Introduction
If you are considering moving from your own home to live in a care home, this booklet provides
you with more information about the options available to you.
We are aware that considering giving up your own home is a very difficult decision and one
that requires a great deal of thought and discussion with family and friends. Before making
any decisions it is important to talk through the different options available to you.
We help frail, older people to remain safely and independently in their own homes, because
that is what most people want to do. We can do this by:
● providing services like home care or meals delivered to your home
● carrying out works of adaptation and supplying and fitting equipment to help with everyday
tasks or
● installing a Telecare Alarm System that can warn our Carelink Centre of problems in the
home.
More information about Telecare Alarm Systems is available
from:
The Telecare Project Team - Telephone: 01443 222211 or
Carelink - Telephone: 01685 876831
Some people may eventually reach the stage when living at home is no longer possible.
This guide will give you more information about the options available to you at this time.
One consideration may be a move into Sheltered Accommodation. Living in a sheltered
complex allows people to retain their independence. It also offers either reassurance of a
warden on the premises or an alarm system to a central control, should assistance be
required. If you already receive services from us in your own home, these can continue, if
necessary, should you move into sheltered accommodation. Our Community Housing Division
and private/charitable organisations can provide this accommodation to eligible people.
More information about sheltered accommodation is available
from our Sheltered Housing Manager
Telephone 01443 222211
4
If you find that you need more support than sheltered accommodation can provide, you may
wish or need to consider moving into a care home.
A care home is either:
● a residential home providing support and personal care (any nursing care you may require
from time to time will be provided through your doctor and carried out by a district nurse) or
● a nursing home which must have qualified nursing staff on duty at all times.
If you have chosen to move into a care home in Rhondda Cynon Taf, we hope that this guide
will help you. It will provide information about the homes you might be considering and
answers questions that you might be asking yourself. You should bear in mind that there may
be waiting lists for places at some of the care homes listed in this guide.
If your move to a care home is urgent, you may need to consider other options such as
moving to a care home that isn’t your first choice.
Help from Community Care
Giving up your own home and moving into a care home is a very large step for anyone to take.
Decisions as important as this need careful consideration and should not be something that you
rush into. Our staff are happy to help you to look at the options and to help you arrive at your
final decision.
If you think you may need residential or nursing home care, contact the Principal Community
Care Office in your area (addresses below). If you are not already a user of our services, we will
discuss your situation and, if necessary, arrange to visit and make an assessment of your needs.
If we believe that living in a care home is best for you, we may be able to help further with your
move to a care home of your choice, as well as help with some of the costs. If, following your
assessment, we don't agree that living in a care home is best for you, we would not be able to
help with your move. We may, however, be able to help you continue to live in the community
with support that we can arrange for you.
If you are unhappy with any of our decisions, you have a right to appeal against them. Ask the
person dealing with your case to look again at our conclusions. If that does not work to your
satisfaction, we have a more formal complaints procedure. Please ask a member of staff for
more information or contact the Complaints Officer at:
The Role of The Care Standards
Inspectorate for Wales
The Care Standards Inspectorate for Wales (CSIW) makes sure that care homes in Wales meet
certain standards.
Their duties include:
● deciding who can provide services
● inspecting services
● ensuring that regulations and national minimum standards are met
● dealing with complaints
Meeting the Standards
Care homes must meet National Minimum Standards, as laid out in the Care Standards Act
2000. The standards identify requirements in the facilities that must be offered at each care home
as well as the training provided to staff to ensure that the necessary expertise is available. The
regulations and national minimum standards describe what you should expect from your care
home and cover such matters as:
● choice of service
● planning for individual needs and preferences
● quality of life
● quality of care and treatment
● staffing
● management
● concerns, complaints and protection
● the physical environment
Staff from CSIW will inspect each care home in Rhondda Cynon Taf about once a year. A report
is written following each inspection. Residents are able to talk to an inspector to let them know
what they think of the service they receive.
You may wish to see CISW’s recent report on a care home that you are considering. You can
contact the Care Standards Inspectorate for Wales directly (see below) to receive a copy.
You can contact the Care Standards Inspectorate for Wales at:
Questions to ask each care home
When deciding on a suitable care home you should take care to ensure that you choose one
that will not only meet your present and future needs, but whether you will fit in and feel
comfortable.
Most people, before going to live in a care home, have led active and social lives; bringing up
children, working, taking holidays, pursuing various hobbies and so on. There is no reason
why living in a care home should affect your interests.
The questions below are intended to provide you with points to consider when choosing a
home:
Location
Can I remain in familiar surroundings near my local community?
Is the home situated where relatives and friends can visit easily?
Will I have to change my Doctor?
Is the home near to public transport, shops or leisure facilities?
The Room
If offered a shared room, will I be able to meet the person to see if we get on, prior to moving in?
Will I have my own bathroom, if not, with how many people will I have to share?
Can I personalise my room, for example, choose my own décor, bring my own bedding,
curtains, small items of furniture, ornaments etc?
Can I have a television and private telephone in my room?
Am I able to use my room whenever I want to?
Can I get up and go to bed whenever I want to?
How long will my room be kept available for me, if I go on holiday or have to go to hospital?
Facilities
Is there easy access throughout the home both inside and out?
If the accommodation has several floors, is there a lift?
Are there smoking and non-smoking areas?
Is there more than one lounge, for example a 'quiet' area as well as a television room?
Can I keep my pet at the home?
Is there a secure place to keep my valuables and are personal possessions covered by
insurance?
8
Meals
Is the food interesting, varied and of good quality?
Is there a choice and will my particular likes and dislikes be taken into account?
Are meal times flexible?
Can I have meals in my room if I wish?
Leisure time
What type of activities does the home offer its residents?
Are outings arranged to places of interest?
Will I be able to pursue my current interests as well as join in new ones?
If there is a garden at the home, as well as using it, can I help with its upkeep?
Guests
Are there flexible visiting times?
If sharing a room, is there another room I can use to have a private conversation?
Are there facilities to make my guests a drink or snack?
Are there facilities for visitors to stay overnight if necessary?
Staff
How do staff appear to treat residents, are they welcoming and caring?
What is the ratio of members of staff to the number of residents?
Are they experienced or qualified?
Do the staff respect residents' privacy?
Can they help with personal care?
If my health deteriorates, will staff be able to provide the necessary nursing care?
Finally, what is the atmosphere like in the home, how does it feel to you, do you think you
would fit in and be happy there?
Remember, it is your choice and you are justified in asking any or all of these questions. If you
have any doubts, do not commit yourself, ask for time to think before making this important
decision.
9
What if you are unhappy with your
chosen home?
You may find that it takes a little time to adjust to living in a care home but most people will
settle into their new home after a while. It is possible that you find, after moving into your
chosen care home, you are not as happy as you hoped you would be. If you find yourself in
this situation and you really do not like it in the home you have chosen, we will help you find an
alternative.
However, there may be other, more minor difficulties that concern you. If you have a social
worker you can contact them directly (or speak to them when they next visit) about any
problems you are experiencing about living in the home.
If you do not have a social worker, you can contact the Care Standards Inspectorate for Wales.
However, you do have the right to ask for a social worker and you can do this by contacting
your local Principal Office listed on page 6.
All homes are required to have a complaints procedure. If you are not satisfied with the care
you are receiving, please discuss your complaint with the home's manager in the first instance.
Alternatively, you may want to contact the Care Standards Inspectorate for Wales (please see
contact details on page 7).
10
Paying for care
If you are moving into a care home with help from Community Care, you will be expected to
pay towards the fees. The amount you pay will depend on your financial circumstances. We
will work out how much on the basis of a national set of rules.
How much will it cost?
There is no charge for making an assessment of your needs. You may, however, have to pay
some or all of the cost of living in a care home, depending on your situation.
There is a national set of rules for working out the charges that you will have to pay, and this
amount will depend on your circumstances. You will be expected to pay something out of
your regular income. The rest will depend on your savings and assets. When working out
your contribution towards the costs, we will take into account:
● your income (from pensions, benefits, etc.)
● your savings
● your assets (the value of your home, unless a spouse, partner or close dependent relative
will continue to live there, or your move into residential care is only temporary)
We will ignore the value of your home for the first 12 weeks following your move into a care home.
This will give you time to reassure yourself that you are happy with the decisions you have made.
We will pay any short fall during this 12 week period. If, however, you sell your property within this
12 week period, the resulting proceeds will be taken into account from the date of the sale.
If you move into a nursing home and have been assessed as needing nursing services from a
trained nurse whilst living there, the National Health Service will pay a contribution towards your
nursing home fees. This is the case for care homes in Wales. Arrangements are different if
you move into a nursing home in England or Scotland.
Calculating your contribution
After looking at your financial circumstances, we will work out the amount you will be required
to pay. We will give you details of this in writing.
For further information on paying for care, please ask for a copy of our leaflet entitled ‘Paying
for Residential and Nursing Home Care’, available from your local Principal Office (addresses
listed on page 6).
Continuing NHS Health Care
If your health needs are considerable because of a:
● long lasting illness
● severe disability
● complex physical or mental health problem
you may be assessed as needing Continuing NHS Health Care. In these situations, the health
service may purchase a place for you in a private home and pay your fees in full. This would
affect the amount of your state pension and other benefits you may be receiving. We can
provide you with more information about Continuing NHS Health Care and how eligibility to
receive it is assessed.
