Service. The FS witness referred<br />

to an alternative bill which the Administrati<strong>on</strong><br />

is developing, but he<br />

was unable to say what it was.<br />

Chairman Wallop told him that<br />

they had better "Get their proposal<br />

to the stati<strong>on</strong> if they want<br />

to get <strong>on</strong> the train."<br />

BLM said they have plans for<br />

correcting surveys in problem<br />

areas by 1984 and do not need any<br />

legislati<strong>on</strong>. Many <str<strong>on</strong>g>of</str<strong>on</strong>g> BLM's objecti<strong>on</strong>s<br />

to S. 706 would be overcome<br />

by H.R. 4399 which ACSM was instrumental<br />

in getting introduced.<br />

BLM's testim<strong>on</strong>y, being familiar<br />

with the frustrati<strong>on</strong> the people in<br />

ASP AND ACSM ESTABLISH<br />

JOINT EDUCATION PROGRAM<br />

A Joint Educati<strong>on</strong> Program was<br />

established by the <str<strong>on</strong>g>American</str<strong>on</strong>g> <str<strong>on</strong>g>C<strong>on</strong>gress</str<strong>on</strong>g><br />

<strong>on</strong> <strong>Surveying</strong> and Mapping<br />

and the <str<strong>on</strong>g>American</str<strong>on</strong>g> Society <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Photogrammetry <strong>on</strong> December 1,<br />

1981. The acti<strong>on</strong>, approved by the<br />

Council <str<strong>on</strong>g>of</str<strong>on</strong>g> Mapping, Photogrammetry<br />

and <strong>Surveying</strong> Societies<br />

(COMPASS), was the first joint<br />

program to be established under<br />

the affiliati<strong>on</strong> approved by the<br />

respective Boards <str<strong>on</strong>g>of</str<strong>on</strong>g> Directi<strong>on</strong> <strong>on</strong><br />

September 8, 1981, and will be<br />

headed by Dr. Marshall W. Davies,<br />

Educati<strong>on</strong> Director <str<strong>on</strong>g>of</str<strong>on</strong>g> ACSM.<br />

The educati<strong>on</strong> committees <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

two associati<strong>on</strong>s will be reorganized<br />

into <strong>on</strong>e and will jointly address<br />

the educati<strong>on</strong> c<strong>on</strong>cerns that<br />

affect surveying, cartography,<br />

photogrammetry and remote sensing.<br />

A single educati<strong>on</strong> policy for<br />

the affiliated pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>s will be<br />

developed. Future workshops and<br />

seminars will be jointly c<strong>on</strong>ducted<br />

and the subject matter will be<br />

more varied. Other features <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

joint program call for a joint student<br />

chapter committee, joint student<br />

chapters at the various<br />

schools and universities, and joint<br />

educati<strong>on</strong> awards.<br />

The Statement <str<strong>on</strong>g>of</str<strong>on</strong>g> AffiHati<strong>on</strong><br />

also calls for a joint government<br />

affairs program, which is expected<br />

to be estabhshed shortly, and for<br />

the collocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the respective<br />

headquarters. The two staffs will<br />

be located in the same <str<strong>on</strong>g>of</str<strong>on</strong>g>fices by<br />

early summer, 1982. At their annual<br />

c<strong>on</strong>venti<strong>on</strong> in Denver, March<br />

14-20, 1982, the two Boards <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Directi<strong>on</strong> will c<strong>on</strong>sider a plan now<br />

in preparati<strong>on</strong> for c<strong>on</strong>solidating<br />

ACSM and ASP.<br />
