easily to most <str<strong>on</strong>g>research</str<strong>on</strong>g>ers. This is particularly so in a climate where technological advances such<br />

as biotelemetry are c<strong>on</strong>tinually pushing the boundaries <str<strong>on</strong>g>of</str<strong>on</strong>g> what is possible in fundamental<br />

physiology, and scientists are under increasing pressure to fully exploit these techniques. Hence,<br />

the c<strong>on</strong>cept <str<strong>on</strong>g>of</str<strong>on</strong>g> Replacements might be regarded by some <str<strong>on</strong>g>research</str<strong>on</strong>g>ers as either completely<br />

irrelevant or as a direct attack <strong>on</strong> their life’s work.<br />

Making progress – some nati<strong>on</strong>al and internati<strong>on</strong>al activities<br />

11.31 Over the past decades, a number <str<strong>on</strong>g>of</str<strong>on</strong>g> organisati<strong>on</strong>s have been established which seek to coordinate<br />

efforts in relati<strong>on</strong> to the promoti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Replacements. We briefly summarise them below.<br />

Coordinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> effort<br />

11.32 <str<strong>on</strong>g>The</str<strong>on</strong>g> ECVAM was established by the European Commissi<strong>on</strong> in 1993, for the express purpose <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

undertaking <str<strong>on</strong>g>research</str<strong>on</strong>g> into alternative methods and facilitating and organising their validati<strong>on</strong><br />

(see Box 2.4). ECVAM now works with its US counterpart, the Interagency Co-ordinating<br />

Committee <strong>on</strong> the Validati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Alternative Methods (ICCVAM). <str<strong>on</strong>g>The</str<strong>on</strong>g>se organisati<strong>on</strong>s have<br />

been c<strong>on</strong>cerned primarily with validating Replacements in regulatory safety testing. In this<br />

regard, ECVAM has been working with the European Directorate for the Quality <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Medicines 20 <strong>on</strong> the development <str<strong>on</strong>g>of</str<strong>on</strong>g> alternative methods for testing vaccines, and with the Test<br />

Guidelines Programme <str<strong>on</strong>g>of</str<strong>on</strong>g> the OECD for chemicals. <str<strong>on</strong>g>The</str<strong>on</strong>g> OECD has recently admitted observers<br />

from animal protecti<strong>on</strong> organisati<strong>on</strong>s to its meetings <strong>on</strong> test methods for chemicals testing via<br />

the Internati<strong>on</strong>al <str<strong>on</strong>g>Council</str<strong>on</strong>g> <strong>on</strong> Animal Protecti<strong>on</strong> in OECD Programmes (ICAPO).<br />

CHAPTER 11 REPLACEMENTS<br />

11.33 A number <str<strong>on</strong>g>of</str<strong>on</strong>g> European countries have nati<strong>on</strong>al organisati<strong>on</strong>s, or platforms, that are<br />

coordinated by ECOPA, the European C<strong>on</strong>sensus Platform and which seek to promote the<br />

applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> alternatives. Some <str<strong>on</strong>g>of</str<strong>on</strong>g> the member organisati<strong>on</strong>s, such as <str<strong>on</strong>g>The</str<strong>on</strong>g> Netherlands’ Centre<br />

for Alternatives, are well-established instituti<strong>on</strong>s <str<strong>on</strong>g>involving</str<strong>on</strong>g> government, academia, industry and<br />

animal-welfare organisati<strong>on</strong>s in a variety <str<strong>on</strong>g>of</str<strong>on</strong>g> activities including commissi<strong>on</strong>ing <str<strong>on</strong>g>research</str<strong>on</strong>g> and<br />

providing informati<strong>on</strong> <strong>on</strong> alternative methods. In ECOPA, the UK is represented by the Boyd<br />

Group which, although it has members from the four main sectors menti<strong>on</strong>ed above, is not<br />

primarily a centre for alternatives. <str<strong>on</strong>g>The</str<strong>on</strong>g> UK has recently established a centre dedicated<br />

specifically to the Three Rs (see Box 11.3).<br />

Replacement, Refinement and Reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Animals in Research (NC3Rs)<br />

In July 2002 a House <str<strong>on</strong>g>of</str<strong>on</strong>g> Lords Select Committee<br />

published a Report <strong>on</strong> Animals in Scientific Procedures<br />

which recommended, am<strong>on</strong>g other things, the<br />

establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> a nati<strong>on</strong>al centre for the Three Rs.<br />

This was envisaged as a small, administrative hub to<br />

coordinate <str<strong>on</strong>g>research</str<strong>on</strong>g> units embedded in existing<br />

centres <str<strong>on</strong>g>of</str<strong>on</strong>g> scientific excellence. Several stakeholders<br />

commented <strong>on</strong> the recommendati<strong>on</strong>, including the Dr<br />

Hadwen Trust and the Lord Dowding Fund, who<br />

published a joint proposal, suggesting that the<br />

nati<strong>on</strong>al centre should focus <strong>on</strong> Replacements <strong>on</strong>ly.*<br />

In April 2004, the UK Government announced the<br />

establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> the UK Nati<strong>on</strong>al Centre for the<br />

Replacement, Refinement and Reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Animals in<br />

Research (NC3Rs).† <str<strong>on</strong>g>The</str<strong>on</strong>g> Centre aims to provide a focus<br />

for the promoti<strong>on</strong>, development and implementati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the Three Rs in animal <str<strong>on</strong>g>research</str<strong>on</strong>g>. It replaces and<br />

builds up<strong>on</strong> the Medical Research <str<strong>on</strong>g>Council</str<strong>on</strong>g>'s Centre for<br />

Best Practice for Animals in Research (CBPAR). <str<strong>on</strong>g>The</str<strong>on</strong>g><br />

NC3Rs will fund Three R-related <str<strong>on</strong>g>research</str<strong>on</strong>g>, develop a<br />

range <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> resources and guidelines, and<br />

organise workshops and symposia to disseminate and<br />

advance informati<strong>on</strong> about the Three Rs. <str<strong>on</strong>g>The</str<strong>on</strong>g> Centre’s<br />

ultimate aim is the Replacement <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> in<br />

<str<strong>on</strong>g>research</str<strong>on</strong>g>, but it recognises that as l<strong>on</strong>g as <str<strong>on</strong>g>animals</str<strong>on</strong>g><br />

c<strong>on</strong>tinue to be used in <str<strong>on</strong>g>research</str<strong>on</strong>g> it is essential that every<br />

effort is made to reduce numbers <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>animals</str<strong>on</strong>g> used, and<br />

to refine as far as possible the procedures in which<br />

they are involved.<br />
