Passive provision for electric vehicles The network of cables and power supply<br />

necessary so that at a future date a socket can be added easily (see also ‘Active<br />

provision for electric vehicles’).<br />

Photovoltaics The direct conversion of solar radiation into electricity by the<br />

interaction of light with electrons in a semiconductor device or cell.<br />

<strong>Plan</strong>ning frameworks These frameworks provide a sustainable development<br />

programme for Opportunity Areas. The frameworks may be prepared by the GLA<br />

Group, boroughs, developers or partners while planning frameworks will have a<br />

non-statutory status, it will be up to boroughs to decide how to reflect the proposals<br />

in planning frameworks within their development plans.<br />

<strong>Plan</strong>ning Policy Statements/Guidance (PPSs/PPGs) These are Government<br />

statements of national planning policy.<br />

Polyclinics Combine GP and routine hospital care with a range of wellbeing and<br />

support services such as benefits support and housing advice.<br />

Preferred Industrial Location (PIL) Strategic industrial locations that are<br />

particularly suitable for general industrial, light industrial, storage and distribution,<br />

waste management, recycling, some transport related functions, utilities, wholesale<br />

markets and other industrial related activities.<br />

Previously developed land (Annex B PPS3 amended June 2010) Previously<br />

developed land is that which is or was occupied by a permanent structure, including<br />

the curtilage of the developed land and any associated fixed surface infrastructure.<br />

The definition includes defence buildings, but excludes:<br />

• Land that is or has been occupied by agricultural or forestry buildings.<br />

• Land that has been developed for minerals extraction or waste disposal by<br />

landfill purposes where provision for restoration has been made through<br />

development control procedures<br />

• Land in built-up areas such as private residential gardens, parks, recreation<br />

grounds and allotments, which, although it may feature paths, pavilions and<br />

other buildings, has not been previously developed.<br />

• Land that was previously-developed but where the remains of the permanent<br />

structure or fixed surface structure have blended into the landscape in the<br />

process of time (to the extent that it can reasonably be considered as part of the<br />

natural surroundings).<br />

There is no presumption that land that is previously-developed is necessarily<br />

suitable for housing development nor that the whole of the curtilage should be<br />

developed.<br />

Protected open space Metropolitan open land and land that is subject to local<br />

designation under Policy 7.18 (which would include essential linear components of<br />

Green Infrastructure as referred to in Policy 2.18). This land is predominantly<br />

undeveloped other than by buildings or structures that are ancillary to the open<br />

space. The definition covers the broad range of types of open space within <strong>London</strong>,<br />
