Poπtovani,<br />

Hrvatsko obrtniπtvo ima viπestoljetnu tradiciju<br />

organiziranja u cehove, udruge i Komoru. Svrha<br />

tog organiziranja bila je i ostala zaπtita i promicanje<br />

interesa obrtniπtva.<br />

S tim je ciljem <strong>Hrvatska</strong> obrtniËka <strong>komora</strong><br />

osnovana 1852. godine i svoju tradiciju promocije<br />

zaπtite obrtnika ima i danas, nakon viπe od 150<br />

godina svoje burne proπlosti. U Hrvatsku obrtniËku<br />

komoru uËlanjeno je oko 100.000 obrtnika koji<br />

su organizirani u udruæenja obrtnika, podruËne<br />

obrtniËke komore i strukovne organizacije, kroz koje<br />

provode svoje aktivnosti, ostvaruju ciljeve i interese.<br />

Aktivnosti se utvrappleuju godiπnjim planovima na temelju stanja u hrvatskom gospodarstvu<br />

i politike razvoja hrvatskog obrtniπtva. Tu osobito treba istaknuti obrazovanje<br />

uËenika kroz dvojni sustav πkolovanja i njihovo naukovanje obrta u licenciranim<br />

radionicama. <strong>Hrvatska</strong> mora brzo smanjivati zaostajanje za razvijenom Europom,<br />

a jedan od naËina je kvalitetno strukovno πkolovanje mladih.<br />

U zaπtiti i promicanju interesa obrtnika, <strong>Hrvatska</strong> obrtniËka <strong>komora</strong> kontinuirano<br />

suraappleuje s Hrvatskim Saborom i Vladom Republike Hrvatske u donoπenju propisa<br />

i kreiranju mjera gospodarske politike. Kao partneri Hrvatskog sabora i Vlade cilj nam<br />

je stvoriti uvjete za bræi razvoj obrtniπtva i gospodarstva u cjelini, πto smo proteklih<br />

godina veÊim dijelom i uspjeli.<br />

Obrtnici su svjesni da je jedino dugoroËno rjeπenje za Hrvatsku, prihvatiti meappleunarodne<br />

standarde i træiπne kriterije, kako bi naπi proizvodi i usluge bili prisutni na<br />

meappleunarodnom træiπtu. Zbog toga potiËemo i organiziramo nastupe hrvatskih obrtnika<br />

na meappleunarodnim sajmovima. Na taj naËin sve viπe razvijamo funkciju Hrvatske<br />

obrtniËke komore za uspostavu poslovnih odnosa, u svrhu povezivanja naπih obrtnika<br />

s poduzetnicima u svijetu.<br />

ADDRESS BY THE PRESIDENT<br />

Dear Reader,<br />

Croatian trades have a centuries old tradition of organizing into<br />

guilds, associations and the Chamber. The purpose of these organizations<br />

was, and has remained, the protection and promotion of<br />

tradesmen’s interests.<br />

It is with this aim that the Croatian Chamber of Trades and Crafts<br />

was founded in 1852, and even today, after more than 150 years<br />

of turbulent history, it continues to preserve the tradition of protecting<br />

and promoting tradesmen. The Croatian Chamber of Trades<br />

and Crafts has about 100,000 members, organized into<br />

tradesmen associations, county chambers and vocational organizations,<br />

through which they conduct their activities, and promote<br />

their goals and interests.<br />

Activities are defined in annual plans based on the prevailing situation<br />

in the Croatian economy and trades development policies.<br />

In this respect, special attention should be paid to the dual system<br />

of education and apprenticeship in licensed workshops. Croatia<br />

needs to stop lagging behind other developed European countries<br />

as soon as possible, and one of the ways to do this is to provide<br />

high quality vocational education to the youth.<br />

In protecting and promoting tradesmen’s interests, the Croatian<br />

Chamber of Trades and Crafts continually co-operates with the<br />

Croatian Parliament and the Government of the Republic of Croatia<br />

in passing regulations and creating economic policies. As<br />

partners of the Croatian Parliament and the Government of the<br />

Republic of Croatia, it is our goal to create the prerequisites for a<br />

more rapid development of trades and of the Croatian economy<br />

in general, which we have been able to realize to a great extent in<br />

the previous years.<br />

Tradesmen are aware that the only long-term solution for Croatia<br />

is to accept international standards and market criteria, in order to<br />

place our products and services on international markets. For this<br />

reason, we support the participation of Croatian tradesmen at<br />

international trade fairs. Thus, we are increasingly developing the<br />

activities of the Croatian Chamber of Trades and Crafts which<br />

focus on establishing business relationships geared towards connecting<br />

Croatian tradesmen and entrepreneurs abroad.<br />

The following pages provide information on the activities of the<br />

Croatian Chamber of Trades and Crafts, its structure, existing state<br />

of tradesmanship, which will hopefully make your communication<br />

with us easier.

DJELATNOSTI<br />

Obrt je samostalno i trajno obavljanje dopuπtenih gospodarskih<br />

djelatnosti fiziËkih osoba sa svrhom postizanja dobiti koja se ostvaruje<br />

proizvodnjom, prometom ili pruæanjem usluga na træiπtu (definirano<br />

prema Zakonu o obrtu).<br />

Iznimno, obrtom se moæe baviti i trgovaËko druπtvo, koje obavlja<br />

jednu od spomenutih djelatnosti, ali pod uvjetom ako to ne Ëini<br />

na industrijski naËin.<br />

Obrti se dijele na tri vrste :<br />

1. Slobodni obrti - za njihovo obavljanje<br />

ne traæi se struËna osposobljenost ni majstorski ispit<br />

2. Vezani obrti - za njihovo obavljanje potrebna je<br />

struËna osposobljenost ili majstorski ispit<br />

3. Povlaπteni obrti - smiju se obavljati samo<br />

na temelju povlastice koju izdaje nadleæno ministarstvo


ON TRADES AND TRADE<br />

ACTIVITIES<br />

A trade is an independent and continuous performance<br />

of approved economic activities by natural persons with<br />

the aim of achieving profit through production, turnover<br />

or providing services on the market (definition according<br />

to the Trades Act).<br />

As an exception, a corporation that performs one of the<br />

said activities can be involved in a trade, albeit under the<br />

condition that this does not involve any kind of industrial<br />

activity.<br />

There are three kinds of trades:<br />

1. Free trades - no vocational qualification<br />

or master’s exam is required<br />

2. Associated trades - vocational qualification<br />

or a master’s exam is required<br />

3. Privileged trades - can be performed only on<br />

the basis of a privilege issued by the Ministry<br />

in charge

ON THE CROATIAN CHAMBER<br />

OF TRADES AND CRAFTS<br />

July 1st, 1994 was the date of the Refounding<br />

Assembly of the Croatian Chamber of Trades and<br />

Crafts. The headquarters of the Croatian Chamber<br />

of Trades and Crafts are in Zagreb, Ilica 49, in<br />

the building of the Headquarters of Croatian<br />

Tradesmen, which was built by Croatian tradesmen<br />

in 1939.<br />

- The Croatian Chamber of Trades and Crafts is an<br />

independent professional business organization of<br />

tradesmen, founded with the aim of promoting,<br />

coordinating and representing the joint interests<br />

of tradesmanship.<br />

- The Croatian Chamber of Trades and Crafts represents<br />

tradesmen before the state and other authorities<br />

in Croatia and abroad.<br />

- The Croatian Chamber of Trades and Crafts is a<br />

legal entity.<br />

- The Croatian Chamber of Trades and Crafts has<br />

public authorities.<br />

- The members of the Croatian Chamber of Trades<br />

and Crafts are tradesman who perform a trade on<br />

the territory of the Republic of Croatia.<br />

- Membership in the Croatian Chamber of Trades<br />

TASKS<br />

The tasks of the Croatian Chamber of<br />

Trades and Crafts are the following: promoting<br />

trades and tradesmanship, representing<br />

tradesmen’s interests before state<br />

authorities and in the forming of economic<br />

policies, providing state authorities with<br />

opinions and suggestions when passing<br />

regulations concerning trades, founding<br />

commissions for apprentice and master’s<br />

exams, tradesmen’s activities, founding of<br />

the arbitration council, keeping a register of<br />

tradesmen, keeping a register of apprenticeship<br />

contracts, assisting tradesmen in<br />

establishing and operating a trade, performance<br />

of other tasks stipulated by the<br />

law and legislative documents of the<br />

Croatian Chamber of Trades and Crafts.<br />

The Assembly is the highest body of the<br />

Chamber, and it consists of the Chamber’s<br />

members. The Assembly passes the<br />

Statute of the Chamber, the annual budget<br />

and other legislative documents. The<br />

Assembly also appoints and dismisses the<br />

President of the Chamber, the Steering<br />

Committee, the Supervisory Committee<br />

and other working bodies of the<br />

Assembly. The representatives for the<br />

Assembly are chosen by the County<br />

Chambers in accordance with the principle<br />

of quantitative, vocational and territorial<br />

representation of the members.<br />

cannot be a member of both the Steering<br />

and Supervisory Committee at the same<br />

time.<br />

PRESIDENT<br />

The President is appointed and dismissed<br />

by the Assembly. He is chosen among the<br />

Chamber’s members. The President chairs<br />

the sessions of the Assembly and the<br />

Steering Committee. He represents the<br />

Croatian Chamber of Trades and Crafts<br />

before the Croatian Parliament, the<br />

Government of the Republic of Croatia,<br />

and other authorities, chambers, organizations<br />

and institutions in Croatia and<br />

abroad.

The Steering Committee establishes permanent<br />

boards with the aim of supporting the<br />

professional work of the Chamber. The<br />

boards discuss proposals and incentives for<br />

trade and SME development. The boards<br />

consist of a president, vice-president and five<br />

respective branches of the economy,<br />

tradesmen organize into sections and<br />

guilds — professional organizations at<br />

the level of tradesmen associations,<br />

county chambers and at the national<br />

level of the Croatian Chamber of Trades<br />

and Crafts. Forms of professional<br />

activity in tradesmen associations,<br />

county chambers and the Croatian<br />

Chamber of Trades and Crafts are the<br />

The guilds of the Croatian Chamber of<br />

Trades and Crafts coordinate the activities of<br />

the respective guilds at the level of county<br />

chambers with the aim of solving or introducing<br />

specific issues of common interest at<br />

the Chamber level. The decision on founding<br />

a new guild at the level of the national<br />

Chamber is approved by the Assembly, at<br />

the proposal of the Steering Committee. The<br />

task of the guilds of the Croatian Chamber of<br />

Trades and Crafts is promoting and improving<br />

the activities, and coordinating and representing<br />

the interests of Chamber members<br />

who work in the same line of trade. The<br />

guilds of the Croatian Chamber of Trades<br />

and Crafts appoint a president, vice-president<br />

and five members. All conclusions, objections,<br />

opinions, proposals and other decisions<br />

of the guilds at the national level are<br />

submitted to the president of the Chamber<br />

and the Steering Committee for further<br />

action.

S INOZEMSTVOM<br />

Odjel za gospodarski sustav i odnose s inozemstvom<br />

analizira i predlaæe mjere gospodarske politike,<br />

razmatra njihov utjecaj na razvoj obrtniπtva,<br />

poglavito na mjere porezne, kreditne, investicijske<br />

i vanjsko-trgovinske politike. Suraappleuje s dræavnim<br />

International Relations analyses and proposes<br />

economic policy measures; it considers their<br />

authorities and institutions, non-government<br />

organizations, financial sector, and chambers and<br />

associations abroad with the aim of establishing<br />

business contacts between tradesmen and small<br />

businesses. It establishes contacts with foreign<br />

embassies, and representative offices of foreign<br />

companies; it encourages business cooperation<br />

between tradesmen and entrepreneurs in Croatia<br />

and abroad.<br />

It follows and participates in the activities concerning<br />

Croatia’s approach toward European integrations.<br />

It conducts activities with the aim of promoting<br />

the products and services of its members, especially<br />

in view of organizing tradesmen’s participation<br />

at local and international trade fairs.<br />

The Croatian Chamber of Trades and Crafts pays great attention<br />

INTERNATIONAL COOPERATION<br />

The Croatian Chamber of Trades and Crafts cooperates with<br />

chambers, associations and similar organizations abroad, and it<br />

participates in bi-and multilateral incentives.<br />

Pursuing the aim of establishing business connections, it initiates<br />

and organizes business meetings between Croatian tradesmen<br />

and entrepreneurs and tradesmen and entrepreneurs<br />

from other countries. It also organizes presentations and business<br />

exchanges between local and international partners.<br />

Since 1995, the Croatian Chamber of Trades and Crafts has<br />

been an associate member of the European Association of<br />

Trades, Small and Medium-Sized Enterprises (UEAPME), situated<br />

in Brussels, where it follows the activities of boards concerned<br />

with tradesmanship and entrepreneurship in Europe.<br />

With the aim of ensuring mutual cooperation and the best<br />

possible promotion for Croatian tradesmanship, the Croatian<br />

Chamber of Trades and Crafts has signed cooperation agreements<br />

with the Chamber of Trades for Munich and Upper<br />

Bavaria, the Slovenian Trades Assembly, The Trades Association<br />

of Vicenza (Italy), the Union of Italian Fisherman’s<br />

Associations and with the Economic Chamber of Serbia and<br />

Montenegro.<br />

ODJEL ZA PRAVNE POSLOVE<br />

Pravna sluæba zaduæena je za zastupanje<br />

interesa obrtnika pred dræavnim tijelima u<br />

oblikovanju gospodarskog sustava.<br />

<strong>Hrvatska</strong> obrtniËka <strong>komora</strong> pravna je osoba<br />

javnog prava koju zakon odreappleuje “kao samostalnu,<br />

struËno poslovnu organizaciju obrtnika pred<br />

dræavnim i drugim tijelima u zemlji i inozemstvu.”<br />

Tu, zakonom utvrappleenu zadaÊu, <strong>Hrvatska</strong><br />

obrtniËka <strong>komora</strong> obavlja kod donoπenja propisa<br />

davanjem miπljenja i prijedloga dræavnim tijelima,<br />

podnoπenjem inicijativa za donoπenje zakona te<br />

za izmjene i dopune postojeÊih zakona te kod<br />

provedbe zakona davanjem prijedloga za pojaπnjenje<br />

zakona. Ta zadaÊa <strong>HOK</strong>-a ukljuËuje i provedbu<br />

zakonom povjerenih javnih ovlasti (organizacija<br />

i provedba pomoÊniËkih ispita i ispita o struËnoj<br />

osposobljenosti i majstorskih ispita, te ispita o<br />

struËnoj osposobljenosti za obavljanje djelatnosti<br />

javnog cestovnog prijevoza. Provodi i postupak<br />

pred sudom Ëasti o povredama dobrih obiËaja u<br />

LEGAL AFFAIRS DEPARTMENT<br />

The legal affairs department represents tradesmen’s<br />

interests before state authorities in the<br />

process of forming the economic system.<br />

The Croatian Chamber of Trades and Crafts is a<br />

legal entity, defined by law as “an independent<br />

professional business organization of tradesmen<br />

representing their interests before state and<br />

other authorities in Croatia and abroad”.<br />

The Chamber performs this legally stipulated<br />

task in the process of passing legislation by submitting<br />

opinions and proposals to state authorities,<br />

by initiating new regulations, i.e. amendments<br />

to existing regulations, and by submitting<br />

proposals for the interpretation of laws that are<br />

already being implemented. This task also<br />

includes some public authorities that have been<br />

entrusted to the Chamber, such as the organization<br />

and conducting of apprentice exams, vocational<br />

qualification exams and master’s exams,<br />

and the exams for professional qualification for<br />

working in public road transportation. It also<br />

conducts the proceedings of the Court of Honor<br />

on the violation of fair business practices, nonperformance<br />

of members’ duties, the violation of<br />

the Statute and other by-laws of the Chamber.<br />

These tasks are performed through the active<br />

participation of the Chamber’s representatives in<br />

the process of drafting regulations, participating<br />

at the sessions of boards and commissions of the<br />

Croatian Parliament, the Government of the<br />

Republic of Croatia and competent ministries,<br />

through organizing working meetings with representatives<br />

of state authorities, and through<br />

daily contacts with representatives of government<br />

U okviru Zakonom o obrtu utvrappleenih zadaÊa<br />

<strong>Hrvatska</strong> obrtniËka <strong>komora</strong> skrbi o obrazovanju<br />

svojih kadrova i to naroËito: provoappleenjem redovitog<br />

obrazovanja na srednjoπkolskoj razini i daljnjeg<br />

usavrπavanja obrtnika i potencijalnih obrtnika u<br />

okviru cjeloæivotne izobrazbe. Odjel za obrazovanje<br />

ekipiran je tako, da moæe osigurati pruæanje<br />

obrazovnih usluga na cijelom podruËju Hrvatske.<br />

U suradnji s obrtniËkim πkolama i nadleænim<br />

ministarstvima u oblasti strukovne izobrazbe<br />

Odjel provodi zakonom i podzakonskim aktima<br />

propisane mu aktivnosti. U realizaciji redovnog<br />

πkolskog programa skrbi o dvojnom i jedinstvenom<br />

sustavu izobrazbe kroz licenciranje obrta,<br />

razmatranje elemenata i kriterija za upis uËenika,<br />

prijedlog, usklaappleivanje i definiranje konaËnog plana<br />

upisa uËenika u programe obrtniËkih zanimanja.<br />

Skrbi takoappleer o izvoappleenju praktiËnog dijela naukovanja<br />

i provodi pomoËniËke ispite. Osim toga,<br />

provodi niz promidæbenih aktivnosti za upis<br />

uËenika naroËito u deficitarna zanimanja.<br />

U okviru daljnjeg obrazovanja za potrebe<br />

obrtniπtva <strong>Hrvatska</strong> obrtniËka <strong>komora</strong> organizira<br />

i provodi majstorske ispite, u okviru Ëega imenuje<br />

ispitne komisije, obavlja uvid u provoappleenje ispita<br />

i izdaje majstorske diplome. Majstorsko zvanje<br />

uvjet je za osnutak vlastitog obrta i njegovo<br />

samostalno voappleenje. Za obrte manje sloæenosti<br />

propisan je ispit o struËnoj osposobljenosti koji<br />

se takoappleer realizira u Hrvatskoj obrtniËkoj komori.<br />

Zakonom o obrtu propisana je i moguÊnost<br />

prekvalifikacije u srodna obrtniËka zanimanja.<br />

Odjel za obrazovanje odnosno njegove podruËne<br />

ispostave osim ovih poslova organiziraju i teËajeve<br />

iz radne pedagogije za majstore — struËne uËitelje<br />

koji imaju priznati majstorski status te u okviru<br />

biblioteke “Majstor” osigurava potrebne udæbenike<br />

i priruËnike za πto kvalitetnije provoappleenje<br />

obrazovanje svojih kadrova.<br />

EDUCATION DEPARTMENT<br />

Within the tasks stipulated by the Law on Trades<br />

and Crafts, The Croatian Chamber of Trades and<br />

Crafts pays special attention to the education of its<br />

human resources, particularly by conducting regular<br />

education on the secondary school level and retraining<br />

and upgrading of tradesmen and potential<br />

tradesmen in the form of lifelong education.<br />

Department of education is organized into teams<br />

so that it can provide educational services on the<br />

whole territory of Croatia.<br />

In cooperation with vocational schools and<br />

Ministries competent for vocational training, the<br />

Department is organizing activities specified by<br />

laws and regulations which define its scope of<br />

work. Within regular school curriculum it organizes<br />

twofold and unique education system by licensing<br />

crafts, reviewing elements and criteria for students’<br />

admission, proposes, harmonizes and<br />

defines the final plan for enrolment of students in<br />

programs for craft vocations. The Department is<br />

also involved in performance of practical part of<br />

apprenticeship and conducts apprenticeship exams.<br />

Moreover, it organizes a number of promotional<br />

activities for the enrolment of students, especially<br />

in vocations which are in short supply.<br />

Within further education for the needs of tradesmanship,<br />

the Croatian Chamber of Trades and<br />

Crafts organizes and conducts master craftsman’s<br />

exams. It names the members of the exam boards,<br />

supervises the exam procedure and issues master<br />

craftsman’s diplomas. Being a master craftsman is<br />

the prerequisite for founding a trade and its independent<br />

management. For less complex crafts an<br />

exam is prescribed about the vocational competence,<br />

which is also conducted within the Croatian<br />

Chamber of Trades and Crafts.<br />

The Law on Trades and Crafts also provides for a<br />

possibility of re-training for similar crafts. In addition<br />

to the above-mentioned activities, the education<br />

department, or more specifically its regional<br />

branches, organize courses in work didactics for<br />

master craftsmen ‡ vocational teachers who<br />

acknowledge the status of master craftsman. It also<br />

provides the necessary textbooks and manuals<br />

within its “Master” edition with the aim to enable<br />

high quality education of all vocations.<br />

The task of the Information System Department is<br />

the computerization of the Chamber system, especially<br />

of the Chamber office, and the prescribing of<br />

standards for electronic data processing for the<br />

departments of the Chamber office. This Department<br />

also organizes cooperation with other natural<br />

persons and legal entities in the field of information<br />

technology. It has advisory and operative functions in<br />

introducing information technology to the County<br />

Chambers and Tradesmen Associations, and in planning,<br />

developing and maintaining software solutions<br />

for the needs of the Chamber office. It also conducts<br />

training courses for the staff of the Chamber, and<br />

develops and connects the databases of the Chamber<br />

with different databases in Croatia and abroad. It<br />

cooperates with competent state authorities, institutions<br />

and associations with the aim of exchanging<br />

experience and solving issues in its field of competence.<br />

ORGANIZATION OF GUILDS<br />

Along with developing the Croatian Chamber of<br />

Trades and Crafts, there are activities that promote<br />

and improve the organization of tradesmen<br />

in guilds and sections at both the national and<br />

County Chamber level.<br />

The Department for the Organization of Guilds<br />

supports the organization and activity of individual<br />

guilds, which are organized in County<br />

Chambers. It also follows and analyses the implementation<br />

of regulations that have an impact on<br />

the activity of guilds, and it initiates amendments<br />

and improvements to these regulations.<br />

The Department and respective guilds invest<br />

efforts into developing fair business conduct and<br />

business ethics, and they organize professional<br />

conferences.<br />

Special tasks are performed in the field of further<br />

vocational training by organizing seminars and<br />

lectures, and especially by participating in the<br />

process of structuring a vocational training system<br />

adjusted to the needs of the respective<br />

guilds.<br />

The Department cooperates with state authorities,<br />

and other organizations and institutions in<br />

Croatia and similar organizations abroad, with the<br />

aim of exchanging experiences, defining proposals<br />

and acting jointly to address the specific issues<br />

of guilds, i.e. implementing projects of mutual<br />

interest.<br />

COURT OF HONOR OF THE <strong>HOK</strong><br />

The Croatian Chamber of Trades and Crafts<br />

established a Court of Honor that conducts proceedings<br />

on the violation of fair business practices<br />

in the performance of trades, non-performance<br />

of members’ duties, violations of the Statute<br />

and other by-laws of the Croatian Chamber of<br />

Trades and Crafts. Judges of the Court of Honor<br />

are honorary judges.<br />

The Court of Honor consists of the following:<br />

Presiding Committee, President, Vice-president,<br />

50 judges of the trial chamber, 20 judges of the<br />

chamber of appeals and the Secretary of the<br />

KOMORE<br />

Rad Komore je javan, a javnost svih aktivnosti i transparentnost<br />

poruka ostvaruje se prije svega kvalitetnom<br />

i kontinuiranom suradnjom s medijima koju koordinira<br />

Odjel za odnose s javnoπÊu, informiranje i izdavaπtvo, u<br />

okviru kojeg djeluje i redakcija glasila <strong>HOK</strong>-a "ObrtniËke<br />

novine". Predstavljanje rada Komore obavlja se i putem<br />

Internet stranica <strong>HOK</strong>-a. Komora poklanja punu pozornost<br />

pravodobnom informiranju svog Ëlanstva, medija i<br />

πire javnosti o svim svojim aktivnostima.<br />

Upravo zbog svoje vaæne uloge, kao posrednika i zastupnika<br />

interesa svih obrtnika pred dræavnim i drugim<br />

institucijama, te pred najπirom javnosti, kao i znaËaja promicanja<br />

interesa obrtniπtva i aktivnosti koje su usmjerene<br />

prema stvaranju poticajnijeg okruæenja za obrtniπtvo,<br />

<strong>Hrvatska</strong> obrtniËka <strong>komora</strong> ustrojila je zasebni Odjel za<br />

odnose s javnoπÊu, informiranje i izdavaËku djelatnost.<br />

Komora s punom pozornoπÊu njeguje odnose s medijma:<br />

tiskom, radijom i televizijom. Redovito izvjeπÊuje redakcije<br />

o svim svojim planiranim i ostvarenim aktivnostima.<br />

To Ëini svakodnevnim kontaktima s novinarima, odgovarajuÊi<br />

na njihove upite, zatim pozivajuÊi novinare na sjednice<br />

Skupπtine <strong>HOK</strong>-a, sjednice Odbora i Cehova, velike<br />

obrtniËke skupove kao πto su susreti i savjetovanja, te<br />

natjecanja. O svim vaænim pitanjima za hrvatsko obrtniπtvo<br />

<strong>HOK</strong> obavjeπÊuje javnost putem konferencija za<br />

novinare, pisanih objava za medije, te intervjua u medijima.<br />

<strong>HOK</strong> takoappleer vodi novinare na studijska putovanja<br />

u svrhu upoznavanja obrtniËkih dostignuÊa i rezultata.<br />

News of all activities and public notices<br />

are available to the public primarily through<br />

good, continuing cooperation with the media,<br />

which is coordinated by the Department<br />

Since the Chamber has the important role<br />

of being a promoter and advocate of the<br />

interests of all tradesmen and craftsmen in<br />

front of state and other institutions and in<br />

front of the general public; and since it is<br />

promoting the interests of trades and their<br />

activities, with the aim of creating a better<br />

business environment for the tradesmen,<br />

the Croatian Chamber of Trades and Crafts<br />

has instituted a special Department for<br />

Public Relations, Information and Publishing.<br />

The Chamber pays special attention<br />

to cooperation with the following media:<br />

press, radio and television. It regularly provides<br />

their editorial staff with information<br />

about its plans and activities. This is done<br />

through daily contacts with journalists,<br />

answering their questions and inviting<br />

them to <strong>HOK</strong> Assembly meetings, meetings<br />

of various committees and guilds,<br />

tradesmen’s conventions, symposiums and<br />

competitions. <strong>HOK</strong> informs the public<br />

about all important issues concerning the<br />

trades in Croatia by organizing press conferences,<br />

issuing statements for the press<br />

and giving interviews in the media. <strong>HOK</strong><br />

also takes journalists on tours in order to<br />

acquaint them with tradesmen’s achievements<br />

“OBRTNI»KE NOVINE - GLASILO<br />

<strong>HOK</strong>-a<br />

Radi πto boljeg informiranja obrtnika, ali<br />

i πire javnosti, <strong>Hrvatska</strong> obrtniËka <strong>komora</strong><br />

je 2000. godine pokrenula projekt izdavanja<br />

glasila pod nazivom "ObrtniËke novine",<br />

kao nastavak projekta komorskog glasila<br />

"Infohok". "ObrtniËke novine" su mjeseËnik<br />

naklade od pribliæno 100.000 primjeraka,<br />

koji se besplatno dostavlja svim registriranim<br />

obrtnicima u Hrvatskoj, te na<br />

oko 3.500 adresa dræavnih, financijskih i<br />

strukovnih institucija, te veleposlanstava.<br />

List izlazi na 32 stranice, na kojima se<br />

donose najnovije vijesti i obraappleuju aktualne<br />

teme iz obrtniπtva, malog i srednjeg<br />

poduzetniπtva. Poseban naglasak stavlja se<br />

na slijedeÊe teme: strukovno obrazovanje,<br />

sajmovi, financije, meappleunarodni odnosi,<br />

rad cehova te zakonski propisi vezani za<br />

obrtniπtvo.<br />

S obzirom da u komorskom sustavu<br />

djeluje i 20 podruËnih obrtniËkih <strong>komora</strong><br />

po æupanijama, njihove su aktivnosti<br />

takoappleer zastupljene na stranicama<br />

TRADES AND CRAFTS JOURNAL<br />

- <strong>HOK</strong> PERIODICAL<br />

In order to efficiently bring information to tradesmen and<br />

the public in general, the Croatian Chamber of Trades and<br />

Crafts initiated the project of publishing a newsletter called<br />

Trades and Crafts Journal in 2000. This was a continuation<br />

of the project Infohok, which was <strong>HOK</strong> newsletter until<br />

then. Trades and Crafts Journal is a monthly periodical with<br />

a circulation of approximately 100 000 copies. It is delivered<br />

free of charge to all registered tradesmen in Croatia, and<br />

to around 3500 addresses of state, financial and vocational<br />

institutions, as well as embassies. The newletter is published<br />

on 32 pages, which bring the latest news and look into current<br />

topics concerning tradesmanship and small and medium<br />

sized enterprise. It gives special attention to the following<br />

topics: vocational education, trade fairs, finances, international<br />

relations, guilds’ activities, and legal regulations concerning<br />

the tradesmen.<br />

Since there are 20 county chambers of trades and crafts,<br />

their activities are also represented on the pages of Trades<br />

and Crafts Journal.<br />

INTERNET<br />

Aware of the power and importance of the Internet,<br />

Croatian Chamber of Trades and Crafts created its web site<br />

years ago, with the aim of providing information to domestic<br />

and foreign general public about the Chamber itself,<br />

trades and crafts in Croatia and about business connections<br />

with all those interested in Croatian tradesmanship. <strong>HOK</strong><br />

web site is a quick and excellent way of communicating not<br />

only with Croatian Chamber of Trades and Crafts but also<br />

with regional county chambers and tradesmen’s associations.<br />

To the Croatian tradesmen it is an opportunity for promotion<br />

within organized <strong>HOK</strong> activities.<br />

TRADESMEN BUSINESS CARD<br />

The Tradesmen Business Card Project was launched<br />

in spring 2003, after the Agreement on Long-Term<br />

Business Coope-ration was signed between the food<br />

company Agrokor and the Croatian Chamber of<br />

Trades and Crafts, as well as the Agree-ment on<br />

Services for Owners of Tradesmen Business Card<br />

between Konzum and the Croatian Chamber of<br />

Trades and Crafts. Agreements were also signed<br />

with numerous service providers, which entitle the<br />

owners of the Tradesmen Business Card to certain<br />

privileges when purchasing goods or services (discounts,<br />

rebates, extention of time for payment, free<br />

delivery etc.) at couple of hundreds sales points in<br />

whole Croatia.<br />

ili koriπtenjem usluga ( popusti, rabati,<br />

odgoda plaÊanja, moguÊnost dostave<br />

i sl.). na nekoliko stotina prodajnih<br />

mjesta πirom Hrvatske.

NEKAD...<br />

Cehovi u juænoj Hrvatskoj naslanjaju se na tradiciju obrtniπtva joπ iz rimskih vremena,<br />

a obrtnici sjeverne Hrvatske, stvarajuÊi prvo obrtniËke bratovπtine, a poslije cehove, pokazuju<br />

pripadnost srednjoeuropskom podruËju. Godine 1447. ZagrebaËka gradska uprava dala je<br />

krojaËima Gradeca prve povlastice. Godine 1466. hrvatsko-ugarski kralj Matijaπ Korvin daje<br />

cehovske povlastice obrtnicima slobodnog i kraljevskog Grada Zagreba. »etiri stoljeÊa poslije,<br />

godine 1852. osnivaju se TRGOVA»KO-OBRTNI»KE KOMORE u Zagrebu, Rijeci i Osijeku.<br />

One su Ëinile bitnu sastavnicu druπtvenoga æivota, a njezino Ëlanstvo sudjeluje u mnogim<br />

gospodarsko - politiËkim sadræajima toga vremena.<br />

Obrtnim zakonom iz 1872. ukidaju se cehovi u Hrvatskoj, zbog Ëega je zagrebaËka Obrtna<br />

<strong>komora</strong> 1879. godine sazvala sve obrtniËku Skupπtinu. Bio je to prvi nacionalni susret obrtnika,<br />

meappleu kojima je ostvaren prisan poslovni i interesni kontakt. 1906. u Zagrebu se inicira<br />

SveobrtniËki Sabor, na kojem je odluËeno o da se osnuje Savez udruæenja hrvatskih obrtnika,<br />

a veÊ godinu poslije 1907. odræana je i osnivaËka skupπtina.<br />

Nakon I. svjetskog rata i ujedinjenja u Dræavu Srba, Hrvata, i<br />

Slovenaca, djelovanje srpskog “Zakona o radnjama” trebalo se proπiriti<br />

i na Hrvatsku, Ëemu se Savez udruæenja hrvatskih obrtnika odluËno<br />

i organizirano odupirao. Odgovor Beograda bio je oËekivan - ako se<br />

ne prihvaÊa srpski zakon, tada neÊe uopÊe biti Zakona o obrtu.<br />

Ipak zakon je ugledao svjetlo godine 1932. i njime se, uglavnom,<br />

udovoljilo zahtjevima hrvatskih obrtnika.<br />

Djelovanje hrvatskih obrtnika do Drugog svjetskog rata bilo je<br />

vrlo plodonosno. Sagradili su Obrtni dom, TrgovaËko-obrtni muzej,<br />

Kraljevsku zemaljsku obrtnu πkolu, osnivali kulturna druπtva, a djelovalo<br />

je i niz socijalno-humanitarnih i kreditnih organizacija, meappleu<br />

kojima, svakako, posebno mjesto zauzima Hrvatski radiπa, koji je<br />

osnovan 1903. godine.<br />

Temeljem ugovora iz svibnja 1937. Savez hrvatskih obrtnika i<br />

Zanatska <strong>komora</strong> ustanovili su ravnopravnu imovinsku zajednicu<br />

s udjelom u vlasniπtvu pola-pola, sagradivπi veliËanstvenu graappleevinu -<br />

Maticu hrvatskih obrtnika “Sebi na Ëast, svom narodu na slavu”,<br />

kako to lijepo i danas piπe na spomen-obiljeæju Matice.<br />

Nakon II. svjetskog rata, na osnovi rjeπenja Ministarstva unutraπnjih poslova NR Hrvatske<br />

od 1947. godine, zabranjen je rad Savezu udruæenja hrvatskih obrtnika, a cjelokupna imovina je<br />

sekvestrirana. Rjeπenjem istog Ministarstva, godinu dana poslije, imovina Saveza postaje<br />

“opÊenarodna imovina”, a prostor u Ilici 49, dodjeljuje se na koriπtenje Privrednoj komori<br />

NR Hrvatske, to jest Privrednoj komori Grada Zagreba. Time je poËelo desetljetno zatiranje<br />

hrvatskog obrtniπtva. Godine 1949. donijet je OpÊi zakon o zanatstvu, koji je ojaËao druπtveni<br />

sektor zanatstva, na raËun privatnih obrtniËkih radionica. Prema odredbama tog Zakona,<br />

zanatlije obrtnici udruæuju se u Zanatske komore u kojima glavnu rijeË vode predstavnici<br />

druπtvenog sektora. Zanatske komore kod nas djeluju sve do 1962. kada su ukinute Zakonom<br />

o privrednim <strong>komora</strong>ma. Privatni obrtnici dolaze na margine gospodarskoga æivota, a sve viπe<br />

povlastica dobiva druπtveni sektor obrtniπtva kao temeljni nositelj “male privrede”.

IN THE PAST...<br />

The guilds in the south of Croatia have a tradition of craftsmanship that dates back to Roman times,<br />

while the craftsmen in the north of Croatia, whose first forms of organizations were brotherhoods, and<br />

then guilds, belong to the Central European tradition. In 1447, the city government of Zagreb awarded<br />

its first privileges to the tailors of Gradec. In 1466, the Croatian-Hungarian king Matthew Corvinus<br />

awarded guild privileges to the craftsmen of the independent royal city of Zagreb. Four centuries later,<br />

in 1852, the Chambers of Trades and Commerce were founded in Zagreb, Rijeka and Osijek.<br />

They were an important component of social life, and their members were active participants in<br />

numerous economic and political events of the time.<br />

The Trades Act of 1872 abolished guilds in Croatia,<br />

which prompted the Zagreb Chamber of Trades to<br />

convene a General Assembly of Craftsmen. This was<br />

the first national assembly of Craftsmen, and it contributed<br />

to establishing close business contacts among<br />

them. In 1906, a tradesmen’s Congress was organized<br />

in Zagreb, and one of the results of this Congress was<br />

to found the Union of Croatian Tradesmen<br />

Associations. A constituent assembly of this Union<br />

took place only a year later in 1907.<br />

After World War I and the unification of the State of<br />

Serbs, Croats and Slovenes, there were plans to spread<br />

the jurisdiction of the Serbian “Workshop Act” to<br />

Croatian tradesmen as well, but these plans were disrupted<br />

by strong organized resistance from the Union<br />

of Croatian Craftsmen Associations. The response<br />

from Belgrade was as expected - if Serbian law would<br />

not be accepted, then there would be no Trades Act at all. However, a Trades Act was passed in 1932,<br />

and it took into account most of the requirements stated by Croatian tradesmen.<br />

The activities of Croatian tradesmen before World War II were many and fruitful. They built the Trades<br />

Court, the Trades and Crafts Museum, the Royal Secondary School of Trades; they founded cultural<br />

societies, and a series of social-humanitarian and credit institutions, and among others, one important<br />

association called “Hrvatski radiπa”, founded in 1903.<br />

On the basis of an agreement signed in May of 1937, the Union of Croatian Craftsmen and the<br />

Chamber of Crafts formed a sort of joint-venture by building a magnificent building, over which they<br />

shared equal property rights: the Headquarters of Croatian Trades, built “To our honor, and for the<br />

glory of our people” - the inscription that is preserved on the building to this day.

Bez svoje temeljne organizacije, poËetkom πezdesetih godina privatni obrtnici poËinju se<br />

organizirati kroz klubove i udruæenja graappleana ne bi li se odræali. Do 1974. godine osnovana<br />

su u opÊinama 64 udruæenja.<br />

Godine 1980. obrtnici Hrvatske kao svoju zajedniËku organizaciju osnivaju Savez udruæenja<br />

hrvatskih obrtnika. Glavnina poslova u Savezu se obavljala volonterski, a sluæba je radila u<br />

iznajmljenim prostorima, uz potporu Ëlanstva. Udruæenja postaju mjesto u kojima se definiraju<br />

zahtjevi obrtniπtva prema Saboru, Vladi i ministarstvima, no obrtniËki utjecaj je i dalje gotovo<br />

nikakav. U prvome redu, zato πto su obrtnici vrlo rijetko pripadali komunistiËkoj partiji.<br />

Od ukupnog broja izaslanika u opÊinskim vijeÊima, broj privatnika-obrtnika iznosio je samo<br />

1,5 do 2 posto.<br />

NajznaËajnije razdoblje Saveza udruæenja hrvatskih obrtnika dolazi nakon ostvarene<br />

samostalnosti Republike Hrvatske. Otvorene su πiroke zakonske moguÊnosti za rad i poduzetniπtvo,<br />

koje su se oËitovale kroz maksimalnu liberalizaciju otvaranja obrtniËkih i drugih<br />

radnji, zapoπljavanja radnika, moguÊnosti obavljanja razliËitih djelatnosti - sve ono πto se<br />

unatrag nekoliko desetljeÊa nije moglo ni zamisliti.<br />

DANAS…<br />

Opravdani viπegodiπnji zahtjevi obrtnika<br />

za promjenama u poreznoj politici, u zakonskim<br />

aktima vezanim za problematiku poslovanja<br />

obrtnika, kao i sustavu strukovnog<br />

obrazovanja za obrtniËka zanimanja,<br />

napokon su naiπli na otvorena vrata. Naime,<br />

nakon parlamentarnih izbora 2000. godine,<br />

osnovano je Ministarstvo za obrt, malo i<br />

Hrvatske obrtniËke komore. Na inicijativu<br />

<strong>HOK</strong>-a izraappleene su Izmjene i dopune<br />

Zakona o obrtu i na temelju tog zakona<br />

doneseno je niz pravilnika; usvojeni su prijedlozi za nuænim izmjenama u strukovnom obrazovanju.<br />

Ministarstvo je, meappleu ostalim, predloæilo izmjene Zakona o porezu na dohodak i porezu<br />

na dobit, u korist obrtnika. Stvoreni su poticajni okviri za razvoj obrtniπtva temeljem novog<br />

Zakona o poticanju razvoja malog gospodarstva, a Programom razvoja malog gospodarstva,<br />

koji proizlazi iz ovog zakona, Ministarstvo je odredilo <strong>HOK</strong> kao jednog od nositelja razvojnih<br />

programa za obrtniπtvo. Ministarstvo za obrt, malo i srednje poduzetniπtvo takoappleer potiËe<br />

oËuvanje starih obrta i razvoj novih tehnologija putem brojnih poticajnih programa i povoljnih<br />

kreditnih linija. ZahvaljujuÊi svim ovim mjerama, zamjetan je porast broja obrta i novih<br />

investicija, kao i poveÊani izlazak obrtnika na strana træiπta.<br />

SUTRA...<br />

<strong>Hrvatska</strong> obrtniËka <strong>komora</strong> tijekom proteklih godina postala je istinski zastupnik obrtnika,<br />

institucija koja promiËe interese obrtniπtva i potiËe razvoj strukovnog πkolovanja. Sukladno<br />

organizacijskim promjenama u druπtvu i zakonodavstvu koje su nuæne kako bi se <strong>Hrvatska</strong><br />

pripremila za skori ulazak u Europsku Uniju, i <strong>Hrvatska</strong> obrtniËka <strong>komora</strong> se transformira u<br />

moderniju i transparentniju instituciju koja Êe obrtnicima pruæati daleko viπe usluga nego<br />

danas.


Following World War II, in 1947, the Ministry of the Interior of the People’s Republic of Croatia forbade the<br />

activity of the Union of Croatian Craftsmen Associations, and their whole property was sequestrated. By the<br />

decision of the same Ministry, a year later the Union’s property was declared “people’s property”, and the<br />

offices in Ilica 49 were assigned to the Chamber of Commerce of the People’s Republic of Croatia, i.e. to the<br />

Chamber of Commerce of the City of Zagreb. Thus began a ten-year period of oppressing<br />

the activities of Croatian craftsmen. In 1949, the General Statute Law on Crafts was<br />

passed, and it strengthened the state-owned sector of trades, while it constrained private<br />

craftsmen’s workshops. According to the provisions of this Law, craftsmen could<br />

join in the Chambers of Crafts, which were headed by the representatives of the state<br />

sector. The Chambers of Crafts were active until 1962, when they were abolished by<br />

the Act on Chambers of Commerce. Private craftsmen were pushed to the margins of<br />

economy, and the state sector of crafts was becoming increasingly privileged, being<br />

proclaimed “the moving force of the small-scale economy”.<br />

In order to survive, private craftsmen began organizing into clubs and citizens’ associations<br />

in the early sixties. Up to 1974, 64 such associations were founded in different<br />

municipalities.<br />

In 1980, Croatian craftsmen founded the Union of Croatian Craftsmen Associations<br />

as their common organization. Most of the Union’s work was done on an honorary<br />

basis, in rented offices, with the support of their members. The associations became a<br />

place where craftsmen could express their demands with respect to Parliament,<br />

Government and Ministries, but they practically had no real influence. This was primarily<br />

due to the fact that craftsmen were rarely members of the Communist Party.<br />

Out of the total number of delegates for municipal councils, the number of private<br />

craftsman was only 1.5 to 2 percent.<br />

The most important period since the existence of the Union of Croatian Craftsmen<br />

Associations came after the Republic of Croatia gained independence. This opened<br />

broad legal possibilities for private entrepreneurs, expressed in very liberal conditions<br />

for opening a craftsman’s workshop and other businesses, liberal employment policies,<br />

possibilities to engage in a number of different activities, etc. - i.e. all the things that<br />

were unimaginable a few decades ago.<br />

In 1992, the Union of Croatian Craftsmen Associations became once again a tenant in<br />

the building of the Headquarters of Croatian Craftsmen, Ilica 49. A very special event<br />

for trades and for professional organizations of tradesmen in the independent Croatian state was the<br />

Refounding Assembly of the Croatian Chamber of Trades and Crafts, which took place on July 1st 1994,<br />

when Croatian tradesmen reestablished their Chamber.<br />

TODAY…<br />

Justified requests of tradesmen for changes in taxation policy in legislation concerning tradesmen’s work, as<br />

well as in legislation concerning vocational education for trades and crafts professions were finally given the<br />

attention they deserved. That is to say following the elections in the year 2000, the Ministry of Trades, Crafts<br />

and SME was instituted, which proved to be a true partner of the Croatian Chamber of Trades and Crafts in<br />

the period that followed. Upon Chamber’s initiative the Trades and Crafts Act was amended, and on the basis<br />

of this Act a number of regulations were passed. Proposals for necessary changes in vocational education were<br />

also adopted. Among other activities, the Ministry proposed amendments to the<br />

Income and Profit Tax Act, which were favourable for tradesmen and craftsmen. A<br />

new Law on Incentive for Small Enterprise Development created an encouraging<br />

framework for further development of trades and crafts together with the Program<br />

for the SME development, which is a direct result of this law. Ministry of Trades,<br />

Crafts and SMEs appointed <strong>HOK</strong> one of the bearers of development programs for<br />

trades and crafts. Furthermore, the Ministry encourages preservation of old crafts<br />

and the development of new technologies through incentive programs and<br />

favourable loans. As a result of all these measures there is a noticeable increase in<br />

the number of trades, new investments as well as higher presence of Croatian<br />

tradesmen on the foreign markets.<br />

THE FUTURE...<br />

In recent years, the Croatian Chamber of Trades and Crafts has become a true advocate of tradesmen. It is an<br />

institution which promotes the interests of trades and encourages the development of vocational education.<br />

In accordance with the changes in Croatian society and legislation, which are taking place in order to prepare<br />

Croatia for joining the European Union in the near future, the Croatian Chamber of Trades and Crafts is being<br />

transformed into a more modern and transparent institution with the aim of offering an ever greater number<br />

of services to tradesmen.
