Foreword<br />

<strong>Sexual</strong> violence is a serious health and human rights problem <strong>in</strong> <strong>Kenya</strong>. <strong>Sexual</strong><br />

violence affects men and women, boys and girls and has adverse physical and<br />

psycho-social c<strong>on</strong>sequences <strong>on</strong> the survivor. The post electi<strong>on</strong> violence experienced<br />

<strong>in</strong> 2008 follow<strong>in</strong>g the disputed 2007 presidential electi<strong>on</strong>s, that saw a wave <strong>of</strong> sexual<br />

abuse targeted at women and girls, was perhaps the clearest manifestati<strong>on</strong> <strong>of</strong> the<br />

gravity <strong>of</strong> sexual violence <strong>in</strong> <strong>Kenya</strong>. <strong>Sexual</strong> violence and its attendant c<strong>on</strong>sequences<br />

threaten the atta<strong>in</strong>ment <strong>of</strong> global development goals espoused <strong>in</strong> the Millennium<br />

Development Goals and nati<strong>on</strong>al goals c<strong>on</strong>ta<strong>in</strong>ed <strong>in</strong> Visi<strong>on</strong> 2030 and <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Health<br />

Sector Strategic Plan II, as it affects the health and well be<strong>in</strong>g <strong>of</strong> the survivor. Of c<strong>on</strong>cern<br />

is the emerg<strong>in</strong>g evidence worldwide that sexual violence is an important risk factor<br />

c<strong>on</strong>tribut<strong>in</strong>g towards vulnerability to HIV/AIDS. The nati<strong>on</strong>al plan for ma<strong>in</strong>stream<strong>in</strong>g<br />

gender <strong>in</strong>to the HIV/AIDS strategic plan for <strong>Kenya</strong> has identified sexual violence as an<br />

issue <strong>of</strong> c<strong>on</strong>cern <strong>in</strong> HIV transmissi<strong>on</strong>, particularly am<strong>on</strong>g adolescents. These call for<br />

comprehensive measures to address issues <strong>of</strong> sexual violence and more importantly<br />

meet the diverse and <strong>of</strong>ten complex needs <strong>of</strong> the survivors.<br />

Comprehensive care for sexual violence ranges from medical treatment which <strong>in</strong>cludes<br />

management <strong>of</strong> physical <strong>in</strong>juries, provisi<strong>on</strong> <strong>of</strong> emergency medicati<strong>on</strong> to reduce<br />

chances <strong>of</strong> c<strong>on</strong>tract<strong>in</strong>g sexually transmitted <strong>in</strong>fecti<strong>on</strong>s <strong>in</strong>clud<strong>in</strong>g HIV and provisi<strong>on</strong><br />

<strong>of</strong> emergency c<strong>on</strong>tracepti<strong>on</strong> to reduce chances <strong>of</strong> unwanted pregnancies. This also<br />

entails provisi<strong>on</strong> <strong>of</strong> psycho-social support through counsel<strong>in</strong>g to help survivors deal<br />

with trauma and legal assistance to assist the survivor access justice.<br />

These guidel<strong>in</strong>es have been designed to give general <strong>in</strong>formati<strong>on</strong> about management<br />

<strong>of</strong> sexual violence <strong>in</strong> <strong>Kenya</strong> and focus <strong>on</strong> the necessity to avail services that address all<br />

the needs <strong>of</strong> a sexual violence survivor, be they medical, psycho-social, humanitarian<br />

and/or legal. Although these needs are <strong>in</strong>terrelated, attempt has been made to group<br />

the guidel<strong>in</strong>es <strong>in</strong>to chapters that can easily be accessed for easy reference.<br />

The guidel<strong>in</strong>es recognise the fact that children form a significant proporti<strong>on</strong> <strong>of</strong><br />

survivors <strong>of</strong> sexual violence and make special provisi<strong>on</strong>s for them that address their<br />

unique aspects, dist<strong>in</strong>ct from those <strong>of</strong> adults.<br />

The guidel<strong>in</strong>es should be available <strong>in</strong> all health facilities and it is our s<strong>in</strong>cere hope that<br />

their implementati<strong>on</strong> will comprehensively address the needs <strong>of</strong> survivors <strong>of</strong> sexual<br />

violence <strong>in</strong> <strong>Kenya</strong>.<br />
