be made available to the public. We note that, following an announcement by the<br />
Government in 2004, 8 the Home Office has made available the first an<strong>on</strong>ymised<br />
informati<strong>on</strong> in the form <str<strong>on</strong>g>of</str<strong>on</strong>g> Abstracts <str<strong>on</strong>g>of</str<strong>on</strong>g> Project Licences 9 in January 2005. We welcome the<br />
principle <str<strong>on</strong>g>of</str<strong>on</strong>g> publishing more informati<strong>on</strong>, and the decisi<strong>on</strong> to make it available in a<br />
searchable and publicly accessible database in due course. We also note that the<br />
informati<strong>on</strong> provided in the first Abstracts varies in c<strong>on</strong>tent, level <str<strong>on</strong>g>of</str<strong>on</strong>g> detail and style <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
presentati<strong>on</strong>. We therefore recommend that the current form <str<strong>on</strong>g>of</str<strong>on</strong>g> presentati<strong>on</strong> be<br />
rec<strong>on</strong>sidered, to ensure that, as far as possible, meaningful informati<strong>on</strong> about the<br />
following categories is provided:<br />
■ the goals and predicted benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g>;<br />
■ the probability <str<strong>on</strong>g>of</str<strong>on</strong>g> achieving these goals;<br />
■ the numbers and species <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> to be used, and an explanati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> why they are<br />
needed at this stage in the project;<br />
■ what is likely to happen to the <str<strong>on</strong>g>animals</str<strong>on</strong>g> during the course <str<strong>on</strong>g>of</str<strong>on</strong>g> the project, including<br />
adverse effects from husbandry, supply, transport and procedures;<br />
■ what c<strong>on</strong>siderati<strong>on</strong> has been given to the Three Rs to achieve all or part <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>research</str<strong>on</strong>g><br />
objective(s), and how they have been applied;<br />
■ <strong>on</strong> what grounds possible alternatives have been rejected;<br />
■ source(s) <str<strong>on</strong>g>of</str<strong>on</strong>g> funding (i.e. public, private or both).<br />
15.36 Members <str<strong>on</strong>g>of</str<strong>on</strong>g> the Working Party were unable to agree in which form this informati<strong>on</strong> should<br />
be provided. While there was a range <str<strong>on</strong>g>of</str<strong>on</strong>g> views, those at the two ends <str<strong>on</strong>g>of</str<strong>on</strong>g> the spectrum were<br />
as follows:<br />
■ Some members, c<strong>on</strong>curring with the views <str<strong>on</strong>g>of</str<strong>on</strong>g> several animal protecti<strong>on</strong> groups, argue<br />
that full project licences should be made available, in which <strong>on</strong>ly the names <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
<str<strong>on</strong>g>research</str<strong>on</strong>g>ers, <str<strong>on</strong>g>research</str<strong>on</strong>g> facilities and commercially sensitive informati<strong>on</strong> have been<br />
removed. <str<strong>on</strong>g>The</str<strong>on</strong>g>y believe that this step would be a correct interpretati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the FoI Act (see<br />
Box 13.4), and that any further editing <str<strong>on</strong>g>of</str<strong>on</strong>g> licences would reduce trust in the Home<br />
Office, which might otherwise be suspected <str<strong>on</strong>g>of</str<strong>on</strong>g> operating in n<strong>on</strong>-transparent ways. <str<strong>on</strong>g>The</str<strong>on</strong>g>y<br />
assert that access to full, an<strong>on</strong>ymised licences is necessary to allow the public to gauge<br />
the extent <str<strong>on</strong>g>of</str<strong>on</strong>g> costs to <str<strong>on</strong>g>animals</str<strong>on</strong>g>, to allow review and challenge <str<strong>on</strong>g>of</str<strong>on</strong>g> the informati<strong>on</strong> and to<br />
comment <strong>on</strong> the way in which the cost-benefit assessment has been made. 10<br />
■ Other members, noting that their view would be shared by most <str<strong>on</strong>g>research</str<strong>on</strong>g>ers using<br />
<str<strong>on</strong>g>animals</str<strong>on</strong>g>, c<strong>on</strong>sider that the current format is, in principle, suitable, although they would<br />
like to see less rather than more informati<strong>on</strong> made public. Hence, they wish to keep the<br />
new practice under close review. <str<strong>on</strong>g>The</str<strong>on</strong>g>y argue that the legislative framework already<br />
requires assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> the acceptability <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>research</str<strong>on</strong>g> by the ERP and the Home Office,<br />
and that participati<strong>on</strong> by the public in the regulatory system is not permitted. This<br />
