Introduction<br />

If you are considering moving from your own home to live in a care home, this booklet provides<br />

you with more information about the options available to you.<br />

We are aware that considering giving up your own home is a very difficult decision and one<br />

that requires a great deal of thought and discussion with family and friends. Before making<br />

any decisions it is important to talk through the different options available to you.<br />

We help frail, older people to remain safely and independently in their own homes, because<br />

that is what most people want to do. We can do this by:<br />

● providing services like home care or meals delivered to your home<br />

● carrying out works of adaptation and supplying and fitting equipment to help with everyday<br />

tasks or<br />

● installing a Telecare Alarm System that can warn our Carelink Centre of problems in the<br />

home.<br />

Some people may eventually reach the stage when living at home is no longer possible.<br />

This guide will give you more information about the options available to you at this time.<br />

One consideration may be a move into Sheltered Accommodation. Living in a sheltered<br />

complex allows people to retain their independence. It also offers either reassurance of a<br />

warden on the premises or an alarm system to a central control, should assistance be<br />

required. If you already receive services from us in your own home, these can continue, if<br />

necessary, should you move into sheltered accommodation. Our Community Housing Division<br />

and private/charitable organisations can provide this accommodation to eligible people.<br />

If you find that you need more support than sheltered accommodation can provide, you may<br />

wish or need to consider moving into a care home.<br />

A care home is either:<br />

● a residential home providing support and personal care (any nursing care you may require<br />

from time to time will be provided through your doctor and carried out by a district nurse) or<br />

● a nursing home which must have qualified nursing staff on duty at all times.<br />

If you have chosen to move into a care home in <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong>, we hope that this guide<br />

will help you. It will provide information about the homes you might be considering and<br />

answers questions that you might be asking yourself. You should bear in mind that there may<br />

be waiting lists for places at some of the care homes listed in this guide.<br />

If your move to a care home is urgent, you may need to consider other options such as<br />

moving to a care home that isn’t your first choice.<br />

Help from Community Care<br />

Giving up your own home and moving into a care home is a very large step for anyone to take.<br />

Decisions as important as this need careful consideration and should not be something that you<br />

rush into. Our staff are happy to help you to look at the options and to help you arrive at your<br />

final decision.<br />

If you think you may need residential or nursing home care, contact the Principal Community<br />

Care Office in your area (addresses below). If you are not already a user of our services, we will<br />

discuss your situation and, if necessary, arrange to visit and make an assessment of your needs.<br />

If we believe that living in a care home is best for you, we may be able to help further with your<br />

move to a care home of your choice, as well as help with some of the costs. If, following your<br />

assessment, we don't agree that living in a care home is best for you, we would not be able to<br />

help with your move. We may, however, be able to help you continue to live in the community<br />

with support that we can arrange for you.<br />

If you are unhappy with any of our decisions, you have a right to appeal against them. Ask the<br />

person dealing with your case to look again at our conclusions. If that does not work to your<br />

satisfaction, we have a more formal complaints procedure. Please ask a member of staff for<br />

The Role of The Care Standards<br />

Inspectorate for Wales<br />

The Care Standards Inspectorate for Wales (CSIW) makes sure that care homes in Wales meet<br />

certain standards.<br />

Their duties include:<br />

● deciding who can provide services<br />

● inspecting services<br />

● ensuring that regulations and national minimum standards are met<br />

● dealing with complaints<br />

Meeting the Standards<br />

Care homes must meet National Minimum Standards, as laid out in the Care Standards Act<br />

2000. The standards identify requirements in the facilities that must be offered at each care home<br />

as well as the training provided to staff to ensure that the necessary expertise is available. The<br />

regulations and national minimum standards describe what you should expect from your care<br />

home and cover such matters as:<br />

● choice of service<br />

● planning for individual needs and preferences<br />

● quality of life<br />

● quality of care and treatment<br />

● staffing<br />

● management<br />

● concerns, complaints and protection<br />

● the physical environment<br />

Staff from CSIW will inspect each care home in <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong> about once a year. A report<br />

is written following each inspection. Residents are able to talk to an inspector to let them know<br />

what they think of the service they receive.<br />

Questions to ask each care home<br />

When deciding on a suitable care home you should take care to ensure that you choose one<br />

that will not only meet your present and future needs, but whether you will fit in and feel<br />

comfortable.<br />

Most people, before going to live in a care home, have led active and social lives; bringing up<br />

children, working, taking holidays, pursuing various hobbies and so on. There is no reason<br />

why living in a care home should affect your interests.<br />

The questions below are intended to provide you with points to consider when choosing a<br />

home:<br />

Location<br />

Can I remain in familiar surroundings near my local community?<br />

Is the home situated where relatives and friends can visit easily?<br />

Will I have to change my Doctor?<br />

Is the home near to public transport, shops or leisure facilities?<br />

The Room<br />

If offered a shared room, will I be able to meet the person to see if we get on, prior to moving in?<br />

Will I have my own bathroom, if not, with how many people will I have to share?<br />

Can I personalise my room, for example, choose my own décor, bring my own bedding,<br />

curtains, small items of furniture, ornaments etc?<br />

Can I have a television and private telephone in my room?<br />

Am I able to use my room whenever I want to?<br />

Can I get up and go to bed whenever I want to?<br />

How long will my room be kept available for me, if I go on holiday or have to go to hospital?<br />

Facilities<br />

Is there easy access throughout the home both inside and out?<br />

If the accommodation has several floors, is there a lift?<br />

Are there smoking and non-smoking areas?<br />

Is there more than one lounge, for example a 'quiet' area as well as a television room?<br />

Can I keep my pet at the home?<br />

Is there a secure place to keep my valuables and are personal possessions covered by<br />

insurance?<br />

Meals<br />

Is the food interesting, varied and of good quality?<br />

Is there a choice and will my particular likes and dislikes be taken into account?<br />

Are meal times flexible?<br />

Can I have meals in my room if I wish?<br />

Leisure time<br />

What type of activities does the home offer its residents?<br />

Are outings arranged to places of interest?<br />

Will I be able to pursue my current interests as well as join in new ones?<br />

If there is a garden at the home, as well as using it, can I help with its upkeep?<br />

Guests<br />

Are there flexible visiting times?<br />

If sharing a room, is there another room I can use to have a private conversation?<br />

Are there facilities to make my guests a drink or snack?<br />

Are there facilities for visitors to stay overnight if necessary?<br />

Staff<br />

How do staff appear to treat residents, are they welcoming and caring?<br />

What is the ratio of members of staff to the number of residents?<br />

Are they experienced or qualified?<br />

Do the staff respect residents' privacy?<br />

Can they help with personal care?<br />

If my health deteriorates, will staff be able to provide the necessary nursing care?<br />

Finally, what is the atmosphere like in the home, how does it feel to you, do you think you<br />

would fit in and be happy there?<br />

Remember, it is your choice and you are justified in asking any or all of these questions. If you<br />

have any doubts, do not commit yourself, ask for time to think before making this important<br />

decision.<br />

What if you are unhappy with your<br />

chosen home?<br />

You may find that it takes a little time to adjust to living in a care home but most people will<br />

settle into their new home after a while. It is possible that you find, after moving into your<br />

chosen care home, you are not as happy as you hoped you would be. If you find yourself in<br />

this situation and you really do not like it in the home you have chosen, we will help you find an<br />

alternative.<br />

However, there may be other, more minor difficulties that concern you. If you have a social<br />

worker you can contact them directly (or speak to them when they next visit) about any<br />

problems you are experiencing about living in the home.<br />

If you do not have a social worker, you can contact the Care Standards Inspectorate for Wales.<br />

However, you do have the right to ask for a social worker and you can do this by contacting<br />

your local Principal Office listed on page 6.<br />

All homes are required to have a complaints procedure. If you are not satisfied with the care<br />

you are receiving, please discuss your complaint with the home's manager in the first instance.<br />

Alternatively, you may want to contact the Care Standards Inspectorate for Wales (please see<br />

contact details on page 7).<br />

Paying for care<br />

If you are moving into a care home with help from Community Care, you will be expected to<br />

pay towards the fees. The amount you pay will depend on your financial circumstances. We<br />

will work out how much on the basis of a national set of rules.<br />

How much will it cost?<br />

There is no charge for making an assessment of your needs. You may, however, have to pay<br />

some or all of the cost of living in a care home, depending on your situation.<br />

There is a national set of rules for working out the charges that you will have to pay, and this<br />

amount will depend on your circumstances. You will be expected to pay something out of<br />

your regular income. The rest will depend on your savings and assets. When working out<br />

your contribution towards the costs, we will take into account:<br />

● your income (from pensions, benefits, etc.)<br />

● your savings<br />

● your assets (the value of your home, unless a spouse, partner or close dependent relative<br />

will continue to live there, or your move into residential care is only temporary)<br />

We will ignore the value of your home for the first 12 weeks following your move into a care home.<br />

This will give you time to reassure yourself that you are happy with the decisions you have made.<br />

We will pay any short fall during this 12 week period. If, however, you sell your property within this<br />

12 week period, the resulting proceeds will be taken into account from the date of the sale.<br />

If you move into a nursing home and have been assessed as needing nursing services from a<br />

trained nurse whilst living there, the National Health Service will pay a contribution towards your<br />

nursing home fees. This is the case for care homes in Wales. Arrangements are different if<br />

you move into a nursing home in England or Scotland.<br />

Calculating your contribution<br />

After looking at your financial circumstances, we will work out the amount you will be required<br />

to pay. We will give you details of this in writing.<br />

for Residential and Nursing Home Care’, available from your local Principal Office (addresses<br />

listed on page 6).<br />

Continuing NHS Health Care<br />

If your health needs are considerable because of a:<br />

● long lasting illness<br />

● severe disability<br />

● complex physical or mental health problem<br />

you may be assessed as needing Continuing NHS Health Care. In these situations, the health<br />

service may purchase a place for you in a private home and pay your fees in full. This would<br />

affect the amount of your state pension and other benefits you may be receiving. We can<br />

provide you with more information about Continuing NHS Health Care and how eligibility to<br />

receive it is assessed.<br />

Bronllwyn Residential Home<br />

Bronllwyn is a council owned home situated in Gelli village, quite close to local amenities,<br />

including shops, public houses, a post office and a library.<br />

The home provides personal care for older people. It welcomes people on a short or long term<br />

basis and can offer a trial visit to people thinking about moving into the care home. Bronllwyn<br />

also offers respite care. The home can accommodate frail, older people, including those with a<br />

sensory impairment or continence problems.<br />

There are 31 registered beds at Bronllwyn, including 2 which are for respite. All rooms are single.<br />

The home is fully accessible for wheelchairs, with ramps to all external doors and a lift to gain<br />

access to the first floor. No rooms have ensuite facilities.<br />

The home has 3 lounges, all with television, together with a private visitors lounge. A public<br />

telephone is available for the use of residents.<br />

The home has a car park for 4 cars and a garden with a sheltered seating area.<br />

Clydach Court is a council owned home situated centrally in Trealaw village, about a mile from<br />

Tonypandy town centre. Local amenities include a public house, post office, church and public<br />

transport.<br />
