How do I contest my parking or<br />

red-<strong>light</strong> ticket?<br />

You have the right to contest any ticket within a limited<br />

period of time. You can request an in-person hearing<br />

or contest by mail. You can check the status of your<br />

hearing request on-line at cityofchicago.org/revenue.<br />

If you requested an in-person hearing, you can<br />

view your scheduled hearing date options on-line.<br />

Additional information regarding hearings is available<br />

on-line or by calling 312-744-PARK (7275).<br />

Is my vehicle boot-eligible?<br />

Your vehicle becomes boot eligible when you accrue<br />

3 or more tickets issued to any vehicle registered in<br />

your name. Please note, this includes any vehicle<br />

registered in your name, even if you are the secondary<br />

registered owner. If you co-signed a car loan for<br />

a family member or friend, the lender likely required<br />

you to be included as a registered owner on the vehicle<br />

registration.<br />

When can my driver’s license be suspended?<br />

Your driver’s license can be suspended after you<br />

accrue 10 or more parking tickets issued to any<br />

vehicle registered in your name. Your drivers license<br />

can also be suspended after you accrue 5 or more<br />

red-<strong>light</strong> tickets.<br />

How come I am not receiving notices<br />

regarding my tickets in the mail?<br />

Contact the Illinois Secretary of State’s Office and<br />

confirm the address as it appears on your license plate<br />

registration. Driver’s license registration may be treated<br />

separately by the State. The Chicago Department of<br />

Revenue is required by law to mail notices to the<br />

address as it appears on the license plate registration<br />

of the ticketed vehicle. You can reach the Illinois<br />

Secretary of State at 1-800-252-8980 or on-line at<br />

cyberdriveillinois.com. Contact your local vehicle authority<br />

if your plates are registered in a state other<br />

than Illinois.<br />

May I contest the booting of my vehicle?<br />

Yes. You have the right to contest the booting of your<br />

vehicle within 24 hours at one of the locations listed on<br />

the back of this brochure noting hearing hours. Hearings<br />

are not available at City Hall or 4770 S. Kedzie.<br />

May I contest the suspension of<br />

my driver’s license?<br />

Yes. You may present a written challenge to the Chicago<br />

Department of Administrative Hearings at the following<br />

I am pleased to announce that the Chicago<br />

Department of Revenue continues to offer parking<br />

ticket payment plans. The plans also include<br />

red-<strong>light</strong> tickets issued by the City’s red<strong>light</strong><br />

enforcement camera program. Since<br />

2004, payment plans have helped thousands<br />

of motorists manage their ticket debt.<br />

Enrollment in the plans allows motorists to avoid<br />

the boot, as well as the suspension of their driver’s<br />

licenses*.<br />

The hardship plans are available to students, and<br />

seniors, and other motorists who meet the<br />

qualifications including homeowners experiencing<br />

foreclosure. Additionally, the Department offers<br />

a plan for motorists who owe $500 or less in parking<br />

ticket debt.<br />

I encourage you to review the payment plans<br />

explained in this brochure, and to take advantage<br />

of this program.<br />

• Don’t default! You will be assessed a $100 default fee,<br />

become boot-eligible or driver’s license suspension<br />

eligible, when applicable;<br />

• Persons against whom a lender has initiated foreclosure<br />

proceedings may be eligible for extended payment<br />

terms.<br />

• Offered to motorists owing $500 or less in parking/<br />

red-<strong>light</strong> tickets;<br />

• 50% required deposit of the parking/red-<strong>light</strong> ticket<br />

debt;<br />

• 6-month plan.<br />

General Pa y m e n t Pl a n II:<br />

• Required deposit of $500 or 25% of the parking/<br />

red-<strong>light</strong> ticket debt, whichever is greater;<br />

• 12 month plan;<br />

• Pay the balance within 12 months unless the city<br />

determines that financial circumstances allow for a<br />

longer duration.<br />

Bo o t e d Pa y m e n t Pl a n:<br />

• Offered to motorists with a booted vehicle;<br />

• Required deposit of $750 or 50% of the parking/<br />

red-<strong>light</strong> ticket debt, whichever is greater;<br />

• 12 month plan.<br />

To participate you must be:<br />

• A senior (65 years or older);<br />

• A student in high school, college, trade, or vocational<br />

school (or someone who graduated in the<br />

last 90 days);<br />

• On active military duty, including reservists and<br />

national guard, or been discharged from the<br />

military in the last 90 days;<br />

• Someone who has filed for bankruptcy but whose<br />

debt was not discharged;<br />

• Receiving government issued unemployment<br />

compensation;<br />

• Receiving federal public housing (Section 8);<br />

• Receiving Medicaid or Supplemental Security<br />

Income (SSI);<br />

• Receiving food stamps;<br />

• A participant in the Low Income Energy Home<br />

Assistance Program (LIHEAP);<br />

• A homeowner experiencing foreclosure.<br />

Ha r d s h ip Pa y m e n t Pl a n:<br />

• Required deposit of $250 or 25% of the parking/red-<strong>light</strong><br />

ticket debt, whichever is less;<br />

• Pay off the balance within 12 months unless the<br />

City determines that financial circumstances<br />

allow for a plan of longer duration.<br />

Fi n a nc i al Ci rc u m s t a n c e s:<br />

Participants in hardship, and general payment plans<br />

may qualify for extended payment plans should financial<br />

circumstances warrant. Should the City elect to<br />

extend a payment plan beyond 12 months, participants<br />

are required to pay a $50 administrative fee.<br />

<strong>Plans</strong> in excess of 24 months require payment of a<br />

$100 administrative fee. Fees may only be waived<br />

if participants agree to a schedule of automated payments<br />

or debits.<br />
