None of this accounts for the ongoing victimization that is caused to the child every
time an image is viewed. The “simple”accessing of these images of child sexual
abuse should be recognized as further and ongoing abuse to the child.
Given the complex and illegal nature of child sexual abuse, it is very difficult to
assess how the Internet has impacted child victims, offenders, and the general
public. Further research is needed in this area to determine the scope of the
problem, and what solutions will be most effective in reducing the distribution and
propagation of child sexual abuse images.
Accessing child sexual abuse images should be seen as a crime that re-victimizes
the child every time the image is viewed. The impact on the child whose abuse
image has been shared online is significant and ongoing.
