Approach: Model Specification and
Stratification
Consistent with CMS, we used hierarchical regression model to estimate
the impact of factors on hospital readmissions.
In “blended” model, we estimated separate models for duals and nonduals;
otherwise models were the same as the base model. We
calculated a “composite” risk-standardized readmission rate (RSRR) for
each hospital as follows:
1. (Predicted Readmissions for Duals/Expected Readmission for Duals) * % of Duals
2. (Predicted Readmissions for Non-Duals/Expected for Non-Duals) * % of Non-
Duals
3. Composite RSRR = (1 + 2) * national readmission rate
The composite RSRR was compared to the RSRR from the base model
