2.1 The Funding Source is:
The Government of the Philippines (GOP) through the Corporate Operating
Budget of BCDA approved by the BCDA Board of Directors in the amount of
NINETEEN MILLION PESOS (Php 19,000,000.00) inclusive of VAT and other
applicable taxes for the first year only.

5.4 Per Sec. 23.5.1.3 of the IRR of RA 9184, the Bidder must have completed, within
at least a period of three (3) years from February 2010 to January 2013:
- one (1) contract that is similar to the contract, equivalent to at least 50% of the
ABC
or
- two (2) similar contracts, the aggregate amount of which should be equivalent to
at least 50% of the ABC;
For this purpose “similar contracts” shall refer to contracts involving
the supply of manpower services.

during the contract implementation due to the following reasons only:
1. Issuance of a new wage order or providing for payment of additional
employee benefits;
2. Increase or decrease in the number of manpower BCDA requires, or if
there are changes in the list of tools and equipment which BCDA will find
necessary during the duration of the contract.

17.1 Bids will be valid until one hundred twenty (120) days from the date of bid
opening.
18.1 The Bid security shall be in the following amount:

The Bid Security must be placed inside the “Technical Proposal Envelope” as Tab
H and labeled as “Bid Security”. An O.R. shall be issued to the Bidder after the
said envelope has been opened and acknowledged during Bidding.

Additional grounds for forfeiture of the Bid Security:
1. Submission of eligibility requirements and bid(s) that contain false information,
falsified documents, or the concealment of information in the bids in order to
influence the outcome of eligibility screening or any other stage of the public
bidding.
2. Allowing the use of one’s name, or using the name of another for purposes of
public bidding.
3. Refusal to accept an award, or enter into contract with the Government without
justifiable cause, after the Bidder had been adjudged to have the Lowest
Calculated Responsive Bid.
4. Refusal to clarify or validate in writing its Bid during post-qualification within
a period of seven (7) calendar days from receipt of the request for clarification.
5. Any documented unsolicited attempt by a bidder to unduly influence the
outcome of the bidding in his favor,
6. Failure of the potential joint venture partners to enter into the joint venture after
the bid is declared as successful.
7. All other acts that tend to defeat the purpose of the competitive bidding, such as
habitually withdrawing from bidding, submitting late bids or patently
insufficient bid, for at least three (3) times within a year, except for valid
reasons.
