3. Voluntary Sector Grants and Fair<br />
Access to Care (FACS) Prevention<br />
Strategy<br />
This item was moved forward in the agenda as Cllr Roger Giess<br />
could only attend the meeting briefly.<br />
The council fund voluntary organisations for a range of services.<br />
The <strong>Council</strong> is moving from grant aiding to commissioning<br />
services.<br />

There is currently a process which aims to establish which<br />
voluntary organisations provide which particular service.<br />
There are specific services, which the <strong>Council</strong> would like to<br />
prioritise as areas of improvement.<br />
All voluntary sector providers are being asked to submit bids. This<br />
will be a legal contract of guaranteed funding for three years.<br />
Voluntary sector providers should submit expressions of interest<br />
by Friday 14 th November 2003; further proposals will be needed by<br />
February. This will enable the council to establish which<br />
organisations provide which specific service.<br />
Consultants have devised Fair Access to Care (FACS) Prevention<br />
Strategy in draft form. The prevention strategy is for those people<br />
that do not meet the FACS eligibility criteria to receive a service<br />
from Social Services.<br />
Voluntary Sector Providers feed into the FACS prevention strategy<br />
as people <strong>who</strong> do not meet the eligibility criteria could be provided<br />
prevent ional services from voluntary sector providers.<br />
Voluntary Sector providers have been sent copies of the 1 st<br />
prevention strategy draft and should feed back to Fran Pitcher.<br />
It was agreed that the subject had been brought to the board far to<br />
late and Roger Giess made the point that stronger links between<br />
all Partnership Boards within the <strong>Council</strong> could highlight such<br />
areas in the future.<br />

4. Minutes of the July meeting<br />
Amendment made in Item 6.<br />
Hedy Ditchfield stated that she would<br />
contact the Liverpool Health Team<br />
not Social Services.<br />
Action Points<br />
The Board went through the action points from the last meeting.<br />
Particular note was given to:<br />
Action point 2 – Day Service Modernisation<br />
A number of people have written to Robert about Day Service<br />
Modernisation. Also the User Forum has given their comments.<br />
ACTION POINT 1 – The board agreed that all comments<br />
should be included in the report that goes to the Executive<br />
Committee.<br />
Linda Jordan has the day Service Modernisation report but is yet<br />
to comment.<br />
Action point 4 – Service user seeking asylum<br />
The Department of Health (DoH) responded to Linden’s letter<br />
asking if the person in question was a minor. There has been no<br />
further response from the DoH as yet.<br />
Action point 5 – Prevention Strategy<br />
This has been deferred to the next meeting in January.<br />

5. Questions<br />
Neil went through the question from<br />
Margaret Eynon of the User Friendly<br />
group.<br />
Q. Why are the flats boarded up on Broadmore Gardens?<br />
A. Chris Knaggs – Housing Manager from <strong>Lambeth</strong> Housing has<br />
not been able to establish <strong>who</strong> owns these properties and<br />
therefore cannot comment why the flats are boarded up. Chris will<br />
pass the information to the empty homes officer.<br />
Q. Manny Oraka asked why there are so many rough sleepers<br />
people in <strong>Lambeth</strong>.<br />
A. Linden stated that rough sleeper figures in <strong>Lambeth</strong> had<br />
actually gone down recently.<br />

6. Health Action Plans (HAP)<br />
Irene Bezzina, Pauline Pepperrell and Gillian Bretherton presented<br />
slide show overheads about what HAPs are, how they can help<br />
you and how to get one.<br />
A Health Action Plan writes what needs<br />
to be done to help the person to stay<br />
healthy. It also writes what support the<br />
person may need to do this.<br />
A health facilitator helps you make your<br />
HAP. A Health facilitator can be a friend or a family member or<br />
even yourself.<br />
The targets of ‘Valuing <strong>People</strong>’ are that all people with a learning<br />
disability should have a Health Action Plan by June 2005.<br />
There is to be a HAP steering group set up soon, so decisions can<br />
be made on how to let people know about HAP.<br />
GP’s have been informed and the PCT<br />
have training schemes for GP’s in<br />
January and February.<br />
PCP and HAP do have links but it was stated that each has a<br />
purpose within its own right. One could work in tandem with the<br />
other. Register services <strong>were</strong> highlighted as a good way to let<br />
people know about HAP and PCP.<br />

it was also agreed that a progress report would be needed.<br />

7. Housing Strategy<br />
Frances Pitcher presented the<br />
Housing Strategy to the board with<br />
a slide show.<br />

• What do <strong>Lambeth</strong> know already?<br />
• What has been done so far?<br />
• What do we want to do?<br />
• What will people need in the future?<br />
ACTION POINT 3 – Please get comments to Frances or Alison<br />
Hand by the end of November. Decision to endorse strategy<br />
to be made at the next meeting.<br />

8. Fair for all<br />
This item is to be presented at the next partnership Board in<br />
January.<br />
In the mean time there is an article on Fair for all in the 5 th edition<br />
of the Partnership Newsletter.<br />
9. Evaluation of the Partnership Board<br />
This item was moved to the next meeting. There is a<br />
questionnaire, which asks:<br />
1. How are the Partnership Board<br />
meetings?<br />
2. How effective are we?<br />
3. What are the priorities of the<br />
Partnership Board over the next year?<br />
ACTION POINT 4 – Linden to work with Rhys to make<br />
Questionnaire more accessible.<br />
