Amendments to the Planning and Building Fees
RECOMMENDATION:
That the increase in the fees for planning applications and
building permit fees, originally directed for September 1, 2011
be deferred for discussion at a September Council meeting.
REPORT:
During the 2011 budget deliberations, staff recommended amendments to the fees for
building and planning applications to move closer to full cost recovery for the business
units.
At that time, the following resolutions were passed:
11-0412-02 That 50% of the proposed fee increase for building
permits be enacted in September of 2011 and the balance enacted
in September of 2012.
11-0412-03 That 50% of the proposed fee increase for planning
application fees be enacted in September of 2011 and the balance
enacted in September of 2012.
As detailed in early reports, the number of both building and planning applications are
down this year, both due to the sluggish economy and the poor weather in the first half
of the year.
Building permit applications are starting to increase, as is the interest in larger
developments.
Prior to enacting increases in both the building and planning applications, it is
recommended that a full review of the status of the statistics be undertaken, and
included for review during the discussion on the increases.
It is anticipated that the report will be ready for the first meeting in September, and
therefore, would ask that the decision be deferred until that time.
