8-51. Methods<br />
a. The aerosol should be uniformly dispersed<br />
throughout the space to be treated by<br />
directing it toward the ceiling of the compartment.<br />
b. Baggage compartments, wheel wells,<br />
and other areas where insects may find shelter<br />
on the outside of the aircraft should be sprayed<br />
after loading and boarding operations are completed<br />
and just prior to departure.<br />
c. On passenger carrying aircraft, cover or<br />
store all exposed food, food preparation and<br />
service areas, and cooking and eating utensils.<br />
After all passengers and crew are aboard, close<br />
all doors, windows, hatches, and ventilation<br />
openings. Spray the cabin, cockpit, and other<br />
compartments accessible from within the aircraft.<br />
The aircraft should not be opened again<br />
prior to takeoff.<br />
d. Where it is not feasible to carry an<br />
aerosol container on board an aircraft, the<br />
interior shall be sprayed just prior to takeoff.<br />
This applies primarily to one and two crew type<br />
aircraft.<br />
8-52. Special Problems<br />
a. If a question arises as to whether disinsection<br />
has been successful or whether a special<br />
problem of insect infestation exists that is not<br />
amenable to disinsection procedures herein<br />
recommended, a request for assistance should be<br />
made by the vessel or aircraft commander.<br />
b. This request should be to quarantine<br />
officials at the sea or airport upon arrival or to the<br />
area DVECC or NAVENPVNTMEDU. The PHS<br />
Foreign Quarantine Branch may require disinsection<br />
beyond those of standard directives if an<br />
unusual or emergency situation exists.<br />
8-53. Quarantine Procedures<br />
a. Quarantine procedures include measures<br />
designed to prevent dissemination of disease<br />
organisms infective to plants, animals, and/or man.<br />
Basic regulations and detailed instructions concerning<br />
quarantine procedures are presented in<br />
SECNAVINST 6210.2 series.<br />
b. By international convention, a Certificate<br />
of Deratization or a Deratization Exemption<br />
Certificate is required of vessels entering most<br />
foreign ports. The PHS or its appointed representatives<br />
can only issue a valid certificate.<br />
