GENERAL GUIDELINES 

1. BSNL EW-6, Form BSNL EW 8, Schedules A to F , special conditions/specifications and drawings 

will be issued to intending tenderers only. The Standard Form will not be issued along with 

the Tender Documents but the same shall form part of the agreement to be drawn and signed 

by the both parties after acceptance of tender. The standard Forms shall be available in 

downloadable manner from website http://www.chennai.bsnl.co.in 

2. All blanks are confined to Notice Inviting Tender (BSNL EW-6 ) and Schedules A to F. 

3. Authority approving the Notice Inviting Tenders (NIT) shall fill up all the blanks in BSNL EW-6 

and in schedules B to F before issue of Tender Papers. 

4. The intending tenderers will quote their rates in Schedule A. 

The proforma for registers and Schedules A to F are only for information and guidance. These are 

not to be filled in the Standard Form. The Schedules with all blanks, duly filled, shall be 

separately issued to all intending tenderers for filling and returning the same in the manner 

prescribed. The Schedules can also be downloaded from website http://www.chennai.bsnl.co.in

IMPORTANT INSTRUCTIONS TO TENDERERS DOWNLOADING THE TENDER DOCUMENT FROM WEB SITE 

The Tenderers who have down loaded the tenders from the web site, shall read the following important 

instructions carefully before quoting the rates and submitting the tender documents:- 

1. The tenderer should see carefully and ensure that the tender document containing all the pages as per 

the index has been down loaded for making required entries. The balance pages of Standard BSNL / 

EW8 forms will be attached with the agreement after the award of work. The entire BSNL / EW8 clauses 

are available in the web site www.chennai.bsnl.co.in in the electrical tenders section for ready 

reference. 

2. A clear print out of tender document shall be taken on good quality A4 size paper and the printer 

settings, etc., shall be such that the document is printed as appearing in the web and without any 

change in format, number of pages, etc., and shall also ensure that no page is missing. Only original 

computer print out of the document shall be used. Photocopy shall not be accepted. 

3. In case of any doubt in the downloaded tender, the same shall be got clarified from the Engineer in 

charge calling the NIT before submission. 

4. The name of the tenderer shall be filled on the relevant pages of BSNL EW 6 form etc., and all the pages 

shall be invariably signed. (With stamp) 

5. The tenderer shall ensure that the downloaded tender document is properly stitched before submitting 

the document. 

6. There shall be no correction / addition / alteration / omission made in the text of the downloaded 

tender document. If found otherwise, the same shall be treated as non-responsive and rejected. 

7. The tenderer shall sign the declaration enclosed before submitting the tender. 

8. The tenderer shall submit the tenders in 2 covers marked as No.1 and No.2. the tenderer shall submit 

the credentials for meeting the eligibility conditions along with the cost of the tender (in the shape of 

Demand Draft) and EMD as detailed in NIT, Un priced Documents (Technical bid) duly filled in all 

relevant pages along with a covering letter on his printed letter head stating the details of enclosures 

in the first cover. The credentials shall be self attested. The second cover shall contain the Financial 

bid. The rates and amounts should be filled in the schedule of work attached thereto.

SPECIAL CONDITIONS OF CONTRACT 

1.0 I.S STANDARDS 

The Air Conditioning equipment and installation shall conform to various standards amended 

up to date wherever applicable. 

2.0 DRAWING TO BE SUBMITTED FOR APPROVAL 

The contractor shall get the following drawings approved before the start of the work: 

(a) A dimensional drawing giving complete details of the erection of the equipment in plant room 

(including condensers, electrical panels and refrigerant piping & details of foundations). While 

(b) 

deciding layout, future expansion, if any, has to be taken in to consideration. 

Electric wiring diagrams for all Electrical equipment including controls showing cable sizes and 

equipment capacities. 

3.0 CO-ORDINATION 

Wherever air conditioning work is being carried out by more than one agency, it should be the 

aim of different agencies that on their account the work of other agency/agencies is not 

delayed. Full cooperation and full coordination is to be extended during progress of work and at 

the time of testing by all the agencies. 

4.0 COMPLETION DRAWINGS 

(a) 

The contractor on completion of the work shall submit three sets of following drawings. 

1. Plant installation drawing giving complete details of the entire equipment including 

foundations. 

2. Electrical drawings showing cable sizes, equipment capacity, control components and 

control outlet. 

3. Schematic control drawing giving detailed sequence of operation and notes to explain 

the operation of the control circuit. 

4. Piping drawing showing all pipes size, valves and fittings. 

5. Three sets of service manuals of air conditioning plant including salient features of the 

plant. 

5.0 COMPLETION OF WORK 

The work shall be deemed to have been completed after the fulfillment of the following: - 

(a) Physical completion of installation of A.C. system including balancing of air and water circuits 

(wherever applicable) and successful trial run of the A.C. system by the contractor for a period 

of 7 days subject to a minimum of 120 hours of running during that period in the presence of 

representative of Engineer-in-Charge. 

(b) Successful completion of the initial Acceptance Testing as per the departmental standards in 

the presence of representatives of Engineer-in –Charge, T & D circle and user. 

6.0 INSPECTION AT CONTRACTOR’S PREMISES 

The Department's authorized representative shall have full powers to inspect drawings of any 

portion of the work or examine the materials and workmanship of the plant at the contractor's 

works or at any other place from where the material or equipment is obtained. Acceptance of any 

material or equipment shall in no way, relieve the contractor of his responsibility for meeting the 

requirement of the specifications but shall have to be replaced free of cost by the contractor in 

case the equipment or work is found defective or of inferior quality. 

7.0 Testing 

(i) Routine tests certificate for package unit shall be furnished along with supply of equipment. 

(ii) Department may depute representative for inspection of material/equipment and witness the test 

at contractors/suppliers works and the firm shall be required to perform routine/type tests for 

unit of each type/model of package unit in the presence of Departments' representative. At least

one week's notice shall be given by the contractor to the department for fixing up inspection and 

factory tests. 

(iii) For Micro-vee filters and motors etc only routine test certificate from manufacturers shall be 

furnished. 

(iv) The contractor shall operate, test and adjust all air conditioning system units, fans, motors, all air 

handling appliances provided in connection with this installation and shall make all necessary 

adjustments of all regulating damper for the purpose of equalization of the flow of air to each 

and every outlet and inlet. 

(v) A carefully recorded detailed record of the results of these adjustments shall be furnished by the 

contractor for approval of the Engineer-in-Charge. 

(vi) Following tests at site shall be conducted after completion of the plant. 

(A) TRIAL RUN 

After installation is complete physically and all adjustments as listed above are carried out, the 

plant shall be subjected to trial run. The trial run is to be conducted for a period of 7 days subject 

to minimum running of 120 hours in the presence of representative of the Department. During 

this test performance, all the equipment and control system shall be checked. Inside conditions 

shall also be recorded in this trial run. A record of this test shall be submitted to the Engineer-in- 

Charge who shall arrange for capacity testing thereafter. 

(B) INITIAL ACCEPTANCE TESTING 

After completion of trial run, the plant shall be subjected to initial acceptance testing as per 

standards of the department. This testing shall be conducted jointly by the representative of the 

Engineer-in-Charge, T&D circle and user. A list of all defects and discrepancies shall be prepared 

during the test. 

(C) FINAL PERFORMACE TEST CUM SEASONAL TESTS 

This test shall be conducted jointly by the representative of the Engineer-in-Charge, 

T&D Circle and user as per standards of the Department. The test shall be conducted 

between 1st April to 30th September. 

(D) The Department shall have the right to operate all equipment in operating Condition whether or not 

such equipment has been accepted as complete and satisfactory. Repairs and alteration shall be 

made at such time as directed by the Engineer-in-charge. 

(E) In special circumstances, the department may have to use the plant to air Condition some areas 

even before the completion of whole work. The firm shall cooperate fully under such 

circumstances 

(F) Wherever relaxations are required, these should be obtained from Superintending Engineer 

(Electrical) well before the final performance-cum-capacity test. 

(G) All test equipment, the operating personnel, oil and refrigerant required for Testing shall be 

supplied by the contractor. 

8.0 REJECTION OF DEFECTIVE PLANTS 

(a) 

(b) 

If the completed plant or any portion thereof, before it is taken over, be found defective or fails 

to fulfill the intent of the specifications, the contractor shall on receipt of a written notice from 

the Engineer-in –Charge, forthwith make good the defective plant. 

Should the contractor fail to rectify the defects and or make good the defective plant within a 

stipulated time mentioned in the written notice or replace the plant at no extra cost, 

department may make good, reject and or replace at the risk and expenses of the contractor, 

the whole or any portion of the plant which is defective or fails to fulfill the requirements of the 

contract.

(c) 

All equipment shall be tested as per tender specifications. Where test results indicate capacity 

less than specified in the equipment schedule, the contractor shall pay to the Department prorata 

compensation against each item. No compensation shall be payable, if the short fall is 3% 

or less. 

9.0 CHANGES IN SPECIFICATIONS 

The department reserves the right to make changes in the specifications of the work if in its 

opinion the same is found necessary. However such alterations shall be made after mutual 

discussion and agreement between the department and the contractor. Any price implication in 

this regard shall be mutually discussed and agreed upon, in terms of clause 12 of BSNL EW-8 

The department as a matter of principle will not permit modification or alterations by the 

contractor in the design/specification of any equipment/material. However the same can be 

agreed by the department under the exceptional circumstances where:- 

(a) The same is necessitated due to non-availability of material/component of Certain specification 

or make 

OR 

(b) Such alterations constitute an improvement in the opinion of the contractor and department. 

Prior written approval of the department is necessary before undertaking any 

alteration/modification in the specifications of the equipment. 

10.0 PACKING, FORWARDING & STORAGE AT SITE: 

Before dispatch to site, the equipment/component/materials shall be properly packed so as to 

afford protection against transit damages and damages against storage in open areas either at 

transporter’s premises or at work site. Special care shall be taken in respect of sensitive item 

like heat transfer surface of cooling coils, air-cooled condenser etc. When storage in open area 

is inevitable proper waterproof covering shall be provided to protect damages on account of 

rainwater etc. However, damaged items shall be replaced as per the direction of Engineer-incharge. 

11.0 GUARANTEE & DEFECTS LIABILITY PERIOD: 

(a) The Guarantee shall be valid for a period of 12 months after successful initial acceptance test. 

The Contractor shall guarantee that all equipment shall be free from any defect due to the 

defective materials and bad workmanship and that the equipment shall work satisfactorily and 

that the performance and efficiencies of the equipment shall be not less than the guaranteed 

values. Any parts found defective during the guarantee period shall be replaced by the 

contractor without any charge whatsoever. The services of the contractor’s personnel, if 

requisitioned during this period for such work, shall be made available free of any cost to the 

Department. 

(b) The contractor shall depute his representative to the site within 72 hours of notification of 

defects by the department. 

(c) A joint inspection report will be made by the department representative and representative of 

the firm regarding the nature of defects and remedial action required and time schedule for the 

rectification/ remedial action prepared. 

(d) In case the contractor fails to depute his representative within 72 hours of notification of 

defects or fails to cause remedial action within a reasonable time as decided in the joint 

inspection, the department may proceed to do so at the contractor’s risk and expenses without 

prejudice to any other right. 

(e) Supply of consumables like refrigerant gas due to leakage, oil etc., shall be the responsibility of 

the firm. 

(f) The following aspects are, however, not covered under the purview of guarantee:- 

1. Consequential losses and damages. 

(g) Terms and conditions of AMC shall be applicable during guarantee period including imposition of 

penalties except that no charges for services provided under guarantee / extended guarantee

shall be payable. Amount for penalties will be deducted from the pending payments against 

supplies or if that amount is insufficient then by invoking the PBG available against Supply and 

ITC or AMC or from the charges due for AMC. 

12.0 TRAINING OF BSNL/DOT PERSONNEL: 

The contractor shall arrange to impart the training to the BSNL/DOT personnel on the following 

aspects prior to provisional take over of the plant:- 

(a) Operation of Plant. 

(b) Gas charging and pumping down of the system. 

(c) Adjustments of settings for microprocessor controls and protection devices. 

(d) Preventive maintenance. 

13 BYE-LAWS, INDEMNITY AGAINST LIABILITIES: 

(a) The contractor shall comply with all bye-laws and regulations of local and statutory authorities having 

jurisdiction over the works and shall be responsible for payment of all fee and other charges and 

giving/receiving all necessary notices and keep the Engineer-in-charge informed about the notices issued 

and received. 

(b) The contractor shall indemnify the Department against all claim in respect of patent rights, Design, trade 

mark or name of other protected rights in respect of any plant, machine, work or materials used for or in 

connection with the works or temporary works and from against all claims, demands, proceedings, costs, 

charges and expenses whatsoever in respect of or in relation thereon. The contractor shall defend all 

actions arising from such claims and shall himself pay all royalties. 

(c) License fees, damages, cost and charges of all and every sort that may be legally incurred in respect 

thereof shall be borne by the contractor. 

(d) All liabilities/penal recoveries on matters arising out of tax/excise/levies such as incorrect deductions, 

discrepancies in the filling up returns, revised assessments by the concerned authorities etc. shall be 

borne by the contractor. 

(e) It is contractor’s liability to follow all safety procedures in accordance with relevant I.S. amended up to 

date during execution of work at site. 

14.The price shall be firm and validity of tenders shall be 90 days from the date of Opening of tender. 

15. The Department /BSNL also reserves the right to enforce curtailment in the quantities of work, if the 

contractor defaults in regard to works contract execution. 

16.Test certificates excise duty, gate pass and purchase bill for units shall be produced by the firms. 

17.The firm shall furnish all the technical catalogues and performance test certificates of the equipments 

offered. 

18.The firm should clearly indicate the Quantum of Excise Duty Component. 

19. CURRENCY OF CONTRACT 

a) The contract shall be valid for issue of L.O.I for 12 months after the date of award and also be 

extendable by mutual consent for a further period of 3 months. 

b) Letter of intent for work(s) will be issued by the SE(E)-II, EC, BSNL Chennai for Chennai Zone in 

consultation with CE (E). 

Time for completion shall be 3 months from the date of issue of award letter for individual work for 

Part – A & Part – B and 72 months for Part – C including 12 months guarantee period after successful 

initial Acceptance testing of the work. 

20. The rates incorporated in the Rate Contract in respect of different items shall be uniformly applicable to all 

works within jurisdiction of Chennai Telephones irrespective of their geographical locations.

21. Operation of the Rate Contract is for bonafide departmental use only and is further restricted to only such 

works as authorized by the CE (Electl), Chennai Electrical Zone. BSNL Chennai through the D.D.O. 

nominated by the Chief Engineer (E), Chennai Electrical zone BSNL, Chennai during the currency of the 

Rate Contract. 

22. OPERATION OF RATE CONTRACT 

(a) The operation of this Rate Contract shall be governed by the General Rules and conditions of the Contract. 

(b) Operation of Rate Contract shall be further governed by the following: 

1. The master agreement shall be signed between the firm & Superintending Engineer (E) BSNL Electrical 

Circle-II, Chennai. 

2. Individual Letter of Intent (LOI) shall be issued by the Superintending Engineer (E) BSNL Electrical Circle-II 

Chennai to the firm giving all details. 

3. The rate contract shall remain in force for a period of 12 months initially and another 3 months on mutual 

acceptance for issue of LOI from the date of award. 

4. A schedule of work indicating quantities of various items of works shall be supplied by Suptdg. Engineer (E) 

in respect of individual work to the concerned Executive Engineer (E). 

5. Formal work contract agreement will be made between the Executive Engineer (E) & the firm on the basis of 

specimen agreement & the schedule of work supplied by the Suptdg.Engineer (E).The date of 

commencement of individual works shall be reckoned from the date of award. 

C. No work shall be undertaken without proper Letter of Intent as per (2) above and Completion of 

agreement formality as per (5) above. 

23. Set off Clause 

Only those payments due to Government against a particular contract agreement shall be deducted from 

bills of the same work, and not deductible from other works. 

24. Increase/ Decrease of tendered quantity 

A) BSNL will have the right to increase or decrease up to 25% of the contract value depending upon the 

requirement of goods and services specified in the schedule of items without any change in the unit 

price or other terms and conditions at the time of award of contract. 

B )In exceptional situation where the requirement is of an emergent nature and it is necessary to ensure 

continued supplies from the existing vendors, the purchaser reserves the right to place repeat order up 

to 50% of the quantities of goods and services contained in the running tender/contract within a period 

of twelve months from date of award of work at the same rate or a rate negotiated (downwardly) with 

the existing vendors considering the reasonability of rates based on prevailing market conditions 

and the impact of reduction in duties and taxes etc. 

25. Important Note 

“If the contractor fails to commence a work/ works of an R.C., the amount of the earnest money to be 

forfeited to the dept. will be @ 2% of the estimated cost of the individual work/ works”. 

26. COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT 

AMC shall come into effect after completion of guarantee period and shall remain for 5 years. Guarantee of 

equipment / Units shall start after successful initial acceptance test.. 

a) It shall be mandatory for the firms to undertake the Annual maintenance contract for 5 years to be 

signed at the time of acceptance of award letter for entire quantity proposed to be ordered. The firm 

has to enter into AMC agreement for individual work after issue of award letter.

b) For this purpose the firm shall quote all inclusive Comprehensive AMC charges for each year. AMC 

charges shall be included in evaluation of price bid. It is mandatory to quote yearly charge in Rs. in a 

column in Part – C price schedule of tender document. 

c) Performance Guarantee:- The firm shall submit a performance bank guarantee towards fulfillment of 

obligations under AMC for each work equivalent to 2% of the cost of equipment as per tender or the 

first year AMC charge pertaining to that work which ever is higher, in a prescribed proforma. The PBG 

shall be submitted at least two months in advance of date of start of AMC. The PBG shall be valid for a 

period of six years to cover one year or as specified over and above the 5 years AMC period. The PBG 

shall be extendable for a further period as required if there is any delay in start of AMC for any reason. 

For the additional equipment, the amount of PBG shall be increased at the same rate as indicated 

above, within a time period of one month of the date of such equipment getting covered under AMC. 

d) The Performance Bank Guarantee against the Supply & ITC will be released only after submission of 

PBG against AMC in each work and fulfillment of other obligations of AMC or Supply & ITC which are 

prerequisite for release of the PBG. 

e) For the services rendered during the half year, the payment shall be made at the end of each half year.

complied with by the persons whose tender may be accepted, can be purchased, at the Divisional / Sub 

divisional office between the hours of 1100 hrs and 1600 hrs. every day except on Sundays and public 

Holidays on payment of Rs.1050/- in cash. 

(b) The site for the work is available/ or the site for the works shall be made available in parts. 

(c) The tender forms can also be downloaded from the website. 

(d) Before tendering, the contractor shall inspect the site and fully acquaint himself about the 

condition with regard to accessibility of site and site nature and the extend of grounds, working 

condition, including stocking of materials, installation of T&P etc., and conditions affecting 

accommodation and movement of labour etc., required for the satisfactory execution of the 

contract. No claim whatsoever on such account shall be entertained by the BSNL in any

04. The time allowed for carrying out the work will be 

a) For Part-A and Part-B 3 (Three) months from the date of issue of award letter for individual work. 

b) For Part-C 72 (seventy two) months including 12 months guarantee period after 

successful initial acceptance test for individual work. 

05. Issue of tender form will be stopped two days before the date fixed for opening of tenders. Tenders will be 

sold on working days; no tenders will be sold after 1600 hours.

07)a) The contractor should submit and confirm Chartered Accountant Certificate in respect of turnover and 

other registration certificate [Enlistment in BSNL, Electrical License, Sales Tax] with self attested copies as 

applicable along with the application on printed letter head for purchase of tender. 

b) The contractor shall submit and confirm his permanent account number (PAN) issued by the Income Tax 

Department. 

c) The tenderer should submit the valid WCT/ Sales Tax/ VAT registration certificate 

08.i) Performance Guarantee: The contractor is required to furnish performance guarantee for an amount 

equal to 5% of the contract value (Part-A and Part-B) in the form of bank guarantee / CDR/FDR/DD (of a 

Nationalized/ Scheduled Bank in a standard format) within two weeks from the date of issue of award 

letter. This period can be further extended by the Engineer-in-charge upto a maximum period of 2 weeks on 

written request of Contractor. The validity period of the performance security in the form of performance 

bank guarantee shall be one year from the date of actual completion of work. 

ii) Security deposit:In addition to performance guarantee stated above, a sum @10% of the gross amount of 

the bill shall be deducted from each running bill of the contractor till the sum be deducted with the sum 

already deposited as earnest money, will amount to security deposit of 5% of the Tendered value of the 

work (Part-A and Part-B). (Deduction of security deposit shall be applicable for the value of work under 

Part-A and Part-B only. No security deposit shall be deducted for Part-C) 

09.The acceptance of a tender will rest with the Chief Engineer(Electrical), BSNL Chennai Telephones 

Zone,Chennai-30, who does not bind himself to accept the lowest tender or any other tender and 

reserves to himself the Authority to reject lowest or all the tenders received without assigning any reason. 

All tenders in which any of the prescribed conditions are not fulfilled or incomplete in any respect are 

liable to be rejected. Tenders with any condition including that of conditional rebates shall be rejected 

forthwith summarily. 

10. Canvassing in connection with tender is strictly prohibited and the tenders submitted by the contractors 

who resort to canvassing will be liable for rejection. 

11.The BSNL reserves itself the right of accepting the whole or any part of the tender and the tenderer shall be 

bound to perform the same at the rates quoted. 

12.i) The tenderer should give a certificate that none of his/her relative is employed in BSNL units. In case of 

proprietorship firm, certificate will be given by the proprietor and for partnership firm certificate will be 

given by all the Directors of the company. 

ii) Near relatives of all BSNL employees either directly recruited or on deputation are prohibited from 

participation in tenders and execution of works in the different units of BSNL. The near relatives for this 

purpose are defined as: 

a) Members of a Hindu Undivided family. 

b) They are husband and wife. 

c) The one is related to the other in the manner as father, mother, son(s) & son's wife(daughter-inlaw), 

Daughter(s) & daughter's husband(son-in-law), brother(s) & brother's wife, sister(s) & sister's 

husband(brother -in-law). 

iii) The company or firm or any other person is not permitted to tender for works in BSNL Unit in which 

his near relative(s) is(are) posted. The unit is defined as SSA/Circle/Chief Engineer/Chief 

Archt./Corporate office for non executive employees and all SSA in a circle including circle office/Chief 

Eng./Chief Archt./Corporate office for executive employees (including those called as Gazetted officers at

present). The tenderer should give a certificate that none of his/her such near relative is working in the units 

as defined above where he is going to apply for tender/work, for proprietorship, partnership firms and 

limited company certificate shall be given by the authorized signatory of the firm. Any breach of these 

conditions by the company or firm or any other person, the tender/work will be Cancelled and earnest 

money/performance guarantee will be forfeited at any stage whenever it is so noticed. BSNL will not pay 

any damages to the company or firm or the concerned person. The company or firm or the person will also 

be debarred for further participation in the concerned unit.

13.No employee in BSNL/ Govt. of India is allowed to work as a contractor for a period of two years of his 

retirement from service without the prior permission. The contract is liable to be cancelled if either the 

contractor or any of his employees is found at any time to be such a person who had not obtained 

the permission as aforesaid before submission of tender and engagement in the contractors service. 

14.The tender for the works shall not be witnessed by the contractor who himself/themselves has/ have 

tendered or who may and has/have tender for the same work. Failure to observe this condition would 

render tenders of the contractors tendering as witnessing the tender is/are liable for summarily rejection. 

15.It will be obligatory on the part of the tenderer to sign each page of the Schedule of work and the tender 

documents for all the component parts and after the work is awarded he will have to enter into a separate 

agreement for each component with the officer concerned. 

16.Any tender not submitted in proper manner or if it contains too many corrections, over writings of absurd 

rates, and absurd amount will be liable to be rejected and the BSNL will be at liberty to take such action as it 

may deem fit without any reference to the tenderer. 

17.The tenders for the work shall remain open for acceptance for a period of 90 days from the date of opening 

of the tenders. If any tenderer withdraws his tender before the said period or makes any modification in the 

terms and conditions of the tender which is not acceptable to the BSNL shall, without prejudice to any other 

right of remedy be at liberty to forfeit 50% (fifty percent only) of the said earnest money absolutely. 

20.Extension of validity: In case, where the letter of award of work cannot be placed within the validity 

period of the tender, the BSNL can request all tenderers to extend the validity of their respective tenders 

and the Earnest Money deposit by a reasonable period. In such cases, extension of validity of Earnest 

Money deposit by 30 days beyond the extended validity date of tender should also be asked for. While 

BSNL can make the request for extension, the tenderer is free to either extend the validity or refuse the 

request to extend the validity. 

21.Unsealed tenders will be summarily rejected. 

22.The contractor should read the tender documents carefully before submitting the tender. 

23.Agreement shall be drawn with the successful tenderer on prescribed form. Tenderer shall quote his rates as 

per various terms and conditions of the said form, which will form part of the agreement. 

24.The tenderer shall furnish a declaration to this effect (incase downloaded tender) that no 

addition/deletion/correction have been made in the tender document submitted and is identical to the 

tender document appearing on website. Every page of downloaded tender shall be signed by the 

tenderer with stamp (seal ) of his firm /organization. 

25.This Notice Inviting Tender shall form part of the Contract document. The successful 

tenderer/contractor on acceptance of his tender by the Accepting authority, shall, within 15 days from the

8 In case supplier / contractor submits exemption certificate from the commercial tax department, the WCT shall not be deducted at source (for part B & Part C only). WCT and Service Tax are not 

applicable for supply portion and as such WCT will not be deducted for supply portion. 

9 If any levy / duty is not payable or documentary proof is not produced, the amount for the same shall be deducted. 

10 Circuit length for liquid line and hot gas line included in respect of item no.2/Part B is defined as under : 

a) Circuit length for liquid line: 

Length of run measured in meters from liquid outlet connection of air cooled condenser to the thermostatic expansion valve. This includes horizontal and vertical runs. In case of multiple run of liquid 

line (for each package unit) for the purpose of circuit length measurement, only single linear measurement on average basis shall apply. 

b) Circuit length for hot gas line: 

Length of run measured in meters from compressor discharge head to air cooled condenser hot gas line. This includes horizontal and vertical runs. In case of multiple run of hot gas line (for each 

package unit) for the purpose of circuit length measurement, only single linear measurement on average basis shall apply. 

11 The hot gas refrigerant line shall be insulated inside conditioned area with high quality insulating material. 

12 Normally Package AC units are under guarantee for a period of one year after the date of commissioning. But even during the guarantee period the contractor shall be fully responsible for maintaining 

the services and to take whatever steps as maybe necessary including preventive and breakdown maintenance steps and servicing etc., as per the recommendations of the manufacturer. BSNL shall not 

pay anything extra on this account. Comprehensive Maintenance for 5 years commences after the date of expiry of guarantee period. 

13 Terms and conditions of AMC shall be applicable during guarantee period including imposition of penalties except that no charges for services provided under guarantee /extended guarantee shall be 

payable. Amount for penalties will be deducted from the pending payments against supplies or if that amount is insufficient then by invoking the PBG available against supply and ITC or AMC or from 

the charges due for AMC.

The air conditioning plant equipment and installation shall conform to various IS standards amended up to date 

wherever applicable. 

2 GENERAL REQUIREMENTS AND SAFETY STANDARDS: 

2.1 The air conditioning plant shall be designed for Precision Air Conditioning with a higher coefficient of 

performance with overall low power consumption and continuous operation for the normal life of the 

plant. 

2.2 The components shall be suitable for operation under tropical conditions. The design and installation of the 

plant shall generally conform to the safety standards 

2.3 The plant room and air-conditioned space shall be free from objectionable noise and / or vibrations due to 

the working of the plant. The air-conditioned space shall also be free from any objectionable odour.

SPECIFICATIONS OF A.C. PACKAGE UNITS 

1.0 CABINET 

1.1 The Cabinet should be constructed from best quality GI sheet steel of thickness not 

less than 16 gauge for top, bottom and side panels & 20 gauge for front and back 

panels suitably treated for weather protection, corrosion and shall be powder 

coated. 

OR 

The casing may be of CRCA powder coated1.2 to 1.6 mm thick. 

1.2 Coil and blower sections should be insulated internally for both acoustic and thermal 

purposes with 12 mm thick resin bonded Fibre Glass of density 48 Kg/m³glass wool 

covered with glass cloth of fire retardant grade. 

OR 

The cabinet insulation may have open cell polyurethane foam or mineral wool of 25 

mm may be used which complies to fire classification B according to DIN 4102 self 

extinguishing, sound absorbent / fibre glass insulation of 25 mm thickness may be 

used. 

1.3 Suitable arrangement shall be provided for lifting/easy handling of machines. 

2.0 COMPRESSOR (SCROLL) 

2.1 All units less than 10 TR shall be provided with Single / twin compressors with single 

/ twin circuit having high Energy Efficiency Ratio (EER) 

2.2 Compressor should be of REPUTED make hermetic sealed type. 

2.3 Compressor should be suitable for operation on R-22. 

2.4 Compressor Motor should be suitable for operation on 415 V± 10% variations, 50 

Hz. 3 phase AC supply. 

2.5 The compressors should be located in such a way that removal of one compressor 

should not affect the operation of the other circuit( for twin circuit units). 

2.6 Compressor should be installed on spring mounted floating platform/rubber pads or 

manufacturers recommended approved mountings. 

2.7 Overload protection should be provided in compressor. 

2.8 Gauge Ports should be provided at appropriate location to measure suction and 

discharge pressures. 

2.9 Compressor should be fitted with electrically operated oil heaters. Heaters should 

turn ON when the compressor is OFF & vice versa. It should be possible to 

disconnect heater power circuit during extended periods of shut down.

3.0 EVAPORATOR SECTION 

3.1 Evaporator Coil. 

3.1.1 Evaporator coil should be one/two in number for each refrigerant circuit. Each Coil 

should be rated for 100% /50% of TR rating of package unit 

3.1.2 Evaporator coil should be constructed out of copper tubes not less than 0.31mm 

thick expanded on to aluminium fins to give a good mechanical bond for maximum 

heat transfer. Approximately 13 to 14 fins per inch should be provided. Fin 

thickness should not be less than 0.1mm with hydrophilic coating. 

3.1.3 Face area of coil should be selected corresponding to air velocity not exceeding 

2.5m/sec. 

3.1.4 A condensate drip tray of stainless steel/ GI powder coated/heavy gauge 

aluminum having minimum 18 SWG thick along with a special plastic pipe to 

drain out condensate water 

should be provided. 

3.2 Blower Section 

3.2.1 Total static pressure should be 35mm of WG. To confirm static pressure of blower 

35 mm of WG, it should be measured between inlet and outlet of blower i.e. 

across the blower. Blower fans should be statically and dynamically balanced. 

3.2.2 Fan Motor Assembly. 

a) Fan should be driven by a weather proof electric Motor suitable for operation on 

415 ±10% variations 3 phase, 50 Hz AC supply. The motor housing shall be of IP 

55/IP 54 grade. 

b) The fan should be direct driven with electronically commutated drive 

having a maximum speed of 1400 r.p.m, 

c) Energy efficient motors as per IS: 12615 of 1989 should be used. 

3.2.3 Precise humidification feature 

Not Required 

4.0 REFRIGERANT PIPING 

4.1 There should be two self contained independent refrigerant circuits in each 

package air conditioner for twin circuit machines. A totally independent piping 

hookup for each combination of compressor-evaporator & air cooled condenser 

constituting one refrigerant circuit. For single refrigerant circuit only one refrigerant 

circuit is required. 

4.2 Refrigerant circuit should be suitable for operation on R-22 and should include the 

following items:- 

i. Electronic Expansion Valve.

ii. Removable liquid line filter drier with hand shut off values. 

iii. Liquid Line Sight Glass with Moisture indicator. 

iv. Suitable charging valves. 

v. 

4.3 The serviceable/removable components should have union connections for easy 

removal /assembly. 

4.4 All pipe works should be carried out with refrigerant quality copper tubes and 

where bends are required these should be completed using either a proprietary 

bending tool or radius fittings. The minimum thickness of pipe should be 18 gauge. 

5.0 ELECTRICAL SYSTEM 

5.1 The Electrical power system should confirm to relevant I.S. standard. A main 

incoming MCB of suitable rating and having a rupturing capacity of 10 KA for each 

AC package unit should be provided on the unit sized to meet the total power 

requirements for AC package unit. 

5.2 Within the panel individual power loads should be distributed equally across the 

three phases. 

5.3 All individual wires should be copper and colour coded or should be numbered at 

their point of termination to facilitate servicing. 

5.4 Low voltage control wiring and power wiring should be segregated from each other. 

5.5 Heaters shall be suitably provided with insulators with safety thermostats and 

contactors of suitable ratings 

5.6 The following shall be incorporated:- 

i. MCB of suitable rating and having a rupturing capacity of 10 KA should be 

provided for each sub-circuit. 

ii. Contactors of suitable ratings for each motor. 

iii. Electronic overload protection against overload, phase loss & reverse phase 

sequence and sensing negative sequence current for individual 3 phase motors. 

6.0 AIR COOLED CONDENSER 

6.1 For each packaged air conditioner unit [with twin circuits] there should be two air cooled 

condenser units, each having a matching heat rejection duty for one refrigerant circuit 

6.2 Condenser unit should incorporate the followings:- 

i. A heat rejecting coil block constructed from copper tubes of not less than 0.3mm thick 

expanded on to straight aluminum fins. Approximately 13 to 14 number of fins/inch 

should be provided. Fin thickness should not be less than 0.1 mm with hydrophilic coating.

ii. Minimum Two propeller fans shall be provided for each condenser unit and should be 

selected for low speed quiet operation. The condenser unit should be of suitably 

designed for noise level ≤ 75 db at a distance of 1 meter away from O/D unit. 

6.3 The condenser should be vertical mounting type with horizontal throw of air, ensuring 

even air flow over the coil block. Suitable GSS collar shall be provided at fan outlet. 

6.4 All the foregoing items should be factory assembled with body made out of 1.6mm (16 

SWG) GI sheet (Powder Coated) 

OR 

Condenser body may be of GI powder coated / casing of condenser may be made of 

marine grade aluminum and stainless steel hardware and thickness of casing may be 

1.2mm 

6.5 The entire assembly should be supported by a corrosion treated frame. 

6.6 Separate MCB of suitable rating and having a rupturing capacity of 10 KA for each motor 

near its vicinity in suitable weather proof enclosure should be provided. 

7.0 CONTROLS: 

Following controls should be provided:- 

1. High pressure trip – Auto reset/Manual reset (for each compressor) 

2. Low pressure trip – Auto reset (for each compressor) 

The unit shall trip if operated on HP (Auto reset) or LP trip for more than three times. 

8.0 SAFETY INTERLOCKS 

8.1 Interlock between condenser fan motor and compressor motor to prevent starting of 

compressor without condenser fan in operation. 

8.2 Condenser fan should stop along with compressor. 

8.3 Provision should also be made to operate the evaporator fan without the operation 

of condenser and compressor. 

9.0 CONTROLLER: 

Microprocessor based Programmable logic controller fully compliant with EEC directives for 

electromagnetic compatibility with following broad features: 

9.1 Operates, monitors and displays so that the room temperature and humidity is kept at 23 ± 

3 0 C and 45 ±15% RH respectively. However the parameters should be site settable. 

9.2 Password protected for authorized access alone. 

9.3 User friendly interface with backlit LCD screen / LED that indicate through animation and 

icons plant items (Actual and set point temperature and humidity etc), history of alarms, 

alarms logging (High / low temperature , high / low humidity, compressor high HP/ low LP, 

low humidifier water, overload, air flow failure, dirty filter, high heater temp. etc)

9.4 Logging of last 48 hours which include every 15 minutes recording of switch room 

temperature, humidity, current & cumulative power (in KWH) along with the alarms 

history of last 100 alarms needs to be provided at remote monitoring station with date, 

time and machine no. The alarm history shall include status, type of alarm along with date 

and duration. 

9.5 Allow adjustment of temperature and humidity set points, range of control, alarm set 

points etc. 

9.6 Arrow/ control buttons for navigation and value adjustment. 

9.7 Status indicators like power, cool, humidity etc. 

9.8 SMPS power module for control unit 

9.9 Necessary provision may be made for operation of controller in case of power failure. 

9.10 Programming of AC units shall be based on (i) Equal run hours per 24 hours in a day and (ii) 

if the designated unit is unhealthy, then stop the unhealthy unit and start command shall be 

passed on to next unit. 

9.11 In case of more than one number of AC Package unit, the optimum number of package 

units shall be made operational in order to maintain the necessary temperature & 

humidity conditions in the switch room / conditioned room. 

9.12 Unhealthy Condition: - Current drawn by individual units as well as supply air 

temperature at the individual AC units should be displayed simultaneously in the 

controller. There should be option to program the high and low acceptable levels of both 

of these parameters (i.e supply air temperature as well as current) through front panel 

depending on the site requirement. In case of fault the respective AC unit should be 

switched OFF and taken out of the running sequence. Alarm should be available for the 

faulty unit. 

9.13 It should be possible to analyze the sites with the maximum run hours of AC units and sites 

with maximum alarms. Option should also be available to view the parameters and alarms 

in numeric (analogue and digital) or graphical format. 

9.14 Separate auto / manual switch for each circuit is to be provided for bypassing the 

controller. However manual mode should not be made effective through control card i.e it 

should be independent of the control card. All the safeties such as HP/LP, overload, 

thermostat etc plus the starting sequence of blower, condenser, compressor and the 

interlocking of blower with the condenser & compressor should be functional in manual 

mode also. 

.9.15 List of I/O Alarms to be monitored by the controller 

Precision AC units of one no to 8nos (max) may be required to be installed at any of the 

site. Following parameters shall be monitored by the microprocessor of the PAC on 

continuous basis: ‘a to j’.

GENERAL SPECIFICATIONS AND CONDITIONS FOR COMPREHENSIVE AMC 

1.0 Scope of Maintenance 

1.1 Electrical maintenance shall be carried out as per instructions contained herein All forms & 

instructions to be used shall be as per works instructions forms & checklists issued by CE(E), 

Chennai Telephones & available with SDE (E). 

1.2 After the contract period is over the installation has to be duly handed over to the new 

agency in good, healthy, neat, working condition. along with the record of test results of 

equipments & associated items. under supervision of SDE (E)/JTO (E) in charge. The 

contractor shall be responsible for any discrepancies Vis-a-vis, the status of installation at the 

start of work plus any modification carried out during the currency of the contract. 

Installation is to be handed over to the new agency with in 15 days of award of work to the 

new agency. 

2.0 METHODOLOGY 

2.1 At the start of guarantee period, firm shall prepare an inventory of all equipment jointly 

with J.T.O (E)/SDE(E), concerned. 

2.2 A complaint Register as per Annexure- IV shall be kept at site by the user and the same 

shall be available for checking & verification. 

2.3 At the start of each month, the firm in consultation with the SDE (E) concerned shall 

prepare a Program for preventive maintenance to be carried out during the month. The 

actual maintenance carried out shall be recorded in annexure-V at the end of each month. 

2.4 If during the period of contract, any of the Package AC units are added/ altered, 

comprehensive maintenance of the same shall be done by the firm, the rates will be 

regularized as per Clause -12 of EW 8. However in case of deletion similar recovery shall be 

made from the bill of the contractor. 

3.0 QUALIFICATION 

3.1 Minimum staff required. 

One qualified supervisor should inspect all the Package AC units at least once in a month. 

3.2 All electrical repairs should be carried out by qualified electricians. 

4.0 COMMERCIAL 

4.1 The workers engaged by firm should maintain proper discipline and good behavior with 

occupants. 

4.2 The firm shall remove such workers from the site whose behavior is found improper. 

Executive Engineer’s decision in this matter shall be final. 

4.3 Agency has to observe all the labour rules & regulations in force & BSNL shall not be liable for 

any default.

4.4 .Dismantled materials shall be returned to the department except those items for which the 

replacement is supplied by the agency. Dismantled and unserviceable items, for which a 

replacement is supplied, shall be removed from the site under intimation to the JTO (E). 

4.5 The BSNL reserves the right to carry out any work at the risk and cost of the agency, if the 

agency fails to perform any duty as per the contract. 

4.6 The tenderer must obtain himself at his own expense all the information necessary for the 

purpose of execution, before tendering. 

4.7 The rate quoted must be full & final. 

4.8 Nothing extra is payable other than quoted rates unless specified. 

4.9 The contractor shall not sublet the work or part thereof. However, services of specialized 

agencies for specified work can be obtained. 

4.10 The firm shall maintain the installation(s) in such a way as to provide uninterrupted required 

conditions in air conditioned rooms. 

4.11 The BSNL reserves the right to terminate the contract by giving show-cause notice of one 

month duration at any time during the currency of the contract. 

4.12 Firm should have the round the clock contact number. In case of emergency, contractor and 

authorized engineer / supervisor shall be available at the site on short notice from engineerin-charge 

and make efforts to take situation to normal at the earliest. 

4.13 Once the installation is handed over to the contractor, it is the responsibility of the contractor 

to attend whatever defects / damages arising after the date of handing over including 

replacement of defective components etc. 

4.14 The contractor agrees that he shall at all times indemnify BSNL against all claims for 

compensation under the provisions of any law for the time being in force or in respect of any 

person employed by it in carrying out the contract. Further, such staff has no right to claim 

employment in BSNL. 

4.15 The firm shall also coordinate with the JTO (E) / SDE (E) for carrying out energy audit/capacity 

test at site whenever required. 

4.16 The Firm/Contractor will provide the workers with necessary Testing and Safety Equipment. 

5.0 MATERIALS AND TOOLS & PLANTS 

5.1 Material 

5.1.1. The scope of work includes maintenance of equipment and service, on comprehensive basis 

i.e. no material will be supplied by the Department. 

5.1.3 The replacement of material shall be with the same rating and make as that of the original. 

The firm may also replace an item with energy efficient item wherever the same is available, 

upon intimation to JTO (E). However, in case of non-availability of a particular make, 

Engineer-in-charge will approve the alternate make. 

5.1.4 Supplier Invoice/Bill / Purchase particulars shall be produced in case of all major items such as 

compressor etc. as a proof of genuineness. For replacement compressor, the firm shall 

produce necessary documentary proof. Obsolete items not available in market can be 

repaired and re used. However efficiency of compressor shall be ensured to avoid penalty 

under relevant clauses.

5.2 TOOLS & PLANTS: All tools and plants, testing & safety equipments required for carrying out 

various tasks relevant to comprehensive maintenance have to be arranged by firm at its own 

cost. 

6.0.PENALTY CLAUSE: 

6.1 Any damage to the installation(s)/building during the maintenance period due to the 

carelessness on the part of staff shall be the responsibility of firm & be replaced /rectified 

with out any extra cost 

6.2 Any accident or damage during maintenance will be the responsibility of the agency & BSNL 

will not entertain any claim, compensation, penalty etc on this account or on account of 

non observance of law to his work 

6.3 If the agency fails to rectify any fault within reasonable time, the BSNL reserves the right to 

carry out any work at the risk and cost of the agency. In case the fault is of emergency 

nature which may affect the normal functioning of services and the firm fails to take 

immediate necessary action, the work shall be carried out at the risk and cost of the firm 

without giving any notice. The decision of EE (E) shall be final. 

6.4 In case of unsatisfactory performance, penalty of one month bill for that service shall be 

imposed. 

6.5 In case of major accident/loss on account of negligence on part of the contractor, the 

contract shall be terminated and 10% (ten percent) of the tendered amount shall be 

recovered. 

6.6 The individual Package AC unit shall not be out of service beyond 15 days. Failure to do so 

shall invite a penalty @ Rs.1000/-day/ Package AC unit that is out of service. 

7.0.CONTRACT PERIOD FOR COMPREHENSIVE AMC 

7.1 The currency of contract shall be 72 months including 12 months guarantee period after 

successful initial Acceptance testing of the work. 

7.2 The BSNL reserves the right to terminate the contract by giving show cause notice of onemonth 

duration at any time during the currency of the contract. 

7.3 The BSNL reserves the right to extend the contract for a maximum period of six months 

(three months at a time) at the same rate & conditions

TECHNICAL SPECIFICATIONS FOR COMPREHENSIVE AMC 

PART I: SCOPE OF WORK FOR AIR CONDITIONING PACKAGE SYSTEM 

Comprehensive Maintenance (Routine, Preventive & Break Down) throughout the period of contract, as 

per the guidelines of BSNL/Engineer-in-charge. 

1. The Contractor shall keep all the units including associated electrical connections and accessories in 

healthy working condition. 

2. The contractor shall attend minor faults promptly and within 48 hours of reporting so as to bring 

the units to satisfactory working condition 

3. Service report as per Performa enclosed shall be submitted with every bill. 

Note 

i) (a)The scope of work shall be including leak testing, vacuuming gas supplying and charging, 

oil filling, remote controller, selector switch, filters, grills, outer body, partition and recommissioning 

supply and replacement of defective components like compressor Refrigerant 

piping, condenser, cooling coil, evaporator coil, insulation wherever necessary fan, fan motors, 

capacitors, relays, connectors, wires, thermostats, starters, indicating lamps, HRC fuses, MCBs, 

metal clad plug and sockets, etc., Manufacture guarantee cards for replaced compressor and 

monthly service report are to be submitted with the bill. 

(b)The compressor replacement wherever carried out, it should be from original manufacturers with 

initial filling of gas and oil. The firm should furnish the original invoice & guarantee card of the new 

compressor replaced. 

(c) Refrigerant lost during the operation, oil, fan belt, & filter shall be firm’s responsibility. 

(d) Wherever capacitors are replaced, it shall be of metal body type only. 

ii) The A/C units shall be handed over in satisfactory working condition on the completion of the AMC. 

iii) In order to reduce the maintenance cost, contractor is to attend minor faults then and there. 

iv) Proper working of thermostat of the AC units may be ensured to reduce Power consumption. 

PART II: TASKS TO BE PERFORMED WITHIN 15 DAYS 

Following tasks should be carried out within 15 days. 

1) A system shall be organized with the approval of Engineer-in-charge so that complaints can be 

received and attended properly. 

2) All registers shall be opened as per proforma. 

3) Shall collect information like the telephone numbers of the Exchange in charge, JTO(E), 

SDE(E),EE(E),Fire service, Supply Company, Local Hospitals, Emergency Services etc. and preserve 

it in the maintenance office.

Payment to the Contractors is regulated as below: 

For Supply items (i.e. Part A) 

TERMS OF PAYMENT: 

a) 95% of the price shall be paid on the receipt of goods at site by the consignee. For claiming this 

payment the following documents are to be submitted to the paying authority: 

i) Excise gate pass/invoice or equivalent document 

ii) Delivery Challan 

iii) Consignee receipt 

iv) Proof of payment of octroi / entry tax etc., if any. 

b) The balance 5% payment shall be released after satisfactory commissioning of equipment or 6 months 

from the date of supply of the equipment, whichever is earlier. 

c) In cases where shortages/ damages are intimated to the supplier in writing, the balance 

payment shall be released only after the cases are settled in accordance with the provision of 

the P.O. 

d) 100% payment (in place of 95%) may be made on delivery, provided that an additional Bank 

Guarantee for an amount equivalent to 5% of the value of supplies valid for a minimum period of one 

year is furnished by the supplier along with an undertaking that the shortages/ damages as are 

intimated to the supplier in writing shall be made good. 

e) Form `C’ and a certificate stating that the tendered item are meant for the use of BSNL shall be 

provided by the purchaser on the request of the bidder as and when requested for. 

f) No payment will be made for goods rejected at the site on testing. Payment, if made, for such items 

shall be recovered from subsequent bills or other bills. 

For ITC items (I.e. Part B) 

The payment terms will be as under: 

(i) 50% on Installation & Trial Testing 

(ii) 50% on successful completion of Acceptance final testing. 

For Comprehensive AMC(i.e. Part C) 

Half yearly payment (Once in 6 Months) shall be made after completion of maintenance period. 

With each bill, a certificate as given below should be enclosed. This certificate has to be countersigned by 

SDE (E).

1 The prices shall be quoted after taking into account the entire credit on inputs available under the MODVAT SCHEME introduced w.e.f. 1st March 1986 and further extended on more items till date”.

(but excluding CENVAT –able duties & taxes), sales Tax, packing, forwarding, freight and insurance charges etc., as indicated in the price schedule. Octroi / Entry Taxes are not to be included in the 

composite price and hence the same will not be considered for the purpose of evaluation and comparison of responsive bids. However, octroi / entry taxes will be paid extra, as per actual wherever 

applicable on production of proof of payment / relevant invoices / documents. 

6 The rates for all items of work shall, unless clearly specified otherwise, include cost of all labour, materials and other inputs involved in the execution of the terms as specified in the scope of work. 

7 LOI shall be issued separately for Part - A, Part – B & Part - C items and separate agreements shall be framed for these items. The date of commencement of work for Part – C shall be reckoned after 

the date of successful initial Acceptance testing of the work. 

8 In case supplier / contractor submits exemption certificate from the commercial tax department, the WCT shall not be deducted at source (for part B & Part C only). WCT and Service Tax are not 

applicable for supply portion and as such WCT will not be deducted for supply portion. 

9 If any levy / duty is not payable or documentary proof is not produced, the amount for the same shall be deducted. 

10 Circuit length for liquid line and hot gas line included in respect of item no.2/Part B is defined as under : 

a) Circuit length for liquid line: 

Length of run measured in meters from liquid outlet connection of air cooled condenser to the thermostatic expansion valve. This includes horizontal and vertical runs. In case of multiple run of liquid 

line (for each package unit) for the purpose of circuit length measurement, only single linear measurement on average basis shall apply. 

b) Circuit length for hot gas line: 

Length of run measured in meters from compressor discharge head to air cooled condenser hot gas line. This includes horizontal and vertical runs. In case of multiple run of hot gas line (for each 

package unit) for the purpose of circuit length measurement, only single linear measurement on average basis shall apply. 

11 The hot gas refrigerant line shall be insulated inside conditioned area with high quality insulating material. 

12 Normally Package AC units are under guarantee for a period of one year after the date of commissioning. But even during the guarantee period the contractor shall be fully responsible for maintaining 

the services and to take whatever steps as maybe necessary including preventive and breakdown maintenance steps and servicing etc., as per the recommendations of the manufacturer. BSNL shall not 

pay anything extra on this account. Comprehensive Maintenance for 5 years commences after the date of expiry of guarantee period. 

13 Terms and conditions of AMC shall be applicable during guarantee period including imposition of penalties except that no charges for services provided under guarantee /extended guarantee shall be 

payable. Amount for penalties will be deducted from the pending payments against supplies or if that amount is insufficient then by invoking the PBG available against supply and ITC or AMC or from 

the charges due for AMC.
