Minimum lot size <strong>and</strong> maximum floor space ratio<br />
(FSR) <strong>controls</strong> most commonly influence the kind<br />
of houses that are delivered on the ground <strong>and</strong><br />
are de-facto <strong>density</strong> <strong>controls</strong>.<br />
This reference <strong>chart</strong> plots typical house types<br />
according to these two main influencing factors,<br />
<strong>chart</strong>ing minimum lot area on the vertical axis<br />
<strong>and</strong> FSR on the horizontal axis. The <strong>chart</strong> shows<br />
that the relationship between these two <strong>controls</strong><br />
can sometimes have unintended, even adverse,<br />
impacts.<br />
For example, adhering to an FSR of 0.5:1<br />
(commonly applied in residential zones)<br />
encourages uniform detached housing but tends<br />
to exclude other options unless minimum lot<br />
sizes are set quite low (less than 250m 2 ). A FSR<br />
of 0.5:1 will not normally allow semi-attached or<br />
attached housing, even though these may be<br />
permissible within the relevant zone <strong>and</strong> seen as<br />
a desirable <strong>planning</strong> outcome for the area.<br />
