It’s the beginning of a new year and your Board of Directors is full of<br />

energy and ideas to move NYSOMS forward. We have already<br />

held our first board meeting of the year, and we came away with a<br />

lot of ideas and plans. For example, NYSOMS will be sponsoring a<br />

Young Physicians event on Long Island in March—thanks to Board<br />

member Larry Northorn, DO, and NYSOMS member Bernadette<br />

Riley, DO. Look for more information about it in this <strong>newsletter</strong>.<br />

NYSOMS is keeping an eye on what’s happening in Albany. The<br />

Governor's recently released budget repealed the “prescriber prevails”<br />

provision for Medicaid patients taking atypical antipsychotic<br />

medications. NYSOMS fought hard to keep “prescriber prevails” for all<br />

medications in last year’s budget, and thanks to our hard work and<br />

the work of other organizations, atypical antipsychotics were kept out<br />

of Medicaid Managed care. The repeal of this ruling is extremely disappointing. I will be travelling to<br />

Albany in February to advocate about this issue to the Governor’s Office. For more information about<br />

NYSOMS is also keeping abreast of the developments between the ACGME and the AOA, and their<br />

agreement to establish an integrated accreditation system by the year 2015. This will mean some<br />

changes in our graduate medical education. We will continue to keep you informed as developments<br />

NYSOMS is moving forward! Not content to put on the same old annual convention<br />

in the same old place, we updated the name and changed the venue: The Regional<br />

<strong>Osteopathic</strong> Convention-<strong>New</strong> <strong>York</strong>, or ROC-NY, will take place April 4-7, 2013, at<br />

the NYIT Auditorium on Broadway, across from Columbus Circle in Manhattan.<br />

Convention chairs Sonia Rivera-Martinez, DO, and Sharon Koehler, DO, have<br />

on Thursday evening, our Resident Poster Competition and Annual Business Meeting<br />

on Friday, and our President’s Reception and awards ceremony on Saturday. And AOA President Ray<br />

Legislative <strong>New</strong>s<br />

The year has started off in a full sprint. On January 22, 2013, Gov. Andrew M. Cuomo<br />

released his Executive Budget for FY 2013 with specific program overviews in<br />

Health Care, Higher Education and Mental Hygiene:<br />

Health Care: The Budget maintains the Medicaid spending cap enacted in 2011-12<br />

and achieves $125.3 million in savings from public health and aging programs<br />

through program reforms. The Governor also continues the implementation of the<br />

<strong>New</strong> <strong>York</strong> Health Benefit Exchange that will serve as a centralized marketplace for<br />

the purchase and sale of health insurance, as mandated by the Affordable Care Act.<br />

Advocacy Coordinator<br />

Higher Education: To ensure <strong>New</strong> <strong>York</strong>'s students are prepared for the jobs of today and tomorrow, community<br />

colleges will only receive state funding if they partner with local employers and the Regional Economic<br />

Development Councils to identify job training needs.<br />

Mental Hygiene: The Budget establishes regional centers of excellence for state-operated inpatient psychiatric<br />

facilities and enhancing community mental health services. The Budget invests $10 million to ensure continuity<br />

There are a number of proposals pending before the legislature that NYSOMS will be focused on this year,<br />

including medical liability premiums, scope of practice expansions, truth in advertising, and physician prescribing<br />

barriers. NYSOMS can be very effective with your participation in our advocacy efforts. We ask that you<br />

play an active role in advocating for health care issues that you are concerned or passionate about. Please<br />

look for NYSOMS action alerts and take a minute to contact your legislators on issues impacting your<br />

profession. Your voice really can make a difference.<br />

DO Day planning is already underway and we ask that you please SAVE THE DATE of May 21, 2013 for<br />

NYSOMS 3 rd Annual DO Day in Albany. This is a full day of advocacy and awareness at our State’s capital,<br />

demonstrating the value DO’s bring to <strong>New</strong> <strong>York</strong> State. Please stay tuned as there will be more information to<br />

NYIT COLLEGE OF OSTEOPATHIC MEDICINE<br />

On Dec. 5, 2012, the <strong>New</strong> <strong>York</strong> Institute of<br />

Technology (NYIT) unveiled the new name for the<br />

<strong>New</strong> <strong>York</strong> College of <strong>Osteopathic</strong> Medicine, or<br />

NYCOM: The NYIT College of <strong>Osteopathic</strong><br />

Medicine. The renaming ceremony included the<br />

actual unveiling of the school’s new name in<br />

brushed steel letters on Rockefeller Hall’s brick<br />

façade (pictured, left).<br />

The renaming process began with the appointment<br />

of a Task Force to discuss opportunities for<br />

promoting national and international exposure of<br />

NYCOM and enhancing the visibility of its programs, students and alumni. Task Force members included<br />

all stakeholders: students, alumni, administrators, faculty, and hospital affiliates. The consensus<br />

was that the best way to give the medical school more exposure was to link its name to NYIT,<br />

which has a recognized “brand” and is already engaged in a strong marketing campaign. University<br />

administrators also stressed the university’s goal to “break down silos” among academic disciplines<br />

and the seven schools within the NYIT community.<br />

Barbara Ross-Lee, DO, NYIT Vice President of Health Sciences and <strong>Medical</strong> Affairs, noted that the<br />

medical school will maintain its leadership in interdisciplinary research and osteopathic medical<br />

education. She praised the NYIT Board of Trustees for encouraging “collaboration and community”<br />

within the university. Several medical school advisory board members were also on hand: Norman<br />

Sveilich, DO; Jerry Balentine, DO; former AOA President Peter Ajluni, DO; and Murray<br />

Goldstein, DO, one of the founders of NYIT College of <strong>Osteopathic</strong> Medicine. NYSOMS will be<br />

honoring Dr. Goldstein at its 2013 convention, ROC-NY.<br />

NEW NAME, NEW DEAN<br />

Wolfgang Gilliar, DO, Installed as Dean of NYIT College of <strong>Osteopathic</strong> Medicine<br />

Wolfgang Gilliar, DO, was installed as the fifth dean of NYIT<br />

College of <strong>Osteopathic</strong> Medicine on Jan. 4, 2013. As Dean, he<br />

will represent the school on the NYSOMS Board of Directors.<br />

The chair of NYIT-COM’s OMM dept. since 2004, Dr. Gilliar is a<br />

former professor at both Stanford University School of Medicine<br />

and Tufts University School of Medicine. He was selected last<br />

year as the 2012 Educator of the Year by the American<br />

<strong>Osteopathic</strong> Foundation.<br />

Dr. Gilliar told the crowd of students, faculty, and staff at his<br />

Installation ceremony that he would boost interdisciplinary<br />

innovations with other NYIT schools, offer alumni access to<br />

lectures and courses, and create a new department of medical<br />

education to focus on academic improvements. He noted that he<br />

hoped students would become competent, confident, and<br />

compassionate physicians through their medical education at<br />

NYIT.<br />

“You are our mission,” he told students. “You are the real reason<br />

why we are here.”


TouroCOM <strong>New</strong>s<br />

Development of Middletown Branch Campus gets Underway<br />

Touro College of <strong>Osteopathic</strong><br />

Medicine recently announced that<br />

it will develop a medical school at<br />

the former Horton Campus of<br />

Orange Regional <strong>Medical</strong> Center<br />

in Middletown, NY. The new<br />

school will be an extension of<br />

Touro's Harlem campus and will<br />

share the same curriculum, with<br />

an emphasis on primary care.<br />

However, in contrast to Harlem's<br />

focus on urban medicine, the<br />

Middletown site will train students<br />

in rural medicine.<br />

Rotations for about 135 medical students have been arranged with hospitals in Orange and Sullivan<br />

counties. The opening class, set for August 2014, will have about that many students.<br />

Students can take advantage of both campuses, said Dr. Jay Sexter, chief executive of TouroCOM,<br />

The best lecturers in the Touro medical school system will record their lessons for students to view at<br />

their own pace, while class time will be used for exams and for discussions.<br />

According to Dr. Alan Kadish, president and CEO of Touro College and University System, the development<br />

of TouroCOM in Middletown will convert the entire Hudson Valley/Catskill region into a<br />

center of excellence for medical education and treatment. Statistically, many doctors stay in the area<br />

where they train, and the school's backers hope it will drastically increase the number of doctors in<br />

the Hudson Valley and the Catskills, where physicians are in short supply, and thus increase the region's<br />

overall health. Parts of the Catskills have some of the poorest health indicators in the state<br />

Touro received a $1 million grant from the <strong>New</strong> <strong>York</strong> State Regional Council Program to help<br />

establish the Middletown campus. When fully operational, the new medical campus will occupy up to<br />

110,000 square feet of space and have the capacity to enroll more than 500 students. Touro is also<br />

considering training physical and occupational therapists, nurses and pharmacists at the site.<br />

AOA Accredits TouroCOM and its CME Department<br />

The Commission on <strong>Osteopathic</strong> College Accreditation (COCA) has granted Touro College of<br />

<strong>Osteopathic</strong> Medicine-NY, full accreditation, with no current requirements. In addition, TouroCOM<br />

received a three-year approval from the American <strong>Osteopathic</strong> Association for its Continuing <strong>Medical</strong><br />

Education (CME) department. The school has already put on a number of programs, including Grand<br />

Rounds on topics such as hypertension in underserved communities and the effect of the Patient Protection<br />

and Affordable Care Act on patients, physicans and the future of medicine; and a daylong<br />

fascial manipulation workshop.<br />

“This accomplishment is the next level of our development,” said TouroCOM Dean, Robert<br />

Goldberg, DO. “We are proud to offer a platform for graduate physicians to learn here in Harlem.”<br />

TouroCOM’s CME programs are developed by Kenneth Steier, DO, the school’s dean of clinical<br />

medicine, and Remi Odunsi, its director of continuing medical education.


A NEW NYSOMS TRADITION<br />

The spirit of Stanley Schiowitz,<br />

DO, FAAO, was in the air at<br />

NYSOMS' first annual Stanley<br />

Schiowitz Memorial OMM workshop,<br />

held Dec. 1 at the NYIT<br />

College of <strong>Osteopathic</strong> Medicine.<br />

Dr. Schiowitz, who served as<br />

dean of NYCOM (now the NYIT<br />

College of <strong>Osteopathic</strong> Medicine)<br />

from 1991-2002, died on June 27,<br />

2011, at the age of 88. He had<br />

been running NYSOMS' OMM<br />

workshop every fall for close to a<br />

decade, including the year before<br />

he died.<br />

NYSOMS did not put on an OMM<br />

workshop in 2011, but this year, Dr. Schiowitz's daughter Ellen Ellis, DO (pictured, far right), decided<br />

to continue the tradition. Approximately 25 osteopathic physicians--many of them, Family Medicine<br />

residents--came to learn or relearn Facilitated Positional Release (FPR), the OMM method created by<br />

Dr. Schiowitz. Participants of the day-long workshop paired up to practice various FPR techniques<br />

after watching Dr. Ellis demonstrate them--often, while recounting stories about her father and mentor.<br />

At the end of the day, most attendees rated the workshop as "excellent." Another Stanley Schiowitz<br />

Memorial Workshop will be held next fall.<br />

Associate Dean, presented Dr. Scandalis with a plaque of appreciation and spoke about his dedication<br />

to NYSOMS. During his five-year tenure as NYCOM dean, Dr. Scandalis gave NYSOMS financial<br />

support that helped <strong>New</strong> <strong>York</strong> State delegates attend the annual AOA House of Delegates meeting in<br />

Chicago. Dr. Scandalis gave NYSOMS moral support by encouraging and enabling NYCOM students<br />

to attend NYSOMS’ DO Day in Albany. He stepped down as dean to develop a Center for Sports<br />

Medicine—his first love—and to go back to practicing medicine.


Student <strong>New</strong>s<br />

Community Service<br />

Last September, Touro College of <strong>Osteopathic</strong> Medicine students devoted some of their free time reaching<br />

out to the Harlem Community at the Harlem Reach Week Health Fair, where they provided health information<br />

and screened Harlem residents for hypertension. In late November, TouroCOM held its annual “fall into health”<br />

screening health fair. All Harlem residents were invited to be screened for blood glucose, blood pressure and<br />

HIV, and to be provided with a plethora of medical information on healthy living. More than 120 Harlem residents<br />

participated.<br />

Over at NYIT College of <strong>Osteopathic</strong> Medicine, students raised money for charity by participating in a<br />

warrior dash, Mustaches for Movember, and educational visits to the Glen Cove Boys and Girls Club. Student<br />

organizations are currently getting ready for the annual St. Baldrick’s event on St. Patrick’s Day, when<br />

participants shave their heads to raise money for and awareness of pediatric cancer.<br />

Student DO of the Year<br />

The Student DO of the Year Award (SDOY) is presented annually by the Council of <strong>Osteopathic</strong> Student Government<br />

Presidents (COSGP), a council of the American Association of Colleges of <strong>Osteopathic</strong> Medicine<br />

(AACOM). This prestigious award acknowledges students' commitment to their school, community, and the<br />

osteopathic profession. Each year, COSGP invites each School or College of <strong>Osteopathic</strong> Medicine to nominate<br />

an osteopathic medical student for the SDOY award. Of these nominations one will be selected as the<br />

National Student DO of The Year. The National SDOY will be recognized at the AACOM Annual Meeting in<br />

April and will be the recipient of a $1000 monetary award.<br />

The NYIT College of <strong>Osteopathic</strong> Medicine Student DO of the Year for 2013 is Syed Gillani, OMS-III, a<br />

member of the school’s émigré physician program. Student Physician Gillani has been actively involved in<br />

Several college activities and student organizations, holding multiple student leadership roles.<br />

The TouroCOM 2013 Student DO of the Year is Haley Poland, OMS-III. Her passion for medical outreach,<br />

both here and abroad, combined with her distinct leadership skills, made student physician Poland stand out<br />

among a pool of highly competitive applicants. NYSOMS wishes both students luck in the national competition!<br />

Hurricane Relief<br />

The aftermath of Hurricane Sandy left thousands of <strong>New</strong> <strong>York</strong>ers in need of food, clothing and shelter. The<br />

NYIT-COM Student Government Association (SGA) and many other campus organizations rallied together<br />

and organized NYCOMCARES, a donation drive to collect necessities of daily living for hurricane victims. Students<br />

delivered several boxes of canned food, clothing and other supplies to shelters in Long Beach, Staten<br />

Island, and Hempstead.<br />

TouroCOM students held a fundraiser/party for their NYIT brethren who were affected by Hurricane Sandy, as<br />

well as the <strong>New</strong> <strong>York</strong>/<strong>New</strong> Jersey areas that were hit hardest. Food, clothing, and money were collected and<br />

distributed.<br />

TouroCOM Dean of Clinical Medicine, Kenneth Steier, DO, has accepted a position on the <strong>Medical</strong><br />

Advisory Board of the JAOA—Journal of the American <strong>Osteopathic</strong> Association. Dr. Steier’s responsibilities<br />

will include the peer reviewing submitted manuscripts and mentoring new peer reviewers and<br />

prospective authors.<br />

In order to improve its mission statement, NYSOMS asked <strong>New</strong> <strong>York</strong> State student DOs to come up<br />

with a new two- to three-sentence statement that could be easily memorized, that represents the goals<br />

of NYSOMS and that captures the theme of "Up and Coming." NYSOMS’ Immediate Past President,<br />

Sonia Rivera Martinez, DO, promised a $250 gift certificate for the winner. Several students<br />

responded, and the NYSOMS Board of Directors voted for their favorites. The result is a tie between<br />

Daniel Pasternak and James Scott Gemmill, both first-year students at NYIT College of<br />

<strong>Osteopathic</strong> Medicine, who will split the prize. Their mission statements will be posted on the<br />

NYSOMS Web site and ultimately, combined into a final product. Congratulations!<br />

Nader Paksima, DO, recently served as a delegate to the <strong>Medical</strong> <strong>Society</strong> of the State of <strong>New</strong> <strong>York</strong><br />

(MSSNY), representing the <strong>Society</strong> for Surgery of the Hand. Dr. Paksima is the chief of orthopedic<br />

surgery at Jamaica Hospital and an associate professor of orthopedic surgery at <strong>New</strong> <strong>York</strong> University.<br />

He continues to host a radio show on Sirius satellite radio, called<br />

Doctor Radio<br />

Former NYSOMS President and and current chair of the NYSOMS<br />

Awards Committee Freda Lozanoff (Heyman), DO, became a bat<br />

mitzvah on Saturday, Feb. 2, 2013—-the day of her 80th birthday!<br />

The bat mitzvah ceremony, for which Dr. Lozanoff learned to read<br />

Hebrew, took place at Temple Judea of Bucks County, PA. Dr.<br />

Lozanoff and her husband, Albert S. Heyman DO, are longtime<br />

NYSOMS members and osteopathic pioneers in <strong>New</strong> <strong>York</strong> State.<br />

<strong>New</strong>s You Can Use<br />

Retirement Announced<br />

AOA Executive Director John B. Crosby, JD, has announced his plan to retire this summer. John has<br />

served the AOA with distinction as its executive director since 1997. Under his steady and thoughtful<br />

leadership, AOA membership has increased dramatically and its financial position has strengthened.<br />

What You Need to Know About <strong>Osteopathic</strong> Continuous Certification<br />

Rather than being a single event, certification should be a continuous, lifelong process. The American<br />

<strong>Osteopathic</strong> Association's Bureau of <strong>Osteopathic</strong> Specialists (BOS) has mandated that each specialty<br />

certifying board implement <strong>Osteopathic</strong> Continuous Certification (OCC). OCC will serve as a way in<br />

which board-certified DOs can maintain currency and demonstrate competency in their specialty area.<br />

The only change to the current osteopathic recertification process is the addition of a Practice<br />

Performance Assessment. Each specialty certifying board has been working to develop OCC with<br />

the goal of having implemented the OCC process by Jan. 1, 2013. If you hold a time-limited certificate,<br />

you will be required to participate in the five components of the OCC process in order to maintain<br />

your osteopathic board certification.<br />

Five Components of OCC<br />

COMPONENT 1 - Unrestricted Licensure:<br />

Requires that physicians who are board-certified by the American <strong>Osteopathic</strong> Association<br />

(AOA) hold a valid, unrestricted license to practice medicine in one of the 50 states. In<br />

addition, these physicians are required to adhere to the AOA’s Code of Ethics.<br />

COMPONENT 2 - Lifelong Learning/Continuing <strong>Medical</strong> Education:<br />

Consistent with your current commitment to lifelong learning, this component requires that all<br />

recertifying physicians fulfill a minimum of 120 hours of continuing medical education<br />

(CME) credit during each three-year CME cycle — though some certifying boards have higher<br />

NYSOMS Remembers<br />

Gary K. Rachlin, DO, AOBFP (left), of Dix Hills <strong>New</strong> <strong>York</strong>, died of an acute anaphylactic<br />

reaction on Nov. 23, 2012. He was 48 years old. Dr. Rachlin was a graduate<br />

of the NYIT College of <strong>Osteopathic</strong> Medicine and a longtime board member of the<br />

<strong>New</strong> <strong>York</strong> Colleges of <strong>Osteopathic</strong> Medicine Educational Consortium (NYCOMEC).<br />

He practiced family medicine in Bethpage, <strong>New</strong> <strong>York</strong> and served as DME and Program<br />

Director at several institutions. Most recently, Dr. Rachlin was the Director of<br />

<strong>Medical</strong> Education and of the Family Practice Residency program at Plainview Hospital,<br />

an affiliate of North Shore Long Island Jewish Health Systems. Dr. Rachlin's<br />

career impacted the education of many and the patient care of thousands.<br />

Philip Marcus, MD, MPH, 65 (right), a world renowned<br />

pulmonologist, died April 9, 2012, in Paris. He was the<br />

founder of Nassau Chest Physicians and served on the<br />

Board of Directors of the American Lung Association. He<br />

also served as Chief of the Division of Pulmonary Medicine at St. Francis<br />

Hospital-The Heart Center in Roslyn, NY. Dr. Marcus was a Clinical Professor<br />

of Medicine and Pharmacology and the Associate Dean for Curriculum Development<br />

at the NYIT College of <strong>Osteopathic</strong> Medicine. He held teaching appointments<br />

at the State University of <strong>New</strong> <strong>York</strong> at Stony Brook, St. John's University,<br />

and the <strong>New</strong> <strong>York</strong> University School of Medicine.<br />

Longtime NYIT College of <strong>Osteopathic</strong> Medicine<br />

adjunct associate professor Roy DeBeer, DO,<br />

died on April 11, 2012. He was 70 years old. Dr.<br />

DeBeer served as a faculty member at NYIT-COM since 1977 and was the<br />

Practice of Medicine Thread Coordinator for gastrointestinal systems at the<br />

time of his passing. Pictured left, with “Old Timer,” Dr. DeBeer would lighten<br />

the mood after a year of intense study for students by using this creative<br />

teaching prop during his final class of each academic year. A graduate of<br />

the Philadelphia College of <strong>Osteopathic</strong> Medicine, Dr. DeBeer had more<br />

than 45 years of medical experience. He specialized in gastroenterology,<br />

internal medicine, and medical oncology, and received certifications from<br />

the American Board of Internal Medicine in both Internal Medicine and Gastroenterology.<br />

Dr. DeBeer practiced at Cedarhurst <strong>Medical</strong> Associates in<br />

Far Rockaway, and Cedarhurst, <strong>New</strong> <strong>York</strong>. He was affiliated with both<br />

Peninsula Hospital Center and St. John’s Episcopal Hospital.<br />

Harold Pickoff, DO, formerly of Babylon, NY, died of heart failure on July 31, 2012. He was 84 years old.<br />

Dr. Pickoff was born in Brooklyn and practiced as a family physician in Lindenhurst, NY, for 50 years. He<br />

loved classical music, medicine, photography, learning, traveling, and the <strong>New</strong> <strong>York</strong> Yankees and Giants.<br />

Dr. Pickoff was dedicated to his family and patients.<br />
