The Legend of Lorelei
May— July 2012
In February, it became apparent that winter pool—the winter water level maintained to protect
seawalls, shorelines and the marina dock and boat ramp—would not be achieved for 2012. In early
February a decision was made to open the outlet valve that led to a rapid lowering of the lake.
Concerns about the rapid lowering of the lake were expressed at the February 23 Trustee Board
meeting. It was reported that the valve was opened more than the maximum 30 turns. As a result the
drastically increased rush of water through the 24 inch outlet pipe likely swept fish down Glady Run.
The Fish Committee voiced fears that a large quantity of feeder fish stocked in the fall as well as
maturing catfish, walleyes, bass, etc. may have been washed away.
The pros and cons of dropping the lake each year have long been debated. Great care must be taken
to respect the varied interests of the membership, to maintain the
integrity of Lake Lorelei and to preserve the ecosystem.
Lake Lorelei is stocked through the efforts of the Fish Committee
funded by profits from fishing tournaments as well as member
contributions.
Donations may be made by writing a check payable to the
Lake Lorelei Fish Committee and dropped off at the office.
Copied from the Lake Lorelei Operations Manual
F. LAKE LORELEI VALVE OPERATIONS (Resolution 2000-06) – note that the following is the general procedure
that had been practiced starting in 1968.
Preamble
Whereas, the purpose of annual opening of the drain valve of the dam is to lower the water level of the lake to:
● Protect the shoreline seawalls from ice damage
● Discharge the dead vegetation ash at the dam
● Protect the dock and boat launch ramp from ice damage (to a depth of 4 feet)
● Reduce pressure from face of dam
● Aerate the lake bottom of the perimeter of the lake
● Minimize the weed growth at the perimeter by the change from aquatic growth.
The procedure to manage the winter lake level is:
Open the main valve initially 30 turns of the valve shaft (60 turns of the handle), then adjusting within 3 days
to accomplish lowering the water level (under no precipitation conditions) at the maximum rate of 2” per day.
Faster only if required to attain desired pool by December 15th. Valve is to be operated no more often than once
per week to adjust for precipitation. A permanent written, dated and signed log is to be maintained in a
conspicuous place in the association office by a trustee and one other designated person. Valve is to be opened
November 15th and closed February 15th, if there is no ice on the surface.
If the water temperature, measured 12” below the surface is 40 degrees Fahrenheit or warmer on February 1st,
then the valve is to be closed February 1st. Through the period that the valve is open, the water level shall be in
the draining mode to maintain a water level between 49 and 54” below normal overflow level.
Technical note: 30 turns of the shaft positions the valve in the l/2 open position,. Opening more than 60 turns of
the shaft damages the valve. Two turns of the wrench handle - turns the shaft one turn.

LAKE LORELEI RULES GOVERNING VALVE OPERATION
● Was Resolution 2000-06, (see opposite page), followed in 2011/2012? The answer is
factually, ”No”.
● Why was the Resolution not followed? Ultimately, that is the responsibility of your
elected Board of Trustees.
● Will the Resolution be followed in 2012/2013? The General Manager has publically
stated, “Yes”.
Perhaps a better understanding of the Resolution will help in better implementation. Read
the Resolution. Read it again. It is clear, unambiguous and has been practiced since
1968.
Preamble: The Resolution listed six (6) reasons for the annual opening of the valve. The
reasons do not include dock construction and/or repair. Yes, when the Lake is down for
the listed reasons, it would be a good time to build and/or repair docks but the Lake is not
to be lowered simply to facilitate dock construction or repair.
Drawdown: The initial drawdown period is from November 15 to December 15. During
this time period the Lake temperatures are generally warmer, the fish are suspended
higher in the water column thus minimizing potential fish loss through the valve operation.
The drawdown amount is 49 to 54 inches below normal overflow level. This amount
minimizes the amount of shoreline exposed below the riprap thus minimizing the potential
for shoreline erosion. The drawdown rate is two inches per day (under no precipitation
conditions) and faster if required to attain the desired pool by December 15 th . Without
precipitation adding to the Lake level, two inches per day is more than sufficient to drop
the Lake level 49 to 54 inches in 30 days. However, if precipitation adds to the Lake level
a faster drawdown rate is specifically allowed in order to attain the desired pool level by
December 15.
Value Adjustments: The magic number of 30 turns of the valve shaft, (60 turns of the
handle), is nothing more than the initial setting to be adjusted within 3 days, and weekly
thereafter, to achieve and maintain the specified pool level (49 to 54 inches below normal
overflow level).
Valve Closure: The valve was opened for stated reasons, ( see Preamble) and should be
closed when those reasons have been accomplished in order to maximize catching the
Spring runoff. If the water temperature, measured 12-inches below the surface is 40
degrees or higher on February 1, there is little chance of significant ice formation and the
valve is to be closed early. In any case, if there is no significant ice on the Lake on
February 15, the valve is to be closed.
Policies are written to take into consideration numerous circumstances and avoid
unintended consequences.
As conditions change, policies warrant review with changes where indicated.

The Legend of Lorelei
May— July 2012
By Fran Nimmons
As I boat into the many coves of our lake, I have had experiences, I would assume like most of
us, of churning up the bottom as well as hitting the bottom soundly and then wondering how
much damage was caused to my boat. Luckily, I have not experienced any known problems, but
just how much longer will my luck hold out?
The depths of a number of our coves have diminished to the point where they are in need of
being dredged. I have heard others mention the need for dredging. Bill Herdman and I have
measured my cove's depth and found it to be shallow and in need of dredging. After discussing
this need with a few neighbors who had mentioned it in the past, it became apparent there was
an interest for me to research the topic since I knew little to nothing about it. Months passed and
soon we were into the Christmas season. During a Christmas Party that I had attended at
Hidden Valley Lake, a discussion of dredging surfaced. I migrated to the conversation to find out
what was going on and, interestingly enough, one of their coves was presently being dredged.
Shortly after the holidays I made arrangements with my friend, a resident of Hidden Valley Lake,
to have him escort me to the operational site and witness the cove dredging. I have taken
pictures and have interviewed the owner of the dredging company as well as an operator of the
dredging equipment. In my discussions with the owner, he mentioned that the company originally
used suction at the start of its business but over time migrated to backhoeing. The reason given
was that the nonproductive time during suction was too great in cleaning out the debris from the
continually clogging hoses and system. In addition many lake residents did not appreciate the
hoses running through their yards to the trucks used to haul off the debris.
The owner of Dredge Resources Inc., Gary Brainard, emphasized the importance of planning
and the execution of a plan. He is willing to come to our lake and present his company which is
located in Olney, Illinois, and its capabilities. Below are the pictures I have taken and a
descriptive comment on each.
Hidden Valley Has only a few
coves compared to Lake Lorelei
A tug boat is used to position
equipment for dredging
The backhoe mounted on
adjustable hydraulic platform
has 3 hydraulic legs to stabilize
the platform for digging.
May—July 2012
The Legend of Lorelei Page 13
A floating container is positioned alongside
the backhoe, filled, removed, and replaced
with additional containers to continue the
process, while initial container is repositioned
to off-loading site then reloaded onto a truck
and hauled to a selected accumulation site.
The operation consists of three men: one (backhoe operator) who does the dredging, the second
(tug operator) who positions the three 44 cubic yard barge containers for loading and unloading,
and the third (second backhoe operator) who unloads the debris from the container at the
selected site into the truck which he then hauls to a designated accumulation area within two to
three miles.
The daily activity (8 - 10 hrs) is estimated to remove 400 cubic yards of material (if conditions
permit) at a price of $150 an hour for all the equipment and manpower at today's rates. There are
no down time charges.
An interesting comment by the backhoe operator is that he can gain access to almost any
location in the cove ie: close to the rip rap, next to docks, and under docks (within engineering
specifications) so as not to disturb the structures.
I was also informed by the owner that the company has upgraded its equipment by installing
Bobcat backhoe equipment, increased the bucket size from 18" to 36", and created larger
capacity barge floating containers accompanied with slop boxes to remove the water from the
material.
At this writing, Dredge Resources Inc., has a contract backlog of approximately one and a half to
two years.
This review represents only one company performing these services of which I believe there are
many.
Dredge Resources Inc. does not create the silt ponds which are so critical in the filtration of debris
from our coves.
Raised Bed Gardening
By Gary Hetzell
Southern Ohio clay although ideal for our Lorelei Lake bed, is not the best
soil for growing tasty veggies. When we decided to garden here at the lake in
1996, the plan was simple—grow our veggies, roses and perennials in raised
beds. For which there are many advantages:
1. Adding amendments (compost + fall leaves) is easier in a confined
space
2. Soil warms faster for early plantings
3. Drainage problems do not exist with raised beds
A green thumb is nice to have but not as important with raised bed
gardening. Your harvest can be greatly increased in raised beds that are
primarily organic and amended regularly with compost and fall leaves.
Fertilizer should be used sparingly: too much produces great foliage but
little fruit. However, most heavy feeders like tomatoes , do enjoy a second
dressing of fertilizer midway through the growing season.
Companion planting will increase your success in the garden. Did you know
tomatoes and potatoes do not do well planted in the same bed? Beans don’t
grow well with any member of allium family (onions, shallots, chives). Plant
radishes around cucumbers to repel cucumber beatles. Potatoes grown near
cucumbers are more likely to be affected by phytophthora blight. Tomatoes
interplanted with marigolds will grow and produce better. Basil grown
parallel to tomatoes help tomatoes to overcome both insects and disease also
improving growth and flavor
We have 10 raised beds for growing all our vegetables. Each year we rotate
our crops just like a farmer would because each specific veggie pulls certain
nutrients from the soil. Crop rotation also keeps diseases at a minimum since
you are not growing that one veggie year after year in that same bed.
We would like to invite members to a garden tour and idea sharing
Our Community
Social Entropy is an interesting concept. What happens in one part of the community, no matter how small, is felt in
some way, shape, or form, throughout the community as a whole at some level. Within any group of people as
diverse as those who live here in Lake Lorelei, there will always be differences in the ideas of how, what, why, and
where things get done or said. It is that diversity that helps to keep us balanced. When the diversity is challenged, we
become unbalanced. Stories abound concerning many issues and people, some are innocuous, some are positive, but
some are designed to tear down and shine a negative light on our neighbors and friends.
I feel a great divide in this community. The lines are drawn, heated discussions ensue, and harsh words are spoken. I
believe that this is the single most important issue right now— not the lowering of the lake, not the gates, nothing
else. It is this:
Until all of the members—including those desiring to serve their community as leaders, participating in the social
discourse within the community, whether in public or private—put aside their pride and personal agendas and seek
an attitude of honesty, compromise, and negotiation, we will continue to be divided and will NEVER enjoy the
success and prosperity and beauty that we have the potential of developing.
I write this as a challenge to everyone, myself included, to seek opportunities for compromise and good will amongst
all members, especially those with whom you disagree. On the same note, to hold to account those who choose to
exercise divisive tactics within the community, first privately, but if they refuse to hear, then THE ISSUE should be
brought into an official public forum, holding ourselves free from gossip, Every member should hold themselves
above reproach to avoid even the appearance of wrongdoing. This will immediately disarm any detractors.
A principle I try to always follow is this: “Speak the truth in love”- that doesn’t necessarily mean to speak with a
soft, tender voice, though that helps at times, but to speak the truth with the ultimate goal being that truth will
prevail. If we can agree and commit to this, then we can truly bring the “unity” back to our community.
How often do we hear, “How did they ever get elected”? Have you ever
voted for someone because you’ve heard the name, or someone told you to,
or you haven’t voted because you didn’t know any of the candidates?
I know I’ve been guilty of this in the past, but as I’ve grown older I realize if
this person is going to represent me, I have a responsibility to find out about
him or her.
What do they stand for, what have they voted for in the past, do I agree with
them and their philosophy? For first time candidates, you can read up on
them; if possible, listen to them speak ask questions. Candidates that are
seeking re-election you can check to see if they have made decisions the way
you would have made them.
This may seem like a lot of work, but it really doesn’t take long. Remember,
these people will be the ones making the decisions that will affect your life.
Mike Hopkins— I have been a property owner since 1998 and a full time resident
since 2000. I have been on the Fireworks Committee and have done security and
clean up for them the last 4 years. I am on the PRIDE Steering Committee and have
contributed many hours to community projects. I am a veteran and college
graduate. I worked for 30 years at a trucking company and 6 years for the Federal
Government. I have a background in Labor Relations. My biggest assets are a
strong work ethic and a common sense approach to solving problems. My major
concern with our community is the different factions that are pulling in opposite directions. I want to
channel this energy toward common goals. I plan on giving all concerns equal weight and making
transparent decisions for the betterment of our property owners.

years and I have served as a trustee the last two years. I have been practicing law for almost
20 years and I bring my legal training and experience to my role as trustee. I continue to
advocate strongly improving our community’s overall fiscal health and will make that a
priority if elected again.
I have seen many improvements during my tenure as a trustee. We are moving in the right
direction. I would like to help us keep moving in a positive direction and I would appreciate
your support.
Lake Lorelei Balloting Process
ORIGINATION…The office composes the ballots at the direction of the Board of Trustees.
The ballots are then placed into mailing envelopes addressed to Lake Lorelei Property Owners addresses on record of
corresponding lot numbers. The envelopes contain an envelope bearing the return address of the property owner,
addressed to the Ballot Master P.O. Box Fayetteville, Ohio, also an envelope simply marked BALLOT and the ballot.
These packets are then U.S. Mailed. RETURN …Ballots are to be completed and placed in the envelope marked
BALLOT, sealed, placed in the provided envelope bearing the return address and U.S. Mailed as to reach the post office
box prior to the stated date.
THE COUNT… After the deadline date, the office issues a letter to the postmaster with instructions to release the
returned ballots to the Ballot Master and a Trustee Observer. The ballots are then returned to the counting point to be
counted in the presence of the Trustee Observer.
THE PROCEEDURE
1. Ballot envelopes are double counted to ensure a correct count.
2. Ballots are sorted alphabetically according to return address labels. Any envelopes returned not in accordance with
instructions are set aside as invalid ballots and made note of.
3. Ballots are then verified as to members in good standing (1 team member reads off return address labels which are
checked by 2 team members with lists provided by the office). Envelopes returned by members in bad standing if any, are
set aside and made note of. Ballot envelopes are then removed from return envelopes and set aside to be double counted.
Return envelopes are bundled and set aside to be kept in the office for a reasonable time in case a return count is ordered.
4. Ballot envelopes are then opened and counted. Ballot envelopes are discarded.
5. Results are then given to the office who in turn will post the results.
Rules governing voting procedure counting can be found in LLPOA Inc. governing documents Article IV Section 2
Steve, last summer my husband and I were extremely concerned about
the lack of safety and absence of a safety patrol on the lake. What will be
done about the safety issues and who will do the hiring and scheduling of
safety patrol?
Summer Lake Patrol
The role of our patrol is to not only help monitor unsafe boating and check boat registrations, but to assist
boaters in need. Our goal this Summer is to have our Safety Patrol on the lake a minimum of 4 hours on
Saturdays, Sundays, and Holidays. At the present time we are in need of more help, as we only have one
person signed up. If you or someone you know is Coast Guard certified, or at a minimum has several
years of Safe Boating experience, have them contact our office. This is a paid position but we will even
accept volunteers to help us patrol and educate boaters.
Our Safety patrol can’t be out there 24/7, so it is up to all of us to make sure we have a Safe and Fun
Boating Season. Each year we have more new boaters who are not familiar with boating etiquette on our
lake. On any weekend, you will see fellow members kayaking, canoeing, fishing, tubing, skiing, and at
times even sailing. Some want the lake to be smooth as glass, while others prefer the wakes so they can
bounce their tubers over them. With so many different types of boating, please be respectful of others
and don’t cause a large wake next to the fisherman who is trying to catch the big one or the kayaker who
is just out for a nice relaxing morning. Even a pontoon boat out for a late afternoon cruise with people
munching on their favorite snack will be upset if you make them spill their chips and dip!
If you ever have a safety concern or want to report unsafe behavior on the lake, please contact the lake
patrol or our lake manager. If you can get the lot number of the watercraft we can help remedy the
problem. Let’s all continue to be courteous to our fellow boaters and treat them as our family members
because in a way they are!
Steve, rumors are flying about car break-ins. What has been reported to the
LL office? How can we be notified about such incidents in a timely way?
Security Report:
There have been reports of vehicle break-ins recently. As with all emergency or criminal matters, we
stress the importance of contacting the Brown County Sheriff’s Department. We are working with the
Communications Center of the Sheriff’s office for ways to get discrete data focused on Lake Lorelei. The
most reliable way for us to get information showing a trend is member reports to the office.
To get security information out, the most immediate response is the use of “Call One Now.” Another is
an email message – a method not used by the lake before, but we have the tools to bring it into being.
The Board is working and addressing this issue, i.e. what method for immediate communication will
work best.

Gates Update:
As of this writing, March 28 th , the gates are performing at their best since the first of the year. Since
before the first of the year, the guard house has been keeping a log of incidents and issues associated
with gate problems as a record and as a means to discern patterns. If we accept that logged entries
reflect problem periods and we chart the entries we can see January was a relatively quiet period,
February was very problematic and March is more like January with declining entries. The issue has
improved.
What do the colored flags mean and where are they displayed?
Flags Flown for Safety
The use of a Red or Yellow Flag to alert boaters as to the water level of the lake and or any other
conditions that would affect safe boating has been in our rules since 1991. The problem was there was
no mention as to where these were to be placed other than “on various points on the lake.” Some have
even said that a buoy was used in the past.
Last year, the Board approved a flagpole to be installed at the Marina to make it easier and quicker to
let our members know when the lake was closed or limited to “No Wake”. A Member even volunteered
her time and money to make a set of Flags for us. We had hoped to install another in the Main beach
area but were unable due to budget restraints. Mention of this new flagpole was in the July-August
2011 edition of The Legend and discussed at the spring 2011 Board meeting so everyone would
become familiar with its purpose. We added the use of a Green Flag just so members would know that
boating on the lake was open and not being restricted.
It appears that some members have forgotten that when the Red flag is being flown, it is to alert our
boaters that conditions of the Lake are such that it is may be unsafe to be on the lake. After the March
2012 Board Meeting, someone even went to the extreme of stealing the Red flag that was being flown
because they didn’t agree with it being unsafe, thereby putting others at risk.
The Flags are flown to help our members know that when the lake is either too high or too low there is a
risk of not only damaging our shorelines but also the potential to hit objects just below the surface that
are brought into the lake such as tree limbs etc.
Hopefully you will always see a green flag, but if you see a yellow one, the Lake water level is either too
high or too low and the entire Lake is a “No Wake” zone. If the Red Flag is flying this means that the
Lake is closed to all watercraft due to excessively high or low, water or any other situation that would
require us to close it. We hope to have another flag pole added on the Main beach this summer.
May you always see a green flag flying, but if you don’t, please respect the one that is.
significant voids exist under control structure concrete.
S. Dabbelt – Tailgating:
S. Dabbelt explained tailgating reportedly is involved with the gates failure. We are instituting some things that will help the gates function
spring will be done in the fall,
B. Reaves - Fireworks Committee:
Fireworks will be on July 7 th .
cell phone.
T. Isles - Fishing Committee:
Tom gave a handout which included the budget for the committee and the kids’ tournament flyer. He stated that he needs help with the kids’
tournament.
Open Forum
Bill Young reminded everyone that there is no fishing in Fichtelberg. He also reminded us that we need a permit to get rid of the geese and we
need rock by the spillway. Steve will see to the permit.
Several fishermen were concerned about the lake level in the past two weeks. They do not want the lake lowered so the coves do not have
water in them.
It was explained the need to have the lake lowered to protect the dam and shoreline. The Board will take their concerns into consideration
