Board <str<strong>on</strong>g>of</str<strong>on</strong>g> Registrati<strong>on</strong> for Pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al<br />

Engineers, Wednesday,<br />

January 20, 1982. relative to the<br />

implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> SB 2 (1979).<br />

and related issues prompts this<br />

report.<br />

1, SB 602 (chartered engineers)<br />

was heard in Senate Finance Committee<br />

last M<strong>on</strong>day, but failed by<br />

6-4 vote. It therefore appears that<br />

SB 602 is dead unless a rehearing<br />

is granted. Only individuals testified—indicating<br />

lack <str<strong>on</strong>g>of</str<strong>on</strong>g> industry<br />

support.<br />

2. SB 965 (soils engineer authority).<br />

The Board had for c<strong>on</strong>siderati<strong>on</strong>,<br />

draft revisi<strong>on</strong>s suggested by<br />

the CaUfornia Legislative Council<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> Pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al Engineers<br />

(CLCPE). However, the Board had<br />

c<strong>on</strong>siderable difficulty in deciding<br />

whether to support the CLCPE's<br />

c<strong>on</strong>cept in view <str<strong>on</strong>g>of</str<strong>on</strong>g> the Board's<br />

<strong>on</strong>going program <str<strong>on</strong>g>of</str<strong>on</strong>g> regulati<strong>on</strong><br />

review. The CLCPE representative<br />

stated that a final draft <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

their proposal should be completed<br />

within a week.<br />

Of interest to Land Surveyors is<br />

the fact that, as SB 965 is presently<br />

worded, the chartered engineers<br />

does not include land surveyors,<br />

and establishes a separate licensing<br />

board for land surveyors within<br />

the Department <str<strong>on</strong>g>of</str<strong>on</strong>g> C<strong>on</strong>sumer<br />

Affairs.<br />

3. The Board had for c<strong>on</strong>siderati<strong>on</strong><br />

legislati<strong>on</strong> proposed by the<br />

California Council <str<strong>on</strong>g>of</str<strong>on</strong>g> Civil Engineers<br />

and Land Surveyors which<br />

would:<br />

a. Provide that all pers<strong>on</strong>s registered<br />

as Civil Engineers after<br />

January 1, 1982, shall be authorized<br />

to practice all forms <str<strong>on</strong>g>of</str<strong>on</strong>g> land<br />

surveying, except surveying<br />

which estabhshes or retraces any<br />

property or boundary line <str<strong>on</strong>g>of</str<strong>on</strong>g> any<br />

parcel <str<strong>on</strong>g>of</str<strong>on</strong>g> land, and;<br />

b. Provides that, up<strong>on</strong> applicati<strong>on</strong>,<br />

any pers<strong>on</strong> who became registered<br />

as a civil engineer prior te Slaking<br />
