1PurPOSE<br />

This report provides an overview of the in<strong>for</strong>mation received through reports to<br />

Cybertip.ca, with a particular focus on websites that host child sexual abuse images.<br />

An assessment of thousands of public reports submitted between September 26,<br />

2002 and March 31, 2009 has enabled the tipline to share what it has learned about<br />

this issue. In<strong>for</strong>mation is provided on the:<br />

ff Types of websites that host child sexual abuse images<br />

ff Severity of abuse depicted in the images, as well as the age range and sex of the<br />

children<br />

ff Host country location of the websites and images<br />

ff Notable text features of the websites—alternative text, title tags, words on the<br />

page, and title bars<br />

ff Estimated timeframe in which the images were taken<br />

ff Commercial aspects of child sexual abuse and the sale of illegal images<br />

ff Cybertip.ca analysis process and general statistics on numbers and types of<br />

reports received by the tipline<br />

This is the first in a series of reports that will be released by Cybertip.ca.<br />

Recommendations to stakeholders will be provided in this report as well as future<br />

research ef<strong>for</strong>ts. The in<strong>for</strong>mation will be used to drive education and policy<br />

decisions.<br />

This report focuses on tips submitted to Cybertip.ca involving websites that host<br />

child sexual abuse images.<br />
