Development impact overview continued<br />

Agency Services<br />

The Agencies Unit was established in October 2002 to help<br />

alleviate the development implementation and management<br />

constraints in the SADC region. The DBSA acts as an agent<br />

for government and donor organisations that do not have an<br />

institutional presence in the region. The Unit attracted 11 new<br />

agencies this year and supported a total of 35 agencies, with<br />

R1,1 billion cumulative funds under management.<br />

Community Development Facilitation<br />

This Division of the DBSA Development Fund consists of<br />

the Sustainable Communities programme and the Project<br />

Development and Project Management Units.<br />

Sustainable Communities<br />

The Sustainable Communities programme brings together<br />

different stakeholders to design a comprehensive plan to<br />

address the short-, medium- and long-term development<br />

needs of an area. In the process of establishing a<br />

Development Charter or Social Compact, a contract is<br />

created between the community and other stakeholders,<br />

which articulates a common development vision, rules of<br />

engagement and priorities for future development. This is<br />

translated into a community-based, integrated development<br />

planning process that deals with issues of space, the built<br />

environment, infrastructure, the economy, social assets and<br />

human capital assets.<br />

During the year, the programme leveraged funding amounting<br />

to R267 million and concluded Development Charters in<br />

three sites. It also established partnerships with public<br />

and private sector entities to support the development of<br />

sustainable communities.<br />

Project Development Unit<br />

The Project Development Unit focuses on the conceptualisation,<br />

pre-feasibility, feasibility and structuring stages of project<br />

development. It also raises funds for qualifying projects.<br />

During the year, the Unit conceptualised and structured six<br />

development projects, and referred projects to the value of<br />

R481 million to the investment divisions of the DBSA.<br />

Project Management Unit<br />

The Project Management Unit provides project management<br />

support to the different programmes in the Division. It focuses<br />

on developing systems, plans and frameworks. During the<br />

year, the Unit prepared 25 project management plans for<br />

projects and programmes at the Sustainable Communities<br />

sites. It also undertook five planning interventions on behalf<br />

of other divisions of the DBSA.<br />

Rural Development<br />

This Division of the DBSA Development Fund aims to integrate<br />

development interventions in poor regions and municipalities<br />

to catalyse and diversify economic growth through improved<br />

infrastructure and service delivery. In collaboration with the<br />

South Africa Operations Division of the DBSA, it has leveraged<br />

MIGs to the value of R278 million for project implementation.<br />

The Division supported 47 rural municipalities in identifying<br />

and packaging socio-economic infrastructure projects.<br />

In addition, 17 turnaround strategies were developed and<br />

approved by municipal councils.<br />
