Poπtovani, 

Hrvatsko obrtniπtvo ima viπestoljetnu tradiciju 

organiziranja u cehove, udruge i Komoru. Svrha 

tog organiziranja bila je i ostala zaπtita i promicanje 

interesa obrtniπtva. 

S tim je ciljem Hrvatska obrtniËka komora 

osnovana 1852. godine i svoju tradiciju promocije 

zaπtite obrtnika ima i danas, nakon viπe od 150 

godina svoje burne proπlosti. U Hrvatsku obrtniËku 

komoru uËlanjeno je oko 100.000 obrtnika koji 

su organizirani u udruæenja obrtnika, podruËne 

obrtniËke komore i strukovne organizacije, kroz koje 

provode svoje aktivnosti, ostvaruju ciljeve i interese. 

Aktivnosti se utvrappleuju godiπnjim planovima na temelju stanja u hrvatskom gospodarstvu 

i politike razvoja hrvatskog obrtniπtva. Tu osobito treba istaknuti obrazovanje 

uËenika kroz dvojni sustav πkolovanja i njihovo naukovanje obrta u licenciranim 

radionicama. Hrvatska mora brzo smanjivati zaostajanje za razvijenom Europom, 

a jedan od naËina je kvalitetno strukovno πkolovanje mladih. 

U zaπtiti i promicanju interesa obrtnika, Hrvatska obrtniËka komora kontinuirano 

suraappleuje s Hrvatskim Saborom i Vladom Republike Hrvatske u donoπenju propisa 

i kreiranju mjera gospodarske politike. Kao partneri Hrvatskog sabora i Vlade cilj nam 

je stvoriti uvjete za bræi razvoj obrtniπtva i gospodarstva u cjelini, πto smo proteklih 

godina veÊim dijelom i uspjeli. 

Obrtnici su svjesni da je jedino dugoroËno rjeπenje za Hrvatsku, prihvatiti meappleunarodne 

standarde i træiπne kriterije, kako bi naπi proizvodi i usluge bili prisutni na 

meappleunarodnom træiπtu. Zbog toga potiËemo i organiziramo nastupe hrvatskih obrtnika 

na meappleunarodnim sajmovima. Na taj naËin sve viπe razvijamo funkciju Hrvatske 

obrtniËke komore za uspostavu poslovnih odnosa, u svrhu povezivanja naπih obrtnika 

s poduzetnicima u svijetu.

ADDRESS BY THE PRESIDENT 

Dear Reader, 

Croatian trades have a centuries old tradition of organizing into 

guilds, associations and the Chamber. The purpose of these organizations 

was, and has remained, the protection and promotion of 

tradesmen’s interests. 

It is with this aim that the Croatian Chamber of Trades and Crafts 

was founded in 1852, and even today, after more than 150 years 

of turbulent history, it continues to preserve the tradition of protecting 

and promoting tradesmen. The Croatian Chamber of Trades 

and Crafts has about 100,000 members, organized into 

tradesmen associations, county chambers and vocational organizations, 

through which they conduct their activities, and promote 

their goals and interests. 

Activities are defined in annual plans based on the prevailing situation 

in the Croatian economy and trades development policies. 

In this respect, special attention should be paid to the dual system 

of education and apprenticeship in licensed workshops. Croatia 

needs to stop lagging behind other developed European countries 

as soon as possible, and one of the ways to do this is to provide 

high quality vocational education to the youth. 

In protecting and promoting tradesmen’s interests, the Croatian 

Chamber of Trades and Crafts continually co-operates with the 

Croatian Parliament and the Government of the Republic of Croatia 

in passing regulations and creating economic policies. As 

partners of the Croatian Parliament and the Government of the 

Republic of Croatia, it is our goal to create the prerequisites for a 

more rapid development of trades and of the Croatian economy 

in general, which we have been able to realize to a great extent in 

the previous years. 

Tradesmen are aware that the only long-term solution for Croatia 

is to accept international standards and market criteria, in order to 

place our products and services on international markets. For this 

reason, we support the participation of Croatian tradesmen at 

international trade fairs. Thus, we are increasingly developing the 

activities of the Croatian Chamber of Trades and Crafts which 

focus on establishing business relationships geared towards connecting 

Croatian tradesmen and entrepreneurs abroad. 

The following pages provide information on the activities of the 

Croatian Chamber of Trades and Crafts, its structure, existing state 

of tradesmanship, which will hopefully make your communication 

with us easier.

DJELATNOSTI 

Obrt je samostalno i trajno obavljanje dopuπtenih gospodarskih 

djelatnosti fiziËkih osoba sa svrhom postizanja dobiti koja se ostvaruje 

proizvodnjom, prometom ili pruæanjem usluga na træiπtu (definirano 

prema Zakonu o obrtu). 

Iznimno, obrtom se moæe baviti i trgovaËko druπtvo, koje obavlja 

jednu od spomenutih djelatnosti, ali pod uvjetom ako to ne Ëini 

na industrijski naËin. 

Obrti se dijele na tri vrste : 

1. Slobodni obrti - za njihovo obavljanje 

ne traæi se struËna osposobljenost ni majstorski ispit 

2. Vezani obrti - za njihovo obavljanje potrebna je 

struËna osposobljenost ili majstorski ispit 

3. Povlaπteni obrti - smiju se obavljati samo 

na temelju povlastice koju izdaje nadleæno ministarstvo

ON TRADES AND TRADE 

ACTIVITIES 

A trade is an independent and continuous performance 

of approved economic activities by natural persons with 

the aim of achieving profit through production, turnover 

or providing services on the market (definition according 

to the Trades Act). 

As an exception, a corporation that performs one of the 

said activities can be involved in a trade, albeit under the 

condition that this does not involve any kind of industrial 

activity. 

There are three kinds of trades: 

1. Free trades - no vocational qualification 

or master’s exam is required 

2. Associated trades - vocational qualification 

or a master’s exam is required 

3. Privileged trades - can be performed only on 

the basis of a privilege issued by the Ministry 

in charge

ON THE CROATIAN CHAMBER 

OF TRADES AND CRAFTS 

July 1st, 1994 was the date of the Refounding 

Assembly of the Croatian Chamber of Trades and 

Crafts. The headquarters of the Croatian Chamber 

of Trades and Crafts are in Zagreb, Ilica 49, in 

the building of the Headquarters of Croatian 

Tradesmen, which was built by Croatian tradesmen 

in 1939. 

- The Croatian Chamber of Trades and Crafts is an 

independent professional business organization of 

tradesmen, founded with the aim of promoting, 

coordinating and representing the joint interests 

of tradesmanship. 

- The Croatian Chamber of Trades and Crafts represents 

tradesmen before the state and other authorities 

in Croatia and abroad. 

- The Croatian Chamber of Trades and Crafts is a 

legal entity. 

- The Croatian Chamber of Trades and Crafts has 

public authorities. 

- The members of the Croatian Chamber of Trades 

and Crafts are tradesman who perform a trade on 

the territory of the Republic of Croatia. 

- Membership in the Croatian Chamber of Trades 

and Crafts is mandatory. 

- County chambers are joined in the Croatian 

Chamber of Trades and Crafts.

TASKS 

The tasks of the Croatian Chamber of 

Trades and Crafts are the following: promoting 

trades and tradesmanship, representing 

tradesmen’s interests before state 

authorities and in the forming of economic 

policies, providing state authorities with 

opinions and suggestions when passing 

regulations concerning trades, founding 

commissions for apprentice and master’s 

exams, tradesmen’s activities, founding of 

the arbitration council, keeping a register of 

tradesmen, keeping a register of apprenticeship 

contracts, assisting tradesmen in 

establishing and operating a trade, performance 

of other tasks stipulated by the 

law and legislative documents of the 

Croatian Chamber of Trades and Crafts.

ASSEMBLY 

The Assembly is the highest body of the 

Chamber, and it consists of the Chamber’s 

members. The Assembly passes the 

Statute of the Chamber, the annual budget 

and other legislative documents. The 

Assembly also appoints and dismisses the 

President of the Chamber, the Steering 

Committee, the Supervisory Committee 

and other working bodies of the 

Assembly. The representatives for the 

Assembly are chosen by the County 

Chambers in accordance with the principle 

of quantitative, vocational and territorial 

representation of the members.

Members of the Steering Committee are 

the presidents of the County Chambers by 

virtue of their position, and an additional 

three members are appointed by the 

Assembly at the proposal of the 

Chamber’s President. Sessions of the 

Steering Committee are convened and 

chaired by the President of the Chamber, 

who is devoid of decision making power. 


The Supervisory Committee is appointed 

by the Assembly of the Croatian Chamber 

of Trades and Crafts. The same person 

cannot be a member of both the Steering 

and Supervisory Committee at the same 

time. 

PRESIDENT 

The President is appointed and dismissed 

by the Assembly. He is chosen among the 

Chamber’s members. The President chairs 

the sessions of the Assembly and the 

Steering Committee. He represents the 

Croatian Chamber of Trades and Crafts 

before the Croatian Parliament, the 

Government of the Republic of Croatia, 

and other authorities, chambers, organizations 

and institutions in Croatia and 

abroad.

The Steering Committee establishes permanent 

boards with the aim of supporting the 

professional work of the Chamber. The 

boards discuss proposals and incentives for 

trade and SME development. The boards 

consist of a president, vice-president and five 

members. 

The boards of the Croatian Chamber of 

Trades and Crafts are the following: Board for 

the Economy, Board for Vocational 

Education, Board for Trade Fairs and Other 

Promotional Activities, Information Board, 

Board for Financial and Budgetary Issues, 

Board for the Chamber System and the

Radi usklaappleivanja i rjeπavanja struËnih pitanja 

gospodarske grane kojoj obrtnik pripada, obrtnici 

organiziraju svoj strukovni rad po sekcijama i 

cehovima na razini udruæenja obrtnika, podruËne 

obrtniËke komore i HOK-a. Oblici strukovnog

ACTIVITY 

In order to coordinate and address 

professional issues dealing with their 

respective branches of the economy, 

tradesmen organize into sections and 

guilds — professional organizations at 

the level of tradesmen associations, 

county chambers and at the national 

level of the Croatian Chamber of Trades 

and Crafts. Forms of professional 

activity in tradesmen associations, 

county chambers and the Croatian 

Chamber of Trades and Crafts are the 

following: 

* sections — at the level of tradesmen 

associations (UO) 

* guilds — at the level of county chambers 

(POKs) 

* guilds at the level of the Croatian 

Chamber of Trades and Crafts (HOK) 

Membership in sections and guilds is 

a voluntary option. This from of professional 

activity pursues the goal of 

promoting and improving the activities 

and coordinating the interests of 

the Chamber’s members who work in 

the same or similar line of trade.

GUILDS OF THE CROATIAN 

CHAMBER OF TRADES 

AND CRAFTS 

The guilds of the Croatian Chamber of 

Trades and Crafts coordinate the activities of 

the respective guilds at the level of county 

chambers with the aim of solving or introducing 

specific issues of common interest at 

the Chamber level. The decision on founding 

a new guild at the level of the national 

Chamber is approved by the Assembly, at 

the proposal of the Steering Committee. The 

task of the guilds of the Croatian Chamber of 

Trades and Crafts is promoting and improving 

the activities, and coordinating and representing 

the interests of Chamber members 

who work in the same line of trade. The 

guilds of the Croatian Chamber of Trades 

and Crafts appoint a president, vice-president 

and five members. All conclusions, objections, 

opinions, proposals and other decisions 

of the guilds at the national level are 

submitted to the president of the Chamber 

and the Steering Committee for further 

action.

The Chamber office carries out professional 

and administrative work, with an 

emphasis on the following tasks: it follows, 

studies and analyzes economic 

trends that are important for trades and 

small and medium-sized enterprise, it prepares

support the activity of the Chamber’s bodies

The Croatian Chamber of Trades and 

Crafts has a Secretary who is appointed 

and dismissed by the Steering 

Committee at the proposal of the 

Chamber’s President. The Chamber’s 

Secretary is responsible for the implementation 

of policies adopted by the 

Chamber’s bodies, the implementation 

of their resolutions, conclusions 

and other legislative documents. The 

Chamber’s Secretary manages the work 

of the Chamber office and coordinates 

the work of county chamber offices.

S INOZEMSTVOM 

Odjel za gospodarski sustav i odnose s inozemstvom 

analizira i predlaæe mjere gospodarske politike, 

razmatra njihov utjecaj na razvoj obrtniπtva, 

poglavito na mjere porezne, kreditne, investicijske 

i vanjsko-trgovinske politike. Suraappleuje s dræavnim 

tijelima i institucijama, nevladinim organizacijama, 

financijskim sektorom, s komorama i udruæenjima 

u inozemstvu u cilju povezivanja obrtnika i malih 

poduzetnika. Kontaktira s veleposlanstvima stranih 

zemalja, predstavniπtvima inozemnih tvrtki, te 

poboljπava poslovnu suradnju obrtnika i poduzetnika 

u zemlji i inozemstvu. 

Prati i sudjeluje u aktivnostima vezanim za 

pribliæavanje Republike Hrvatske europskim 

integracijama. 

Provodi i aktivnosti promicanja proizvoda 

i usluga svojih Ëlanova od kojih se posebno 

istiËe organizacija nastupa obrtnika na domaÊim 

i meappleunarodnim sajmovima.

PRUÆANJE POMO∆I PRILIKOM OSNUTKA, 

POSLOVANJA I KREDITIRANJA OBRTA 

Posebno je vaæna savjetodavna uloga HOK-a 

prilikom osnutka i poslovanja obrta. StruËni 

savjeti pruæaju se obrtnicima svakodnevno ili 

organiziranjem savjetovanja, struËnih skupova 

i seminara. 

Savjeti o kreditiranju i ostalim potrebama obrtnika 

i malih poduzetnika ostvaruju se u suradnji 

s poslovnim bankama i obrtniËkim πtedno-kreditnim 

zadrugama, dræavnim tijelima i institucijama 

te nevladinim organizacijama koje provode 

aktivnosti na poticanju obrtniπtva i malog 

poduzetniπtva. 


ECONOMIC SYSTEM AND 

INTERNATIONAL RELATIONS 

The Department for the Economic System and 

International Relations analyses and proposes 

economic policy measures; it considers their 

impact on the trades’ development, with an 

emphasis on taxation, credit, investment and foreign-trade 

policies. It cooperates with state 

authorities and institutions, non-government 

organizations, financial sector, and chambers and 

associations abroad with the aim of establishing 

business contacts between tradesmen and small 

businesses. It establishes contacts with foreign 

embassies, and representative offices of foreign 

companies; it encourages business cooperation 

between tradesmen and entrepreneurs in Croatia 

and abroad. 

It follows and participates in the activities concerning 

Croatia’s approach toward European integrations. 

It conducts activities with the aim of promoting 

the products and services of its members, especially 

in view of organizing tradesmen’s participation 

at local and international trade fairs. 

PROVIDING ASSISTANCE 

FOR FOUNDING A NEW TRADE, 

DURING ITS BUSINESS OPERATION 

OR CREDITING 

The advisory role of the Croatian Chamber of 

Trades and Crafts is especially important for 

founding and developing a trade. Professional 

advice is provided to tradesmen on a daily basis, 

or in the form of consultations, conferences or 

seminars. 

Advice on crediting and the other needs of 

tradesmen and small and medium-sized businesses 

is provided in cooperation with commercial 

banks and savings and loan cooperatives, state 

authorities and institutions, and non-government 

organizations that provide incentives for trade 

and small and medium-sized business development.

The Croatian Chamber of Trades and Crafts pays great attention 

to promotional activities for Croatian tradesmanship, with 

the aim of preserving its reputation, the chamber system and 

the valuable results of its members’ work. Besides organizing 

participation at trade fairs in Croatia and abroad, promotional 

activities include publishing catalogues, directories, web pages 

on the Internet, organization of business and professional conferences, 

etc. 

Among the most important international trade fairs that 

Croatian tradesmen and craftsmen participate at, in the organization 

of the Croatian Chamber of Trades and Crafts, are those 

in Croatia, Bosnia and Herzegovina, Italy, Serbia and Montenegro, 

Macedonia, Germany, Austria and Slovenia. 

ME–UNARODNA SURADNJA 

Hrvatska obrtniËka komora suraappleuje 

s komorama u inozemstvu, udruæenjima 

i sliËnim asocijacijama, te sudjeluje u bilateralnim 

i multilateralnim inicijativama. 

U interesu poslovnog povezivanja 

potiËe i organizira poslovne susrete 

hrvatskih obrtnika i poduzetnika s obrtnicima 

i poduzetnicima ostalih zemalja, 

te organizira prezentacije i poslovne 

razgovore naπih i stranih partnera. 

Hrvatska obrtniËka komora pridruæeni 

je Ëlan Europskog udruæenja za obrt, 

mala i srednja poduzeÊa - UEAPME sa 

sjediπtem u Bruxellesu od 1995. godine 

gdje prati rad Odbora vezanih za obrtniπtvo 

i poduzetniπtvo u Europi. 

Radi πto bolje promidæbe hrvatskog 

obrtniπtva i zajedniËke suradnje Hrvatska 

obrtniËka komora ima potpisane sporazume 

s ObrtniËkom komorom za München 

i Gornju Bavarsku, Obrtnom zbornicom 

Slovenije, Udruæenjem obrtnika 

Vicenze (Italija), Udruæenjem ribarskih 

asocijacija Italije i Privrednom komorom 

Srbije i Crne Gore.

INTERNATIONAL COOPERATION 

The Croatian Chamber of Trades and Crafts cooperates with 

chambers, associations and similar organizations abroad, and it 

participates in bi-and multilateral incentives. 

Pursuing the aim of establishing business connections, it initiates 

and organizes business meetings between Croatian tradesmen 

and entrepreneurs and tradesmen and entrepreneurs 

from other countries. It also organizes presentations and business 

exchanges between local and international partners. 

Since 1995, the Croatian Chamber of Trades and Crafts has 

been an associate member of the European Association of 

Trades, Small and Medium-Sized Enterprises (UEAPME), situated 

in Brussels, where it follows the activities of boards concerned 

with tradesmanship and entrepreneurship in Europe. 

With the aim of ensuring mutual cooperation and the best 

possible promotion for Croatian tradesmanship, the Croatian 

Chamber of Trades and Crafts has signed cooperation agreements 

with the Chamber of Trades for Munich and Upper 

Bavaria, the Slovenian Trades Assembly, The Trades Association 

of Vicenza (Italy), the Union of Italian Fisherman’s

ODJEL ZA PRAVNE POSLOVE 

Pravna sluæba zaduæena je za zastupanje 

interesa obrtnika pred dræavnim tijelima u 

oblikovanju gospodarskog sustava. 

Hrvatska obrtniËka komora pravna je osoba 

javnog prava koju zakon odreappleuje “kao samostalnu, 

struËno poslovnu organizaciju obrtnika pred 

dræavnim i drugim tijelima u zemlji i inozemstvu.” 

Tu, zakonom utvrappleenu zadaÊu, Hrvatska 

obrtniËka komora obavlja kod donoπenja propisa 

davanjem miπljenja i prijedloga dræavnim tijelima, 

podnoπenjem inicijativa za donoπenje zakona te 

za izmjene i dopune postojeÊih zakona te kod 

provedbe zakona davanjem prijedloga za pojaπnjenje 

zakona. Ta zadaÊa HOK-a ukljuËuje i provedbu 

zakonom povjerenih javnih ovlasti (organizacija 

i provedba pomoÊniËkih ispita i ispita o struËnoj 

osposobljenosti i majstorskih ispita, te ispita o 

struËnoj osposobljenosti za obavljanje djelatnosti 

javnog cestovnog prijevoza. Provodi i postupak 

pred sudom Ëasti o povredama dobrih obiËaja u 

obavljanju obrta, o neizvrπavanju obaveza Ëlanova, 

o povredama statuta i drugih akata Hrvatske 

obrtniËke komore. 

Sve te zadaÊe Hrvatska obrtniËka komora 

obavlja aktivnim sudjelovanjem svih predstavnika 

u izradi zakona, nazoËnoπÊu na sjednicama odbora 

i komisija Hrvatskog sabora, Vlade RH i nadleænih 

ministarstava, odræavanjem radnih sastanaka s 

predstavnicima dræavne vlasti te svakodnevnim 

kontaktima s predstavnicima dræavnih tijela

LEGAL AFFAIRS DEPARTMENT 

The legal affairs department represents tradesmen’s 

interests before state authorities in the 

process of forming the economic system. 

The Croatian Chamber of Trades and Crafts is a 

legal entity, defined by law as “an independent 

professional business organization of tradesmen 

representing their interests before state and 

other authorities in Croatia and abroad”. 

The Chamber performs this legally stipulated 

task in the process of passing legislation by submitting 

opinions and proposals to state authorities, 

by initiating new regulations, i.e. amendments 

to existing regulations, and by submitting 

proposals for the interpretation of laws that are 

already being implemented. This task also 

includes some public authorities that have been 

entrusted to the Chamber, such as the organization 

and conducting of apprentice exams, vocational 

qualification exams and master’s exams, 

and the exams for professional qualification for 

working in public road transportation. It also 

conducts the proceedings of the Court of Honor 

on the violation of fair business practices, nonperformance 

of members’ duties, the violation of 

the Statute and other by-laws of the Chamber. 

These tasks are performed through the active 

participation of the Chamber’s representatives in 

the process of drafting regulations, participating 

at the sessions of boards and commissions of the 

Croatian Parliament, the Government of the 

Republic of Croatia and competent ministries, 

through organizing working meetings with representatives 

of state authorities, and through 

daily contacts with representatives of government 

organizations.

ODJEL ZA OBRAZOVANJE 

U okviru Zakonom o obrtu utvrappleenih zadaÊa 

Hrvatska obrtniËka komora skrbi o obrazovanju 

svojih kadrova i to naroËito: provoappleenjem redovitog 

obrazovanja na srednjoπkolskoj razini i daljnjeg 

usavrπavanja obrtnika i potencijalnih obrtnika u 

okviru cjeloæivotne izobrazbe. Odjel za obrazovanje 

ekipiran je tako, da moæe osigurati pruæanje 

obrazovnih usluga na cijelom podruËju Hrvatske. 

U suradnji s obrtniËkim πkolama i nadleænim 

ministarstvima u oblasti strukovne izobrazbe 

Odjel provodi zakonom i podzakonskim aktima 

propisane mu aktivnosti. U realizaciji redovnog 

πkolskog programa skrbi o dvojnom i jedinstvenom 

sustavu izobrazbe kroz licenciranje obrta, 

razmatranje elemenata i kriterija za upis uËenika, 

prijedlog, usklaappleivanje i definiranje konaËnog plana 

upisa uËenika u programe obrtniËkih zanimanja. 

Skrbi takoappleer o izvoappleenju praktiËnog dijela naukovanja 

i provodi pomoËniËke ispite. Osim toga, 

provodi niz promidæbenih aktivnosti za upis 

uËenika naroËito u deficitarna zanimanja. 

U okviru daljnjeg obrazovanja za potrebe 

obrtniπtva Hrvatska obrtniËka komora organizira 

i provodi majstorske ispite, u okviru Ëega imenuje 

ispitne komisije, obavlja uvid u provoappleenje ispita 

i izdaje majstorske diplome. Majstorsko zvanje 

uvjet je za osnutak vlastitog obrta i njegovo 

samostalno voappleenje. Za obrte manje sloæenosti 

propisan je ispit o struËnoj osposobljenosti koji 

se takoappleer realizira u Hrvatskoj obrtniËkoj komori. 

Zakonom o obrtu propisana je i moguÊnost 

prekvalifikacije u srodna obrtniËka zanimanja.

iz radne pedagogije za majstore — struËne uËitelje 

koji imaju priznati majstorski status te u okviru 

biblioteke “Majstor” osigurava potrebne udæbenike

obrazovanje svojih kadrova.

EDUCATION DEPARTMENT 

Within the tasks stipulated by the Law on Trades 

and Crafts, The Croatian Chamber of Trades and 

Crafts pays special attention to the education of its 

human resources, particularly by conducting regular 

education on the secondary school level and retraining 

and upgrading of tradesmen and potential 

tradesmen in the form of lifelong education. 

Department of education is organized into teams 

so that it can provide educational services on the 

whole territory of Croatia. 

In cooperation with vocational schools and 

Ministries competent for vocational training, the 

Department is organizing activities specified by 

laws and regulations which define its scope of 

work. Within regular school curriculum it organizes 

twofold and unique education system by licensing 

crafts, reviewing elements and criteria for students’ 

admission, proposes, harmonizes and 

defines the final plan for enrolment of students in 

programs for craft vocations. The Department is 

also involved in performance of practical part of 

apprenticeship and conducts apprenticeship exams. 

Moreover, it organizes a number of promotional 

activities for the enrolment of students, especially 

in vocations which are in short supply. 

Within further education for the needs of tradesmanship, 

the Croatian Chamber of Trades and 

Crafts organizes and conducts master craftsman’s 

exams. It names the members of the exam boards, 

supervises the exam procedure and issues master 

craftsman’s diplomas. Being a master craftsman is 

the prerequisite for founding a trade and its independent 

management. For less complex crafts an 

exam is prescribed about the vocational competence, 

which is also conducted within the Croatian 

Chamber of Trades and Crafts. 

The Law on Trades and Crafts also provides for a 

possibility of re-training for similar crafts. In addition 

to the above-mentioned activities, the education 

department, or more specifically its regional 

branches, organize courses in work didactics for 

master craftsmen ‡ vocational teachers who 

acknowledge the status of master craftsman. It also 

provides the necessary textbooks and manuals 

within its “Master” edition with the aim to enable 

high quality education of all vocations.

INFORMATION SYSTEM 

DEPARTMENT 

The task of the Information System Department is 

the computerization of the Chamber system, especially 

of the Chamber office, and the prescribing of 

standards for electronic data processing for the 

departments of the Chamber office. This Department 

also organizes cooperation with other natural 

persons and legal entities in the field of information 

technology. It has advisory and operative functions in 

introducing information technology to the County 

Chambers and Tradesmen Associations, and in planning, 

developing and maintaining software solutions 

for the needs of the Chamber office. It also conducts 

training courses for the staff of the Chamber, and 

develops and connects the databases of the Chamber 

with different databases in Croatia and abroad. It 

cooperates with competent state authorities, institutions 

and associations with the aim of exchanging 

experience and solving issues in its field of competence. 

The Information System Department also 

designs computer and Internet presentations for the 

purposes of promoting the Chamber system and 

tradesmanship.

Istodobno s izgradnjom Hrvatske obrtniËke 

komore izgraappleuje se, unapreappleuje i promiËe organiziranost 

obrtnika kroz cehove i sekcije na razini 

Komore i u podruËnim obrtniËkim komorama. 

Odjel za organizaciju rada cehova u svrhu 

promicanja i unapreappleenja djelatnosti ceha HOK-a 

pomaæe u organizaciji i povezuje rad odgovarajuÊih 

cehova organiziranih u podruËnim obrtniËkim 

komorama, a takoappleer prati, analizira primjenu, te 

potiËe izmjenu posebnih propisa kojima se ureappleuju 

uvjeti poslovanja djelatnosti cehova i predlaæe 

mjere za njihovo unapreappleenje. 

U sklopu djelokruga rada cehova i Odjela potiËu 

se i razvijaju dobri poslovni obiËaji i poslovni moral, 

te organiziraju struËni skupovi. 

Posebne zadaÊe ostvaruju se u podruËju struËnog 

unapreappleenja kroz organizaciju seminara i struËnih 

predavanja, a osobito sudjelovanjem u oblikovanju 

sustava strukovnog obrazovanja prilagoappleenog 

potrebama djelatnosti ceha.

ORGANIZATION OF GUILDS 

Along with developing the Croatian Chamber of 

Trades and Crafts, there are activities that promote 

and improve the organization of tradesmen 

in guilds and sections at both the national and 

County Chamber level. 

The Department for the Organization of Guilds 

supports the organization and activity of individual 

guilds, which are organized in County 

Chambers. It also follows and analyses the implementation 

of regulations that have an impact on 

the activity of guilds, and it initiates amendments 

and improvements to these regulations. 

The Department and respective guilds invest 

efforts into developing fair business conduct and 

business ethics, and they organize professional 

conferences. 

Special tasks are performed in the field of further 

vocational training by organizing seminars and 

lectures, and especially by participating in the 

process of structuring a vocational training system 

adjusted to the needs of the respective 

guilds. 

The Department cooperates with state authorities, 

and other organizations and institutions in 

Croatia and similar organizations abroad, with the 

aim of exchanging experiences, defining proposals 

and acting jointly to address the specific issues 

of guilds, i.e. implementing projects of mutual 

interest.

The Croatian Chamber of Trades and Crafts 

established a Court of Honor that conducts proceedings 

on the violation of fair business practices 

in the performance of trades, non-performance 

of members’ duties, violations of the Statute 

and other by-laws of the Croatian Chamber of 

Trades and Crafts. Judges of the Court of Honor 

are honorary judges.

Since the Chamber has the important role

business environment for the tradesmen, 

the Croatian Chamber of Trades and Crafts 

has instituted a special Department for 

Public Relations, Information and Publishing. 

The Chamber pays special attention 

to cooperation with the following media: 

press, radio and television. It regularly provides 

their editorial staff with information 

about its plans and activities. This is done 

through daily contacts with journalists, 

answering their questions and inviting 

them to HOK Assembly meetings, meetings 

of various committees and guilds, 

tradesmen’s conventions, symposiums and 

competitions. HOK informs the public 

about all important issues concerning the 

trades in Croatia by organizing press conferences, 

issuing statements for the press 

and giving interviews in the media. HOK 

also takes journalists on tours in order to 

acquaint them with tradesmen’s achievements 

and results.

HOK-a 

Radi πto boljeg informiranja obrtnika, ali 

i πire javnosti, Hrvatska obrtniËka komora 

je 2000. godine pokrenula projekt izdavanja 

glasila pod nazivom "ObrtniËke novine", 

kao nastavak projekta komorskog glasila 

"Infohok". "ObrtniËke novine" su mjeseËnik 

naklade od pribliæno 100.000 primjeraka, 

koji se besplatno dostavlja svim registriranim 

obrtnicima u Hrvatskoj, te na 

oko 3.500 adresa dræavnih, financijskih i 

strukovnih institucija, te veleposlanstava. 

List izlazi na 32 stranice, na kojima se 

donose najnovije vijesti i obraappleuju aktualne 

teme iz obrtniπtva, malog i srednjeg 

poduzetniπtva. Poseban naglasak stavlja se 

na slijedeÊe teme: strukovno obrazovanje, 

sajmovi, financije, meappleunarodni odnosi, 

rad cehova te zakonski propisi vezani za 

obrtniπtvo.

TRADES AND CRAFTS JOURNAL 

- HOK PERIODICAL 

In order to efficiently bring information to tradesmen and 

the public in general, the Croatian Chamber of Trades and 

Crafts initiated the project of publishing a newsletter called 

Trades and Crafts Journal in 2000. This was a continuation 

of the project Infohok, which was HOK newsletter until 

then. Trades and Crafts Journal is a monthly periodical with 

a circulation of approximately 100 000 copies. It is delivered 

free of charge to all registered tradesmen in Croatia, and 

to around 3500 addresses of state, financial and vocational 

institutions, as well as embassies. The newletter is published 

on 32 pages, which bring the latest news and look into current 

topics concerning tradesmanship and small and medium 

sized enterprise. It gives special attention to the following 

topics: vocational education, trade fairs, finances, international 

relations, guilds’ activities, and legal regulations concerning 

the tradesmen. 

Since there are 20 county chambers of trades and crafts,

TRADESMEN BUSINESS CARD 

The Tradesmen Business Card Project was launched 

in spring 2003, after the Agreement on Long-Term 

Business Coope-ration was signed between the food 

company Agrokor and the Croatian Chamber of 

Trades and Crafts, as well as the Agree-ment on 

Services for Owners of Tradesmen Business Card 

between Konzum and the Croatian Chamber of 

Trades and Crafts. Agreements were also signed 

with numerous service providers, which entitle the 

owners of the Tradesmen Business Card to certain 

privileges when purchasing goods or services (discounts, 

rebates, extention of time for payment, free 

delivery etc.) at couple of hundreds sales points in 

whole Croatia.

NEKAD... 

Cehovi u juænoj Hrvatskoj naslanjaju se na tradiciju obrtniπtva joπ iz rimskih vremena, 

a obrtnici sjeverne Hrvatske, stvarajuÊi prvo obrtniËke bratovπtine, a poslije cehove, pokazuju 

pripadnost srednjoeuropskom podruËju. Godine 1447. ZagrebaËka gradska uprava dala je 

krojaËima Gradeca prve povlastice. Godine 1466. hrvatsko-ugarski kralj Matijaπ Korvin daje 

cehovske povlastice obrtnicima slobodnog i kraljevskog Grada Zagreba. »etiri stoljeÊa poslije, 

godine 1852. osnivaju se TRGOVA»KO-OBRTNI»KE KOMORE u Zagrebu, Rijeci i Osijeku. 

One su Ëinile bitnu sastavnicu druπtvenoga æivota, a njezino Ëlanstvo sudjeluje u mnogim 

gospodarsko - politiËkim sadræajima toga vremena. 

Obrtnim zakonom iz 1872. ukidaju se cehovi u Hrvatskoj, zbog Ëega je zagrebaËka Obrtna 

komora 1879. godine sazvala sve obrtniËku Skupπtinu. Bio je to prvi nacionalni susret obrtnika, 

meappleu kojima je ostvaren prisan poslovni i interesni kontakt. 1906. u Zagrebu se inicira 

SveobrtniËki Sabor, na kojem je odluËeno o da se osnuje Savez udruæenja hrvatskih obrtnika, 

a veÊ godinu poslije 1907. odræana je i osnivaËka skupπtina. 

Nakon I. svjetskog rata i ujedinjenja u Dræavu Srba, Hrvata, i 

Slovenaca, djelovanje srpskog “Zakona o radnjama” trebalo se proπiriti 

i na Hrvatsku, Ëemu se Savez udruæenja hrvatskih obrtnika odluËno 

i organizirano odupirao. Odgovor Beograda bio je oËekivan - ako se 

ne prihvaÊa srpski zakon, tada neÊe uopÊe biti Zakona o obrtu. 

Ipak zakon je ugledao svjetlo godine 1932. i njime se, uglavnom, 

udovoljilo zahtjevima hrvatskih obrtnika. 

Djelovanje hrvatskih obrtnika do Drugog svjetskog rata bilo je 

vrlo plodonosno. Sagradili su Obrtni dom, TrgovaËko-obrtni muzej, 

Kraljevsku zemaljsku obrtnu πkolu, osnivali kulturna druπtva, a djelovalo 

je i niz socijalno-humanitarnih i kreditnih organizacija, meappleu 

kojima, svakako, posebno mjesto zauzima Hrvatski radiπa, koji je 

osnovan 1903. godine. 

Temeljem ugovora iz svibnja 1937. Savez hrvatskih obrtnika i 

Zanatska komora ustanovili su ravnopravnu imovinsku zajednicu 

s udjelom u vlasniπtvu pola-pola, sagradivπi veliËanstvenu graappleevinu - 

Maticu hrvatskih obrtnika “Sebi na Ëast, svom narodu na slavu”, 

kako to lijepo i danas piπe na spomen-obiljeæju Matice. 

Nakon II. svjetskog rata, na osnovi rjeπenja Ministarstva unutraπnjih poslova NR Hrvatske 

od 1947. godine, zabranjen je rad Savezu udruæenja hrvatskih obrtnika, a cjelokupna imovina je 

sekvestrirana. Rjeπenjem istog Ministarstva, godinu dana poslije, imovina Saveza postaje 

“opÊenarodna imovina”, a prostor u Ilici 49, dodjeljuje se na koriπtenje Privrednoj komori 

NR Hrvatske, to jest Privrednoj komori Grada Zagreba. Time je poËelo desetljetno zatiranje 

hrvatskog obrtniπtva. Godine 1949. donijet je OpÊi zakon o zanatstvu, koji je ojaËao druπtveni 

sektor zanatstva, na raËun privatnih obrtniËkih radionica. Prema odredbama tog Zakona, 

zanatlije obrtnici udruæuju se u Zanatske komore u kojima glavnu rijeË vode predstavnici 

druπtvenog sektora. Zanatske komore kod nas djeluju sve do 1962. kada su ukinute Zakonom 

o privrednim komorama. Privatni obrtnici dolaze na margine gospodarskoga æivota, a sve viπe 

povlastica dobiva druπtveni sektor obrtniπtva kao temeljni nositelj “male privrede”.

IN THE PAST... 

The guilds in the south of Croatia have a tradition of craftsmanship that dates back to Roman times, 

while the craftsmen in the north of Croatia, whose first forms of organizations were brotherhoods, and 

then guilds, belong to the Central European tradition. In 1447, the city government of Zagreb awarded 

its first privileges to the tailors of Gradec. In 1466, the Croatian-Hungarian king Matthew Corvinus 

awarded guild privileges to the craftsmen of the independent royal city of Zagreb. Four centuries later, 

in 1852, the Chambers of Trades and Commerce were founded in Zagreb, Rijeka and Osijek. 

They were an important component of social life, and their members were active participants in 

numerous economic and political events of the time. 

The Trades Act of 1872 abolished guilds in Croatia, 

which prompted the Zagreb Chamber of Trades to 

convene a General Assembly of Craftsmen. This was 

the first national assembly of Craftsmen, and it contributed 

to establishing close business contacts among 

them. In 1906, a tradesmen’s Congress was organized 

in Zagreb, and one of the results of this Congress was 

to found the Union of Croatian Tradesmen 

Associations. A constituent assembly of this Union 

took place only a year later in 1907. 

After World War I and the unification of the State of 

Serbs, Croats and Slovenes, there were plans to spread 

the jurisdiction of the Serbian “Workshop Act” to 

Croatian tradesmen as well, but these plans were disrupted 

by strong organized resistance from the Union 

of Croatian Craftsmen Associations. The response 

from Belgrade was as expected - if Serbian law would 

not be accepted, then there would be no Trades Act at all. However, a Trades Act was passed in 1932, 

and it took into account most of the requirements stated by Croatian tradesmen. 

The activities of Croatian tradesmen before World War II were many and fruitful. They built the Trades 

Court, the Trades and Crafts Museum, the Royal Secondary School of Trades; they founded cultural 

societies, and a series of social-humanitarian and credit institutions, and among others, one important 

association called “Hrvatski radiπa”, founded in 1903. 

On the basis of an agreement signed in May of 1937, the Union of Croatian Craftsmen and the 

Chamber of Crafts formed a sort of joint-venture by building a magnificent building, over which they 

shared equal property rights: the Headquarters of Croatian Trades, built “To our honor, and for the 

glory of our people” - the inscription that is preserved on the building to this day.

Bez svoje temeljne organizacije, poËetkom πezdesetih godina privatni obrtnici poËinju se 

organizirati kroz klubove i udruæenja graappleana ne bi li se odræali. Do 1974. godine osnovana 

su u opÊinama 64 udruæenja. 

Godine 1980. obrtnici Hrvatske kao svoju zajedniËku organizaciju osnivaju Savez udruæenja 

hrvatskih obrtnika. Glavnina poslova u Savezu se obavljala volonterski, a sluæba je radila u 

iznajmljenim prostorima, uz potporu Ëlanstva. Udruæenja postaju mjesto u kojima se definiraju 

zahtjevi obrtniπtva prema Saboru, Vladi i ministarstvima, no obrtniËki utjecaj je i dalje gotovo 

nikakav. U prvome redu, zato πto su obrtnici vrlo rijetko pripadali komunistiËkoj partiji. 

Od ukupnog broja izaslanika u opÊinskim vijeÊima, broj privatnika-obrtnika iznosio je samo 

1,5 do 2 posto. 

NajznaËajnije razdoblje Saveza udruæenja hrvatskih obrtnika dolazi nakon ostvarene 

samostalnosti Republike Hrvatske. Otvorene su πiroke zakonske moguÊnosti za rad i poduzetniπtvo, 

koje su se oËitovale kroz maksimalnu liberalizaciju otvaranja obrtniËkih i drugih 

radnji, zapoπljavanja radnika, moguÊnosti obavljanja razliËitih djelatnosti - sve ono πto se 

unatrag nekoliko desetljeÊa nije moglo ni zamisliti. 

DANAS… 

Opravdani viπegodiπnji zahtjevi obrtnika 

za promjenama u poreznoj politici, u zakonskim 

aktima vezanim za problematiku poslovanja 

obrtnika, kao i sustavu strukovnog 

obrazovanja za obrtniËka zanimanja, 

napokon su naiπli na otvorena vrata. Naime, 

nakon parlamentarnih izbora 2000. godine, 

osnovano je Ministarstvo za obrt, malo i 

srednje poduzetniπtvo, koje se u proteklom 

razdoblju pokazalo kao istinski partner 

Hrvatske obrtniËke komore. Na inicijativu 

HOK-a izraappleene su Izmjene i dopune 

Zakona o obrtu i na temelju tog zakona 

doneseno je niz pravilnika; usvojeni su prijedlozi za nuænim izmjenama u strukovnom obrazovanju. 

Ministarstvo je, meappleu ostalim, predloæilo izmjene Zakona o porezu na dohodak i porezu 

na dobit, u korist obrtnika. Stvoreni su poticajni okviri za razvoj obrtniπtva temeljem novog 

Zakona o poticanju razvoja malog gospodarstva, a Programom razvoja malog gospodarstva, 

koji proizlazi iz ovog zakona, Ministarstvo je odredilo HOK kao jednog od nositelja razvojnih 

programa za obrtniπtvo. Ministarstvo za obrt, malo i srednje poduzetniπtvo takoappleer potiËe 

oËuvanje starih obrta i razvoj novih tehnologija putem brojnih poticajnih programa i povoljnih 

kreditnih linija. ZahvaljujuÊi svim ovim mjerama, zamjetan je porast broja obrta i novih 

investicija, kao i poveÊani izlazak obrtnika na strana træiπta. 

SUTRA... 

Hrvatska obrtniËka komora tijekom proteklih godina postala je istinski zastupnik obrtnika, 

institucija koja promiËe interese obrtniπtva i potiËe razvoj strukovnog πkolovanja. Sukladno 

organizacijskim promjenama u druπtvu i zakonodavstvu koje su nuæne kako bi se Hrvatska 

pripremila za skori ulazak u Europsku Uniju, i Hrvatska obrtniËka komora se transformira u 

moderniju i transparentniju instituciju koja Êe obrtnicima pruæati daleko viπe usluga nego 

danas.

Following World War II, in 1947, the Ministry of the Interior of the People’s Republic of Croatia forbade the 

activity of the Union of Croatian Craftsmen Associations, and their whole property was sequestrated. By the 

decision of the same Ministry, a year later the Union’s property was declared “people’s property”, and the 

offices in Ilica 49 were assigned to the Chamber of Commerce of the People’s Republic of Croatia, i.e. to the 

Chamber of Commerce of the City of Zagreb. Thus began a ten-year period of oppressing 

the activities of Croatian craftsmen. In 1949, the General Statute Law on Crafts was 

passed, and it strengthened the state-owned sector of trades, while it constrained private 

craftsmen’s workshops. According to the provisions of this Law, craftsmen could 

join in the Chambers of Crafts, which were headed by the representatives of the state 

sector. The Chambers of Crafts were active until 1962, when they were abolished by 

the Act on Chambers of Commerce. Private craftsmen were pushed to the margins of 

economy, and the state sector of crafts was becoming increasingly privileged, being 

proclaimed “the moving force of the small-scale economy”. 

In order to survive, private craftsmen began organizing into clubs and citizens’ associations 

in the early sixties. Up to 1974, 64 such associations were founded in different 

municipalities. 

In 1980, Croatian craftsmen founded the Union of Croatian Craftsmen Associations 

as their common organization. Most of the Union’s work was done on an honorary 

basis, in rented offices, with the support of their members. The associations became a 

place where craftsmen could express their demands with respect to Parliament, 

Government and Ministries, but they practically had no real influence. This was primarily 

due to the fact that craftsmen were rarely members of the Communist Party. 

Out of the total number of delegates for municipal councils, the number of private 

craftsman was only 1.5 to 2 percent. 

The most important period since the existence of the Union of Croatian Craftsmen 

Associations came after the Republic of Croatia gained independence. This opened 

broad legal possibilities for private entrepreneurs, expressed in very liberal conditions 

for opening a craftsman’s workshop and other businesses, liberal employment policies, 

possibilities to engage in a number of different activities, etc. - i.e. all the things that 

were unimaginable a few decades ago. 

In 1992, the Union of Croatian Craftsmen Associations became once again a tenant in 

the building of the Headquarters of Croatian Craftsmen, Ilica 49. A very special event 

for trades and for professional organizations of tradesmen in the independent Croatian state was the 

Refounding Assembly of the Croatian Chamber of Trades and Crafts, which took place on July 1st 1994, 

when Croatian tradesmen reestablished their Chamber. 

TODAY… 

Justified requests of tradesmen for changes in taxation policy in legislation concerning tradesmen’s work, as 

well as in legislation concerning vocational education for trades and crafts professions were finally given the 

attention they deserved. That is to say following the elections in the year 2000, the Ministry of Trades, Crafts 

and SME was instituted, which proved to be a true partner of the Croatian Chamber of Trades and Crafts in 

the period that followed. Upon Chamber’s initiative the Trades and Crafts Act was amended, and on the basis 

of this Act a number of regulations were passed. Proposals for necessary changes in vocational education were 

also adopted. Among other activities, the Ministry proposed amendments to the 

Income and Profit Tax Act, which were favourable for tradesmen and craftsmen. A 

new Law on Incentive for Small Enterprise Development created an encouraging 

framework for further development of trades and crafts together with the Program 

for the SME development, which is a direct result of this law. Ministry of Trades, 

Crafts and SMEs appointed HOK one of the bearers of development programs for 

trades and crafts. Furthermore, the Ministry encourages preservation of old crafts 

and the development of new technologies through incentive programs and 

favourable loans. As a result of all these measures there is a noticeable increase in 

the number of trades, new investments as well as higher presence of Croatian 

tradesmen on the foreign markets. 

THE FUTURE... 

In recent years, the Croatian Chamber of Trades and Crafts has become a true advocate of tradesmen. It is an 

institution which promotes the interests of trades and encourages the development of vocational education. 

In accordance with the changes in Croatian society and legislation, which are taking place in order to prepare 

Croatia for joining the European Union in the near future, the Croatian Chamber of Trades and Crafts is being 

transformed into a more modern and transparent institution with the aim of offering an ever greater number 

of services to tradesmen.
