It is clear that the votes in the last<br />
importance level (i.e. Not Important) should<br />
not influence the total score of each<br />
criterion.<br />
Therefore, the weight of this importance<br />
level is equal to zero and model (4) based on<br />
three importance levels was applied.<br />
The next step in this method is to<br />
calculate the score and normalized weight of<br />
each criterion according to previous section.<br />
In the last step, a preference voting among<br />
decision makers was conducted about the<br />
priorities of alternatives over each other with<br />
respect to each criterion. In addition, model<br />
(4) was applied to produce weights of<br />
ranking places. An example of this<br />
procedure for capital cost criterion can be<br />
found in Table 4.<br />
