National Guidelines on Management of Sexual Violence in Kenya

These guidelines are a result of the concerted efforts of various sectors and
stakeholders. The Ministry of Public Health and Sanitation and the Ministry of
Medical Services wish to acknowledge all persons who were involved in one way
or another in the review and development of these guidelines. Particularly, we thank
Dr. Josephine Kibaru, the head of the Department of Family Health and Dr. Bartilol
Kigen, the head of the Division of Reproductive Health (DRH). Special gratitude goes
to Dr. Klaus Hornetz, the Health Sector Coordinator, Kenyan-German Development
Cooperation in Health and Programme Leader for German Technical Cooperation
Health Sector Programme, for his strategic leadership and guidance to the team
throughout the process of developing these guidelines.
We thank the Gender and Reproductive Health Rights Technical Working Group of
the DRH, who put together ‘the Multi-Sectoral <strong>Guidelines</strong> Task Force’ as the technical
working team for this review. This included members from the various professional
associations that house the health, legal and psycho-social fraternities, all of whom
contributed considerably to the development of these guidelines.
This is the 2 nd edition of the <strong>National</strong> <strong>Guidelines</strong> on Management of Sexual Violence
and we acknowledge all those who contributed towards the development of the first
edition. Special thanks also go to the institutions and their members of staff in which
a field assessment for this review was carried out. The facilities include: Kenyatta
<strong>National</strong> Hospital, Nairobi Women’s Hospital, Moi Teaching and Referral Hospital,
Coast Provincial General Hospital, Embu Provincial General Hospital, Nyanza
Provincial General Hospital, Thika District Hospital, Rachuonyo District Hospital,
Kianjokoma Sub-District Hospital, Turbo Health Centre, Government Chemist, Riruta
Health Center, Thika Police Station and Kisumu Police Station.
We also thank Hon. Njoki Ndungu, the architect of the Sexual Offences Act; Dr.
Sam Thenya the Chief Executive Officer of Nairobi Women’s Hospital; Dr. Nduku

Ian Kanyanya, the Deputy Co-ordinator of the GBV Recovery Center in KNH for their

This entire review was facilitated and coordinated by a core secretariat which spent a
lot of time and effort to ensure that the process was a success. Special gratitude goes
to Dr. Margaret Meme of DRH, Lucy Kiama of GTZ and Rukia Yassin of LVCT, working
in close collaboration with other members of staff from their respective organizations.
