POLICY 5.7 RENEWABLE ENERGY<br />

Strategic<br />

A The Mayor seeks to increase the proportion of energy generated from<br />

renewable sources, and expects that the projections for installed renewable<br />

energy capacity outlined in the Climate Change Mitigation and Energy<br />

Strategy and in supplementary planning guidance will be achieved in<br />

<strong>London</strong>.<br />

<strong>Plan</strong>ning decisions<br />

B Within the framework of the energy hierarchy (see Policy 5.2), major<br />

development proposals should provide a reduction in expected carbon<br />

dioxide emissions through the use of on-site renewable energy generation,<br />

where feasible.<br />

LDF preparation<br />

C Within LDFs boroughs should, and other agencies may wish to, develop<br />

more detailed policies and proposals to support the development of<br />

renewable energy in <strong>London</strong> – in particular, to identify broad areas where<br />

specific renewable energy technologies, including large scale systems and<br />

the large scale deployment of small scale systems, are appropriate. The<br />

identification of areas should be consistent with any guidelines and criteria<br />

outlined by the Mayor.<br />

D All renewable energy systems should be located and designed to minimise<br />

any potential adverse impacts on biodiversity, the natural environment and<br />

historical assets, and to avoid any adverse impacts on air quality.<br />

5.39 Use of renewable energy presents a significant opportunity to reduce carbon<br />

dioxide emissions, and its development will also contribute to the security of<br />

energy supply in <strong>London</strong>. Energy generated from waste provides a<br />

particularly significant opportunity for <strong>London</strong> to exploit in the future.<br />

Preference should be given to using advanced conversion technologies<br />

including anaerobic digestion, gasification and pyrolysis (see glossary) that<br />

have the potential to achieve greater efficiencies and carbon dioxide<br />

emissions savings.<br />

5.40 The Mayor has outlined in the Climate Change Mitigation and Energy<br />

Strategy projections for the installation of different renewable energy<br />

technologies to increase <strong>London</strong>’s generation of both electricity and heat<br />

from such sources up to 2031. These projections will be supported by<br />

supplementary planning guidance. The Government has adopted a UK wide<br />

target for 15 per cent of total energy to be generated by renewable sources<br />

by 2020, and these projections represent <strong>London</strong>’s contribution to this 2020<br />

target and beyond. Further detail is set out in the Climate Change<br />

Mitigation Strategy and alterations to the <strong>Plan</strong> will be brought forward as<br />

appropriate.<br />

5.41 Boroughs are encouraged to identify opportunities for developing renewable<br />

energy systems in their areas, including large scale systems. Where land is<br />

needed for the provision of renewable energy technologies, such as anaerobic<br />

digesters and biomass plants, boroughs should encourage this provision<br />
