Councillor Russell proposed four recommendations in dealing with this matter and a
lengthy discussion took place on how the Municipality can have its protocol on these
telecommunication towers met.

That
1. Staff be instructed to continue to follow Industry Canada
instructions as per the mediation with Bell on the proposed
but opposed Port Franks site. Proposed alternatives must be
given and a request for Bell to do the necessary due
diligence of disproving through engineered reports of why
said alternatives do not work.
2. That staff be instructed to post on our website information or
Links to Studies, videos, citizen responses pertaining to
health issues surrounding this issue. All should be titled with
the caveat that it is for your information resource and does
not reflect Council policy but is in the interest of educating
the public. If questioned by proponents of siting e.g. Bell, it
would be prudent to suggest that any information links to
support siting would be included as well ,when and if
provided.
3. That staff be instructed to provide Industry Canada with a
letter describing this Council’s opposition to Bell’s request to
forego using the public protocol process for the Southcott
Pines tower proposal.
4. That all information received on this issue and any steps
undertaken by Lambton Shores, necessary to meet our
obligations to represent our constituent’s rights be copied to
Bev Shipley M.P.

5. DISCUSSION ON TEAM BUILDING
At the request of Council the Clerk provided information on the proposal submitted by
Mr. Nigel Bellchamber for a Team Building Session.
Council debated whether there was a need for a re-assessment of the business of
Council or a session on what Council’s role was and the advantage of having a 3 rd party
examine how it should work together.
