Russia, Arab League see chances <strong>to</strong> start Syria talks<br />

RUSSIA and the Arab League<br />

see signs of hope that the rival<br />

sides <strong>in</strong> the Syrian civil war are<br />

will<strong>in</strong>g <strong>to</strong> start talks <strong>to</strong> end<br />

nearly two years of conflict.<br />

Araby s<strong>aid</strong> on Wednesday they<br />

were encouraged that both the<br />

Syrian government and the<br />

opposition had voiced read<strong>in</strong>ess<br />

for dialogue.<br />

“There have been signs of a<br />

positive tendency <strong>to</strong> start dialogue<br />

and both the government<br />

representatives and the opposition<br />

have begun speak<strong>in</strong>g<br />

about this,” Lavrov <strong>to</strong>ld a jo<strong>in</strong>t<br />

news conference with Araby.<br />

“For now both sides still<br />

come up with preconditions<br />

but, accord<strong>in</strong>g <strong>to</strong> our common<br />

view, once there is the key<br />

common read<strong>in</strong>ess <strong>to</strong> start<br />

dialogue, then agree<strong>in</strong>g<br />

parameters for this process is<br />

just a matter of diplomatic<br />

art,” he s<strong>aid</strong>.<br />

Russia, a long-stand<strong>in</strong>g ally<br />

of President Bashar al Assad<br />

and Syria’s ma<strong>in</strong> arms supplier,<br />

has ve<strong>to</strong>ed three UN<br />

Security Council resolutions<br />

that would out pressure on the<br />

Syrian government <strong>to</strong> cease<br />

violence <strong>in</strong> which some 70,000<br />

people have been killed.<br />

Syrian Foreign M<strong>in</strong>ister<br />

Walid al Moualem is due <strong>in</strong><br />

Moscow next Monday and<br />

Lavrov s<strong>aid</strong> the head of the<br />

Syrian Opposition Coalition,<br />

visit <strong>in</strong> March.<br />

Khatib has s<strong>aid</strong> he is will<strong>in</strong>g<br />

<strong>to</strong> negotiate with a deputy of<br />

Assad but the aim of such talks<br />

would be <strong>to</strong> f<strong>in</strong>d a way <strong>to</strong> allow<br />

the president safe passage <strong>in</strong><strong>to</strong><br />

exile and set up a transitional<br />

government.<br />

“We welcome the <strong>in</strong>itiative<br />

by Khatib who proposed <strong>to</strong><br />

start a dialogue with the government<br />

and I th<strong>in</strong>k we will be<br />

able <strong>to</strong> reach this goal,” Araby<br />

s<strong>aid</strong> after talks that also<br />

<strong>in</strong>cluded foreign m<strong>in</strong>isters<br />

from Iraq, Kuwait, Lebanon<br />

and Egypt.<br />

The Cairo-based Arab<br />

League <strong>in</strong> November welcomed<br />

the creation of the<br />

Syrian National Coalition, but<br />

s<strong>to</strong>pped short of giv<strong>in</strong>g it full<br />

recognition as the representative<br />

of the Syrian people.<br />

“Russia has very good relations<br />

with the government <strong>in</strong><br />

Damascus and we hope it will<br />

use that <strong>to</strong> conv<strong>in</strong>ce them that<br />

this conflict can only be solved<br />

<strong>in</strong> a peaceful way,” Araby<br />

added.<br />

Russia, accused by the West<br />

and some Arab states of<br />

shield<strong>in</strong>g Assad <strong>in</strong> the conflict,<br />

says calls for his departure<br />

should not be a precondition<br />

for peace talks and that<br />

<strong>Syrians</strong> should decide their<br />

own fate without foreign <strong>in</strong>terference.<br />

“It is very important that<br />

opposition leaders’ read<strong>in</strong>ess<br />

for dialogue is met with confirmation<br />

by the government<br />

that they are ready for dialogue<br />

<strong>to</strong>o,” Lavrov s<strong>aid</strong>.<br />

“Now it’s time for words <strong>to</strong><br />

be confirmed by deeds.”<br />

In the course of the conflict,<br />

which started as a clampdown<br />

on street protests aga<strong>in</strong>st the<br />

rule of Assad <strong>in</strong> March, 2011,<br />

before descend<strong>in</strong>g <strong>in</strong><strong>to</strong> civil<br />

war, the Arab League has also<br />

called on Moscow <strong>to</strong> halt arms<br />

sales <strong>to</strong> Damascus. But<br />

Russia’s export agency s<strong>aid</strong><br />

earlier <strong>in</strong> February it would<br />

cont<strong>in</strong>ue deliver<strong>in</strong>g weapons<br />

<strong>to</strong> the government army.<br />

politician is known for hav<strong>in</strong>g<br />

close ties <strong>to</strong> the<br />

Damascus regime.<br />

An arrest warrant for<br />

Mamlouk was issued on<br />

February 4.<br />

Accord<strong>in</strong>g <strong>to</strong> the <strong>in</strong>dictment:<br />

“The explosives were<br />

delivered by Colonel Adnan<br />

<strong>to</strong> Samaha <strong>in</strong> Syria with the<br />

approval of Mamlouk.”<br />

“Defendants Mamlouk<br />

and Adnan agreed with<br />

Michel Samaha <strong>to</strong> carry out<br />

bomb<strong>in</strong>gs aimed at kill<strong>in</strong>g<br />

Syrian gunmen and smugglers...<br />

and <strong>to</strong> recruit people<br />

The military court, meanwhile,<br />

decided not <strong>to</strong> prosecute<br />

<strong>in</strong> the same case<br />

TWO mortars exploded next<br />

<strong>to</strong> a soccer stadium <strong>in</strong> central<br />

Damascus on Wednesday,<br />

kill<strong>in</strong>g one player and <strong>in</strong>jur<strong>in</strong>g<br />

several, Syria’s state-run<br />

news agency s<strong>aid</strong>.<br />

The mortar attack was the<br />

second <strong>in</strong> as many days <strong>in</strong> the<br />

capital. On Tuesday, two<br />

mortars exploded near one of<br />

President Bashar al Assad’s<br />

palaces, caus<strong>in</strong>g material<br />

damage only.<br />

But it was the first confirmed<br />

strike close <strong>to</strong> a presidential<br />

palace and another<br />

sign that the civil war is mov<strong>in</strong>g<br />

closer <strong>to</strong> the heart of<br />

Assad’s seat of power and<br />

<strong>in</strong><strong>to</strong> areas of the capital once<br />

considered safe.<br />

SANA news agency s<strong>aid</strong> the<br />

mortars landed on<br />

Wednesday <strong>in</strong> a complex<br />

hous<strong>in</strong>g the Tishr<strong>in</strong> Stadium<br />

and a hotel next <strong>to</strong> it <strong>in</strong> the<br />

central Baramkeh district.<br />

Some players were practic<strong>in</strong>g<br />

<strong>in</strong> the stadium at the time.<br />

It s<strong>aid</strong> the player killed was<br />

from the Homs-based al-<br />

Wathbah club. He was<br />

wounded <strong>in</strong>side the hotel as<br />

some players were gett<strong>in</strong>g<br />

ready <strong>to</strong> go out and jo<strong>in</strong> the<br />

practice and died later at the<br />

hospital.<br />

aga<strong>in</strong>st the Hama-based al-<br />

Mawaair club as part of the<br />

domestic league.<br />

“We were collect<strong>in</strong>g our<br />

th<strong>in</strong>gs about <strong>to</strong> head <strong>to</strong> the<br />

stadium when we heard the<br />

first explosion and the w<strong>in</strong>dows<br />

were blown off,” s<strong>aid</strong> Ali<br />

Ghosn, a 20-year-old player.<br />

“Youssef was hit <strong>in</strong> the<br />

neck. We ran out <strong>to</strong> the corridor<br />

when the second explosion<br />

struck and I saw Youssef<br />

fall down bleed<strong>in</strong>g from his<br />

neck,” he s<strong>aid</strong> <strong>in</strong> Damascus as<br />

some of his colleagues wept.<br />

Ali s<strong>aid</strong> Suleiman died<br />

shortly after he arrived at the<br />

hospital. Three other players<br />

were wounded, one of them<br />

<strong>in</strong> critical condition.<br />

Assad has tried <strong>to</strong> ma<strong>in</strong>ta<strong>in</strong><br />

an image as the head of a<br />

function<strong>in</strong>g state even as<br />

rebels edge closer <strong>to</strong> the heart<br />

of Damascus.<br />

The capital had largely<br />

been spared the violence that<br />

has left other cities <strong>in</strong> ru<strong>in</strong>s.<br />

For weeks, however, rebels<br />

who have established<br />

footholds <strong>in</strong> the suburbs have<br />

been push<strong>in</strong>g closer <strong>to</strong> the<br />

centre of Damascus from the<br />

eastern and southern outskirts,<br />

display of Islamic piety.<br />

Dozens of police officers<br />

were suspended from work<br />

<strong>in</strong> February for break<strong>in</strong>g the<br />

de fac<strong>to</strong> ban on beards <strong>in</strong>troduced<br />

under deposed<br />

President Hosni Mubarak.<br />

They had protested outside<br />

the Interior M<strong>in</strong>istry, call<strong>in</strong>g<br />

on Islamist President<br />

Mohamed Morsi – who is<br />

Cairo’s High Adm<strong>in</strong>istrative<br />

officers who defied the<br />

unwritten rule. “The court<br />

ruled ... that police officers<br />

have the right <strong>to</strong> grow<br />

beards,” judge Maher Abu el<br />

En<strong>in</strong> s<strong>aid</strong>.<br />

Mubarak used the police <strong>to</strong><br />

crush Islamist groups he saw<br />

as enemies of the state.<br />

Dur<strong>in</strong>g his rule, sport<strong>in</strong>g any<br />

k<strong>in</strong>d of beard precluded<br />

Egyptians from hold<strong>in</strong>g senior<br />

government posts.<br />

Wednesday’s decision<br />

backed a similar rul<strong>in</strong>g by a<br />

lower court and the decision<br />

makes the verdict f<strong>in</strong>al. The<br />

Interior M<strong>in</strong>istry’s spokesman<br />

was not immediately<br />

available <strong>to</strong> comment.<br />

Men across Egyptian society<br />

leftists, but the pressure for<br />

end<strong>in</strong>g the police ban came<br />

from religious officers who<br />
