2.20 The host boroughs are developing a Strategic Regeneration Framework that<br />
aims to link the physical improvements that will be brought about by the<br />
Olympics and the LCS with socio-economic change in the host boroughs.<br />
The overall ambition of the host boroughs, shared by the Mayor and<br />
Government, is to achieve convergence in quality of life with the <strong>London</strong><br />
average across a range of key indicators. The GLA and its functional bodies<br />
will take account of this ambition in the development and implementation of<br />
all strategies, plans and business plans.<br />
2.21 The Mayor is a member of the Olympic Board, which co-ordinates the work<br />
of the bodies responsible for delivering the Games along with the <strong>London</strong><br />
Organising Committee for the Olympic Games (LOCOG) and the Olympic<br />
Delivery Authority (ODA). The Mayor will use his established policies as a<br />
basis for influencing strategies and plans underpinning the Games’<br />
preparation and staging, including those for design, procurement and<br />
sustainable development. The Mayoral Olympic Legacy Supplementary<br />
<strong>Plan</strong>ning Guidance planned for <strong>2011</strong>–2012 will draw together and<br />
formalise the key strategic planning policies and objectives that will shape<br />
the area over the next 10–20 years.<br />
2.22 Development associated with the Games will be focused on Stratford, the<br />
Lower Lee Valley and parts of the Upper Lee Valley Opportunity Area. It<br />
will seek to enhance the amenities of the Lee Valley Regional Park and the<br />
Olympic Park and to support integration with strategies and policies being<br />
developed for the <strong>London</strong>-Stansted-Cambridge-Peterborough corridor and<br />
the <strong>London</strong> Thames Gateway.<br />

A The Mayor will, and boroughs and other stakeholders should, develop the<br />
most effective cross boundary working arrangements and groupings to<br />
address specific issues.<br />
B The Mayor will monitor implementation of the <strong>London</strong> <strong>Plan</strong>, and other<br />
strategies as appropriate, on the basis of the sub-regional structure shown<br />
in Map 2.1.<br />
2.23 The challenges and opportunities facing <strong>London</strong> have little regard to<br />
administrative boundaries. The Mayor strongly supports partnership-based,<br />
cross border working to address them, with working arrangements tailored<br />
to particular tasks. This will be particularly important where issues (such as<br />
the development of opportunity areas) affect more than one sub-region.<br />
Strategic agencies will have a role in these where they can add value in<br />
delivering strategic and local objectives, for example by providing support<br />
for implementing cross borough strategies and initiatives. Where<br />
appropriate, partnership arrangements should be extended to include<br />
neighbouring authorities, especially to coordinate infrastructure provision<br />
and to address common issues affecting development corridors beyond<br />
<strong>London</strong>.<br />
