Salient Features of PPP Scheme
1. Industry Partner signed an Memorandum of Agreement with Govt. of
India and Govt. of Gujarat to upgrade the adopted ITI into Centre of
Excellence
2. Govt. of India has given an interest free loan of Rs 2.50 crores which
has been already deposited in the account of IMC of the ITI
3. Broadly there are three components for up-gradation:
(a) Civil Works: 25% = Rs. 62.5 lakhs (maximum)
(b) Machinery & Equipment and Furniture: Rs. 108.00 lakhs
(maximum)
(c) Miscellaneous: Rs. 79.5 lakhs (maximum)
4. The IMC has been given various administrative and financial powers
to manage the ITIs over a period of 30 years.
5. IMC is expected to manage the staff to get maximum output so that
best quality training is provided to the students.

Power Delegation to IMC of PPP ITIs in Gujarat State
1. Government of Gujarat has delegated financial & Administrative Powers
to Institute Management Committees of ITIs through its Resolution No.
TLM-122007-GOI-17-R(2) for effective implementation of the scheme
of Upgradation into Centres of Excellence under Public-Private –
Partnership
2. By virtue of this delegation IMC can
• Assess emerging skill requirements,
• Start short term training courses and change suitable fees,
• Review training needs and approve training of instructors and office staff,
• Facilitate placement of ITI graduates,
• Generate, retain and utilize the revenue
• Appoint contract faculty as per need
• Make recommendations to the State Government for ITIs annual budget,
• Make expenditure out of the interest free loan
• Determine up to 20% of admission in the ITI.

3. The IMC Society has financial powers to incur expenditure of any nature
(works, procurement of goods, services, consultancy etc.) up to the
monetary limits as mentioned in the resolutions.
4. The IMC Society should ensure that the funds of the Society are spent in
the most efficient manner, only for the purposes mandated in the
Memorandum of Association of the IMC Society; and in accordance
with the Institute Development Plan.

Regular IMC Meeting & Staff Meeting
1. In order to have more interaction with the IMC a circular was issued by this
Directorate on 25 th August 2008 to have regular IMC and Staff meetings in
the ITI to have a close coordination of the IMC with the Institute to enhance
the overall skill development of the trainees.
2. It is emphasized to have a IMC and ITI-Staff meeting on every First or
Third Saturday of every month.
3. It is suggested that at least once in a month the IMC should meet all the
staff members and engage in elaborate discussions on various issues
pertaining the ITI including the Miscellaneous Expenditure of CoE. This
meeting could be followed by a separate IMC Meeting.
4. It is also recommended that suggestions received from staff members
should be put forward before the IMC Meeting and discussed. The staff’s
suggestions (which are within the Rules and Regulations of the Centre of
Excellence) may be taken-up within the Annual Planning for the
Miscellaneous Expenditure.

Guidelines for Model Civil Works
1. Approach road from Gate up to the entrance of the building
2. Tree-guard and plantation along the approach road.
3. Colouring and painting of the front face of the building housing the workshops
and classrooms for Centre of Excellence ITIs.
4. Frontage and garden with the help of Industrial Sponsorship and work of the
students.
5. Colouring of porch, entrance passage and the entrance gate of the building.
6. Wherever applicable repair and maintenance of the staircase.
7. Water proofing of the top of the roof wherever applicable.
8. Aluminum frame glass or acrylic windows in theory classrooms.
9. Concealed wiring for all electrical works.
10. Wherever possible, within the limitation of the budget, false ceiling of gypsum
in the theory classrooms.
11. Internal painting of the workshops and theory classrooms should be of very
high quality, preferably washable distemper paint.
12. The flooring in the theory classrooms should be vitrified tiles as has been done
in ITI-Gandhinagar and in the workshops it should be of best quality material
(For example polished Kota Stone or as technically required for workshops).

13. The theory classes should have flush door with latch lock.
14. There should be a high quality white board for teaching purposes and the size
should be such that it could be used as a projector Screen also, wherever a
projector is to be used for the Audio-visual purposes.
15. The electrical fans and tube lights to be installed in the theory classrooms
should be of very high quality.
16. The chair and the tables or the study benches and tables for the students in the
classrooms should be of very high quality and symmetrical for all classrooms.
17. A shoe rack should be installed outside each theory classroom and students as
well as staff members should be encouraged to enter the classroom without any
shoes.
18. Each classroom and workshop should be given a unique name or number and
that should be clearly displayed in acrylic name plate outside the classrooms.
19. As far as possible separate Toilet blocks should be provided for CoE
classrooms and workshops.
20. As far as possible separate drinking water facilities for workshop and
classrooms under the CoE Programme.

Model of Digital Language Training Facilities
1. Language is essential media for expressing / exchanging ideas,
opinions, views, emotions etc. It is an effective tool for effective
leadership. One of the essential qualities of an effective leader is the
command over communication ability. In other words effective
communication is a key to successful leadership.
2. Soft and interpersonal skills and effective communication are
prerequisites to have success in any management or organizations.
Managing teams and groups, resolving interpersonal conflicts, and
handling negotiations are but a few of the areas where it is imperative to
possess such skills.
3. English is the most common medium in the Indian education scenario.
Most commonly Job interviews are carried out in English. English is
the common media for communication even if the mother tongues of
higher authorities differ. Although the United Nations and its various
agencies have more than one language for every type of
communication, English is the most preferred language for
communication amongst countries.

Model of Placement Advisory Bureau
1. Placement of ITI pass-out students is crucial and number of students getting
jobs is an important indicator for the performance of ITIs.
2. Placement Advisory Bureaus have been established which are upgraded in to
Centre of Excellence to assist the students plan their careers, help in job
searching, give career counseling, organize campus interviews and help the
students get jobs as soon as they pass out of the ITIs.
3. Newspapers, Periodicals, Magazines and books which may be helpful to the
ITI trainees are available in the Bureau. Computers with internet connection
enable the students to access employment related information.
4. Professional counseling services are also made available to students.
5. The Placement Advisor documents the information of each and every ITI
student, help them prepare their curriculum vitae and assist them in applying
for jobs.
6. Moreover, guest lectures are organized on career related subjects by inviting
Human Resource Managers and other experts form industries.

Construction Skill Training Centres in ITIs
Construction sector contributes 5% to the India’s GDP, 3 crores persons
gets job in the construction sector and the it is the second largest employment
provider in the country. At the same time there is a shortage of skilled
manpower in the construction sector. This is primarily because of the lack of
adequate vocational training facilities in the construction sector.
Directorate of Employment and Training has started Construction Skill
Training Centres (CSTC) in 12 Government ITIs of Gujarat in partnership
with Larsen & Toubro with a view to develop trained workforce through
structured training. Following five courses have been started;

• Plumbing and Sanitary
