KwaZulu Natal Education MEC, Senzo Mchunu has expressed shock and anger after a killing of a secondary
school teacher at KwaMaphumulo north of Durban. The teacher was allegedly shot repeatedly by disgruntled

Education stakeholders have raised the alarm over the corruption in the employment of teachers. It appears
some teachers have bought their positions through money and sexual favours. (SAFM, 17 December 2012)
The KwaZulu Natal education MEC will be looking into virgin thighs and at the buttocks. These are some of the
translations of inappropriate Zulu and Afrikaans school names that are to be changed. These are not
educationally sound and will need to be addressed. Such names are not inspiring, MEC Senzo Mchunu said.

The KwaZulu Natal Education Department has spent more than R11 million on salaries for 40 employees who
are on sick leave and have applied to go on ill heath retirement. The amount excludes money spent on a
further 29 employees who are on extended sick leave, according to figures in a report presented recently to
the education portfolio committee at the KZN legislature. (Mercury, Early Edition, 10 December 2012)
The KwaZulu Natal Education Department has won a court battle against 36 companies that wanted to stop it
from capping its school feeding scheme tenders. The department recently announced its intention to reduce
the amounts of the tenders and spread the benefits to more suppliers by involving community based cooperatives.

An entire matric class could be banned from writing their final exams for two years after the pupils were found
to have cheated, allegedly with the help of their principal and teachers. The Education Department said it was
still trying to establish how many pupils, who sat for their 2012 final exams at the high school in far northern
KwaZulu Natal were affected. (Witness, 21 December 2012)

ADDENDUM A - AVE METHODOLOGY
ADVERTISING VALUE EQUIVALENT (AVE)
The purpose of AVE analysis is to try to compare the below the line PR effectiveness with the above
the line purchased advertising impact.
The advertising rate a particular publication charges is a reflection of its relative credibility and
reputation within its industry sector. The Advertising Value Equivalent, or AVE, is therefore a credible
method of measuring PR effectiveness.
PRINT MEDIA – STANDARD VALUE
An AVE for each article is determined by measuring the whole article and applying the ad rate from the
relevant publication.
Newspapers – Area calculation on a cost per column centimetre.
Magazines – Area calculation to comparative size of half page.
Changes to advertising rates are updated annually.
PRINT MEDIA - CIRCULATION VALUE
A Publication is graded according to its ABC circulation weighting factor. The following table gives the
multiplication factor to the Standard AVE value to determine the Circulation AVE value.

BROADCAST MEDIA
Radio and television have a drive time, or peak viewing time consideration in their ad rate tables.
The AVE for each radio or television insert is determined by calculating the duration of the insert in
seconds and applying the broadcast rate to the relevant timeslot.

Rates used are supplied by the respective stations on a monthly basis.
ONLINE MEDIA
The online rate is calculated as the cost per word, using a mathematical formula which takes into account
the OPA (Online Publisher’s Association), rating for unique browsers, page impressions as well as the
category for classification of the website, e.g. motoring, entertainment, news, etc.

ADDENDUM B – ANALYSIS METHODOLOGY
The coverage afforded will be quantified in terms of actual rand value. This will be done by means of an
advertising value equivalent (AVE) analysis. The purpose of such an analysis is to quantify, as
accurately as possible, the value of coverage by comparing it to the advertising rate a particular publication
would charge. As this rate is a reflection of the publication’s relative credibility and reputation within its
industry sector, the advertising rate measurement (AVE) is regarded as a credible method of measuring
and quantifying coverage.
Ideally, the structure for analysis outlined above make possible a better understanding of the coverage
enjoyed.
The content analysis suggested above will be supported by the following statistical measures:
Image Perception an assessment of article content based on the overall tone of the article. Analysts
distinguish between positive, neutral (factually correct), negative, and balanced (an article that has both
positive and negative elements) content.
Journalists: identifies authorship of articles that constitute coverage for the particular client. For the sake
of clarity in comparison, a distinction is drawn between articles supplied by journalists identified by name
and articles generated by journalists left anonymous (as in the case of Own Correspondent, or by other
non-journalist members of the public (such as in the case of Letters).
Publications: identifies publications in which coverage for this development is recorded. This is
represented in combination with the journalists responsible for such coverage.
Broadcast medium: identifies the broadcast station and programme on which coverage for this
development appeared. This is in addition to a full Broadcast AVE report.
Region: the geographical area in which a publication is distributed. The regions are divided into nine
provinces of South Africa, nationally circulated publications, and media published in various African
countries: National, Eastern Cape, Free State, Gauteng, KwaZulu-Natal, Mpumalanga, Northern Cape,
Limpopo, Western Cape, and Africa.
