IMPLIED ACCURACY<br />

compelled to write the California<br />
Surveyor c<strong>on</strong>cerning the difference<br />
between precisi<strong>on</strong> and accuracy.<br />
Now with the proliferati<strong>on</strong><br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> desktop computers and their<br />
product, I again have this strange<br />
compulsi<strong>on</strong> to call attenti<strong>on</strong> to all<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> the maps now being filed with<br />
course lengths from 5 to 200 feet<br />
in length and bearings shown to<br />
<strong>on</strong>e sec<strong>on</strong>d <str<strong>on</strong>g>of</str<strong>on</strong>g> arc.<br />
Have the authors <str<strong>on</strong>g>of</str<strong>on</strong>g> these maps<br />
stopped to c<strong>on</strong>sider the field procedures<br />
they employ? Usually a 20<br />
sec<strong>on</strong>d instrument sighting either<br />

SUNSET<br />
Those <str<strong>on</strong>g>of</str<strong>on</strong>g> you who read your Pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al<br />
Engineers Report will<br />
have noted that the Board <str<strong>on</strong>g>of</str<strong>on</strong>g> Registrati<strong>on</strong><br />
for Pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al Engineers<br />
has begun its review <str<strong>on</strong>g>of</str<strong>on</strong>g> California's<br />
Title Acts and expects this<br />
process to be completed by the end<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> April. After the Title Acts have<br />
been reviewed, the Board will<br />
begin reviewing the Practice Acts,<br />
<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> which regulates the practice<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> Land <strong>Surveying</strong>. The purpose <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
this review is to determine<br />
whether or not the pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>s<br />
regulated by those acts should be<br />
regulated at all, and if so what<br />
changes should be made in those<br />
acts. This review should be <str<strong>on</strong>g>of</str<strong>on</strong>g> in-<br />
|erest to all Land Surveyors for it<br />
nil determine the future <str<strong>on</strong>g>of</str<strong>on</strong>g> not<br />
merely the mechanics <str<strong>on</strong>g>of</str<strong>on</strong>g> regulati<strong>on</strong>,<br />
but whether the pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong><br />
will be regulated at all, i.e.,<br />
whether or not there will even be<br />
a rangepole or a plumb-bob string,<br />
then taken the time or thought to<br />
realize that the tangent <str<strong>on</strong>g>of</str<strong>on</strong>g>fset for 5<br />
sec<strong>on</strong>ds <str<strong>on</strong>g>of</str<strong>on</strong>g> arc is 0.0048 feet, while<br />
standard plumb-bob string is approximately<br />
0.006 in diameter?<br />

Eureka, secretary is James<br />
Dorsey <str<strong>on</strong>g>of</str<strong>on</strong>g> Simi Valley and treasurer<br />
is Kevin McHugh <str<strong>on</strong>g>of</str<strong>on</strong>g> Irvine.<br />
Al<strong>on</strong>g with these we have a new<br />
group <str<strong>on</strong>g>of</str<strong>on</strong>g> Chapter Representatives<br />

EQUIPMENT CORNER<br />
I c<strong>on</strong>tend that if a practiti<strong>on</strong>er is<br />
doing resp<strong>on</strong>sible work, his error<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> closure is negligible and <str<strong>on</strong>g>of</str<strong>on</strong>g> little<br />
c<strong>on</strong>sequence to a re-tracer <str<strong>on</strong>g>of</str<strong>on</strong>g> his<br />
work, and there is absolutely no<br />
need for showing these adjusted<br />
courses as they are appearing with<br />
increasing frequency.<br />
I believe a "Record <str<strong>on</strong>g>of</str<strong>on</strong>g> Survey"<br />
should be just that, a record <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
what the surveyor did and hopefully<br />
even an explanati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> why<br />
he did it. It is NOT a record <str<strong>on</strong>g>of</str<strong>on</strong>g> his<br />
particular calculator's ability to<br />
mathematically manipulate<br />
numbers!<br />
I would welcome a rebuttal from<br />
those who feel they have an argument<br />
for showing things to an implied<br />
precisi<strong>on</strong> that they have not<br />
achieved in the field. I will not accept<br />
the argument <str<strong>on</strong>g>of</str<strong>on</strong>g> quantity <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
output <strong>on</strong>ly that <str<strong>on</strong>g>of</str<strong>on</strong>g> quality.<br />

are having equipment problems<br />

"Equipment Corner" will provide<br />
a service and a forum. This type <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
regular feature has l<strong>on</strong>g been needed,<br />
but it took some<strong>on</strong>e interested<br />
enough to volunteer to make it<br />
happen. If you have an idea for a<br />
regular feature AND you are interested<br />
in working to make that<br />
idea become reahty, c<strong>on</strong>tact the<br />

NEW PRINTER<br />
This editi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> The California<br />
Surveyor is being printed by a<br />
firm which we are using <strong>on</strong> a trial<br />
basis. This is primarily due to the<br />
efforts <str<strong>on</strong>g>of</str<strong>on</strong>g> C.L.S.A. to reduce the<br />
cost <str<strong>on</strong>g>of</str<strong>on</strong>g> the magazine in order to<br />
put our financial resources into<br />
other programs. We ask that our<br />
readers look over this editi<strong>on</strong><br />
carefully and then give us their<br />
opini<strong>on</strong>s as to the overall material<br />
quality (printing, paper, read<br />
ability, etc.) as compared to<br />
previous issues. This informati<strong>on</strong><br />
will be used to determine whether<br />
or not we want to c<strong>on</strong>tinue <strong>on</strong><br />
with this new printing firm.<br />
