Building the Future 

At the Moon Area School District (MASD), we believe that the first step to build a future is to 

offer our students the resources and options that they need in order to succeed in a global 

market. 

Many of these resources are rooted in technology. Throughout this calendar, you will see 

many examples of how students at all grade levels use technology. Moon Area is proud 

to offer a number of technological resources. Our students and staff utilize hundreds of 

different computer and web-based applications, 1,200 laptop computers, 1,600 desktop 

computers, 300 printers, 260 LCD projectors, and 250 interactive whiteboards. 

We realize the importance of technology in an education geared toward a successful future, 

which is why we made it a priority to equip our new secondary campus with updated and 

relevant technology. Students at Moon Area High School can take a number of unique 

courses in the Technology Education department such as: Pre-Engineering, Manufacturing, 

Materials Fabrication, Architectural Drawing & Design, and TV Studio & Media Production. 

Students can also find technology-based courses in the Art, Business and Marketing, 

Accounting, Computer Science, English, and Music departments. 

The new Moon Area Middle School will follow in the footsteps of the strong program at 

the high school. There will be Promethean boards and student response systems in every 

classroom, revamped technology education classrooms, a TV production studio, an updated 

library/media center, and other offerings related to STEM (Science, Technology, Engineering, 

and Mathematics).

Twitter, and an automated calling system to notify parents, staff, and community 

members about pertinent district information in emergency situations as well as 

for general outreach purposes. 

Delays/Cancellations 

Notices of these events will be posted on the district’s website, disseminated 

via an automated phone call to up to two primary phone numbers per student, 

and broadcast on television stations KDKA, WPXI, WTAE and MCA-TV and radio 

stations 3WS, Star 100.7, Y108, KDKA, KQV, and WMBA. 

E-Tiger News 

“E-Tiger News” is a free email service used to inform families and community 

members of breaking news, upcoming events, achievements, calendar additions, 

weather-related issues, and other general information. Upon signing up for the 

service, subscribers can choose to receive all district messages or just those 

relevant to their children or neighborhood. Signup at

Publications 

MASD’s fall and spring newsletters are now printed in the November/May Moon 

editions of Allegheny West Magazine, and the annual report in the January issue.

Alert Now (to be replaced by “Connect 5” fall 2012) 

This automated calling system is used to notify parents and staff members of 

pertinent information in emergency situations and for general outreach. The 

system allows for the storage of four phone numbers per student. The first two 

phone numbers are typically home phone numbers and are considered primary 

numbers. Primary numbers are called for all calls including inclement weather 

delays and cancellations. Additional numbers are used only for emergency

Edline (a product of Blackboard Engage) 

MASD provides this innovative online resource at no cost to parents and 

students, offering them an opportunity to enrich education through interaction 

with the district’s teachers. All district teachers maintain a class-specific site 

accessible from www.moonarea.net’s top navigational bar. These sites, which 

offer homework, grades and other information, are personalized for each account 

holder and can be accessed from anywhere around the globe where there is 

internet connectivity. Edline links also take users to useful educational resources 

and district offerings like calenders and meal menus, and lists building-specific 

news items updated on a near-daily basis. To set up your account, contact Barbara

Photo Policy 

Occasionally, individual or group photographs and videos may be taken for use 

in district publications or on the district website, local media or television. MASD 

reserves the right to publish such pictures and information about a student to 

provide positive promotion of our district’s educational offerings and student 

successes. If you wish that your child not be photographed, please visit the 

Attending Our Schools “Forms” section of www.moonarea.net. 

Food Services 

The district is committed to providing nutritious and affordable cuisine to all 

students and staff through our food service provider Metz Culinary Management. 

Menus can be accessed online under the Attending Our Schools section of the 

website. Students are encouraged to utilize the district’s cafeteria account system 

- PayForIt, to pay for meals. Money can be deposited into the students’ accounts 

using cash, check or online payments. Checks should be made payable to MASD.

Student Health Services 

Each building contains a certified nurse to provide health services and screenings 

to students. However, any serious illnesses and injuries should be diagnosed by 

a physician and the student should not be sent to school for evaluation. Schoolspecific 

nurse information can be reached through the Attending Our Schools 

heading on our website. This area also includes necessary health requirements 

and numerous downloadable and interactive forms for parent use as needed.

Board of Education 

Moon Area School District Board of Education is comprised of nine school directors, who are elected for 

four-year terms on a two-year election cycle. School directors aid in shaping the district through planning, 

setting policies and evaluating performance. Their objectives are overseen in the district by the central 

administration office and building-level administrators.

Meetings 

Board of Education meetings are open to the public and school directors 

welcome the comments of Moon and Crescent townships’ residents on 

any item at business meetings and on agenda items only during workshop 

meetings. Visitors are asked to limit their comments to five minutes to provide 

everyone a chance to be heard. Business meetings are held the second Monday 

of each month at 7 p.m. and workshop meetings are held the fourth Monday 

of each month at 7 p.m. in the MAHS board room, located in the lower-level 

central administration office Both meetings are recorded and broadcast on 

MAG-TV, Channel 18 or Channel 37 for Verizon subscribers. All meeting dates 

can be found on the Board of Education section of www.moonarea.net. 

Committee meetings for facilities and transportation are scheduled on an asneeded 

basis and as with the monthly meetings are advertised online and in 

local newspapers.

MASD Code of Conduct 

Introduction 

Moon Area School District strives to ensure an appropriate 

and productive learning environment in our schools in order to 

maximize student achievement potential. Each elementary, middle, 

and high school student receives a student handbook or other 

means of communicating expectations from his or her principals or 

teachers. 

Developing and maintaining a respectful, safe, enriching 

environment conducive to student achievement is the responsibility 

of each one of us whether we are professional educators, parents, 

employees, or community partners. Your input on this subject is 

meaningful and should you wish to share thoughts and ideas, they 

may be conveyed to the building principals. 

The staff and administration of the Moon Area School District 

look forward to working with parents in striving to place Moon Area 

School District as a front-runner of educational excellence. 

Beliefs 

Education and discipline is a shared responsibility of the 

student, school, family, and community. The family assumes the 

primary responsibility for helping the child to develop physically, 

intellectually, socially, emotionally, and morally. The school provides 

additional opportunities for students to flourish and grow in each of 

these developmental areas. 

Developmentally, children begin school at various stages and 

continue to be unique throughout their K-12 educational years. 

The school recognizes that all children grow, mature, and develop 

differently at various life stages and addresses each situation as it 

occurs. “Throughout this process, to develop character the school 

strives to be a community of virtues, that are modeled, expected, 

studied, reflected upon, upheld, celebrated, and continually 

practiced in daily life” (Lickona, 2006). “The goal is to raise children 

to become morally responsible, self-disciplined citizens” (McBrien 

& R.S. Brandt, 1997). 

Good Citizenship requires the demonstration of self-discipline 

and acceptance of personal responsibility for one’s actions. Students 

and adults that accept such responsibilities by modeling selfdiscipline 

and appropriate behavior help to create an environment 

conducive to learning and student achievement. 

School Board Policies and Administrative Procedures are 

designed to clarify, protect, and define the rights and responsibilities 

of students and adults in the Moon Area School District. Questions 

regarding interpretation of Administrative Procedures and School 

Board Policies may be directed toward the Administration. 

All Students ages 6-21 are entitled to a free and full education in 

Pennsylvania. If you have any question regarding special education 

needs or services for your child, you may wish to contact the Pupil 

Services Office, Mr. Michael Haslett, Director of Pupil Services. 

Student Rights and Responsibilities 

Freedoms and Rights: 

Students may exercise their freedoms and rights in accordance 

with policies set forth by the Moon Area School District Board of 

Education and Pennsylvania State and Federal Laws. 

Students have the responsibility to avoid the following, but 

not limited to the following, whether written, spoken, or conveyed 

technologically: 

· Obscenities 

· Ridiculing or causing a person to be ridiculed 

· Causing or participating in damage to a person’s reputation 

· Causing or participating in unlawful behavior or actions to 

disrupt school operations 

· Using minority or racial slurs 

Sexual Harassment 

The Moon Area School District is committed to providing a 

respectful, safe learning environment that is free from unwanted 

sexual advances, any form of improper physical contact, or sexual 

remarks that create a detrimental learning environment. 

Locker Search 

Locker searches will be conducted if it is suspected that 

materials pose a threat to the health, safety, and welfare of others. 

When possible, students will be notified prior to a locker search and 

have an opportunity to be present. 

Flag Salute 

Citizenship is exemplified by showing appropriate respect for 

our country and its flag. Students who choose to refrain from the 

Pledge of Allegiance and Flag Salute shall respect the rights and 

interests of others who wish to participate. 

Student Discipline and Code of Student 

Conduct 

Purpose: 

The Board finds that student conduct is closely related to 

learning. An effective educational program requires a safe and 

orderly school environment. 

Authority: 

The Board has authority to establish fair, reasonable and 

nondiscriminatory rules and regulations regarding the conduct and 

deportment of all students in the school district during the time they 

are subject to the supervision and direction of school authorities. 

The Board has adopted a Code of Student Conduct to govern 

student behavior. The Code of Student Conduct consists of this Policy 

and the following other policies:

Policy 218.2 Terroristic Threats. Acts 

Policy 218.3 Aggravated Assault 

Policy 218.4 Drug and Alcohol 

Policy 218.5 Student Misbehavior 

Policy 218.6 Smoking, Tobacco, and Nicotine 

Policy 218.7 Student Behavior on School Vehicles 

Policy 218.8 Suspension and Expulsion 

Policy 218.9 Bullying/Cyberbullying 

Each student must adhere to Board policies and the Code of 

Student Conduct governing school discipline. Students shall not be 

subject to disciplinary action because of race, gender, color, religion, 

sexual orientation, national origin, or handicap/disability. 

The Code of Student Conduct and other policies regarding 

student behavior and discipline apply when students are under 

the supervision of the school, while they are on school property, 

while present at school-sponsored or regulated activities wherever 

occurring, and while traveling to or from school and school 

sponsored or regulated activities. In addition, the Code and other 

policies apply in each of the following circumstances: 

1. There is a nexus between the proximity or timing of the conduct 

in relation to the student’s attendance at school or schoolsponsored 

activities. 

2. The student is a member of an extracurricular activity and has 

been notified that particular off-campus conduct could result in 

exclusion from such activities. 

3. Student expression or conduct materially and substantially 

disrupts the operations of the school, or the administration 

reasonably anticipates that the expression or conduct is likely to 

materially and substantially disrupt the operations of the school. 

4. The conduct has a direct nexus to attendance at school or a 

school-sponsored activity, such as an agreement to complete 

a transaction outside of school that would violate the Code of 

Student Conduct. 

5. The conduct involves the theft or vandalism of school property. 

Guidelines: 

Any student disciplined by a district employee shall have the 

right to notice of the infraction. 

When a violation of the Code of Student Conduct involves student 

expression, Policy 220 shall be followed. 

Suspensions and expulsions shall be carried out in accordance 

with Policy 218.8. 

Corporal Punishment 

The Board prohibits the use of corporal punishment as a form of 

discipline for students in the district. “Corporal punishment” is the 

use of physical force such as hitting, spanking or paddling intended 

to cause pain or fear for the purpose of student discipline. 

Reasonable force may still be used by teachers and school 

authorities under any of the following circumstances: to quell a 

disturbance, to obtain possession of weapons or other dangerous 

objects, for the purpose of self-defense, and for the protection of 

persons or property.

Delegation of Responsibility 

The Superintendent or designee may promulgate rules and 

regulations to implement Board policy governing student 

conduct. 

The Superintendent or designee shall publish and distribute 

to all staff, students and parents/guardians the rules for student 

behavior contained in the Code of Student Conduct and the 

sanctions that may be imposed for violations of those rules. A 

copy of the Code of Student Conduct shall be available in each 

school office and shall be printed in the student handbook and/ 

or posted on the district website. 

The building principal shall have the authority to assign 

discipline to students, subject to the policies, rules and 

regulations of the district and to the student’s due process right 

to notice, hearing, and appeal. 

Teaching staff and other district employees responsible for 

students shall have the authority to take reasonable actions 

necessary to control the conduct of students in all situations and 

in all places where students are within the jurisdiction of this Board 

and when such conduct interferes with the educational program 

of the schools or threatens the health and safety of others. 

Weapons Policy 

(Board Policy #218.1; Adopted Aug. 24, 1993; Revised June 25, 

2012) 

1. Purpose: The Board recognizes the importance of a safe school 

environment relative to the educational process. Possession of 

weapons in the school setting is a threat to the safety of students 

and staff and is prohibited by law. 

2. Authority SC 1317.2: A student commits an offense under this 

policy if the student is in possession of a weapon. For purposes 

of this policy, a weapon shall include any tool, instrument or 

implement capable, or having the appearance of being capable, 

of inflicting serious bodily injury and possessed or used under 

circumstances not manifestly appropriate for lawful uses which it 

may have. The term weapon shall include, but shall not be limited 

to, any knife, cutting instrument cutting tool, club, blackjack, 

metal knuckles, explosive device; firearm, shotgun, rifle or similar 

device from which a projectile may be discharged, including a 

firearm or other weapon which is not loaded or which lacks a 

component or device necessary to render it immediately operable; 

and a look-alike or replica of a weapon. 

Possession of an article which otherwise would be a weapon is 

justified only when the article is used in conjunction with a lawful, 

school supervised course, program or activity. 

An alleged offense under this policy shall result in a mandatory 

formal hearing before the Board of School Directors (or, as 

authorized by the Board, a committee of the Board or hearing 

examiner). The Superintendent may exclude the student from 

school pending the hearing. Further disciplinary action will be 

determined by the Board. 

The standard penalty for an offense under this policy shall 

include expulsion from school for a period of not less than one 

year. The penalty shall include permanent expulsion from school 

where one or more of the following aggravating circumstances 

exist: 

1. Possession of a firearm. 

2. Possession of a knife or cutting instrument, the blade of 

which is exposed in an automatic way by push-button, 

switch, spring mechanism or otherwise. 

3. Possession of a bomb or similar explosive device, the 

use of which could cause serious bodily injury or property 

damage. 

4. By use of a weapon, attempt to cause, or intentionally or 

recklessly causing bodily injury to another. 

5. By use of a weapon, attempt to put another in fear of 

imminent bodily injury. 

6. Significant history of rules violations. 

The Superintendent may recommend lesser discipline on a 

case-by-case basis. 

3. Delegation of Responsibility: The Superintendent or designee 

shall report suspected violation of this policy to the local police 

and shall implement school/police protocols. 

The Superintendent or designee shall report all incidents 

relating to expulsion for possession of a weapon to the Department 

of Education. 

The Superintendent or designee shall be responsible 

to develop a memorandum of understanding with local law 

enforcement officials that sets forth procedures to be followed 

when an incident occurs involving an act of violence or possession 

of a weapon by any person on school property. 

Acts of violence or possession of a weapon in violation of 

this policy shall be reported to the Office of Safe Schools on the 

required form at least once each year. 

4. Guidelines: Students, staff and parents/guardians shall be 

informed at least annually concerning this policy. 

An exception to this policy may be made by the Superintendent, 

who shall prescribe special conditions or procedures to be 

followed. 

Weapons under the control of law enforcement personnel are 

permitted. 

In accordance with the federal Gun-Free School Zone Act, 

possession or discharge of a firearm in, on, or within 1,000 feet 

of school grounds is prohibited. Violations shall be reported to 

the appropriate law enforcement agency. 

Transfer Students 

When the school district receives a student who transfers from a 

public or private school during an expulsion period for an offense 

involving a weapon, the district may assign that student to an 

alternative assignment or may provide alternative education, 

provided the assignment does not exceed the expulsion period. 

Dress Code Policy 

(Board Policy # 221; Adopted Oct. 10, 2000; Revised Jan. 12, 

2006): 

1. Purpose: The Moon Area School District Board of Education 

recognizes that each student’s mode of dress and grooming is a 

manifestation of personal style and individual preference. The 

Board will not interfere with the right of students and parents to 

make decisions regarding their appearance except when their 

choices affect the educational program of the schools or the health 

and safety of others. 

2. Authority: The Board authorizes the Superintendent to enforce 

school regulations prohibiting student dress or grooming practices 

which: 

1. Present a hazard to the health or safety of the student him/ 

herself or to others in the school. 

2. Materially interfere with schoolwork, create disorder, or 

disrupt the educational program. 

3. Cause excessive wear or damage to school property. 

4. Prevent the student from achieving his/her own educational 

objectives because of blocked vision or restricted 

movement. 

Title 22 Sec. 12.11 Students may be required to wear certain 

types of clothing while participating in physical education 

classes, technology education/shops; extra-curricular activities, 

or other situations where special attire may be required 

to ensure the health or safety of the student. 

3. Delegation of Responsibility: The Superintendent shall develop 

procedures to implement the policy which: 

1. Designates the building principal to monitor student dress 

and grooming in his/her building. 

2. Instructs staff members to demonstrate by example 

and precept wholesome attitudes toward neatness, 

cleanliness, propriety, modesty, and good sense in attire 

and appearance. 

3. Ensure that all rules implementing this policy impose only 

minimum necessary restrictions on the exercise of the 

student’s taste and individuality. 

Guidelines: So as to prevent the loss of valuable class time, 

students should avoid clothing which is considered distracting to 

the orderly process of education. By following these guidelines, 

students help to promote pride in themselves and in their 

school. 

The following clothing is considered inappropriate for school 

use: 

1. Halter tops, muscle shirts, clothing exposing bare midriffs, 

and hats. 

2. Articles of clothing which make references to alcohol, drugs, 

and vulgarity. 

3. Shorts and skirts that are less than fingertip length when 

the arms are extended along the legs. 

4. Cut off pants. 

5. Clothing with holes. 

6. Chains that are 8 inches or greater and 1/16 inch gauge or 

greater. 

7. Arm, wrist, neck or waistbands with spikes. 

8. Arm, wrist, neck or waistbands with metal studs. 

Students found in violation of these guidelines will be sent to the 

(hall) office by the teacher. A building administrator will make final 

determination as to the appropriateness of articles of clothing to 

be worn to school.
