Contribution of Mining Sector<br />
Government revenue has increased many folds <strong>and</strong> today<br />
the Mining sector is the second largest contributor to the<br />
state exchequer <strong>and</strong> growing at 25% since last 4 years<br />
It is estimated that the total Mineral economy for Odisha<br />
may be 70 Thous<strong>and</strong> Crores
Business Rules of Odisha based <strong>Minerals</strong><br />
• Anyone having interest in the Mineral Ore of Odisha have<br />
to be registered either as Lessee or Licensee.<br />
– Lessees – Lease holders of the L<strong>and</strong> having Ore<br />
Deposits . Activities of Lessee are Governed by<br />
various Acts <strong>and</strong> Rules of GoI & GoO.<br />
– Licensees are the one who use the Mineral as Raw<br />
Material for Industry or are traders. Activities of the<br />
these are Governed by the GoO.<br />
–As on date we have 4595 in four categories<br />
– Trader<br />
– Storage/Depot<br />
– Processing unit ( Crushers & beneficiation)<br />
– Mineral based industry
Complexities <strong>and</strong> limitations<br />
Mining Rules applicable for Mineral excavation to<br />
Transportation are required to be ensured at many levels.<br />
Clarity <strong>and</strong> definition on these rules are misinterpreted which<br />
often becomes a trap for the administrators.<br />
Other than mining Laws, rules pertaining to Environment,<br />
Forest, Pollution, Schedule area need to be followed. To add<br />
to the complexities, various court orders need timely<br />
implementation.<br />
Regulators & Administrators at all levels had been severely<br />
limited by the lack of adequate <strong>and</strong> usable information/data.
Complexities <strong>and</strong> limitations<br />
Mineral transportation in the state covers three ports , 27<br />
Railway sidings <strong>and</strong> more than 50 Thous<strong>and</strong> trucks<br />
engaged in transportation of ore round the year.<br />
Delayed information on mineral Transportation through<br />
Road/Rail/Port<br />
Unable to monitor despatched quantity of ore vis-à-vis the<br />
produced quantity for months.<br />
Mineral Administration has now become a complex task<br />
spanning Multiple levels of Government, Multiple<br />
Departments, Multiple Stakeholders <strong>and</strong> a complex<br />
interconnected eco-system
Trigger for IT initiative<br />
Odisha has witnessed huge surge in Mining operation in last<br />
one decade<br />
Increase in investments in Steel & Power sector which are<br />
dependent on mineral Ore like Iron, Chromite, Bauxite,<br />
Manganese, Coal etc.<br />
Boom in dem<strong>and</strong> of low grade ore resulting in unforeseen<br />
profits across the board from small to large mining <strong>and</strong><br />
associated operations,<br />
This has contributed substantially to the increase in<br />
Surface transport thus giving an impetus to illegal Mining

Similarly the <strong>Mines</strong>/Mineral Traders are registered under OMPTS Rule<br />
2007 for Procure/Dispatch Mineral<br />
The <strong>Mines</strong>/Mineral Traders are asked TIN, on which basis they are<br />
allowed to do mining or trading activity in Odisha<br />
At any point of time <strong>Mines</strong>/Mineral Traders should have valid TIN<br />
Cross check of TIN validity can be possible from other data source<br />
through electronic data exchange<br />
Hence <strong>i3MS</strong> & VATIS databases are integrated for TIN validity by using<br />
data exchange Services<br />
Apart from TIN Validity, other information are shared for facilitating the<br />
