system <str<strong>on</strong>g>of</str<strong>on</strong>g> assessment, together with the assessments made by the <str<strong>on</strong>g>research</str<strong>on</strong>g>ers<br />

themselves, and the funding bodies, is judged to be sufficient. <str<strong>on</strong>g>The</str<strong>on</strong>g> possibility <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

increased openness is viewed with scepticism because <str<strong>on</strong>g>of</str<strong>on</strong>g> fears about compromising<br />

accepted standards <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>fidentiality and commercial and academic competitiveness.<br />

Researchers using <str<strong>on</strong>g>animals</str<strong>on</strong>g> are also c<strong>on</strong>cerned that more detailed informati<strong>on</strong> about<br />

specific <str<strong>on</strong>g>research</str<strong>on</strong>g> projects could be used by militant activists to identify individuals and<br />

<str<strong>on</strong>g>research</str<strong>on</strong>g> facilities as potential targets. 11 <str<strong>on</strong>g>The</str<strong>on</strong>g>y also argue that the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

informati<strong>on</strong> c<strong>on</strong>tained in full, an<strong>on</strong>ymised project licences would not be intelligible<br />

and informative to the public, and that shorter summaries would therefore be more<br />

effective in providing the public with informati<strong>on</strong>.<br />

Informati<strong>on</strong> about the cost-benefit assessment<br />

15.37 <str<strong>on</strong>g>The</str<strong>on</strong>g> comm<strong>on</strong> emphasis <strong>on</strong> the cost-benefit assessment in combinati<strong>on</strong> with the system <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

classificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> severity bands sometimes evokes the impressi<strong>on</strong> that the Home Office<br />

assesses the costs and benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> each individual experiment or procedure. As we have<br />

explained, this is not the case, since assessments take place at the much higher level <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

protocols and project licences (Box 13.3). 12<br />

15.38 <str<strong>on</strong>g>The</str<strong>on</strong>g> APC’s 2003 Report, Review <str<strong>on</strong>g>of</str<strong>on</strong>g> cost-benefit assessment in the use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> in <str<strong>on</strong>g>research</str<strong>on</strong>g>,<br />

provides very useful informati<strong>on</strong> about the applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the cost-benefit assessment in<br />

practice. 13 <str<strong>on</strong>g>The</str<strong>on</strong>g> Report also observes that relevant informati<strong>on</strong> is spread across several<br />

different documents, and recommends that ‘there is a need for an easy-to-use,<br />

comprehensive list <str<strong>on</strong>g>of</str<strong>on</strong>g> factors to be taken into account in assessing costs, benefits and<br />

scientific validity, that could guide <str<strong>on</strong>g>research</str<strong>on</strong>g>ers and others engaged in ethical review under<br />

the act, such as members <str<strong>on</strong>g>of</str<strong>on</strong>g> ERPs.’ 14 We endorse this recommendati<strong>on</strong>. Since ERPs should,<br />

ideally, also include lay people, it is important that this informati<strong>on</strong> is provided in a way that<br />

is accessible to n<strong>on</strong>-experts. Such a document would also be <str<strong>on</strong>g>of</str<strong>on</strong>g> use to the general public and<br />

the same informati<strong>on</strong> therefore should be provided in an accessible manner <strong>on</strong> the<br />

websites <str<strong>on</strong>g>of</str<strong>on</strong>g> the Home Office for the general public. <str<strong>on</strong>g>The</str<strong>on</strong>g>se materials should include specific<br />

case studies and also a summary <str<strong>on</strong>g>of</str<strong>on</strong>g> the process <str<strong>on</strong>g>of</str<strong>on</strong>g> how decisi<strong>on</strong>s are made in practice (see<br />

paragraph13.16 and Figure 13.1). We address further practical issues c<strong>on</strong>cerning the<br />

operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the cost-benefit assessment below (paragraphs 15.54 and 15.56).<br />

CHAPTER 15 DISCUSSION AND RECOMMENDATIONS<br />

Provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> by campaigning organisati<strong>on</strong>s and <str<strong>on</strong>g>research</str<strong>on</strong>g>ers, and ways <str<strong>on</strong>g>of</str<strong>on</strong>g> improving<br />

the broader c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> public debate<br />

Balanced informati<strong>on</strong> about animal <str<strong>on</strong>g>research</str<strong>on</strong>g><br />

15.39 Resp<strong>on</strong>ses to our C<strong>on</strong>sultati<strong>on</strong>, and informati<strong>on</strong> in the press, indicate that there is still much<br />

c<strong>on</strong>fusi<strong>on</strong> about the use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> in <str<strong>on</strong>g>research</str<strong>on</strong>g>. Informati<strong>on</strong> which is publicly available can be<br />

unbalanced and biased. Although there are many excellent examples <str<strong>on</strong>g>of</str<strong>on</strong>g> resp<strong>on</strong>sible accounts<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g> <str<strong>on</strong>g>involving</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g>, some animal protecti<strong>on</strong> groups sometimes use disturbing<br />

pictures that are not representative <str<strong>on</strong>g>of</str<strong>on</strong>g> the range <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g> that is permitted under current<br />
