leader in the province by supporting a coordinated, comprehensive approach to Phragmites control<br />
throughout the entire <strong>Municipality</strong> <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong>. This program will enable the <strong>Municipality</strong> to<br />
leverage various funding sources in support <strong>of</strong> this program.<br />
Options:<br />
1. Hire experienced personnel to work with Municipal staff to coordinate Phragmites<br />
Management including (a) development <strong>of</strong> a comprehensive Management Plan, (b)<br />
obtaining required permits for Phragmites control, (c) landowner education and outreach<br />
(d) coordinating all required Phragmites occurrence mapping, (e) leveraging additional<br />
funding, (d) coordinating and overseeing implementation <strong>of</strong> Phragmites control, and (e)<br />
assessing program efficacy<br />
2. Assign specific Municipal Staff/Department to coordinate Phragmites Management which<br />
will include (a) preparing a comprehensive Management Plan, (b) obtaining required<br />
permits for Phragmites control, (c) landowner education and outreach (d) coordinating all<br />

Attachment 1: <strong>The</strong> Challenge<br />
Phragmites australis (Common reed / Phragmites) is considered to be the most aggressive invasive<br />
species <strong>of</strong> marsh ecosystems in North America and Canada’s worst invasive plant. First observed in the<br />
late 1940’s in Lake St. Clair this robust grass is now established in most Lake Erie and Huron wetlands<br />
and is getting a foot hold in Lake Superior coastal habitats. It is also a common site along Ontario’s major<br />
highways and secondary roads which act as major spread vectors. Once established it can spread very<br />
quickly and the longer a management program is delayed, the more costly and extensive the effort<br />
required.<br />
Within the <strong>Municipality</strong> <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong> most <strong>of</strong> the invasive Phragmites is present on non-municipal<br />
land which greatly complicates management efforts. Without a well planned and executed effort<br />
effective Phragmites management cannot be achieved and financial resources will be wasted.<br />
Currently Phragmites is being managed in Port Franks and a short and long term multi-partnered program<br />
is in place. This program was spearheaded by the <strong>Lambton</strong> <strong>Shores</strong> Phragmites Community Group (LSPCG)<br />
which is composed <strong>of</strong> a group <strong>of</strong> dedicated individuals who have donated countless hours. <strong>The</strong>y have also<br />
been instrumental in initiating a successful Phragmites control effort in Grand Bend and expanding<br />
outreach to other areas throughout the <strong>Municipality</strong> <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong> along with assistance from Dr.<br />
Janice Gilbert. Through site visits to these areas and in talking with a number <strong>of</strong> property owners it quickly<br />
became apparent that a serious issue with Phragmites exists within all <strong>of</strong> the small communities present<br />
along the shoreline south <strong>of</strong> Kettle Point. It was also apparent that many landowners have been struggling<br />
with Phragmites for a number <strong>of</strong> years and are frustrated with the challenges involved in its control. Some<br />
have been trying to deal with the plant on their own and employing environmentally harmful, illegal, or<br />
ineffective management techniques. Others find the problem too overwhelming to deal with and are very<br />
cognizant <strong>of</strong> the fact that efforts to control Phragmites on their property alone, without similar efforts all<br />
along the shoreline, will be futile. In all cases there was great interest and support for a well managed and<br />
comprehensive control program. Many <strong>of</strong> these areas fall within the jurisdiction <strong>of</strong> the St. Clair<br />
Conservation Authority however, to date there has been no interest in taking the lead on Phragmites<br />
control initiatives. <strong>The</strong>re is also a large section <strong>of</strong> coastal wetland that is Crown land just south <strong>of</strong> Kettle<br />
Point. <strong>The</strong> OMNR have been contacted and there is interest in dealing with the Phragmites on this<br />
property however they are not able to assist with Phragmites control throughout the entire <strong>Municipality</strong>.<br />
What is required at this stage is a comprehensive Management Plan to be developed to guide both<br />
short- and long-term Phragmites control initiatives for all <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong>. <strong>The</strong> ‘Plan’ should include<br />
information on: 1) the current extent <strong>of</strong> Phragmites, 2) site specific control options, 3) associated costs,<br />
4) required permits, 5) site prioritization, and 6) short-and long-term management capacity and<br />
infrastructure requirements. It is anticipated that once this plan is in place, and each <strong>of</strong> the affected<br />
stakeholders are engaged, many <strong>of</strong> the local community groups will financially support the control<br />
initiatives and assist with their implementation. This ‘Plan’ will prove invaluable for leveraging the<br />
remaining required funds from outside sources and also for tracking program effectiveness.<br />
<strong>The</strong> <strong>Municipality</strong> <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong> will be providing a critical leadership role by supporting the<br />
development <strong>of</strong> a comprehensive, effective, and efficient Phragmites management strategy. This<br />
proactive approach will ultimately save time, money, and effort and become a positive model for other<br />
municipalities. It will also put <strong>Lambton</strong> <strong>Shores</strong> at the forefront <strong>of</strong> Phragmites management in Ontario<br />
thereby highlighting the progressive and strong leadership in our community.<br />

Attachment 3: Option 1 Proposal<br />
It is recommended that Janice Gilbert be contracted to develop the <strong>Municipality</strong> <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong><br />
Phragmites Management Plan. Karen Alexander (Lake Huron Centre for Coastal Conservation) will be<br />
subcontracted by Janice to assist with portions <strong>of</strong> the plan. Nancy Vidler (Chair) <strong>of</strong> the <strong>Lambton</strong> <strong>Shores</strong><br />
Phragmites Community Group has <strong>of</strong>fered to continue assisting on a voluntary basis. Dr. Gilbert<br />
developed a 5 year Phragmites Management Plan for Kettle and Stony Point First Nations and has been<br />
managing the implementation <strong>of</strong> their Phragmites control program. She has also initiated assessments<br />
<strong>of</strong> Phragmites throughout the <strong>Municipality</strong> <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong>. Karen Alexander assisted with the<br />
Phragmites management program at Kettle Point by providing valuable educational and outreach<br />
materials. She also mapped Phragmites along <strong>Lambton</strong> <strong>Shores</strong> as part <strong>of</strong> her comprehensive report on<br />
Phragmites invasion along the Lake Huron coastline. Nancy Vidler has been actively engaged in meeting<br />
with individual landowners and obtaining valuable information. Other LSPWG members have also been<br />
involved in these efforts and would be available to assist as required.<br />
Based upon the scope <strong>of</strong> this project and the anticipated data collection yet required, it is estimated that<br />
$15,000 be budgeted.<br />

<strong>The</strong>y're everywhere and it's time to<br />
do somethingaboutit.<br />
That's the message from <strong>Lambton</strong><br />
County councilors after hearing the<br />
phragmites, an invasive tall grass, is<br />
clogging up virtually every ditch in the<br />
county not maintained by landowners.<br />
<strong>Lambton</strong> <strong>Shores</strong> Mayor Bill Weber<br />
first raised concern about the"weeds,<br />
saying they were clogging up ditches<br />
restricting drainage.<br />
Over the summer, students mapped<br />
the locations <strong>of</strong> the weed stands. Iason<br />
Cole, <strong>Lambton</strong>'s manager <strong>of</strong> public<br />
works, says Weber's concerns were well<br />
founded. Phragmites are literally everywhere.<br />
"Phragmites are present everywhere<br />
throughout the county where<br />
there is not a maintained lawn or a<br />
curbside environmenti' he told councilors<br />
at a recent committee meeting.<br />
Cole says the county only cuts roadside<br />
ditch areas twice a year to keep<br />
costs down. That won't be enough to<br />
keep the phragmites under control. And<br />
Cole says publicworks crews have to be<br />
careful not to cut the stalks when they're<br />
in seed. "<strong>The</strong> seeds are just prolific...<br />
you'll have more phragmites by cutting<br />
a grown stalk dornrn than noti'<br />
Cole says the county has tried using<br />
herbicide and selective cutting in some<br />
small areas thisyea4, but councilors say<br />
it is time for a more aggressive<br />
approach.<br />

the invasive weed nearly 18 mon*ths<br />
ago, says private group in <strong>Lambton</strong><br />
<strong>Shores</strong> has had success removing<br />
phragmites from the Port Franks area,<br />
but more needs to be done.<br />

moneyin the budget and control a large<br />
area?l' says Weber.<br />
"My criticism is we're doing absolutely<br />
nothing and it is proliferatinginto<br />
the neighbouring (farm) fields and the<br />
farmers are blaming usi says <strong>Lambton</strong><br />
CountyWarden Steve Arnold. "Take a<br />
section <strong>of</strong> the county and take a couple<br />
<strong>of</strong> hundred <strong>of</strong> kilometers and do something...take<br />
<strong>Lambton</strong> <strong>Shores</strong> or Warwick<br />
and just do it...Just show them this<br />
is what we're doing here to see if it<br />

<strong>The</strong> council committee agreed itwas<br />
time for action asking staffto come up<br />
with a long-range plan to control phragmites.<br />

meeting before budget so money can<br />
be set aside for the program.<br />

Lake Huron Centre for Coastal Conservation<br />
Organizational Background<br />
<strong>The</strong> Lake Huron Centre for Coastal Conservation was c<strong>of</strong>ounded<br />
in 1998, by Ge<strong>of</strong>f Peach and Patrick Donnelly.<br />
Ge<strong>of</strong>f and Pat each worked for over 10 years as shoreline<br />
conservation specialists on Lake Huron. It became evident<br />
that government involvement (at all levels) in the coastal<br />
environment was ad hoc, inconsistent, and fractured over<br />
many agencies and jurisdictions. In the absence <strong>of</strong> a<br />
coherent government direction or involvement on the coast<br />
<strong>of</strong> Lake Huron, the Centre for Coastal Conservation was<br />
developed as a grassroots organization that could respond<br />
to the needs <strong>of</strong> the coastal environment and local<br />
communities.<br />
A founding Board <strong>of</strong> Directors was established, and included<br />
some well established conservationists in the region.<br />

<strong>The</strong> Centre was incorporated as a non-pr<strong>of</strong>it corporation,<br />
and received its charitable status in October, 1998. <strong>The</strong><br />
objects <strong>of</strong> the organization, as outlined in its Letters Patent,<br />
are:<br />
a) To preserve, protect, restore and improve the natural<br />
resources and environment <strong>of</strong> Lake Huron.<br />

In 2003, after extensive community consultation, the Centre<br />
developed a Strategic Plan. This was an effort to formalize<br />
the work <strong>of</strong> the Centre and set a course for the future. <strong>The</strong><br />

community reaffirmed the Centre’s priorities for Lake Huron<br />

<strong>The</strong> community also identified what programs the Centre<br />
should focus its efforts. <strong>The</strong>se included:<br />

For its first twelve years <strong>of</strong> operation, the Centre’s presence<br />
existed as a “virtual <strong>of</strong>fice” whose ‘storefront’ was its internet<br />
website. Much <strong>of</strong> the Centre’s body <strong>of</strong> work would be<br />
accessible to the public through the internet. Centre staff<br />
worked at a home-based <strong>of</strong>fice in Blyth until 2010, when a<br />
physical storefront <strong>of</strong>fice was established in Goderich,<br />
Ontario.<br />
Funding<br />
When the Centre was being developed, the intent was<br />
to develop a model where the operation was funded 1/3<br />
by each <strong>of</strong> the federal, provincial and municipal<br />
governments. <strong>The</strong> municipal funds could be obtained<br />
through partnering with Conservation Authorities who could<br />
then levy their shoreline municipalities. <strong>The</strong> benefit <strong>of</strong> this<br />
partnership would be an institutional relationship between<br />
the Centre as the coastal based organization, and the<br />
Conservation Authorities as the watershed based<br />
organizations. That partnership, it was believed, could aid in<br />
consistent program delivery. As it turned out, only Saugeen<br />
Conservation and Maitland Valley Conservation Authority<br />
became full partners. Other CAs were not willing or able to<br />
pursue similar funding arrangements with their<br />
municipalities. Both federal and provincial governments<br />
embarked on budget cutting exercises in the intervening<br />
years and were reluctant to commit long term funding. <strong>The</strong><br />
Maitland and Saugeen CAs each commit $10,000 annually<br />

to the Centre’s operation. <strong>The</strong>se CAs and their municipalities<br />
receive ‘preferred client’ services for their commitment.<br />
<strong>The</strong> Centre’s funding has generally been project based.<br />
Since its inception, the Centre has been awarded over $1.4<br />
million in grants.<br />
As a charitable organization, the Centre receives donations<br />
from time to time. In 2009, the Centre received a generous<br />
bequest from Mr. Jolley in the amount <strong>of</strong> $75,000. This<br />
funding enabled the Centre to open its storefront <strong>of</strong>fice in<br />
Goderich and hire an <strong>of</strong>fice staff person for one year.<br />
<strong>The</strong> Centre also receives revenue for fee-for-service<br />
activities, where outside organizations or individuals pay<br />
directly for specific services.<br />

provide governance assistance to the organization. Directors<br />
also help with events and special activities held by the<br />
Centre. Our Board is key to helping spread our message into<br />

Matthew Pearson - Chair<br />
Matt is a Founding Member <strong>of</strong> the Lake Huron Centre for<br />
Coastal Conservation. He is a Registered Pr<strong>of</strong>essional<br />
Planner and is a Principal and Senior Planner with B.M.<br />
Ross and Associates, Consulting Engineers <strong>of</strong> Goderich. He<br />
has been involved with many environmental initiatives,<br />
including being a Past Chair <strong>of</strong> the Huron County<br />
Stewardship Council, and a former Director <strong>of</strong> the<br />
AusableBayfield Conservation Authority.Currently, he is<br />
involved with the Huron County Water Protection Committee<br />
and the Lake Huron Southeast Shore Working Group. He<br />
resides near the southern end <strong>of</strong> the lake, in beautiful Brights<br />
Grove.<br />
<br />
Pamela Scharfe - Vice-Chair<br />
Pamela lives in Bayfield on the shores <strong>of</strong> Lake Huron. She is<br />
a graduate <strong>of</strong> Ryerson University; a retired Public Health<br />
Inspector with 35 years experience; and is currently working<br />
as a Project Manager in the Planning Division <strong>of</strong> B.M. Ross<br />
and Associates <strong>of</strong> Goderich, Ontario. Pamela has been a<br />
cottager since childhood at a beach north <strong>of</strong> Goderich and is<br />
very passionate about water protection and has sat on a<br />
number <strong>of</strong> committees dealing with local and Great Lakes<br />
water protection issues.<br />
<br />
Bonnie LaFontaine - Director<br />
Bonnie has had a varied work experience, including<br />
Executive Director <strong>of</strong> the Huron United Way and Economic<br />
Development Officer with the <strong>Municipality</strong> <strong>of</strong> Huron East.<br />
She is an active environmentalist with a strong interest in<br />

youth education. Bonnie is currently the Youth Education<br />
Chair <strong>of</strong> the Goderich Legion Branch #109 and surrounding<br />
Zone C1 (including Kincardine, Mitchell and Wingham,<br />
Ontario). Ms. LaFontaine was also a municipal Councilor<br />
with the former Township <strong>of</strong> Colborne.<br />
<br />
Stephanie Donaldson - Director<br />
Stephanie is a community activist and environmentalist from<br />
the Grand Bend area. Stephanie has a great interest in<br />
coastal wetland and dune protection, and in community<br />
education about coastal environmental issues. She has been<br />
instrumental in securing sensitive lands for protection in the<br />
Port Franks area <strong>of</strong> Lake Huron.<br />
<br />
Doug Freiburger - Director<br />
Doug lives in the community <strong>of</strong> Port Elgin in the Town <strong>of</strong><br />
Saugeen <strong>Shores</strong>. Doug owns and operates Groundhog<br />
Divers in Port Elgin. He is the past Deputy Mayor <strong>of</strong><br />
Saugeen <strong>Shores</strong>, and past Chair <strong>of</strong> Saugeen Conservation.<br />
He currently is a board member <strong>of</strong> the RTO7 Regional<br />
Tourism Organization. Doug has had a long standing interest<br />
in conservation issues in the Bruce-Grey region and Lake<br />
Huron.<br />
<br />
Gordon Boyd - Director<br />
Gordon is a resident <strong>of</strong> Southampton and active with the<br />
Southampton Residents Association, the Town <strong>of</strong> Saugeen<br />
<strong>Shores</strong> Parks and Trails Committee, Marine Heritage and<br />
Naturalists Clubs. Gordon has a strong interest in beach<br />
conservation initiatives, and involving youth in learning about<br />
coastal stewardship. Mr. Boyd is a graduate <strong>of</strong> the University<br />
<strong>of</strong> Waterloo and spent a working career in business where<br />
he lived in parts <strong>of</strong> Asia and the Middle East.<br />

Dianne Sutter - Director<br />
Dianne,the past Chair <strong>of</strong> Friends <strong>of</strong> Sauble Beach, continues<br />
as a member <strong>of</strong> this community based organization with an<br />
interest in dune conservation. Dianne is a graduate in<br />
Geography from McMaster University and has worked in the<br />

private and public field <strong>of</strong> conservation and government<br />
throughout her career. She presently is a Deputy<br />
Commissioner <strong>of</strong> the Mining and Lands Commission for<br />
Ontario. As an active member <strong>of</strong> the art community along<br />
Lake Huron, Dianne has created a number <strong>of</strong> pieces dealing<br />
with conservation and the environment.<br />
<br />
Jo-Anne Harbinson - Director<br />
Jo-Anne is currently the Manager <strong>of</strong> Water Resources and<br />
Stewardship Services at Saugeen Conservation and has<br />
worked at for the SVCA for 19 years. Having grown up in<br />
Southampton and worked in the environmental planning field<br />
for a number <strong>of</strong> years, Jo-Anne is very familiar with and<br />
understands the importance <strong>of</strong> the unique and diverse<br />
ecosystem along the Lake Huron shoreline. Jo-Anne has<br />
been appointed by the Saugeen Valley Conservation<br />
Authority to sit on the Centre's Board.<br />
<br />
Murray Blackie - Director<br />
Murray was raised in and around Bayfield and now divides<br />
his time between London and Goderich. His career as an<br />
environmental scientist began with the Ontario Ministry <strong>of</strong><br />
the Environment where he worked with industrial sources <strong>of</strong><br />
pollution and as the Ministry’s specialist on agricultural<br />
impact, especially on water quality. This latter role included<br />
his involvement with the Rural Beaches Strategy, the Clean-<br />
Up Rural Beaches (CURB), BMP publications and the<br />
Nutrient Management Strategy and legislation. In his post<br />
MOE life, he continues to work as a consultant, expert<br />
witness, magazine columnist and a University <strong>of</strong> Guelph<br />
lecturer. At present, he is a Director at the Upper Thames<br />
River Conservation Authority and acts as the Source<br />
Protection Authority liaison to the Thames Sydenham<br />
Region Source Water Protection Committee.<br />

Alison Lobb – Director<br />
Alison has served as Municipal Councillor for 18 years, and<br />
is currently Councillor with the <strong>Municipality</strong> <strong>of</strong> Central Huron.<br />
She serves on the Boards <strong>of</strong> numerous committees and<br />
organizations, including Maitland Valley Conservation<br />
Authority. Alison is currently Business Consultant for the<br />
County <strong>of</strong> Huron, operating the Small Business Enterprise<br />
Centre in Seaforth and Goderich.<br />

Brian Kelly - Counsel<br />
Mr. Kelly is a lawyer with the firm Kelly & Company <strong>of</strong><br />
Kitchener, Ontario. He is a cottager on the MacGregor Point<br />

What is the Coastal Centre?<br />
<strong>The</strong> Lake Huron Centre for Coastal Conservation was founded in 1998 with the goals <strong>of</strong> protecting and restoring<br />
Lake Huron’s coastal environment and promoting a healthy coastal ecosystem.<br />
While many grassroots advocacy groups address local issues within the region, the Coastal Centre is the only<br />
grassroots organization focused on protecting the coastal environment lake-wide.<br />
We also recognize that our work has to include the economic and social dimensions <strong>of</strong> sustainability. We believe<br />
that our coastal communities cannot have a healthy economy unless they have a healthy environment.<br />

<strong>The</strong> quality <strong>of</strong> our nearshore coastal waters has become<br />
a point <strong>of</strong> great concern to the Lake Huron community<br />
in recent years.<br />
BIODIVERSITY<br />
<strong>The</strong> biological diversity <strong>of</strong> Lake Huron’s coast is being<br />
compromised by over-development, fragmentation <strong>of</strong><br />
habitat, the spread <strong>of</strong> alien invasive species, and<br />
damage to sensitive coastal environments.<br />

CHAPTER ONE – FOCUS AND FRAMING<br />
Introduction<br />
<strong>The</strong> 2010 Municipal council <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong> began strategic planning meetings<br />
beginning 2011. During the <strong>Lambton</strong> <strong>Shores</strong> strategic planning sessions council, through<br />
exercises designed to bring forth recommendations to amend and design the strategic plan,<br />
agreed that the formation <strong>of</strong> an Economic Development Committee (EDC) would greatly<br />
enhance council’s ability to act proactively with regards to Economic Development.<br />
<strong>The</strong> research and the recommendations within this report will allow proactive decisions<br />
by council to allow the <strong>Municipality</strong> to mature within the broader scope <strong>of</strong> the strategic plan.<br />
Timely recommendations from an EDC will give access to a more efficient use <strong>of</strong> time and allow<br />
information to be available from citizens focused upon economic development in <strong>Lambton</strong><br />
<strong>Shores</strong>.<br />
Council passed a motion to create an Economic Task Force (ETF) to create<br />
recommendations for the formation <strong>of</strong> an EDC providing the following mandate.<br />
To undertake the exploratory and background work necessary to establish an Economic<br />
Development Committee and prepare preliminary recommendation for Council for inclusion in<br />
the Strategic Plan.<br />

Systems Analysis <strong>of</strong> the Opportunity<br />
<strong>The</strong> blend <strong>of</strong> Municipal Council and Economic Development <strong>of</strong> this <strong>Municipality</strong> is<br />
complex. <strong>The</strong> duty <strong>of</strong> the Council is to encourage Economic Development while balancing the<br />
needs and wants <strong>of</strong> the electorate. In certain circumstances the goals <strong>of</strong> the two are incongruent.<br />
While easily agreed that more jobs enhance the quality <strong>of</strong> life <strong>of</strong> residents, the perceptions <strong>of</strong> the<br />
nature <strong>of</strong> Economic Development is not always positive. On the other hand business willing to<br />
invest in the <strong>Municipality</strong> may find Municipal Policies restrictive and perceive a resistance to<br />
their objectives. Municipal Council must attempt to achieve the expectations <strong>of</strong> business while<br />
balancing the wishes <strong>of</strong> an electorate and the expectations <strong>of</strong> business.<br />
<strong>Lambton</strong> <strong>Shores</strong> is a diverse community <strong>of</strong> communities supporting many business<br />
sectors, varying from agriculture, tourism and all services, private and public. <strong>The</strong> opportunities<br />
available to these sectors also vary dramatically as the global economic system adjusts.<br />
<strong>Lambton</strong> <strong>Shores</strong> is also a <strong>Municipality</strong> that belongs to and is a partner the larger entity <strong>of</strong><br />
<strong>Lambton</strong> County. <strong>The</strong> County also has the mandate to best balance the needs <strong>of</strong> an electorate and<br />
business interests on a larger scale. <strong>The</strong> importance <strong>of</strong> having policies and making decisions<br />
which are congruent with county policy is vital to ensure the minimum duplication <strong>of</strong> services<br />
and the greatest utilization <strong>of</strong> services available be used effectively.<br />
<strong>Lambton</strong> <strong>Shores</strong> is required to ensure that all provincial and Federal Acts are enforced<br />
and incorporated into municipal policies and by-laws. Policies incorporating these Acts may<br />
seem to disturb the balance between residents and business interests. It is important for council to<br />
know where its jurisdictional boundaries are and what options are available to minimize negative<br />

effect.<br />
Organizational Context<br />
<strong>The</strong> <strong>Lambton</strong> <strong>Shores</strong> Municipal web site describes <strong>Lambton</strong> <strong>Shores</strong> as;<br />
A thriving community <strong>of</strong> neighbourhoods, both rural and urban, encompassing the<br />
shores <strong>of</strong> Lake Huron.<br />

And further explains that;<br />
<strong>The</strong> <strong>Municipality</strong> <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong> came to be when the Towns <strong>of</strong> Bosanquet<br />
and Forest, and the Villages <strong>of</strong> <strong>The</strong>dford, Arkona and Grand Bend amalgamated<br />
in 2001. <strong>Lambton</strong> <strong>Shores</strong> is home to …businesses and a longstanding farming<br />
industry. Our 12,000-plus residents include young families, retirees, and everyone<br />

<strong>Lambton</strong> <strong>Shores</strong> maintains a road infrastructure <strong>of</strong> approximately 700km <strong>of</strong> roads, paved<br />
and gravel, one sewer system with four sewage plant facilities, street lights throughout the<br />
<strong>Municipality</strong>, waterlines, two arenas, and numerous recreational parks and fields and trail<br />
systems.<br />
Official documents approved by the Municipal council and are utilized as guiding<br />
documents are; <strong>The</strong> Official plan, <strong>The</strong> Parks and Leisure Recreational Master Plan, <strong>The</strong><br />
Community Design Plan, <strong>The</strong> Roads Needs Study, <strong>The</strong> Grand Bend Beach Study and numerous<br />
policies ranging from; Grant procedures, liquor by-laws and various “good neighbour” by-laws.<br />

<strong>The</strong> operations and running <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong> is accomplished through a staff <strong>of</strong><br />
Municipal Employees which are divided into departments. <strong>The</strong> Municipal web site explains as<br />
follows;<br />
<strong>The</strong> <strong>Municipality</strong> <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong> is comprised <strong>of</strong> three departments:<br />
Community Service, Finance and Clerks.<br />
<strong>The</strong> Community Services Department is responsible for a multitude <strong>of</strong> municipal<br />
services in <strong>The</strong> <strong>Municipality</strong> <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong>. From the maintenance and<br />
rehabilitation <strong>of</strong> our local infrastructure including roads, sewers, water mains,<br />
sidewalks, street lights, to parks, harbours, beaches and cemeteries. Community<br />
Services employees are a highly visible and familiar presence in the lives <strong>of</strong> the<br />
citizens <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong>.<br />
<strong>The</strong> Finance Department is responsible for the administration and maintenance <strong>of</strong><br />
all financial records; including the day to day administration <strong>of</strong> the capital and<br />
operating budgets; financial reports, billing and collection <strong>of</strong> municipal taxes and<br />
water and sewer, processing <strong>of</strong> accounts receivables and accounts payable.<br />
<strong>The</strong> Clerks Department has responsibility for Council and Committee services,<br />
administration <strong>of</strong> Building Inspection, licensing, by-law enforcement including<br />
animal control, and parking enforcement, <strong>of</strong>ficial records, cemetery administration<br />
and the day to day administration <strong>of</strong> planning, zoning, and severances.<br />

CHAPTER TWO – CONDUCT OF RESEARCH<br />
Research Approach<br />
To complete the mandate from Council forming recommendations for the formation <strong>of</strong> an<br />
effective EDC, a research method needed to be selected. With the scope and scale <strong>of</strong> the<br />
mandate combined with a short research window opportunity and the availability <strong>of</strong> a small ETF<br />
group, an action research approach was determined.<br />
Action research allows for the use <strong>of</strong> qualitative and or quantitative research decisions to<br />
be combined and acted upon during the process. <strong>The</strong> opportunity to revisit assumptions and<br />
conclusions during the research process was deemed essential for this mandate. Using an action<br />
research process, a relatively small group is able to amend thought paths continuing towards the<br />
formation <strong>of</strong> recommendations necessary to complete this mandate.<br />
With recommendations <strong>of</strong> the ETF for the formation <strong>of</strong> an EDC the form <strong>of</strong> information<br />
encouraged was principally social in nature. Economic development for the; use <strong>of</strong>, bettering <strong>of</strong><br />
and growth <strong>of</strong> society directed the approach <strong>of</strong> the research chosen.<br />
Comprehensive understanding <strong>of</strong> the information gathered from residents and social<br />
institutions required to have contributions <strong>of</strong> social opinions encouraging a full and open<br />
opportunity to generate dialogue. <strong>The</strong>refore, a social based research approach was essential.<br />
Schutz writes;<br />
<strong>The</strong> basic postulate <strong>of</strong> the methodology <strong>of</strong> social science therefore must be the<br />
following: Choose the scheme <strong>of</strong> reference adequate to the problem you are<br />
interested in, consider its limits and possibilities, make its terms compatible and<br />
consistent with one another. (Schutz, 1970, 270.)<br />
Using this reasoning a qualitative approach to complete this mandate was decided.<br />

For this mandate using a qualitative approach to the research a qualitative method<br />
encouraging insight to the needs <strong>of</strong> the <strong>Municipality</strong> was selected. Ted Palys in his book<br />
Research Decisions writes. “Exploratory research (sometimes called formu-lative research) aims<br />
to gain insights into a phenomenon <strong>of</strong>ten in order to formulate a more precise…hypothesis.”<br />
(T,Palys, 2003, 72.). Exploratory research, using an inductive method <strong>of</strong> qualitative research is<br />
strategic in nature which generates initial exploration where a theory or direction emerges.<br />
Allowing for the short time span combined with a small group to effectively meet the mandate<br />
and produce, relevant, insightful recommendations for council this method was selected.<br />
<strong>The</strong> recommendations for council to consider are the result <strong>of</strong> using an action research<br />
qualitative approach utilizing an inductive exploratory research method.<br />
Task Force Participants<br />
<strong>The</strong> formation <strong>of</strong> the ETF began with an advertisement for nine citizens to be selected to<br />
be members <strong>of</strong> the ETF. <strong>The</strong> quality <strong>of</strong> the applications dictated that the ETF be expanded to<br />
fourteen in order to include the largest cross-section <strong>of</strong> the population and to accept a<br />
representative <strong>of</strong> the Forest Business Improvement Association (BIA) and the Grand Bend<br />
Chamber <strong>of</strong> Commerce (CoC).<br />
Two Councillors were selected co-chairs <strong>of</strong> the ETF and the Mayor sat as ex-<strong>of</strong>ficio. One<br />
member <strong>of</strong> staff was present to keep minutes and record recommendations as identified.<br />
<strong>The</strong> ETF members consisted <strong>of</strong> representatives from; both genders, industry, agriculture,<br />
tourism, service representatives and ages ranging from twenty two to mid to late sixties. A broad<br />
spectrum <strong>of</strong> political ideologies was present allowing for full and productive debate.<br />

Task Force Conduct<br />
With the members selected discussions were held to decide priorities and data collection<br />
methods for the recommendations. Meetings were held the first and third Wednesday <strong>of</strong> each<br />
month beginning in May through October. Meetings, while under the structure <strong>of</strong> a committee<br />
were modified to allow round table discussion encouraging the maximum flow <strong>of</strong> thoughts,<br />
concepts and assumptions to be discussed and debated.<br />
Invitations were extended to Tourism Sarnia <strong>Lambton</strong> (TSL), Sarnia <strong>Lambton</strong> Economic<br />
Partnership (SLEP) and the Sarnia <strong>Lambton</strong> Business Development Corporation (SLBDC) to<br />
explore partnerships and information.<br />
Teams were formed within the ETF to recognize what industry business types were<br />
available within <strong>Lambton</strong> <strong>Shores</strong> and tasked to create a master list to add to the existing SLEP<br />
data base.<br />
<strong>The</strong> ETF tasked itself with the creation <strong>of</strong> a mandate statement for the EDC to work<br />
within.<br />
Two surveys were created to receive data from the general public and<br />
entrepreneurs to verify and augment recommendations composed by the ETF. <strong>The</strong><br />
surveys were available in hard copy and also available on the Municipal web-site.<br />
Five public meetings were held throughout <strong>Lambton</strong> <strong>Shores</strong> to allow residents to give<br />
opinion and feedback and were asked to fill out the surveys.<br />
<strong>The</strong> data from the surveys were compiled and grouped according to the general consensus<br />
<strong>of</strong> the ETF.<br />

Data Analysis<br />
ETF meetings were held under the format <strong>of</strong> a committee with flexibility through the use<br />
<strong>of</strong> a round table setting, enabling and promoting full and frank debate exploring all issues and<br />
assumptions regarding what economic development meant to each member <strong>of</strong> the ETF. Final<br />
recommendations and amendments to recommendations were voted upon and recorded in the<br />
minutes.<br />
Using the inductive exploratory method <strong>of</strong> qualitative research, survey results were<br />
analyzed in a qualitative manner identifying trends and grouping identifying deeper meaning to<br />
the data received. Open ended questions from both surveys were grouped into the following subsections;<br />
recreation, infrastructure, social, services, negative and positive.<br />
Ethical Issues<br />
Fewer than one hundred survey results were received for compilation; while valuable they<br />
represent only a small proportion <strong>of</strong> the general public. From this small proportion the ETF was<br />
careful not to focus exclusively and to focus more upon the general flavour <strong>of</strong> the information<br />
received and grouped for insight.<br />
Past history within <strong>Lambton</strong> <strong>Shores</strong> and political ideology were evident from all sides <strong>of</strong><br />
the debates. However, all participants respected the diverse points <strong>of</strong> view brought to the<br />
meetings and allowed to be heard. <strong>The</strong> amount <strong>of</strong> respect for the diplomatic methods used during<br />
the process allowed for civil and productive sessions.<br />

CHAPTER THREE – TASK FORCE PROJECT RESULTS AND CONCLUSIONS<br />
Task Force Findings<br />
Round table discussions identified a need for the EDC to have a mandate to work under.<br />
<strong>The</strong> following mandate was suggested.<br />
<strong>The</strong> definition <strong>of</strong> Economic Development as determined by the Economic Development Task<br />
Force is:<br />
Economic Development in <strong>Lambton</strong> <strong>Shores</strong> is the process by which we create, retain and<br />
reinvest wealth by mobilizing human, financial, physical and natural resources which<br />
generate marketable goods and services, promote business retention and expansion and<br />
create job growth for the betterment <strong>of</strong> our citizens.<br />
Discussions identified that an EDC needs to be formed for the long term and that the<br />
most efficient committee for this body will be a standing committee.<br />
<strong>The</strong> E.D.T.F. will recommend that the committee be a standing committee rather than an<br />
adhoc committee. <strong>The</strong> E.D.T.F. also agreed that the committee should be advisory and have<br />
Councillors and people from the community with specific background knowledge. <strong>The</strong> chair<br />
does not have to be a Council member.<br />

Sub-sequent debate <strong>of</strong> the membership <strong>of</strong> the EDC revolved around the importance <strong>of</strong><br />
having maximum representation at the municipal and county level. It was decided that a<br />
recommendation that a county council member be the best candidate to best represent <strong>Lambton</strong><br />
<strong>Shores</strong> as a member <strong>of</strong> the EDC. Further discussion revolved around the issue <strong>of</strong> whom. <strong>The</strong><br />

<strong>of</strong>fice <strong>of</strong> Deputy Mayor was identified as the <strong>of</strong>fice best suited to represent the EDC at two levels<br />
<strong>of</strong> government. <strong>The</strong> Deputy Mayor has access to both levels <strong>of</strong> government and even though the<br />
Mayor is ultimately accountable for the total operation <strong>of</strong> municipal government and therefore is<br />
hard pressed to place a large amount <strong>of</strong> focus on economic development a Deputy Mayor can<br />
work with the Mayor at the county level to have a more coherent strategy in forwarding the<br />
interest <strong>of</strong> <strong>Lambton</strong> <strong>Shores</strong>.<br />

Discussions identified the importance <strong>of</strong> enhanced representation <strong>of</strong> economic<br />
development for <strong>Lambton</strong> <strong>Shores</strong> at the two tiers <strong>of</strong> government. Creating a permanent position<br />
tied to the political <strong>of</strong>fice <strong>of</strong> Deputy Mayor will alter the job description <strong>of</strong> that <strong>of</strong>fice. <strong>The</strong> <strong>of</strong>fice<br />
will be a member <strong>of</strong> the EDC but not necessarily the chair. <strong>The</strong> chair will be held by the most<br />
qualified member elected by the other members and approved by council. <strong>The</strong> EDC will be better<br />
able to advise council with a primary contact permanently tied to the <strong>of</strong>fice <strong>of</strong> Deputy Mayor.<br />
<strong>The</strong> EDC will act as an advisory board for council and the Deputy Mayor will be able to more<br />
effectively represent <strong>Lambton</strong> <strong>Shores</strong> at the county level, ideally being involved with the county<br />
level economic development <strong>of</strong>fices.<br />

Include mandate and job description for Deputy Mayor<br />
Discussions surrounding EDC funding identified the amount <strong>of</strong> work required by EDC<br />
members, conferences, expositions, travel, administration support and honourariums. It is<br />
recommended that an initial budget be approved after a staff report be requested to outline costs<br />
associated with it.<br />
Budget<br />
<strong>The</strong> Economic Development Committee will need an administrative budget and a budget<br />
to cover; supplies, marketing and promotional tools, mileage, honourariums, pr<strong>of</strong>essional<br />
development and conferences. <strong>The</strong> budget can be added to in the future, through requests to<br />
Council. <strong>The</strong> E.D.T.F. will recommend that the E.D.C. have a budget for the above items as a<br />
contingency fund. Large expenses such as the purchase <strong>of</strong> land, for example, would have to be<br />
passed through Council.<br />
Communication was a discussion area that reoccurred throughout the meetings and tied with it<br />
customer service from the municipal <strong>of</strong>fices.<br />
Communication<br />
Communication is important and a recommendation could be to develop a system to keep up to<br />
date on technology, to have information added to the website and to provide an email address to<br />
communicate through.<br />
<strong>Lambton</strong> <strong>Shores</strong> should brand itself as a place to grow for everybody. <strong>Lambton</strong> <strong>Shores</strong> needs to<br />
have a sustainable economy and community and promote positive growth.<br />
<strong>The</strong>re is a strong belief that farmland must be left as farmland.<br />
We can’t force development.<br />

A full transcript <strong>of</strong> all survey comments can be made available upon request.<br />
Using the structure determined at the September 19 meeting, the survey results for general survey<br />
questions 6, 7, and entrepreneurial survey questions14 and 15 were sorted into the following categories:<br />

social aspects. <strong>The</strong> negative<br />
comments are centered around<br />

Question 15 Results<br />
<strong>The</strong>re were a lot <strong>of</strong> negative responses for question 14. Recreation, services and infrastructure are all<br />
considered good improvements in the past five years.<br />
For question 15, infrastructure such as sewers and parking and some services are considered projects to<br />
be completed to improve quality <strong>of</strong> life in <strong>Lambton</strong> <strong>Shores</strong>.<br />
Many negative comments throughout the survey reflected a perception that customer<br />
service around information from the municipal <strong>of</strong>fice was insufficient. Customer service was the<br />
main theme <strong>of</strong> complaint. <strong>The</strong> <strong>Municipality</strong> is currently performing a survey to gather research<br />
concerning communication. It is recommended that the results <strong>of</strong> that future survey be referred to<br />
the EDC for study and inclusion in the resulting reference material listed in this document. Both<br />
surveys showed a need for continuous improvement surrounding; infrastructure, social and<br />
recreation. <strong>The</strong> EDC identifying the most economical and effective mechanisms to strategically<br />
provide guidance to council should be a recommendation.<br />

<strong>The</strong> ETF has broken the recommendations to council into two sets. <strong>The</strong> first are<br />
recommendations to fulfill the primary mandate <strong>of</strong> the ETF, “prepare preliminary<br />
recommendation for Council for inclusion in the Strategic Plan”. <strong>The</strong> second set <strong>of</strong><br />
recommendations fulfills the secondary mandate <strong>of</strong> the ETF, “To undertake the exploratory and<br />
background work necessary to establish an Economic Development Committee”. All<br />
recommendations were ratified by Motion conducted by the ETF.<br />
<strong>The</strong> ETF recommends that the follow recommendations to council be accepted and<br />
implemented for the formation <strong>of</strong> an EDC.<br />
Recommendation 1<br />
That a standing committee be formed to address and provide recommendations to council<br />
regarding Economic Development. This standing committee shall be called the Economic<br />
Development Committee (EDC).<br />
1a It is recommended that the EDC be formed by February, 2013.<br />

It is recommended that applicants have a knowledge <strong>of</strong> or experience in one or all the<br />
following fields; economic development, marketing, information technology, sociology,<br />
municipal and or government affairs, systems theory, adult education, representing a<br />
cross section <strong>of</strong> diverse interests.<br />

1c<br />
It is recommended that the Mayor and Deputy Mayor along with at least three private<br />
citizen whom were members <strong>of</strong> the ETF interview and provide recommendation <strong>of</strong><br />
applicants to be members <strong>of</strong> the EDC to council.<br />
Recommendation 2<br />
That a guiding mandate <strong>of</strong> the EDC be accepted by council as follows:<br />
Economic Development in <strong>Lambton</strong> <strong>Shores</strong> is the process by which we create, retain and<br />
reinvest wealth by promoting business retention and expansion to stimulate job growth<br />
for the betterment <strong>of</strong> our citizens.<br />
Recommendation 3<br />
That the EDC shall consist <strong>of</strong> voting and non voting members as follows.<br />
Voting members shall include; Mayor (Ex Officio), Deputy Mayor, 6 private citizens.<br />
Non-voting members shall include if required; <strong>Lambton</strong> <strong>Shores</strong> CAO, SLEP, TSL and<br />
any advisors felt to be necessary.<br />
3a<br />
<strong>The</strong> term length <strong>of</strong> the 6 private citizens shall consist <strong>of</strong> 1, 2 and 4 year terms beginning<br />
mid term <strong>of</strong> the municipal election to ensure overlap <strong>of</strong> expertise and knowledge.<br />
3b<br />
<strong>The</strong> EDC shall meet as a committee as necessary to fulfill the mandate <strong>of</strong> the EDC.<br />
Recommendation 4<br />
That the <strong>Lambton</strong> <strong>Shores</strong> <strong>of</strong>fice <strong>of</strong> Deputy Mayor be amended to include the position <strong>of</strong><br />
Economic Development representative at the municipal level, to advise council as the<br />
EDC member and to advocate for <strong>Lambton</strong> <strong>Shores</strong> at the <strong>Lambton</strong> County level. It is<br />
recommended that the next municipal election all candidates wishing to run for the <strong>of</strong>fice<br />

<strong>of</strong> Deputy Mayor be advised <strong>of</strong> the <strong>of</strong>fice <strong>of</strong> Deputy Mayor responsibilities as defined by<br />
<strong>Lambton</strong> <strong>Shores</strong>.<br />
4a<br />
<strong>The</strong> Deputy Mayor shall attempt to be appointed to relevant economic development<br />
boards and committees at the county level.<br />
Recommendation 5<br />
That a staff report through the chief clerk’s <strong>of</strong>fice be submitted to council regarding a<br />
permanent budget allocation for the EDC. <strong>The</strong> staff report is to include; honourariums,<br />
administration, conferences, supplies, marketing and promotional tools, mileage and any<br />
other costs that should be considered.<br />
Recommendation 6<br />
That the Chief Clerks <strong>of</strong>fice provides a briefing package outlining opportunities and<br />
restrictions with regards to the Municipal Act and <strong>Lambton</strong> <strong>Shores</strong> By-Laws affecting the EDC.<br />
<strong>The</strong> ETF recommends that the following recommendations for areas <strong>of</strong> immediate<br />
concern be forwarded to the EDC or <strong>of</strong>fices <strong>of</strong> primary interest.<br />
