Construction and Demolition Waste
Recycling Requirements
The City of Tustin requires project applicants to recycle or divert from
landfills at least 50% of the waste created by certain projects.
• All construction, demolition, and renovation projects valued at $50,000 or greater
are required to divert at least 50% of all project-related C&D Debris.
• Prior to issuance of any building permit for new construction, renovation, or
demolition, the project applicant shall submit a Waste Management Plan to the
Building Official.
o Applicants are required to pay a non refundable $50 application fee.
o City staff must review all waste management plans and approve them when
satisfactorily completed.
o A $50 dollar per ton refundable deposit is also required prior to the issuance
of a permit.
• Upon project completion, all permittees are required to submit a report detailing all
project related C&D debris collection, disposal and diversion information
Project Site Waste Management
The City of Tustin recommends that contractors implement project site waste separation
practices to insure that recyclable materials are recovered and sent to recycling facilities.
Utilizing separate disposal bins for different material types is one method to easily separate
materials.
If you are utilizing a construction site cleanup crew to collect and remove waste materials,
insure that they sort the materials and will take the materials to appropriate recovery and
disposal facilities.
The City does not recommend the use of municipal mixed waste processing facilities as
the recovery rates at these facilities are very low. A list of acceptable facilities is attached
to this document. This is not a complete list.

valuation of $50,000 or greater.
Fee: $50 application fee and a $50 per ton refundable deposit.
Note:
Building or demolition permits projects will not be issued without an approved WMP.
