Focus on Canada (929 images)<br />

The 929 images hosted on unique IP addresses in Canada can be broken down as<br />

follows:<br />

A 47.1% (438) were hosted by a website designed specifically to allow public<br />

hosting of images. Almost all of the images on this website were unique based<br />

on the SHA-1 value; only three of the images were observed twice, on different<br />

IP addresses.<br />

B 24.8% (230) were hosted on a website that changes content on a regular basis.<br />

It is most often in the <strong>for</strong>m of a portal page that sells memberships or provides<br />

links to websites hosting child abuse images. An additional 1.6% (15) of images<br />

are hosted on a different service but, based on published in<strong>for</strong>mation about the<br />

owners of the sites, appear to be owned by the same provider.<br />

C 8.2% (76) of the images appear to be made available in Canada on a website that<br />

allows users to create personalized social networking websites. The images and<br />

videos on these personalized pages were made available through a content<br />

delivery network.<br />

d 4.6% (43) of the images were hosted by a webhost and colocation provider. They<br />

appear on a wide variety of websites, without a typical layout or content.<br />

E The remaining 13.7% (127) of images were hosted in Canada on at least 13<br />

different services.<br />

Reports pertaining to <strong>Canadian</strong>-hosted images may be over-represented due to the<br />

fact that the majority of the tipline’s INHOPE partner hotlines, who are trained to<br />

assess illegal content in their respective jurisdictions, submit reports to Cybertip.ca<br />

if the content they receive appears to be hosted in Canada. This increases the overall<br />

proportion of <strong>Canadian</strong>-hosted content that is reported to Cybertip.ca. Of the 515<br />

confirmed child pornography websites submitted to Cybertip.ca by the Internet Watch<br />

Foundation in the United Kingdom, 95.3% (491) were hosted in Canada at the time of<br />

analysis.<br />

86.3% of unique images hosted in Canada were found on only one of five<br />

Internet services.<br />

Some webpages are hosted on multiple IP addresses. These can be hosted in the<br />

same country (as is most often the case) or in any different number of countries.<br />

Since Cybertip.ca began tracking and recording multiple IP addresses, 17 3,109<br />

webpages hosting child sexual abuse images have been analyzed, 2,809 (90.3%) of<br />

which have only been hosted on a single IP address. Of the remaining (300), the<br />

number of hosts ranges from 2 to 19.<br />
