Salient Fe<strong>at</strong>ures of <strong>PPP</strong> Scheme<br />

1. Industry Partner signed an Memorandum of Agreement with Govt. of<br />

India and Govt. of Gujar<strong>at</strong> to upgrade the adopted ITI <strong>in</strong>to Centre of<br />

Excellence<br />

2. Govt. of India has given an <strong>in</strong>terest free loan of Rs 2.50 crores which<br />

has been already deposited <strong>in</strong> the account of IMC of the ITI<br />

3. Broadly there are three components for up-grad<strong>at</strong>ion:<br />

(a) Civil Works: 25% = Rs. 62.5 lakhs (maximum)<br />

(b) Mach<strong>in</strong>ery & Equipment and Furniture: Rs. 108.00 lakhs<br />

(maximum)<br />

(c) Miscellaneous: Rs. 79.5 lakhs (maximum)<br />

4. The IMC has been given various adm<strong>in</strong>istr<strong>at</strong>ive and f<strong>in</strong>ancial powers<br />

to manage the ITIs over a period of 30 years.<br />

5. IMC is expected to manage the staff to get maximum output so th<strong>at</strong><br />

best quality tra<strong>in</strong><strong>in</strong>g is provided to the students.


Power Deleg<strong>at</strong>ion to IMC of <strong>PPP</strong> ITIs <strong>in</strong> Gujar<strong>at</strong> St<strong>at</strong>e<br />

1. Government of Gujar<strong>at</strong> has deleg<strong>at</strong>ed f<strong>in</strong>ancial & Adm<strong>in</strong>istr<strong>at</strong>ive Powers<br />

to Institute Management Committees of ITIs through its Resolution No.<br />

TLM-122007-GOI-17-R(2) for effective implement<strong>at</strong>ion of the scheme<br />

of Upgrad<strong>at</strong>ion <strong>in</strong>to Centres of Excellence under Public-Priv<strong>at</strong>e –<br />

Partnership<br />

2. By virtue of this deleg<strong>at</strong>ion IMC can<br />

• Assess emerg<strong>in</strong>g skill requirements,<br />

• Start short term tra<strong>in</strong><strong>in</strong>g courses and change suitable fees,<br />

• Review tra<strong>in</strong><strong>in</strong>g needs and approve tra<strong>in</strong><strong>in</strong>g of <strong>in</strong>structors and office staff,<br />

• Facilit<strong>at</strong>e placement of ITI gradu<strong>at</strong>es,<br />

• Gener<strong>at</strong>e, reta<strong>in</strong> and utilize the revenue<br />

• Appo<strong>in</strong>t contract faculty as per need<br />

• Make recommend<strong>at</strong>ions to the St<strong>at</strong>e Government for ITIs annual budget,<br />

• Make expenditure out of the <strong>in</strong>terest free loan<br />

• Determ<strong>in</strong>e up to 20% of admission <strong>in</strong> the ITI.

3. The IMC Society has f<strong>in</strong>ancial powers to <strong>in</strong>cur expenditure of any n<strong>at</strong>ure<br />

(works, procurement of goods, services, consultancy etc.) up to the<br />

monetary limits as mentioned <strong>in</strong> the resolutions.<br />

4. The IMC Society should ensure th<strong>at</strong> the funds of the Society are spent <strong>in</strong><br />

the most efficient manner, only for the purposes mand<strong>at</strong>ed <strong>in</strong> the<br />

Memorandum of Associ<strong>at</strong>ion of the IMC Society; and <strong>in</strong> accordance<br />

with the Institute Development Plan.


Regular IMC Meet<strong>in</strong>g & Staff Meet<strong>in</strong>g<br />

1. In order to have more <strong>in</strong>teraction with the IMC a circular was issued by this<br />

Director<strong>at</strong>e on 25 th August 2008 to have regular IMC and Staff meet<strong>in</strong>gs <strong>in</strong><br />

the ITI to have a close coord<strong>in</strong><strong>at</strong>ion of the IMC with the Institute to enhance<br />

the overall skill development of the tra<strong>in</strong>ees.<br />

2. It is emphasized to have a IMC and ITI-Staff meet<strong>in</strong>g on every First or<br />

Third S<strong>at</strong>urday of every month.<br />

3. It is suggested th<strong>at</strong> <strong>at</strong> least once <strong>in</strong> a month the IMC should meet all the<br />

staff members and engage <strong>in</strong> elabor<strong>at</strong>e discussions on various issues<br />

perta<strong>in</strong><strong>in</strong>g the ITI <strong>in</strong>clud<strong>in</strong>g the Miscellaneous Expenditure of CoE. This<br />

meet<strong>in</strong>g could be followed by a separ<strong>at</strong>e IMC Meet<strong>in</strong>g.<br />

4. It is also recommended th<strong>at</strong> suggestions received from staff members<br />

should be put forward before the IMC Meet<strong>in</strong>g and discussed. The staff’s<br />

suggestions (which are with<strong>in</strong> the Rules and Regul<strong>at</strong>ions of the Centre of<br />

Excellence) may be taken-up with<strong>in</strong> the Annual Plann<strong>in</strong>g for the<br />

Miscellaneous Expenditure.


Guidel<strong>in</strong>es for Model Civil Works<br />

1. Approach road from G<strong>at</strong>e up to the entrance of the build<strong>in</strong>g<br />

2. Tree-guard and plant<strong>at</strong>ion along the approach road.<br />

3. Colour<strong>in</strong>g and pa<strong>in</strong>t<strong>in</strong>g of the front face of the build<strong>in</strong>g hous<strong>in</strong>g the workshops<br />

and classrooms for Centre of Excellence ITIs.<br />

4. Frontage and garden with the help of Industrial Sponsorship and work of the<br />

students.<br />

5. Colour<strong>in</strong>g of porch, entrance passage and the entrance g<strong>at</strong>e of the build<strong>in</strong>g.<br />

6. Wherever applicable repair and ma<strong>in</strong>tenance of the staircase.<br />

7. W<strong>at</strong>er proof<strong>in</strong>g of the top of the roof wherever applicable.<br />

8. Alum<strong>in</strong>um frame glass or acrylic w<strong>in</strong>dows <strong>in</strong> theory classrooms.<br />

9. Concealed wir<strong>in</strong>g for all electrical works.<br />

10. Wherever possible, with<strong>in</strong> the limit<strong>at</strong>ion of the budget, false ceil<strong>in</strong>g of gypsum<br />

<strong>in</strong> the theory classrooms.<br />

11. Internal pa<strong>in</strong>t<strong>in</strong>g of the workshops and theory classrooms should be of very<br />

high quality, preferably washable distemper pa<strong>in</strong>t.<br />

12. The floor<strong>in</strong>g <strong>in</strong> the theory classrooms should be vitrified tiles as has been done<br />

<strong>in</strong> ITI-Gandh<strong>in</strong>agar and <strong>in</strong> the workshops it should be of best quality m<strong>at</strong>erial<br />

(For example polished Kota Stone or as technically required for workshops).

13. The theory classes should have flush door with l<strong>at</strong>ch lock.<br />

14. There should be a high quality white board for teach<strong>in</strong>g purposes and the size<br />

should be such th<strong>at</strong> it could be used as a projector Screen also, wherever a<br />

projector is to be used for the Audio-visual purposes.<br />

15. The electrical fans and tube lights to be <strong>in</strong>stalled <strong>in</strong> the theory classrooms<br />

should be of very high quality.<br />

16. The chair and the tables or the study benches and tables for the students <strong>in</strong> the<br />

classrooms should be of very high quality and symmetrical for all classrooms.<br />

17. A shoe rack should be <strong>in</strong>stalled outside each theory classroom and students as<br />

well as staff members should be encouraged to enter the classroom without any<br />

shoes.<br />

18. Each classroom and workshop should be given a unique name or number and<br />

th<strong>at</strong> should be clearly displayed <strong>in</strong> acrylic name pl<strong>at</strong>e outside the classrooms.<br />

19. As far as possible separ<strong>at</strong>e Toilet blocks should be provided for CoE<br />

classrooms and workshops.<br />

20. As far as possible separ<strong>at</strong>e dr<strong>in</strong>k<strong>in</strong>g w<strong>at</strong>er facilities for workshop and<br />

classrooms under the CoE Programme.

Model of Digital Language Tra<strong>in</strong><strong>in</strong>g Facilities<br />

1. Language is essential media for express<strong>in</strong>g / exchang<strong>in</strong>g ideas,<br />

op<strong>in</strong>ions, views, emotions etc. It is an effective tool for effective<br />

leadership. One of the essential qualities of an effective leader is the<br />

command over communic<strong>at</strong>ion ability. In other words effective<br />

communic<strong>at</strong>ion is a key to successful leadership.<br />

2. Soft and <strong>in</strong>terpersonal skills and effective communic<strong>at</strong>ion are<br />

prerequisites to have success <strong>in</strong> any management or organiz<strong>at</strong>ions.<br />

Manag<strong>in</strong>g teams and groups, resolv<strong>in</strong>g <strong>in</strong>terpersonal conflicts, and<br />

handl<strong>in</strong>g negoti<strong>at</strong>ions are but a few of the areas where it is imper<strong>at</strong>ive to<br />

possess such skills.<br />

Model of Placement Advisory Bureau<br />

1. Placement of ITI pass-out students is crucial and number of students gett<strong>in</strong>g<br />

jobs is an important <strong>in</strong>dic<strong>at</strong>or for the per<strong>form</strong>ance of ITIs.<br />

2. Placement Advisory Bureaus have been established which are upgraded <strong>in</strong> to<br />

Centre of Excellence to assist the students plan their careers, help <strong>in</strong> job<br />

search<strong>in</strong>g, give career counsel<strong>in</strong>g, organize campus <strong>in</strong>terviews and help the<br />

students get jobs as soon as they pass out of the ITIs.<br />

3. Newspapers, Periodicals, Magaz<strong>in</strong>es and books which may be helpful to the<br />

ITI tra<strong>in</strong>ees are available <strong>in</strong> the Bureau. Computers with <strong>in</strong>ternet connection<br />

enable the students to access employment rel<strong>at</strong>ed <strong>in</strong><strong>form</strong><strong>at</strong>ion.<br />

4. Professional counsel<strong>in</strong>g services are also made available to students.<br />

5. The Placement Advisor documents the <strong>in</strong><strong>form</strong><strong>at</strong>ion of each and every ITI<br />

student, help them prepare their curriculum vitae and assist them <strong>in</strong> apply<strong>in</strong>g<br />

for jobs.<br />

6. Moreover, guest lectures are organized on career rel<strong>at</strong>ed subjects by <strong>in</strong>vit<strong>in</strong>g<br />

Human Resource Managers and other experts <strong>form</strong> <strong>in</strong>dustries.

Construction Skill Tra<strong>in</strong><strong>in</strong>g Centres <strong>in</strong> ITIs<br />

Construction sector contributes 5% to the India’s GDP, 3 crores persons<br />

gets job <strong>in</strong> the construction sector and the it is the second largest employment<br />

provider <strong>in</strong> the country. At the same time there is a shortage of skilled<br />

manpower <strong>in</strong> the construction sector. This is primarily because of the lack of<br />

adequ<strong>at</strong>e voc<strong>at</strong>ional tra<strong>in</strong><strong>in</strong>g facilities <strong>in</strong> the construction sector.<br />

Director<strong>at</strong>e of Employment and Tra<strong>in</strong><strong>in</strong>g has started Construction Skill<br />

Tra<strong>in</strong><strong>in</strong>g Centres (CSTC) <strong>in</strong> 12 Government ITIs of Gujar<strong>at</strong> <strong>in</strong> partnership<br />

with Larsen & Toubro with a view to develop tra<strong>in</strong>ed workforce through<br />
