<strong>2009</strong> Enrollment<br />

Enrollment Growth. AccessWV continued to grow steadily throughout <strong>2009</strong>. The plan began January<br />

<strong>2009</strong> with 576 policyholders and ended <strong>the</strong> year with 734, an increase <strong>of</strong> 27 percent. Total<br />

membership, including dependents <strong>of</strong> policyholders, went from 661 to 846. See below for monthly<br />

breakdown.<br />

Total Served During Year. While enrollment grew to 734 policyholders and 846 members at <strong>the</strong> end<br />

<strong>of</strong> <strong>2009</strong>, <strong>the</strong> end-<strong>of</strong>-year membership understates <strong>the</strong> impact <strong>of</strong> <strong>the</strong> program, which experiences a<br />

constant flux as some members leave and o<strong>the</strong>rs take <strong>the</strong>ir places. During <strong>2009</strong>, AccessWV enrolled<br />

410 new policyholders and provided insurance to a total <strong>of</strong> 871 different policyholders.<br />

Legislation. In <strong>2009</strong>, legislation was enacted that permitted a subsidy program, and also would allow<br />

o<strong>the</strong>r classes <strong>of</strong> individuals to enter <strong>the</strong> Plan without a waiting period for <strong>the</strong> pre-existing conditions.<br />

Lapsed Coverages. During <strong>2009</strong>, 137 policyholders ended <strong>the</strong>ir coverage in AccessWV. Cancellations<br />

were ei<strong>the</strong>r at <strong>the</strong> member's request or for nonpayment <strong>of</strong> premiums. Some members who request<br />

cancellation provide a reason for this, while o<strong>the</strong>rs do not. Reasons for ending coverage include<br />

eligibility for Medicare, Medicaid or employer-sponsored coverage.<br />

Plans. Access WV <strong>of</strong>fers four products -- Plan A, Plan B, Plan C, and Plan D. As <strong>of</strong> December, 43<br />

percent <strong>of</strong> <strong>the</strong> policyholders were enrolled in Plan C, <strong>the</strong> option with <strong>the</strong> second highest deductibles<br />

and <strong>the</strong> second lowest premiums.<br />

County. As <strong>of</strong> December <strong>2009</strong>, membership was held by residents <strong>of</strong> all <strong>West</strong> <strong>Virginia</strong>'s 55 counties.<br />

Kanawha County with 216 members led in enrollment. Berkeley and Cabell Counties each had 100 or<br />

more members. Wirt and Roane counties had <strong>the</strong> fewest AccessWV members.<br />

Gender. Females accounted for 58 percent <strong>of</strong> <strong>the</strong> total membership and males, 42 percent.<br />

Age. More than half <strong>of</strong> <strong>the</strong> policyholders (81 percent) were ages 50 and over.<br />

Tier. The majority <strong>of</strong> policies (94 percent) were for individuals with 6 percent <strong>of</strong> policies for families.<br />

Eligibility Category. Forty percent <strong>of</strong> <strong>the</strong> policyholders as <strong>of</strong> December joined as "federally defined<br />

eligible individuals" through HIPAA. Fifty-nine percent were not able to purchase coverage in <strong>the</strong><br />

regular market or affirmed <strong>the</strong>y had a qualifying health condition. Two policyholders were HCTC<br />

eligible.<br />
