Revenue Recovery Unit<br />

Revenue Recovery is responsible for <strong>the</strong> collection <strong>of</strong> all monies due to <strong>the</strong> Uninsured Employers’<br />

Fund and <strong>the</strong> Old Fund, as well as collecting fines imposed on employers when <strong>the</strong> workers’<br />

compensation coverage has been cancelled. The unit contacts employers who have defaulted on <strong>the</strong>ir<br />

workers’ compensation premium payments, and takes action against employers who do not pay. Those<br />

actions include placement <strong>of</strong> employers on <strong>the</strong> Employer Violator System (EVS) and <strong>the</strong> filing <strong>of</strong> liens<br />

against companies, owners and <strong>of</strong>ficers. The Division will seek injunctions to close <strong>the</strong> business <strong>of</strong> an<br />

employer who fails to maintain workers’ compensation insurance, as well as make determinations on<br />

whe<strong>the</strong>r an employer was out <strong>of</strong> business or did not have employees when <strong>the</strong> workers’ compensation<br />

coverage was cancelled. They work with o<strong>the</strong>r state agencies to revoke any business license that <strong>the</strong><br />

non-paying employer may have. This Division works closely with <strong>the</strong> <strong>Insurance</strong> Commission’s<br />

Regulatory Compliance Division and with <strong>the</strong> Employer Coverage Division to verify employers who<br />

are operating without workers’ compensation insurance coverage. Some <strong>of</strong> <strong>the</strong> major activities <strong>of</strong> <strong>the</strong><br />

Revenue Recovery Division are listed in depth below.<br />

Default Notifications and Employer Contact<br />

The Division sends letters <strong>of</strong> notification to all employers that are reported as being in default by not<br />

maintaining <strong>the</strong> mandatory workers’ compensation insurance. In <strong>2009</strong>, more than 3,300 letter notices<br />

were sent to employers that were reported to be uninsured. There were 23,031 contacts both by<br />

telephone and in-person between Revenue Recovery and <strong>the</strong> uninsured employer.<br />
