suffering<br />
and the species involved. Some resp<strong>on</strong>dents felt that there were defined areas which should be<br />
excluded such as the testing <str<strong>on</strong>g>of</str<strong>on</strong>g> cosmetics and household chemicals (the former is not permitted<br />
in the UK). Some people accepted animal experimentati<strong>on</strong> which involved mild or moderate<br />
procedures <strong>on</strong> certain species, but found substantial procedures unacceptable. Several<br />
resp<strong>on</strong>dents described the creati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> with reduced sentiency or which would endure<br />
c<strong>on</strong>tinuous suffering as deplorable.<br />
Scientists and scientific organisati<strong>on</strong>s submitted resp<strong>on</strong>ses stating that basic <str<strong>on</strong>g>research</str<strong>on</strong>g> was crucial.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g>y observed that this type <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g> may seem more difficult to justify, as by definiti<strong>on</strong> it did<br />
not promise immediate or obvious applicati<strong>on</strong>. However, they argued that, it was resp<strong>on</strong>sible for<br />
major developments in biological and medical understanding.<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g>re were also many resp<strong>on</strong>dents who wrote to express their dissatisfacti<strong>on</strong> with <str<strong>on</strong>g>research</str<strong>on</strong>g><br />
<str<strong>on</strong>g>involving</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g>. <str<strong>on</strong>g>The</str<strong>on</strong>g> majority <str<strong>on</strong>g>of</str<strong>on</strong>g> these resp<strong>on</strong>dents took the view that using <str<strong>on</strong>g>animals</str<strong>on</strong>g> was<br />
unethical and should not be practised, regardless <str<strong>on</strong>g>of</str<strong>on</strong>g> the purpose. Others believed that results<br />
