Housing in multiple occupation Housing occupied by members of more than one<br />
household, such as student accommodation or bedsits.<br />
Housing Capacity Study (HCS) A process for identifying future housing capacity<br />
across an area to inform the development of housing policy and proposals. Housing<br />
capacity studies have been superseded in <strong>Plan</strong>ning Policy Statement 3: Housing<br />
(PPS3) by Strategic Housing Land Availability Assessments (SHLAAs).<br />
Human in scale providing a high quality environment in which buildings, places<br />
and spaces are accessible, easy to navigate and understand. This can be through the<br />
use of gateways, focal points and landmarks, as well as ensuring buildings create a<br />
positive relationship with street level activity and people feel comfortable within<br />
their surroundings. Organisations such as CABE as well as the Mayor's Design<br />
Advice Panel can provide design related advice.<br />
Incineration The burning of waste at high temperatures in the presence of sufficient<br />
air to achieve complete combustion, either to reduce its volume (in the case of<br />
municipal solid waste) or its toxicity (such as for organic solvents and<br />
polychlorinated biphenyls). Municipal solid waste incinerators recover power and/or<br />
heat. The main emissions are carbon dioxide, water and ash residues.<br />
Inclusive design Inclusive design creates an environment where everyone can<br />
access and benefit from the full range of opportunities available to members of<br />
society. It aims to remove barriers that create undue effort, separation or special<br />
treatment, and enables everyone to participate equally in mainstream activities<br />
independently, with choice and dignity.<br />
Industrial Business Park (IBP) Strategic industrial locations that are particularly<br />
suitable for activities that need better quality surroundings including research and<br />
development, light industrial and higher value general industrial, some waste<br />
management, utility and transport functions, wholesale markets and small scale<br />
distribution. They can be accommodated next to environmentally sensitive uses.<br />
Industrial waste Waste from any factory and any premises occupied by industry<br />
(excluding mines and quarries) as defined in Schedule 3 of the Controlled Waste<br />
Regulations 1992.<br />
Kyoto Protocol An international agreement linked to the United Nations<br />
Framework Convention on Climate Change (UNFCCC), which sets binding, targets<br />
for countries to reduce greenhouse gas (GHG) emissions. These amount to an<br />
average of five per cent against 1990 levels over the five-year period 2008-2012.<br />
Land Use Credits/Swaps Typically, a land use ‘credit’ is where new off-site<br />
residential provision is provided in advance by a developer on the basis that it could<br />
be used to satisfy the residential requirements of mixed use policies generated by<br />
future commercial development. Typically, an affordable housing credit is where<br />
new affordable housing is created when it is not a policy requirement. This<br />
affordable housing credit could potentially then be drawn down either for the<br />
purposes of affordable housing policy requirement and/or for the purposes of mixed<br />
use policy requirements for residential floorspace. Typically, a land use swap is<br />
where a developer provides an off-site residential development to satisfy the housing<br />
requirement generated by a specified office/commercial development. The planning<br />
