Balanced informati<strong>on</strong>: campaigning organisati<strong>on</strong>s<br />
We encourage animal protecti<strong>on</strong> groups and organisati<strong>on</strong>s representing those involved in<br />
<str<strong>on</strong>g>research</str<strong>on</strong>g> using <str<strong>on</strong>g>animals</str<strong>on</strong>g> to produce fair and balanced literature <strong>on</strong> this subject. This should include,<br />
am<strong>on</strong>g other things, detailed informati<strong>on</strong> about both the scientific benefits and the costs in<br />
terms <str<strong>on</strong>g>of</str<strong>on</strong>g> the implicati<strong>on</strong>s for animal welfare. Similarly, the advantages and limitati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> using<br />
alternative methods for <str<strong>on</strong>g>research</str<strong>on</strong>g> need to be discussed in a realistic manner (paragraph 15.40).<br />
Violence and intimidati<strong>on</strong><br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> current climate in which animal <str<strong>on</strong>g>research</str<strong>on</strong>g> takes place has been influenced by several factors,<br />
including protests that <str<strong>on</strong>g>of</str<strong>on</strong>g>ten entail threats, harassment and violence (paragraphs 2.22–2.24).<br />
<str<strong>on</strong>g>The</str<strong>on</strong>g> effects <str<strong>on</strong>g>of</str<strong>on</strong>g> these acti<strong>on</strong>s have been highly disproporti<strong>on</strong>ate to the very small number <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
activists involved.<br />
Those who promote violence and intimidati<strong>on</strong> to pursue their case against animal <str<strong>on</strong>g>research</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>ten<br />
attempt to justify their acti<strong>on</strong>s <strong>on</strong> the basis that they are liberating <str<strong>on</strong>g>animals</str<strong>on</strong>g> in much the same way<br />
as the Allies liberated Europe from the Nazis. <str<strong>on</strong>g>The</str<strong>on</strong>g>y believe the democratic process is too slow, and<br />
moreover that the voting system is invalid, in that <str<strong>on</strong>g>animals</str<strong>on</strong>g> are disenfranchised. In the wake <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
their activities are others who would not themselves use violence but who are prepared to<br />
threaten it, persuading themselves that bullying is acceptable because it is aimed at people who<br />
are themselves bullying <str<strong>on</strong>g>animals</str<strong>on</strong>g>. If some <str<strong>on</strong>g>of</str<strong>on</strong>g> those engaged in the animal rights movement were<br />
able to force <str<strong>on</strong>g>research</str<strong>on</strong>g> abroad or prevent multinati<strong>on</strong>al companies from opting to c<strong>on</strong>duct work<br />
in the UK, by means <str<strong>on</strong>g>of</str<strong>on</strong>g> militant acti<strong>on</strong>s, they would claim such outcomes as a victory.<br />
SUMMARY AND RECOMMENDATIONS<br />
We c<strong>on</strong>clude that all approaches based <strong>on</strong> violence and intimidati<strong>on</strong> are morally wr<strong>on</strong>g:<br />
democracy is a precious achievement that allows c<strong>on</strong>flict to be resolved without recourse to<br />
violence. It cannot permit excepti<strong>on</strong>s where militant activities displace debate and c<strong>on</strong>sensus,<br />
otherwise any<strong>on</strong>e with any str<strong>on</strong>gly held view would be able to prevail over the majority. <str<strong>on</strong>g>The</str<strong>on</strong>g><br />
debate about <str<strong>on</strong>g>research</str<strong>on</strong>g> <str<strong>on</strong>g>involving</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> must be c<strong>on</strong>ducted in a reas<strong>on</strong>able and civilised manner.<br />
Aiming to force <str<strong>on</strong>g>research</str<strong>on</strong>g> out <str<strong>on</strong>g>of</str<strong>on</strong>g> the country through the use <str<strong>on</strong>g>of</str<strong>on</strong>g> violence and intimidati<strong>on</strong> is no<br />
soluti<strong>on</strong> to the complex issues it raises (paragraph 15.50).<br />
Public debates and discussi<strong>on</strong>s in stakeholder fora<br />
Much can be learned from meetings which provide a forum for dialogue and allow members <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
the public to discuss their views with relevant experts. We welcome provisi<strong>on</strong> in the<br />
Government’s Science & Innovati<strong>on</strong> Investment Framework 2004–2014 for a new grants scheme<br />
‘to build the capacity <str<strong>on</strong>g>of</str<strong>on</strong>g> citizens, the science community and policy makers to engage in the<br />
dialogue necessary to establish and maintain public c<strong>on</strong>fidence in making better choices about<br />
critical new areas in science and technology.’ 4 We are aware that the way the grants scheme is<br />
operated is currently being reviewed, and that Ministers may decide to allocate funding for<br />
prioritised areas. In view <str<strong>on</strong>g>of</str<strong>on</strong>g> our observati<strong>on</strong> about the need to improve the quality <str<strong>on</strong>g>of</str<strong>on</strong>g> the debate,<br />
and also the Governments discussi<strong>on</strong> about <str<strong>on</strong>g>research</str<strong>on</strong>g> <str<strong>on</strong>g>involving</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> in the Science &<br />
Innovati<strong>on</strong> Investment Framework programme 5 we recommend that funding should be provided<br />
by the Government to identify and carry out novel ways <str<strong>on</strong>g>of</str<strong>on</strong>g> achieving stakeholder engagement<br />
and public debate <strong>on</strong> issues raised by <str<strong>on</strong>g>research</str<strong>on</strong>g> <str<strong>on</strong>g>involving</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g>. <str<strong>on</strong>g>The</str<strong>on</strong>g> Office <str<strong>on</strong>g>of</str<strong>on</strong>g> Science and<br />
Technology (OST) should liaise with the APC and the Nati<strong>on</strong>al Centre for the 3Rs (NC3Rs) to<br />
advise Ministers <strong>on</strong> areas <str<strong>on</strong>g>of</str<strong>on</strong>g> particular c<strong>on</strong>cern.<br />
