Humanitarian Issues <strong>of</strong> <strong>Sexual</strong> <strong>Violence</strong><br />

1 Introducti<strong>on</strong><br />

Understand<strong>in</strong>g gender vulnerabilities <strong>in</strong> c<strong>on</strong>flict situati<strong>on</strong>s<br />

• Age and gender are vulnerabilities that predispose women and girls to<br />

exploitati<strong>on</strong> and abuse;<br />

• In early stages <strong>of</strong> c<strong>on</strong>flict, these vulnerabilities are further <strong>in</strong>creased due to:<br />

• The breakdown <strong>of</strong> law and order;<br />

• The absence <strong>of</strong> systems that would resp<strong>on</strong>d to distress signals;<br />

• The lack <strong>of</strong> adequate services that would m<strong>in</strong>imize the effects <strong>of</strong> sexual<br />

violence.<br />

• In the stabilized phases <strong>of</strong> c<strong>on</strong>flict, these vulnerabilities are augmented by:<br />

• The c<strong>on</strong>t<strong>in</strong>ual reproductive roles <strong>of</strong> women and girls such as fetch<strong>in</strong>g<br />

firewood and/or water <strong>in</strong> unsecure areas which predispose them to the<br />

dangers <strong>of</strong> be<strong>in</strong>g sexually violated;<br />

• The possible abuse <strong>of</strong> power by the security and humanitarian workers<br />

who demand sexual favours <strong>in</strong> return <strong>of</strong> goods and services.<br />

• Harmful cultural practices are exacerbated - e.g. – forceful early marriage<br />

<strong>of</strong> the girls <strong>in</strong> order to meet the lack <strong>of</strong> resources <strong>in</strong> the family.<br />

Dur<strong>in</strong>g armed c<strong>on</strong>flict, women and girls are particularly vulnerable to all forms <strong>of</strong> sexual<br />

violence 6 . Vulnerability to exploitati<strong>on</strong> and abuse by virtue <strong>of</strong> their age and gender is<br />

further <strong>in</strong>creased by c<strong>on</strong>flict and the prevail<strong>in</strong>g humanitarian and security c<strong>on</strong>diti<strong>on</strong>s.<br />

This chapter highlights the vulnerability factors to sexual violence <strong>in</strong> c<strong>on</strong>flict situati<strong>on</strong>s.<br />

The chapter further highlights k<strong>in</strong>ds <strong>of</strong> <strong>in</strong>terventi<strong>on</strong>s to be undertaken dur<strong>in</strong>g crisis<br />

situati<strong>on</strong>s <strong>in</strong>clud<strong>in</strong>g the types <strong>of</strong> services required <strong>in</strong> address<strong>in</strong>g the needs <strong>of</strong> sexual<br />

violence survivors <strong>in</strong> such situati<strong>on</strong>s.<br />

2. Multi-Causal Nature <strong>of</strong> <strong>Sexual</strong> <strong>Violence</strong> <strong>in</strong> Humanitarian Crisis<br />

Today’s armed c<strong>on</strong>flicts mostly occur with<strong>in</strong> state borders and typically drag <strong>on</strong> for years,<br />

even decades. Multi-causal <strong>in</strong> nature, these crises are typically “highly politicized”<br />

and “frequently associated with n<strong>on</strong>-c<strong>on</strong>venti<strong>on</strong>al warfare”. <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> accountability<br />

mechanisms are characteristically absent or severely weakened 7 , which c<strong>on</strong>sequently<br />

gives rise to a climate <strong>of</strong> impunity for perpetrat<strong>in</strong>g all sorts <strong>of</strong> crimes. These c<strong>on</strong>flicts<br />

tend to affect the civilian sphere, regardless <strong>of</strong> grow<strong>in</strong>g <strong>in</strong>ternati<strong>on</strong>al emphasis <strong>on</strong> the<br />

protecti<strong>on</strong> <strong>of</strong> civilians <strong>in</strong> c<strong>on</strong>flict situati<strong>on</strong>s.<br />
